If the plans go on as presented this is the view that the Jacksons will have and our view from the side will be of their house. We would have no problem with the new house being built on the current footprint, There has been some discussion regarding our problem with the current plan but no resolution. We would request that the Commission delay any vote until after the Zoning Board of Appeals meeting on 9/15. Is the demolition really necessary? My house is located at 21 Columbus Avenue, diagonally across the street, with water views between the above- mentioned house and the two houses immediately located on either side of 30 Columbus Avenue. And, not only do I have water views, but I also have a view of the moon rising in the evening and sun rising over the breakwater in the early morning light. I had a brief look at the house plans, and it appears that I will lose most(if not all) of those views because of the square footage of the proposed house. This is very distressing to me. Over 40 years ago, my husband and I bought our home in the Willows because of its proximity to the ocean and because the neighborhood had the reputation of being a wonderful place to raise a family. My real estate taxes confirm that I live in a special place—they are inordinately high because of location, location, location. I feel strongly that demolition of the house on 30 Columbus Avenue—to be replaced by a larger, imposing house--will affect the character of our neighborhood. Be prepared to apply for approvals well in advance of commencing any exterior work. Before making My changes to the exterior of a property in an historic district,the owner should call or visit the Commission representative at the Department of Planning&Community Development to discuss proposed alterations and to determine the category of the application(Appropriatcness,Non-Applicability or Hardship). B. The Commission normally meets on the fust and third Wednesdays of each month and notices are posted at City Hall. The meetings are held at 120 Washington Street,3rd Boa,and begin at 7:30 p.m. All meetings are open to the public and any person is entitled to appear and be heard on any matter before the Commission before it reaches a decision. C. An application for a Certificate of Appropriateness or Hardship must be received by 3:00 p.m.on the Monday 16 days before the meeting in order to make the agenda. An application for a Certificate of Non-Applicability may normally be added to the agenda up to the day of the meeting. Foundation walls visible in adjoining crawl-space are also concrete block. The basement floor is poured concrete slab on grade. Existing lally columns supporting the central first floor beam are bearing on single concrete blocks with concrete filled cores, resting on the floor slab. No footings are visible. Visible crawl space has gravel floor with no moisture protection. The existing cast iron sanitary waste pipe is nearly totally embedded in the full length of one foundation wall. Basement: The basement is under a portion of the primary two story structure, surrounded by crawl-spaces under enclosed porches and occupied spaces. Clearance to joist and beam framing above is 6'-6" to 6'-T'and less under plumbing, ductwork, and some framing. Clearance in crawl-spaces is 3'-0" to 3'-6". First floor framing is 2"x6" full dimension floor joists at 24" on center, spanning 8'-0" from foundation walls to a central 4"x T' wood beam Floor sheathing is mixed plank lumber, some rough cut, some salvaged plank siding with paint and wall paper attached. First floor: Finished rooms: kitchen/ dining area, living room, one bathroom, two bedrooms, stairway and three enclosed porches. (one bedroom is 6'4" x 24'-0", a former porch) ceiling heights: 7'-8". Second floor framing not visible or accessible. Stairway stairs: 7 '/2" risers, 9" run/ 10" treads. Limited ceiling hatch panel access to uninsulated attic space above. Roof framing: 2" x 5" full dimension rafters at 30" on center, no ridge board, 2"x 5" collars, 2"x 5" ceiling framing. Rough plank roof sheathing in poor condition. Fiberglass batt insulation at ceiling joists. Roof framing at first floor enclosed porch at east end: 2" x 6" at 18" on center, 9'-6" span. Rough plank roof sheathing. Unfinished and uninsulated. Existing porch floor framing: 2" x 6" at 1T' on center, plank floor sheathing. OBSERVATIONS: Existing exterior vinyl siding and trim and aluminum combination storm sash and screens conceal any original siding or trim details. Some wood shingle siding is visible at enclosed porches. Asphalt shingle roofing is in fair condition and will require replacement. Interior finish work throughout, including floor, wall and ceiling finish materials, doors and windows, appears to be old, sub-standard, and in fair to poor condition. Existing construction of the building appears to have been a series of significant alterations and additions and repairs to a small structure over a long period of time. Ceiling heights and clearances are low throughout. Existing stairs are steep and run across the short dimension of the original structure. (stairway would have to be re-oriented to achieve legal stair dimensions.) Framing and sheathing in unfinished and uninsulated areas of the building shows signs of moisture damage and deterioration and mold. A more detailed home inspection report by ABC Home Inspection, Inc. confirms the generally outdated fair to poor condition of the existing construction, structure, finishes, and the electrical, plumbing, and sanitary waste systems, notes evidence of water damage in the basement and at ceilings, and notes the suspected presence of asbestos and mold. TAYLOR MOYNIHAN Architecture & Planning CONCLUSIONS: The existing house is old and has some typical type construction and structure for its age. It appears to have had significant alterations and additions and repairs over many years and the quality of construction and repairs appears to have been sub-standard at the time. While some of the framing may have been adequate at the time of construction, it appears that age and natural deterioration and structural alterations have resulted in unacceptable structural conditions. The home appears to have had minimal significant upgrading in recent years, and appears to be significantly smaller and less improved than most neighboring properties. Foundation work will be required to provide legally acceptable column footings, and probably to properly support existing occupied areas and any proposed additions or alterations, and to provide acceptable basement head-room under any required structural work. First floor framing and sheathing visible from the basement appears to require significant repay and improvement and new framing members will probably reduce basement head- room (6'-6" and less existing). Access to first floor faming through existing crawl-spaces is also difficult. Second floor framing is not visible or accessible without demolition work. The layout of first floor partitions does not align with visible beams and columns at the basement, indicating longer floor joist spans or concealed flush-framed beams and columns. The visible condition of the second floor roof construction appears to indicate that the roof framing, sheathing and shingle roofing should all be replaced entirely. Visible insulation systems are entirely inadequate and visible framing dimensions indicate that any existing concealed insulation is similarly inadequate. Plumbing, electrical, and heating systems are mostly old and outdated and would require improvements or replacement to meet current codes. Exterior and interior finish materials are old and worn and probably require removal and replacement to accomplish necessary electrical, plumbing, and insulation work. The required new work, materials and labor would be prohibitively costly and would simply be concealing unacceptable structural materials and probably continue to provide uncomfortable living conditions unless the entire structure were to be reconstructed. The existing lot size, shape and dimensions should permit construction of a new single family residence within the required front and side yard setbacks. It is my recommendation that the prospective owners of the property be allowed to demolish the existing building and foundations and construct a residence meeting the requirements of current codes and appearing more appropriate to the location of the property and the condition of the neighboring properties.
