Message: Hi Patricia, This is a request for an extension of the attached certificate dated Oct 20, 2016 for our Derby Street basement windows. The vent portion of the project was related to the installation of ventilation ductwork in our basements. For various structural and financial reasons related to the vents we delayed the project. We would still like to do the new storm windows for the four basement windows and likely the other two the same way as the four were already approved vs. the aluminum louvers, but they obviously won't happen by Oct 20 this year at this point. Could we please have an extension and an acknowledgment that we may do all 6 the same? What is the typical time period? If it's possible to have a year to make sure we're covered that would be great because if we aren't able to do it soon we will be waiting until the spring. I have contacted my vendor to try and get an image, but please know that at the meeting I wanted to confirm about any significant material preference from the Commission. They have provided helpful suggestions on prior projects. In the meantime I can pass along that what the vendor recommended was 3-inch deep, stationary louvered vents made of aluminum. He suggested this material because he can request a coating so we could paint them--either the trim color like the other windows or the siding color. Thank you! The house has been altered over its history and now features its primary facade on Carlton Street. Other alterations include a 1-story former shop addition located over original Derby Street entrance. A 3-story wood frame addition is attached to the original building's east elevation. As with other buildings on Derby Street, this property sits on the sidewalk and the basement windows are highly visible on Derby Street. Proposal: Alter 6 basement windows on Derby Street elevation: • Replace 2 outermost windows with louvered vents • Install new permanent storm windows on 4 center windows Staff Comments: In 2015,the applicant received approval to infill 2 basement windows with fieldstone on the east side of the wood-frame addition. Staff Memo to SHC 94-96 Derby Street/33 Carlton Street—Certificate of Appropriateness Page 2 The owners are now proposing changes to the 6 basement windows on Derby Street elevation—4 windows on brick single-story addition and 2 windows on wood-frame building. These windows are currently rectangular true-divided, 3-light wood basement windows. Basement window openings on the 1-story brick addition are arched—a detail that should be preserved. Four of the basement windows will be retained and protected by new permanent storm windows, work that can be approved by a Certificate of Non-Applicability since the Commission does not have jurisdiction over storm windows. However, the Commission can review the color of the storm. The outer two windows are to be replaced with metal louvered vents to allow ventilation into interior boiler rooms. Staff offers the following recommendations: • Retain two removed basement windows for possible reinstallation in the future if possible. • Louvered vents be sized to match existing openings as closely as possible to ensure that existing wood trim is preserved and overal visual appearance is retained. • Louvers to be painted to match trim color. 96 Derby Street windows Y T 94 Derby Street windows stencil work. Upon the removal of the windows during the wall repair that was previously approved for non-applicability (certificate dated 7/15/15) it was discovered that they were more damaged than anticipated(or hoped). My contractor has investigated options and potential replacements would sit too close/below grade, and aside from repairing the bow in the foundation wall, this project was intended to alleviate water issues we are having in the basement, so he is strongly recommending against it and proposed using more of the fieldstone material to fill in the windows instead. It should be noted that while any significant timeframe delays would be very difficult for the general scope of the project itself(e.g.,parts of the foundation are open), it is an especially sensitive issue here because with where the property line falls, much of the work is actually taking place in our neighbors' alley in order to access the outside of the wall. Although this is a variation from the original submission for this particular project, we were given approval in a previous project application to block the third window in the same wall already—also for water-related reasons— so this is neither a unique nor a new remedy for this building or even this particular side of our foundation. Also as part of the repair, he has recommended blocking the rear-most window. Some water is coming in the window (trim is rotted) and its main purpose now is as an exit for the dryer vent only, so he would brick the window itself and reinstall the dryer vent outlet--similar to the existing setup on the Carlton Street side of our building, which we repaired (with approval) a few years ago (see photo). The outlet would be high enough above ground so that no opening would be at ground level, which will greatly help reduce any chance of direct water flow. - The base under the front step has eroded over time time and water has found a path underneath it and into the basement, which is causing flooding in that area. Our vendor will be removing the bottom step, firming up/replacing the support surface underneath the step, filling in any eroded areas, and reinstalling it. This application is in regard to the doorway at 33 Carlton Street. We recently received a certificate of appropriateness for the removal of the wooden surround on the doorway and now we will need to look at cleaning up the brick from some paint, removing the metal pieces that were helping to support the wood surround, and trying to fill in some of the gaps in the mortar and holes in the brick. At the meeting to discuss the frame removal, members of the Historical Commission said that they could provide some information about products to use for this work. We were appreciative of the offer, so followed up with an email to Natalie Lovett on September 20, 2013, two days after the meeting, to ask about mortar and paint removal in particular. I had not heard anything back yet, but in the email I told her were not in a rush. However, I am submitting this application now in response to the violation letter we received dated September 30, 2013. 1 cannot provide any specific plans about what/how we intend to do with the area because we were waiting for the information from the Commission before investigating next steps. I do not know why we received the letter; we have not begun any work on the project. The masonry arched opening could easily be - in original (without a portico) and could be restored by replacement of spalled brick and mortar repairs with a soft Type K mortar 1:3:10 (cement:lime:sand) to match the original. Gray r portland cement would cut the contrast somewhat. i Later massive repointing work when necessary with white mortar could restore the original look of the building. If desired, the wooden portico could be restored to the profile of the unit recently removed. It should be redesigned somewhat to "Federal architectural' x proportions. The brownstone belt course should not be violated by the roof of the pediment (in other words, keep the flatter pediment roof profile). Our unit at 96 Derby St is the only unit with a separate entrance so Salem door is our front door. Salem door is the Carlton Street Door which is the main entrance to the other units. This application is in follow up to a previously granted request in the fall of 2012. Previously we applied for a kickplate to help mitigate the damage but we're now at the point where we need to replace the door before winter. As an FYI we currently live out of state (in PA) so our tenant, or potentially a neighbor may attend in our absence at the hearing depending upon the date selected and our availability. Also, I think we should ask for an actual color sample of the modules to make sure they will blend in as well as possible with the surface of the building. Yourthoughts....... Secondly, re: the approval for the removal of the surround on the 33 Carlton Street property: I went by the building this morning and noticed some paint residue on the brick surface where the surround has already been removed. However, the real problem is the areas where the brick is defaced and a good percentage of the mortar joints will have to be properly repointed after the "mollies" and "spikes"that held the surround onto the brick surface are removed. I think we need to get back to these folks about the correct steps for preservation going forward. If you can, please take a drive 2 by so you can see the problems that are now at issue. The masonry arched opening could easily be original (without a portico) and could be restored by replacement of spalled brick and mortar repairs r with a soft Type K mortar 1:3:10 - (cement:lime:sand) to match the original. Gray portland cement would cut the contrast somewhat. Later massive repointing work when necessary with white mortar could restore the original look of the building. x.; If desired, the wooden portico could be restored to the profile of the unit recently removed. It should be redesigned somewhat to "Federal architectural' w proportions. The brownstone belt course should not s 3•Li, be violated by the roof of the pediment (in other words, keep the flatter pediment roof profile). now g L1020369 0 Salem Historical Commission 120 WASHINGTON STREET, SALEM,MASSACHUSETTS 01970 (978)619-5685 FAX(978)740-0404 CERTIFICATE OF APPROPRIATENESS It is hereby certified that the Salem Historical Commission has detennined that the proposed: ❑ Construction ❑ Moving ❑ Reconstruction ❑ Alteration Fx Demolition ❑ Painting ❑ Signage ❑ Other work as described below will be appropriate to the preservation of said Historic District, as per the requirements set forth in the Historic District's Act (M.G.L. This application is in regard to the wood frame surrounding the door at 33 Carlton Street. This project has come up a couple of times as a side subject when I have been at meetings on other topics, so the Commission is already aware on a general level that we intend to have it replaced in kind (almost, as explained later). Ideally, we would be further along in our planning for this project before I submitted this application--ready with quotes, potential drawings, etc.--however, for the safety of our residents and their guests, we had to remove the frame sooner than planned. We had hoped to do the removal/replacement as one application and one project. We are guessing that a heavy rain caused even further damage and as you can see from the attached photos it was starting to come down. As trustees and as neighbors, we could not take the chance that pieces of it would fall on anyone entering or exiting the building. We are in the process of gathering information (in fact, I had already been exchanging emails about what was on file with Natalie Lovett) and talking with our contractor, but we will need some time to get our materials and options together. If I am required to come to a meeting soon could we get information about comparisons, etc. from the Commission as was offered at a previous meeting? As stated, we intend to replace the frame "almost" in kind, however, we know that there was a warning letter issued in 1987 following the last installation and that we need to make adjustments to the design so that it is even more in compliance with the historical guidelines/examples this time, including likely making the frame with a higher I' eak" above the door.
