Our painters will be completing work on the exterior as soon all of the exterior woodwork is completed and as weather permits. I anticipate that the exterior painting will be complete within one month. We have received approval from the Housing Court to install the requested fence along the South property line; and from Footprint to replace their chain link fence with the Commission's desired wood fence. I have directed our contractor to proceed with the fence replacement as soon as possible. Please note that the fence must be purchased and stained in the contractor's indoor facility prior to installation. Consequently, I anticipate fence installation within one month. We are proceeding with this work in good faith. Therefore, I, again, hereby request that the Commission void or lift the existing Notice of Violation in order to allow us to proceed with our required process through the Housing Court. Subsequent to the hearing, we decided that it made good sense to retain the front basement window (on the west side of the building) to provide some light and air into the front basement room. She said that she would check with you to determine if I should attend the Commission meeting that was scheduled for the next night. The application of vinyl siding has obscurred most of the building's architectural details although two exposed windows on the east elevation retain their original 2/2 wood sash. The building also retains its original fenestration pattern and interior chimneys as well as original gable returns that turn at the top of the second story windows. Proposal This property was recently acquired by the City through receivership. It was abandoned over 10 years ago and has sustained significant interior damage. The City is transferring ownership to a developer who is seeking to renovate the building for a two-family use. (There is indication that this building was used for multiple tenants soon after it was constructed.) The Applicant is proposing a full renovation of the building, including removal of three layers of siding and installation of new clapboards and trim,windows and roofing. The applicant is also proposing the following alterations: • Raise roofline 3 feet to allow full use of the third story; • Add a single gabled dormer to east slope of roof; • Add second story addition above existing enclosed entrance porch on west elevation; and • Add exterior decks and staircase with roof at the rear elevation. (See schematic designs in separate attachment.) While the applicant has not yet specified materials to be used in the renovation, his representative stated a willingness to consider using wood clapboards and wood double-glazed windows. I also asked if the applicant has considered a full dormer as an alternative to raising the roofline. The representative stated that the applicant has considered this option but felt that a full-width dormer would be more visually intrusive to the building's exterior. This section of Derby Street contains a mix of building heights, styles and roof forms, including gable rooflines, hip roofs, and gambrel roofs. 81 Derby Street is one of the shortest buildings in the immediate vicinity. A house located at 68 Derby Street provides an example of a roofline raised above second story windows that is similar to what is proposed. (See Image 4 below) On this house, the extended roofline results in an exaggerated height due to the building's 5 bays wide by 1 bay deep form. This house also features a variety of dormers on both slopes of the roof. 81 Derby Street features a 2 bays deep elevation facing Derby Street,which would limit the potential for an exaggerated appearance of height from a raised roofline. Date: June 1995 e BUILDING FORM 81 Derby Street ARCHITECTURAL DESCRIPTION See continuation sheet. Describe architectural features. Evaluate the characteristics of this building in teras of other buildings within the community. The application of vinyl siding has obscured nearly all detail on this 2 1/2-story, 3 x 2-bay, gable-roofed, center-entry dwelling. Like many houses in densely-urbanized sections of Salem, it is set perpendicular to the street. The main entry consists of a paneled, 9-Light, cottage door sheltered within an enclosed porch. Siding within the porch has been replaced by paneling. Window and door detail is covered. HISTORICAL NARRATIVE X See continuation sheet. Discuss the history of the building. Explain its associations with local (or state history. Include uses of the building and the roles) the owners/occupants played within the community. No title research has Seen performed on this property. Although an earlier Form B on file dates 81 Derby Street dates this house based on "observation" to c. 1830 as Federal, local maps, directories and its high, concrete foundation suggest it was built or moved here c. 1890. The owner was Michael McNulty, a teamster who also owned the adjacent property at 83-85 Derby Street from which this lot was subsequently subdivided in 1951. This house is not shown on the 1890 Sanborn map of Salem, but local directories indicate William Hyde, an iron molder at the Salem Foundry and Machine Shop, moved here from 12 Peabody Street between 1887 and 1888. Early occupants, regularly two families, changed frequently and consisted largely of Irish, working-class residents until c. 1915 when tenancy changed to workers with Polish surnames. In 1910, Annie and Ignacy Najechalski, a baker, who lived and worked at 7 Daniels Street, likely acquired this house when they purchased the property next door at 83-85 Derby Street (see Form No. 3398) . Beginning c. 1920, Annie and Ignacy Najechalski lived here with several other family members, likely their sons, Edward, a sheet metal worker, and Stanley, a laborer and roofer, from c. 1920 to c. 1945.
