Ms. Harper asked about 30-year three-tab. Mr. LeBlanc stated that Harvey is no longer making
them.
Ms. Herbert asked for public comment.
Mr. Hart—Federal Street. An architect who does a lot of preservation work. Louisa May Alcott
House built in 1710, has section of wood shingle roof in attic with straight edge. Noted that
Historical Commission guidelines discourage anything but a three-tab shingle. Slateline is a
heavy duty shingle but is straight sided. Architectural shingles more prominent and three-tab
less visible.
Ms. Bellin stated that Commission has not approved this roofing before and there is no
documentation that this roof was a wood shake roof. Is not prepared to approve this type of roof
as proposed.
Ms. Herbert noted that Commission has approved Slateline in past

Existing windows are fully synthetic clad both interior and exterior and are not in good
condition. New proposal of windows have aluminum clad on exterior and wood interior.
Presented Harvey brochure and sample of bronze cladding. Will match existing in terms of
color.
Mrs. Herbert—how are grilles affixed? Currently interior and proposing to keep interior. Will
match configuration of windows as existing, i.e. 2/2 on second story and 6/1 in the gable on third
story.

Ms. Bellin asked how configurations will be made. Ms. Herbert asked if it would be better to
have windows all with the same configuration to be more consistent. Commission discussed
history of building and what original windows would have been. Inventory form stated that
windows were 2/2 and gable windows were 6/2. Ms. Herbert stated that to be consistent with
first story windows then upper stories should be 6/6. Applicant agreed that would be amenable
to change configuration to be more appropriate. Applicant presented additional photographs.
Ms. Bellin asked about muntin dimension. Mr. Hart stated that width should be 5/8".
Ms. Harper asked if applicant amenable to changing to an exterior grille instead of sandwiched
muntin. Applicant stated they preferred exterior applied. Ms. Herbert and Ms. Bellin agreed that
exterior applied was preferable.
Applicant asked for considering a black sash and not a bronze sash.
VOTE: Ms. Bellin made a motion to approve the application for replacement windows with
the requirement that windows have an exterior applied grille with 5/8"muntins in a 6/6
c_onf,guration. Windows to be in a black finish. Ms.McCrae seconded the motion. All were
in favor, and the motion so carried.

Bob Monk was present.
Believed that PEM was suppose to draft MOA and have signatories sign. Stated that
Commission is asked to submimt comments to MHC and they would respond with a moA.
MHC has a 30-day response time and would like comments before that day. Have all of
Commission
Ms. Kelleher suggested that staff draft letter to determine whether draft MOA responds to all of
SHC comments from January 22, 2016. Will circulate to members for comments and review.
Larry Spang arrived at this time.

Ms. Kelleher and Ms. Herbert explained the history of the deck and how the design transpired.
The question is whether deck would have been approved if the Commission had required a
certificate of appropriateness and not a certificate of non-applicability. Mr. Cutting asked about
the neighbor's anger towards the deck. Ms. Bellin asked what is before Commission now. Mr.
Spang asked if the deck is exactly as before.

BUILDING FORM 100 Derby Street
ARCHITECTURAL DESCRIPTION See continuation sheet.
Describe architectural features. Evaluate the characteristics of this building in terms of other buildings
within the conamity.
This two-and-a-half-story, three-bay, center-entry, gable-front building is
two bays deep. The slight overhang of the second floor is in keeping with the
treatment of store buildings built during the early and mid-19th century.
Greek Revival details include broad eaves, frieze and gable returns.
Characteristic of window detail on most Salem buildings of all different
periods, window frames are molded. Fenestration consists primarily of 2/2,
double-hung sash with 6/2 windows in the gable, 8/B lights in the paired and
tripart windows. The double window on the Second floor level double and
triple windows at the ground floor likely reflect changes made during the
early 20th century (ca. 1915-1940'x2) . The pedimented door frame Seems to
have been added even more recently. According to a 1978 report by Joyce King,
the present placement of the door on Derby Street dates to 1968-1973. It was
previously located on the corner of the Carlton Street elevation.

Discuss the history of the building. Explain its associations with local (or state history. Include uses
of the building and the rote(s) the owners/occupants played within the cassnity.
Documentary research suggesting the existing building dates from the mid-19th
century is substantiated by Greek Revival elements in the structure.
Buildings have apparently been located on this property as early as 1822 when
it was sold to William Fairfield, master mariner. The deed indicates the
land, but not the buildings were sold to Fairfield. It is unclear whether
they remained on the lot or were moved or demolished. It was common during
the eighteenth and nineteenth centuries for buildings along Derby Street to be
erected on rented land and removed at the expiration of the lease.
After William Fairfield's death in 1825, his wife, Margaret (d. 1872) ,
rented out the property. Tax records indicate that a building was
on this site in 1854. In that year, the Shop of Enoch Goodwin, who lived at
10 Carlton Street, was listed at 54 (now 100) Derby Street.
Successive, mid-19th century tax records show that during much of
Margaret Fairfiled's ownership the building was used as a shop. Between 1859
and 1865, it was the paint shop of Andrew Gage. From 1867 to 1868, it was
listed as the shop of G. Berry.
While the building seems to have served as a residence during the late
nineteenth century, it was again used for commercial purposes during the early
twentieth century. Directory listings Show it as Salem Drug Company in 1915,
a vacant store in 1917, F. Magid, grocery and Jos. A. Archis, grocery in 1918,
S. Dubiel, grocery in 1924. The 1958 Sanborn map still shows the building as
a store.

During the early 20th century, many small stores were located along this
section of Derby Street. Faced with competition from supermarkets and
convenience stores they gradually closed during the 1960'x. Most have been
converted to residential use.

In regards to the proposed signage for 100 Derby Street, please note that the proposal is in compliance with the City's
Sign Ordinance. The total proposed square footage for the new signage is 10 square feet, whereas the total allowed is 66
square feet.
I would suggest that the Board request more information about the proposed signage, including:
1. Placement of new signs
a. Either transposing onto existing photo, or using arrows
2. Full picture of each sign (the grey sign is cut off in the photo)
3. More details on the proposed "house" blade sign. Will it be painted to look like the actual house? If so, it should
be shown as such.

PROCEDURES FOR FILING APPLICATIONS
A. Be prepared to apply for approvals well in advance of commencing any exterior work. Before making any changes to the exterior of a property
in an historic district,the owner should call or visit the Commission representative at the Department of Planning&Community Development
to discuss proposed alterations and to determine the category of the application(Appropriateness,Non-Applicability or Hardship).
B. The Commission normally meets on the fust and third Wednesdays ofeach month and notices are posted at City Hall. The meetings are held at
120 Washington Street,3rd floor,and begin at 7:00 p.m. All meetings are open to the public and any person is entitled to appear and be heard
on any matter before the Commission before it reaches a decision.
C. - An application for a Certificate of Appropriateness or Hardship must be received by 3:00 p.m.on the Monday 16 days before the meeting in
order to make the agenda An application for a Certiti;ate of Non-Applicability may normally be added to the agenda up to the day of the
meeting. In some cases,a Certificate ofNon-Applicability may be issued by the Clerk,without review by the full Commission,after notifying
Commission members and allowing 24 hours for any oijection. There is no fee for any applications.
D. All applications for Certificates of Appropriateness or Hardship require a public hearing. Notice of the hearing must be posted with the City
Clerk 14 days before the hearing and abutters must be notified Ln writing. Commission staff will handle these procedures. A public heicing is
not required for a Certificate of Non-Applicability.
E. Applications must be submitted by the owner ofthe property. A contractor for the owner,at the owner's request,may submit an application on
the owner's behalf. In case of a tenant,a waiver of the owner's appearance may be granted at the discretion ofthe Commission ifit is requested
by the owner.
F. ALL applications must include photos of existing conditions,taken from all public ways. No certificates can be issued until receipt of photos.
G. An application will not be considered complete unless glLwork items are thoroughly described on scaled drawings and include specifications
regarding dimensions, materials, and any other information needed for the Commission to visualize the changes in order to make a
determination. Applications for paint colors should include a paint chip or chart. The following items should be included in your drawings as
applicable(exhibits should be 8%x 11 or be able to be folded to 8 f6 x 11):
1. Site plan showing location of improvements;
2. Elevation drawings of the speck improvements;
3. Details/profiles(i.e.moldings,fence caps,comices,vents,etc.);
4. Materials(i.e.wood,brick,etc.);
5. Dimensions(i.e.size of trim);and
6. Transformers,heat pump and condenser locations,electrical entries and meters,lamp posts,stove pipes.
H. At the hearing,the Commission will discuss the application with the applicant or his representative,hear the abutters and take a vote. Owners
having professional consultants such as architects or contractors are urged to have them be present at the hearing. Ifthe application is appmved,
a Certificate will be mailed to the mailing address provided on the application and copies will be sent to the City Clerk and Building Inspector.
Please note that the application can be continued until the nee.meeting if the Commission deems necessary(i.e. for reasons of incomplete
drawings,to perform a site visit,etc.). In any case,the Commission must make a determination within 60 days from the date the application is
received,unless the applicant waives that requirement in writing.
1. A property owner or a contractor cannot receive a building permit unless a Certificate has been issued. Please be sure to obtain appropriate
permits from the Inspector of Buildings(or other necessary permits and approvals)prior to commencing work.
J. The homeowner may optnotto commence the work approved(unless it relates to resolving an outstanding violation). Work commencedmust
be completed within one year from the Certificate date unless otherwise indicated.
K The City of Salem reserves the right to inspect the project to determine compliance with the conditions set forth in the Certificate issued.
Violations
A person commencing or completing work to the exteriorof a building in an historic district without the necessary approval ofthe Commission is subject
to fines of up to$500 perday from the date of violation. The Commission is not responsible for an owner's neglect to inquire about necessary City
permits and approvals. All records are public and we will confidentially assist you ifyou are concerned that someone in your neighborhood is in violation.

The Massachusetts Historical Commission is in receipt of a Project Notification Form (PNF) for the
project referenced above, submitted by Salem State University and received at this office on January 6,
2016. The staff of the Massachusetts Historical Commission (MHC) have reviewed the information
submitted and have the following comments.
The proposed project consists of the demolition of the storm-damaged south-facing parapet of Building
#1 and construction of a new parapet at 71 Loring Avenue in Salem, MA. The information submitted
indicates that the project will be receiving funding from the Federal Emergency Management Agency
(FEMA), and as such, this project must be reviewed under Section 106 of the National Historic
Preservation Act of 1966 (36 CFR 800).
Review of the MHC's Inventory of Historic and Archaeological Assets of the Commonwealth indicates
that the property at 71 Loring Avenue, historically known as the Hygrade Sylvania Corporation Building
(SAL.1893),is included in the Inventory.
The MHC looks forward to FEMA's determination of the project area of potential effect, identification
and evaluation efforts, and findings of effect for the project. The MHC recommends that FEMA seek
comments from Historic Salem, Inc. and the Salem Historical Commission.
These comments are offered to assist in compliance with Section 106 of the National Historic
Preservation Act of 1966 (36 CFR 800). Please do not hesitate to contact Linda Santoro of my staff if
