Be prepared to apply for approvals well in advance of commencing any exterior work. Before making any changes to the exterior of a property in an historic district,the owner should call or visit the Commission representative at the Deparment of Planning&Community Development to discuss proposed alterations and to determine the category of the application(Appropriateness,Non-Applicability or Hardship). B. The Commission normally meets on the first and third Wednesdays of each month and notices are posted at City Hall. The meetings are held at 120 Washington Street,3rd Floor,and begin at 7:00 p.m. All meetings are open to the public and any person is entitled to appear and be heard on any matter before the Commission before it reaches a decision. C. An application for a Certificate of Appropriateness or Hardship must be received by 3:00 p.m.on the Monday 16 days before the meeting in order to make the agenda. An application for a Certificate of Non-Applicability may normally be added to the agenda up to the day of the meeting. in some cases,a Certificate of Non-Applicability may be issued by the Clerk,without review by the full Commission,after notifying Commission members and allowing 24 hours for any objection. There is no fee for any applications. D. All applications for Certificates of Appropriateness or Hardship require a public hearing. No1ce of the hearing must be posted with the City Clerk 14 days before the hearing and abutters must be notified in writing. Commission staff will handle these procedures. A public hearing is not required for a Certificate of Non-Applicability. E. Applications must be submitted by the owner ofthe property. A contractor for the owner,at the owner's request,may submit an application on the owner's behalf. In case of a tenant,a waiver of the owner's appearance maybe granted at the discretion of the Commission if it is requested by the owner. F. All applications must include photos of existing conditions,taken from all public ways. No certificates can be issued until receipt of photos. G. An application will not be considered complete unless all work items are thoroughly described on scaled drawings and include specifications regarding dimensions, materials, and any other information needed for the Commission to visualize the changes in order to make a determination. At the hearing,the Commission will discuss the application with the applicant or his representative,hear the abutters and take a vote. Owners having professional consultants such as architects or contractors are urged to have them be present at the hearing. If the application is approved, a Certificate will be mailed to the mailing address provided on the application and copies will b.sent to the City Clerk and Building Inspector. Please note that the application can be continued until the next meeting if the Commission deems necessary(i.e.for reasons of incomplete drawings,to perform a site visit,etc.). In any case,the Commission must make a determination within 60 days from the date the application is received,unless the applicant waives that requirement in writing. 1. General Requirements and Scope of Work 0.1 The intent of this work is to repair damaged sections of the exterior fire escapes on the south elevation of the building. Masonry work shown on the drawings should be considered a minimum, and additional lintel installations and replacements should be considered. 0.2 The second and third floor spaces shall not be in use during the work and shall be cordoned off to prohibit access. 0.3 Prior to the removal of shoring, the work depicted in sheets S-1.1 through S-3.2 must be completed. The Structural Engineer shall verify completion of this work prior to removal of shoring. 0.4 Shoring must continuously support all beams or grating where supports are to be removed and replaced or reinforced during the work until new, permanent supports are in place and the mortar for new pockets have cured for at least 72 hours, or Ger manufacturer's requirements for adhesive anchors. Work may be done incrementally in order :o avoid or minimize shoring. 0.5 The contractor shall be solely responsible for all means and methods of construction employed on this project including all temporary bracing, support and protection of the existing structure as required to maintain safe and stable conditions. Fire Escape Repair BID SET 5.May.2014 Hamilton Hall/9 Chestnut Street, Salem, MA NOT FOR CONSTRUCTION Structures North Provide and install shoring designed to support the temporary structural loads of the supported items. 1.2 Shoring shall be of any material, which is suitable for the application. Timber shoring shall be fully dried and all end grain shall be sealed to prevent absorption of water and associated swelling. Shoring shall be made stable, stiff, and snug fitting so as not to deflect under load. Pre load supported elements for snug fit only. Shoring shall deflect no more than the given span length divided by 600. 1.3 Bearing surfaces of shoring shall provide for proper transfer of loads to supporting and supported elements. 1.4 Adequate shoring and bracing shall precede structural alteration. 1.5 Screw-type shoring posts or line shoring shall be provided for existing work during the removal of existing supports and the installation of new structural work. 1.6 Temporary shores shall be placed as close as practicable to the existing structural work being removed. 1.7 Headers shall be placed across top of shoring posts and shall be snug tight against underside of structure above. 1.8 Shoring shall bear on sleepers to prevent damage to the structire below, and temporary footings if required. 2. Steel Fabrications 2.1 Structural steel work shall conform to "Specification for Structural Steel Buildings" (AISC ASD latest edition), or Load and Resistance Factor Design (AISC LRFD, latest edition), and Structural Welding Code - Steel (AWS D1.1-95). 2.2 New steel products shall conform to the following: 2.2a. Steel plates, angles &channels: A36 2.2b. Welding electrodes: AWS E60-XX 2.2c. Adhesive Anchors: Hilti HY70 2.2d. Lag Screws, Bolts to Wood: AISI/ASME 818.2.1 2.3 Adhesive anchors shall be Hilti HY70 or approved equal, with stainless steel screen tubes. Follow all manufacturer's specifications and installation instructions. Use leveling/plumbing nuts and dry-pack grout solid between the steel & masonry surfaces as required. Maintain temporary shoring until adhesive has set for specified time per manufacturer's specifications, which will vary with ambient air and substrate temperatures. 2.4 Shop and field welds shall be made by qualified welders and shall conform to the American Welding Society code for buildings, see specifications. All welds shall develop the full strength of materials being welded, unless otherwise noted. Color shall be black unless otherwise directed by or approved by the Owner. 2.8 For galvanized steel surfaces accepting paint, prepare as follows or as required by the manufacturer of the epoxy paint: 2.8a. Remove zinc high spots with hand or power tools as described in SSPC-SP2 or SP3. 2.8b. Degrease and clean surfaces with an alkaline cleaning solution and rinse thoroughly. 2.8c. Abrasive sweep or brush blasting to roughen the galvanized surface profile following the procedures detailed in ASTM D6386 for abrasive sweep blasting. 2.9 Temporary erection bracing and supports shall be provided to hold structural steel framing securely in position. Such temporary bracing and supports shall not be removed until permanent new structure is installed and completed. 2.10 Fabricate structural steel to proper field measurements before delivering to site. Deliver long and field-cut if field-adjustment is anticipated. 3. Masonry 3.1 Maintain support and bracing to existing structure during work. 3.2 Cement: Type 1 white and/or gray cement as follows: Portland Cement: ASTM C150 complying with staining requirements of ASTM C91 for not more than 0.03% water soluble alkali. Mortar shall show no efflorescence when cast in a 2" x7" x'/2" slab consisting of 1 part of the cement to be used, 2 parts Ottawa plastic mortar sand and distilled water, and subjected to a 7 day "wick test" conforming to ASTM C67. 3.3 Hydrated Lime: ASTM C207, Type S 3.4 Fine Aggregate/ Sand: ASTM C144, washed 3.5 Brick: Re-use existing bricks wherever possible and only units that are in "good-as-new" condition. Mortar shall be proportioned and mixed by hand as pre-packaged mortars do not clearly state the mortar mix proportions on the bag. 3.7 Pre-wet and then re-wet cured cast-in-place concrete until "saturated surface dry" immediately before applying new mortar for re-used brick veneer. 3.8 Push the new pointing mortar into the joints, evacuating air bubbles with the sharp end of a trowel, and strike surface of joints to match existing surrounding joints. 3.9 Finish-point outer surfaces of joints to match joints of adjacent existing work (appearance of sample section to be approved by the Owner). The eagle and the two boards to which it is attached are quite weathered and delicate. They are inset into the brick wall of the northern facade. I believe it best to remove those boards with the eagle as one. I also investigated accessing the panel from the attic but that does not appear to be an option. I propose attaching cleats with handles to the face of the boards. This will prevent the boards from separating and will also provide a secure grip. It appears that the boards are attached to the building by 15 to 20 two to three inch hand-wrought nails, possibly into blocking in the brick. These nails will have to be removed. Once removed from the facade, the eagle&boards will be placed into a plywood crate specifically made for them. A painted panel will be attached in their place on the building. I propose using a telescoping scaffold lift and working from the parking spot on the street. This would require a police detail at the sidewalk. Another option is to use the mason's scaffold during the upcoming work on the exterior of the building. I was told beforehand that it was examined and treated by a wood conservator, Mark Williams, in the early 1990s.At that time, he applied a protective coating of a clear, synthetic varnish to the surface.The coating is still intact but has degraded -it is crystallized and is no longer transparent Underneath the varnish are several layers of paint and some evidence of gilding. As I understand it, Hamilton Hall is wisely planning to remove the eagle and replace it with a replica copied from the original one. The original will then be installed inside Hamilton Hall, ensuring its long-term preservation. In my opinion,the eagle is currently in a structurally stable condition, and it is not immediately imperative to take it down. In the course of my examination I looked for structural weakness, evidence of rot or insect damage, and/or missing elements and saw none. With regard to the surface of the carving, in addition to the degrading varnish there are a few minor areas where the paint has chipped off,exposing the wood underneath. I think that it is a good idea to continue with the plan to take the eagle down from its perch and move forward with the fabrication of a replica.The eagle will most likely be safe where it is for a few years more, but the degraded coating and exposed wood should necessitate moving forward with this project within the next two years. Once the eagle is taken down, treatment of the surface will be easier to evaluate,and a variety of options can be presented for treatment of the surface to make it presentable for exhibition. I hope that this information helps you with your planning,and as I mentioned earlier, I am happy to share my expertise in wood and paint conservation to more thoroughly evaluate the eagle's condition once it has been taken down. It has remained in the same location since the building was completed in 1805. Yet in order to ensure the eagle's long-term preservation, the Trustees of Hamilton Hall have made the decision to remove the eagle and replace it with an exact replica made of fiberglass and painted to match the original. The original eagle will be taken down from the side of the building, conserved,reattached to a new backing board if the original board is in an unsalvageable condition, and exhibited inside the building. Scope of Work The scope of work provided by Christine Thomson of Decorative Arts Conservation will include on-site examination of the eagle's condition after it is removed from the wall, stabilization of the eagle's structure and paint if necessary,and filling and inpainting areas of paint loss. Also, the painted surface will be closely examined with a microscope to determine the original color(s)and to note if any surfaces were ever gilded. The original paint color(s)will be matched to a color from the Benjamin Moore color palettes and that color specified to Robert Schur of Skylight Studios, the maker of the replica. Our work, with the exception of microscopic color matching, shall be performed at Hamilton Hall before the eagle is transported to Skylight Studios for replication Recommended Procedure 1. Examine the eagle's structure and painted surface to better assess its present condition. Present the findings in the written report submitted at the end of the project. 2. Stabilize both the structure and the painted surface using appropriate adhesives. 3. Clean the paint to remove surface dirt and grime. Cleaning method to be determined after testing. 4. Fill areas of wood and paint loss; also fill any cracks and gaps in the surface. 5. Inpaint the new fills with acrylic paints to blend them with the surrounding aged surfaces. 6. Take several samples and prepare them for microscopy to determine the original paint colors. 7. Prepare and submit a report that describes the work undertaken, the results of microscopic examination and color matching, and recommendations for exhibit and care of the original eagle. All work undertaken is done in accordance with the American Institute of Conservation (AIC) Code of Ethics and Standards for Practice. All of the examples are of a simple top iron handrai- meeting a final newel post at the bottom of the steps. Some begin with a newel post at the top of the run, while others attach directly to the house or pillar/column, without a beginning newel post. Depending on the number of steps, some have one or two intermediate supporting posts. The best examples for Hamilton Hall's situation are the following: (1) Grace Church, Essex Street: The 2-step entry in front of the arches doors on the left of the property. There is a simple iron top rail meeting a beginning and an ending newel post. There is a pair of these on each side of the granite steps. Additionally, they each have a simple angled iron handrail extension that appears to be handicap aid. (2) Historic Salem, Inc. , North Street: The 3-step entry has simple iron top rail meeting a beginning and an ending newel post. There is a pair of these on each side of the granite steps. (3) 13 Chestnut Street, to the right of Hamilton Hall: The 4-step entry has a simple iron top rail meeting a tapered iron newel post with pineapple finial. The top rail curves up and attaches directly to the face of the house without a beginning newel post. There is a pair of these on each side of the granite steps. (4) 5 Chestnut Street, to the left of Hamilton Hall: The 4-step entry has a simple iron top rail curving around the entry support column and descending down to a slightly tapered newel post with a ball finial. Thereis a pair of these on each side of the granite steps. (5) 18 Summer Street: The 6-step entry has a simple iron top rail, descending and curving outward to meet a very plain supporting newel post. This railing design has 2 simple supporting newel posts in the run. There is a pair of these on each side of the granite steps. A final good design for Hamilton Hall could be drawn from these and several other examples. I will be forwarding pictures of the examples shortly. At the same time, we were made aware of a planar irregularity in what should otherwise be a flat wall at the Hall's east gable end. We then suggested that staging be erected to facilitate the inspection of the wall and to provide a working platform for repairs that were needed on the rake. Following staging installation, on Monday, September 27, we were able to access and closely examine the irregularity, and provide the following description as to the condition, how it came to be, and how it must be dealt with. As-built Wall Condition The east gable-end of Hamilton Hall is a three-wythe (3-brick layer) mass masonry wall, measuring 12" in nominal thickness. Bricks appear to be well. fired and relatively durable and the lime-based mortar has performed quite well over its nearly 200-year service life. There are several pockets and isolated cracks in the mortar joints as well as a few scattered spalled bricks. There are two S-shaped wrought iron dead ends for tie-rods that were added to physically restrain each gable end. These run to the interior truss structure of the roof. There are also wrought iron ties that anchor the tops of the side wall to the structure, similar in concept but not design. P.O. This timber occupies the inner 8" of wall thickness, with the single nominal 4" exterior brick wythe running past it. This means that the timber was considered to be part of the vertical load-bearing structure of the wall. The rake at the top of this wall is of similarly constructed in that there is a timber rake-rafter that occupies the inner 8" of brick wall thickness. The projecting corbelled brick and modillions that defined the exterior of the rake was cantilevered outward by 8" with only 4" of counterweight. Wooden 2x4 nailers mortised into the rake rafters extended into the projecting brickwork and provided sheathing nailing and lateral tieing action to cornice. Unlike the "eave-tie" timber, the rake-rafters actually passes through the chimney construction with the chimney positively bearing on them. Although it seems intuitively strange for wooden timbers to be assumed to act harmoniously with brick masonry, Hamilton Hall was constructed during the late Federal period, wood was mixed with masonry in ways that have fortunately not been repeated. Wooden lintels were frequently used to support brick spans of many feet in length (we even encountered an 8-foot timber lintel supporting 1 Y2-stories of brick in Boston's north end) and wood was often buried in walls to act as furring. Deterioration and Displacement By the time of our involvement, the modillioned rake had been found to be unstable, and several of its bricks had fallen to the ground during roofing work. Substantial portions of the rake rafter's thickness had been consumed by wood rot fungus and needed to be addressed. Lower down on the wall, the bulge was found to actually be a gentle "S"- curve, with a maximum deviation of approximately 2" inward above the eave- line and 2" outward below the eave-line. We removed several bricks, directly in line with the eaves and encountered the buried eave tie. This timber was found to be rotted to the point that gentle hand pressure could remove large chunks of decomposed material. We encountered a cavity of approximately 2" between brick and the timber remnants and found that the timber had compressed vertically as it shed its share of the brick wall load to the remaining 4" veneer. Because of this, the majority if of the gable's 25,000 Ib weight can be assumed to land on the 4" veneer wythe, which is eccentric from the center of 2 Structures North Hamilton Hall October 20,2004 Salem,MA the wall. This eccentricity has created bending forces in the masonry and a tendency for the wall to buckle outward as it tries to collapse onto and compress the deteriorating eave-tie timber. Because of the lateral restraint that is provided above the eave-tie by the tie rods, the outward buckling has been limited to the area below the eave-tie, resulting in an outward 2" belly. Because of the wall's natural bending stiffness, the outward movement below the eave-tie combined with the lateral restraint above the eave-tie has forced the wall into an S-shape, causing a 2" inward movement above the eave-tie. The result is that we have 12" of masonry bearing on 4" masonry and a rotting mostly decomposed timber, making a 4" horizontal sweep over a four to five- foot vertical distance. While the chimneys offer some planar stability, the brickwork is clearly in immediate danger laterally buckling and the wall in eventual danger of collapse. Options for Immediate Stabilization and Permanent Repairs The required scope of repairs involves two discrete steps: (1) Immediate bracing and (2) permanent repairs. The nature of the bracing would depend on the nature of the permanent repairs. We see two options: Repair Option A- lf the wall is to be taken down and reconstructed, the standard immediate course of action would be to install removable timber donnage on the outside and inside surfaces of the wall, clamping against lateral buckling with drilled-through threaded rods that hold the timbers together. The upper masonry would then be removed down to the level of the lower bulge and then reconstructed in a planar fashion, this time without the embedded timber. Repair Option B- If the original gable is to be retained in its present, though non-planar form, the embedded timber would need to be removed along with all loose brick and replaced with brick (requiring temporary horizontal bracing and vertical support), and the 4" eccentricity within the wall construction would need to be resolved structurally (requiring permanent horizontal bracing). Because it preserves more of the historic fabric, we recommend Option B, retaining the original gable. 3 Structures North Hamilton Hall October 20,2004 Salem,MA Recommended Scope of Work We are currently developing drawings for the following scope of work: Step 1- Structural Bracing This will involve the placement of three vertical steel angle-braces against the inside face of the gable wall (inside the attic). These will have adjustable, field-bolted connections to allow them to conform to the irregular contours of the wall. The braces will incorporate partial depth adhesive anchors set into the masonry above and below the eave-tie to transfer a portion of the gable's weight around the rotten timber so that the timber can be safely removed and replaced with new brick. The braces will also be provide both temporary and permanent lateral bracing to the wall via through-wall rods that will be terminated in black- painted cast iron buttons mounted against the exterior (see attached cut sheets). While these will be the only permanently visible external change, the specific fittings should be unobtrusive while non-pretentiously period- appropriate. The installation of the attic bracing will require a relatively minor amount of temporary plaster removal within the vaulted portion of the ceiling over the east wall of the hall. It is our strong recommendation that this work be done immediately. This means that the Hall will need to self-fund of finance the work as there is in our opinion insufficient time to responsibly await the normal or even emergency MHC funding rounds. Step 2- Brickwork Repair Masonry repairs would consist of incrementally cutting and removing the eave-tie timber along with any loose bricks above or below the rotten member. Extreme care should be take not to disturb the remaining outer brick wythe during the work on the inside. Spot repointing and crack injection should be done on the outside, along with re-setting of any bricks that unavoidably loosen during the interior work. With the completion of "Step 1" work, "Step 2"/ Masonry work could be put off until supplementary funding becomes available, however, we would not 4 Structures North Hamilton Hall October 20,2004 Salem,MA recommend that this be delayed beyond next year's construction season, and the complete weather-protection should be maintained for this period.
