PROCEDURES FOR FILING APPLICATIONS
A. Be prepared to apply for approvals well in advance of commencing any exterior work. Before making my changes to the exterior of aproperty
in an historic district,the owner should call or visit the Commission representative at the Department of Planning&Community Development
to discuss proposed alterations and to determine the category of the application(Appropriateness,Non-Applicability or Hardship).
B. The Commission normally pi Pets on the fust and third Wednesdays ofeach month and notices are postedat City Hall. The meetings are held at
120 Washington Street,3qfloor,and begin at 7:00 p.m. All meetings are open to the public and any person is entitled to appear and be heard
on any matter before the Commission before it reaches a decision.
C. An application for a Certificate of Appropriateness or Hardship must be received by 3:00 p.m.on the Monday 16 days before the meeting in
order to make the agenda An application for a Certificate of Non-Applicability may normally be added to the agenda up to the day of the
meeting. In some cases,a Certificate ofNon-Applicability may be issued by the Clerk,without review by the full Commission,after notifying
Commission members and allowing 24 hours for any objection. There is no fee for any applications.
D. All applications for Certificates of Appropriateness or Hardship require a public hearing. Notice of the hearing must be posted with the City
Clerk 14 days before the hearing and abutters must be notified in writing. Commission staff will handle these procedures. A public hearing is
not required for a Certificate of Non-Applicability.
E. Applications must be submitted by the owner ofthe property. A contractor for the owner,atthe owner's request,may submit an application on
the owner's behalf. In case of a tenant,a waiver ofthe owner's appearance maybe granted at the discretion ofthe Commission if it is requested

1. Site plan showing location of improvements;
2. Elevation drawings of the specific improvements;
3. Detailstprofiles(i.e.moldings,fence caps,cornices,vents,etc.);
4. Materials(i.e.wood,brick,etc.);
5. Dimensions(i.e.size of trim);and
6. - Transformers,heat pump and condenser locations,electrical entries and meters,lamp posts,stove•pipes. .'

H. At the hearing,the Commission will discpss the application with the applicant or his representative,-hear the abutters and take a vote. Owners
having professional consultants such as architects or contractors are urged to have them be present at the hearing. Ifthe application is approved, -
a Certificate will be mailed to the mailing address provided on the application and copies will be sent o the City Clerk and Building Inspector.

Natalie,
I spoke with you last Friday and then submitted an application for certificate of appropriateness in
the office (you had stepped out for 20 minutes) for the trellis I want to mount at the front corner
of my house, 17 Cambridge Street. I moved into this house in October 2013.
We discussed three areas over the phone, and you said only the trellis would require the certificate
of appropriateness, and that you could put me on the agenda for the April 16 meeting.
The 3 issues are as follows:
1. Installing additional Harvey storm windows, matching the ones that exist currently (not all
windows have them). You said the commission does not have jurisdiction over storm windows
except for the color. This would not require my presenting this at a Commission meeting. I picked
up an application for non-applicability for this, which I will fill out and bring back to your
office. The first attachment here is a photo showing the Harvey storm on the second floor and the
wooden type of storm that the previous owner built, which I want to replace with a Harvey of the
same color - almond.
2. Correcting the non-conforming front step area where there is now a patch of bricks at grade
level. The second attachment here shows this condition. You said the Commission has no
jurisdiction at grade level, so I do not have to bring this issue before the Commission either, but
that I should send a picture.
3. Installing a 4' x 7' wood trellis to support a flowering clematis vine at the right hand corner of
the facade that faces the street. I am planning on constructing this myself, so I do not have a
picture of it. The third attachment here shows the facade of the house facing the street and the
right corner. Please refer to my application for certificate of appropriateness. I can bring a sketch
of the trellis into the office in a couple weeks or to the April 16 meeting. My plan is to secure it to
the clapboards with spacers and stainless screws. The wood stock will be approximately .75" x 1.5"
thick and will be naturally weathered grey in color.
Please let me know if you need anything else and when I will receive confirmation of my being on
the agenda for April 16.
