Dear John, I know that Sumner is a time for vacations and a million other things , but I don ' t take vacations , and, being anxious to glean a few more facts about the late 65#Derby St . in Salem, I have sent this letter . You know that unfortunate building ' s fate, John. What happened? Did I misunderstand you concerning it those weeks ago? I know the Historical Commission voted to save it in March, but was there a TIME LIMIT put on its demolition reprieve? Did the New England Power Co. "go over the Historical Commission ' s head" to the Board of Appeals and get a favorable ruling there? Did they go to the Building Inspector and get a demolition per- mit? Or - worst case scenario, but not surprising - did the New England Power Co. simply ignore your Com- mission ' s ruling ( because they didn ' t like it ) , " thumb their noses" at it , and go ahead and do what they wanted - in other words , the Historical Commission be damned ! By their action , they followed in the unsavory footsteps of Salem Hospital ( as it was known before) , when it razed a line of mid- 1800s houses that fronted ("""V 2. its driveway , years ago, on Highland Ave. , and also in those of the Holyoke Insurance Co. ( still a threat o CROVIBIE ST. ) , when it razed a line of historic homes on Norman and Sumner Sts . , first for their original buil - ding and then , over a good number of years , for their current addition. Councillor George Nowak ( now deceased) also helped flout the Historical Commission ' s ruling years ago when he aided in having a late 1800s building razed at Blaney and Derby St . -WITHIN THE HISTORIC DISTRICT- for parking for the D.A.V. club nearby. This policy has to change, John : if it does not , it will mean the Derby St .Historic District has no mean- ing UNLESS OWNERS WITHIN IT want to abide by its wish- es . The rulings of the Historical Commission have to have clout , have " teeth" . Petitioners will have to know that they cannot "spit in its face" by their ac- tions and not receive some kind of punishment in re- turn , by means of fines , etc. These are my beliefs ; I await your reply. The building is located in the Derby Street Historic District, so that unlike the Demolition Delay Ordinance (for buildings outside a District), which basically provides for a maximum 6 month delay before demolition can occur, the Commission has the authority to deny demolition altogether and recently forwarded a copy of the Denial to you. The Commission's deliberation of the application included a site visit to the property that was made on February 4, 1995 by several Commission members. At that time, our observations included that the building appears to be structurally sound and that the current status of being secured is sufficient. If you need additional information, please do not hesitate to contact me. Enclosed are a few statenents - historical facts - relatin to the two houses currently up before you for discussion : I . - 'Dr . ' BENJAMIN FREDERICK BROWNE HOUSE (built 1844 ) at 1#Hamilton St . 'Dr . ' Browne was a Salem pharmacist and historian, who originally ( 1793-1873 ) lived with his wife, Sally Bott Browne ( 1801 - 1879 ) at her family ' s home at 18#Chestnut St . The Bott fanily opened Botts Court , and Nathan iel Hawthorne , when he was living briefly at 18#Chestnut St . , around 1847 , used to run down Botts Court when he was trying to get away from adoring fans , and hide in his friend, 'Dr . ' Browne ' s house. This state ly brick "Greek Revival " house stands on the original site of the old "Hacker School " before that school moved to Flint St . (where the build- ing still stands ) "4 2 . - 65#Derby St . ( built between 1790s and 1815 ) - This "Federal " -period house, at the India St . corner , is the last old home in the line of Derby St . buildings that once occupied the land fron the Webb St . cor- ner west on the south side of Derby St . , to 81#Derby St . (a "Greek Re- vival " house built in the 1850s ) In 1837 , the Salem Directory states it was the home of teamster Peter Edgerly ( 1782- 1848 ) , a Gilmanton ,N.H -born teamster , who also built 14#Mall St . , in 1824 , the home of NA- D. THANIEL HAWI'HORNE and his wife in the 1840s . Samuel Edgerly - �� I � ARMS a 0 also lived in the house at the time. ( In the 1830s , it was called 35#Derby St . , with the numbers raised 30 points yrs . later, 65#Derby St . is located in the "Derby St . Historic District ", There was a saying about the old Bourbon monarchs of France, that " the, learned nothing and forgot everything" . This has been the corporate response to historic preservation in Salem on many occasions ; it is to be hoped that the "New England Power Company" can begin to see things Csve-H -2- (65 Derby St . ) " in a different light " .
