We support the work being done at 35 Chestnut Street. The property had been falling slowly into disrepair, and the
repairs to the buildings,the driveway, fence, and the garden are all very positive.
We have a few questions regarding the proposed fence on the application dated May 9, 2017.
There are many 6'tall flat-board type wooden fences on the Warren Street front of the Chestnut Street through-block
properties. They provide an historically appropriate, consistent edge to the street. They are painted. The colors are
grey, black, white, and cream. There is also a dark green gate next door. What color will the fence for 35 Chestnut be
on the Warren Street side? (The fence removed in March was not painted, but it was a more detailed design. An image
is attached.)
Since 2010, the properties on both sides immediately adjacent to 35 Chestnut have added driveways, which has reduced
lawn area and parking along Warren Street. Since the location of the gate being installed now could impact the location
of a potential driveway someday in the future,and since the location of that drive could create small gaps that are too
small to park a car, will the gate be located in the same location as the gate of the previous fence, on/near the west
edge of the Warren Street lot line?
The Salem Zoning Ordinance section 5.1.5 6.c. states that the sum total of the widths of a property's driveway(s) may be
a "maximum of twenty(20)feet at the street lot line in residence districts". The property has a driveway on Chestnut
Street which is about 12' wide. Since the size of the gate being installed now could be seen as a precedent for a future
driveway, what is the planned size of the gate?

The narrow one-bay,two story carriage house building was built by 1874 and was converted to a residence by 1912. According
to the property's inventory form,the carriage house building has interior trim and an entry surround from a house that stood at
21 Federal Street Today,the Dodge-Huntington Carriage House building has wcod shingle siding,a front-gable roof,and a
pedimented entry surround,tripartite window with 6/6 sash on the second story and a half-round window in the gable on the
north elevation facing Chestnut Street(see photo below). The south elevation faring Warren Street has a similar design except
the center entry has a surround with a simple entablature.

Staff Comments:
The requested work is part of a larger project to restore the carriage house. In May,the owners received a Certificate of Non-
Applicability for the following work items:
• Restore wood windows
• Repair/replace wood Shingle siding and trim
• Clean and repoint chimneys
• In-kind replacement of 3-tab asphalt shingle roof
Since the proposed new rear porch and paint colors for the carnage house constitute a change,the owners are now seeking a
Certificate of Appropriateness for these items. The existing shingles on the building are stained or weathered to a dark brown. It
appears that these shingles may not be the original siding and may cover earlier siding since the building's window molding is
almost Flush with the shingles and the building does not have corner boards. Typically,the molding would have a more
pronounced projection and corner boards would have been used. Staff has spoken with the owners to ask that they consider
restoring earlier siding and trim if found under existing shingles.
The existing entry porch at the rear of the carriage house is an open landing with side stair. The owners are proposing to
construct a new porch with hipped roof and relocate stair to access rear yard. The building's entry surround will remain intact
under the roof. Simple square chamfered posts are proposed to support the porch roof. It is not clear whether porch balusters
will be traditional 15/8"square balusters and if porch lattice will be traditional square design. All elements are proposed to be
painted to match trim color.
The owners are also seeking to install a new 6'tall flatboard fence around the perimeter of the property,including along on
Warren Street to tie into existing post at 37 Chestnut Street(see photo 2). A previous fence at 35 Chestnut Street on the Warren
Street property line fell down during a windstorm and was not replaced. (see photo 1)The proposed fence design has precedent
in the area. Many of the properties on Chestnut Street,includin;the abutting properties at#29 and#37,have 6'tall flatboard
fences.
A Warren Street neighbor reviewed the proposed fence plans and offered the following requests:
• Fence be painted and not left natural;
• Fence gate width be limited,especially if driveway into rear yard is added. Larger width gates result in the elimination of
on-street parking spaces on Warren Street;and
• Ensure that all parking adjacent to fence on Warren Street be parallel spaces.

Describe architectural features. Evaluate the characteristics of this building in terms of other buildings
within the community.
31-35 Chestnut Street,a well-preserved,Federal-style building, is the only triple rowhouse on
Chestnut Street. Set close to the street on land extending through to Warren Street,it is a three-story
rowhouse,with each unit on a rectangular plan. Extending to the rear is a three-story ell (three bays)
followed by a two-story,two-bay ell,and one-story, two-bay ell;35 has a two-story wooden ell.
Each unit is three bays wide by approximately three bays deep. The side-gable roof is clad in slate,
and pierced by a pair of interior end chimneys at each end,and another two chimneys at the firewall
between 31 and 33. An additional chimney exists in the rear ell. The foundation is granite and the
walls are brick.
Each unit has a side entry, (31 and 33-W,and 35 -E);33 and 35 share a portico. Granite stoops with
wrought iron railings rise to panelled doors. Entries are similarly detailed with semi-elliptical,leaded
fanlights,sidelights,and porticos with fluted Ionic columns and pilasters. Windows have 6/6 sash,
set in the brick reveals,with rectangular sills and lintels of painted, reeded brownstone. Other
features include a beaded cornice,a second-story oriel over the entry to 31,a small dormer(rear-33),
and slight cornice returns at the gable ends.
A cast iron fence with granite posts extends across the front of the house. A brick walkway and
wooden fence exist at the east,and a driveway extends along the west side. At the end of the
driveway is a very narrow one-bay, two-story building described by Tolles as a carriage house (Form
#3783). It has a front-gable roof, a pedimented entry surround,and a tripartite window with 6/6
sash (second story). It was converted c. 1912 to a residence,and has interior woodwork and the
entry surround from a house that stood at 21 Federal Street. At the rear of 31,directly on Warren
Street is a Colonial Revival-style brick garage (Form#755). It rises one story beneath a slate gable
roof, and is three bays wide (2 garage door bays). There is a wooden fence along the rear of the
property.

Discuss the history of the building. Explain its associations with local (or state) history. Include uses
of the building and the role(s) the owners/occupants played within the community.
The triple house at 31-35 Chestnut Street was built by Pickering Dodge (1778-1833),merchant,
(possibly for his children)shortly after the 1825 completion of his own house next door at 29 Chestnut
Street. Dodge,the son of Israel and Lucia (Pickering) Dodge,was a successful merchant with sole or
part-ownership of many vessels. Work on the triple house began c. 1828,and was not yet complete
when Dodge died in 1833. Several months after Dodge's death,his daughter Lucy married John Fiske
Allen(1807-1876),who was employed as master of various of Pickering Dodge's vessels to India and
elsewhere. Allen is said to have taken over completion of the project. Lucy Allen(1810-1840)
inherited 31,while her brother Pickering Dodge Jr. inherited 33 and 35.
31 Chestnut Street was first occupied by Tucker Daland (1830-1832),presumably as a tenant. Another
early occupant was Nathaniel Silsbee, U.S. Senator. Next it was owned and occupied by Lucy and
John Fiske Allen. John Fiske Allen continued his life in the shipping trade, retiring from the sea to
enter the mercantile business with his brother Edward Allen. In his later years Allen achieved
renown for his success as a horticulturist. His principal claim to fame was his success in propagating
the night-blooming cereus,and as the first in New England to flower the Victoria regia,a giant
tropical water lily. These were grown in his extensive greenhouses on Warren Street. Newspaper
accounts describe thousands coming to Chestnut Street to see this exotic specimen. In 1843 Allen also
constructed graperies on Flint Street (formerly Dean Street). Following Lucy's death in 1840,and
Allen's death in 1876,the house remained in the Allen family until 1914.

Like 31,33 Chestnut Street seems to have been rented during its first years. It was occupied by
Charles Sanders,then Charles M.Endicott(by 1837). Pickering Dodge Jr.,who had inherited 33 and
35 from his father in 1833,occupied 33 between 1842 and 1855. Residencies continued to be fairly
brief here,with William H.and William E.Greeley here until the purchase in 1864 by George P.
Osgood(d. 1889). Osgood's heirs remained in the house as late as 1939.
35 Chestnut Street was occupied briefly by Charles W.Upham and John Clarke Lee(c. 1830-1835).
From 1837 or earlier until her death in 1851 the house was occupied by Rebecca(Jenks)Dodge(1781-
1851),widow of Pickering Dodge. During most of those years 31 was occupied by her daughter and
son-in-law,and 33 was occupied by her son. Following Rebecca Dodge's ownership the house was
owned by Asahel Huntington,a mayor of Salem,and his daughter S.Louisa Huntington(1853-1936).
Each of the three units continues to be used as a single-family residence.

A brick foundation wall for the addition is almost completed. Through much research and attempts to use old
granite curbing, Brendan Murry the mason recommended using old brick instead. We realize this is notification
after the fact and apologize for not consulting the SHC. There is SO much going on at that project daily, so
many balls in the air, checking in was over looked.
We do know we owe an update on exterior siding. We will match the existing clap boards and the brick red
paint color. So it is all to "match existing".

Hi Patti,
I took a look at this product and from what I can tell this is a supplier of masonry restoration materials that I am
familiar with and is generally acceptable in the industry. They do custom color matches for $100 so that is
usually pretty important with this type of work. We used Jahn M70 by Cathedral Stone on our recent
Brownstone work on Gardner Pingree House. The manufacturer requires masons to attend a workshop to use
their product so it may not be easy for anyone to obtain this product without going through their training.

I'm sorry I missed you yesterday. I'm planning to be in tomorrow evening to drop off a couple of permit apps
and will introduce myself if you are available.
The product we are intending to use is Conproco Mimic. It's specifically designed for restoration of stone. We
adhere to all manufacturer directions and recommendations. For the more delaminated stones we may need to
utilize stainless steel pins and tie wire in order to build out. This is the product and method we used at the
Senior Center on Broad St. last year.
Our mortar mix is custom blended on site, Type K because the brick are quite soft. This is 1 part Portland, 3
parts Lime, and 9 parts sand.

On Wednesday,November 20,2002,the Salem Historical Commission unanimously voted to deny
an application for a Certificate of Appropriateness from Jonathan Reardon to install a shelter for
stacked wood as was already constructed without prior approval. The denial was based on the
proposed materials and design not being appropriate. Therefore,the structure as built is in violation
