The one level addition on the left rear of the Carriage House has a collapsed roof. The walls have pulled away from the Main Carriage House.It would appear the addition was built later and was not supported properly at the foundation level. The addition is beyond reasonable repair and constitutes an" unsafe structure". You are directed to obtain a demolition permit and to begin to make safe or remove the structure within 24 Hours. ( State Building Code 780 C.M.R section 121). There is no appeal from this order. The main portion of the Carriage House needs to repaired by a competent individual familiar with Brick structures. The State Building Code requires an owner to maintain and keep weathertite all systems of a building.(780 C.M.R secion 103). You are directed to submit to this office, within 30 days, your plan to repair the building. If you feel you are aggrieved by this order, your appeal is to the Board of Buildings, Regulations and Standards (B.B.R.S) in Boston. If you have any questions, please contact me directly. OF PLANNfNG S April 2008 COMMUNITY DEVELOPMENT To: Salem Historical Commission, Salem Building Department, and The Salem News Have any of you looked recently at the beautiful, historic carriage house at 23 Chestnut Street in Salem, which belongs to Judge Sam Zoll and his wife? Enclosed are two recent photos of the carriage house. One was taken from the sidewalk on Broad Street: it shows the collapsing roof over the former workshop which was part of the building. The other photo was taken from the sidewalk on Pickering Street: it shows how the neglected brickwork is falling away from the corner. You should go walk around this building and look at it fo- yourself. This important historic building is now dangerous to children who play in the neighborhood, despite the recently installed no trespassing signs. Is it not time to do something to save this building, as was required concerning the brick house facing the garden behind the Ropes Mansion? Or don't historic district regulations and building codes apply to properties owned by politicians or judges?
