Over the past several months, I have had discussions with Osram representatives about the redevelopment possibilities for their site. During these meetings, retention of manufacturing/industrial uses on the site and potential rezoning for other uses have been discussed. Although it is the City's position that Industrial Zoning should be maintained, it is conceivable that an alternate use may be presented and proven to be beneficial and appropriate. It is my belief that building demolition should be reviewed very carefully in any situation, and in most cases, when a subsequent redevelopment plan is not provided and the public health is not threatened, demolition should not be allowed. In this case however, the City and Osram have agreed to undertake a cooperative reuse process which will result in the joint advertisement and marketing of a Request for Proposals for reuse of this site. Based on this agreement, which will allow the City access into the redevelopment process, I support granting the delay waiver. The redevelopment plan which is agreed to will provide ample opportunity for public and neighborhood review under the existing development review and permitting processes to which it will be required to adhere. Be prepared to apply for approvals well in advance of commencing any exterior wor<. In case of a tenant, a waiver of the owner's appearance may be granted z the discretion of the Commission if it is requested by the owner. F. An application will not be considered complete unless all work items are thoroughly described on scaled drawings and includesp=ificatior regarding dimensions, materials, and any other information needed for the Commission to visualize the changes in order to make determination. Applications for paint colors should include a paint chip or chart. Applications for changes other than paint colors mug be accompanied by scale drawings that adequately llustrate all proposed changes. The following items should be included in your drawing as applicable: 1. Site plan showing location of improvements; 2. Elevation drawings of the specific improvements: 3. DeWls/proftles(i.e. moldings, fence caps,comites, vents, etc.); 4. Materials(i.e. wood, brick, etc.); 5. Dimensions(i.e. size of trim); and 6. Transformers, heat pump and condenser locations, electrical entries and meters, lamp posts.stove pipes. G. At their convenience, a representative of the Commission will take pictures of the property from the public way for presentation at thy. meeting. It is not necessary that the applicant be home or be present. H. At the hearing, the Commission will discuss the application with the applicant or his representative, hear the abutters and take a vote Owners having professional consultants such as architects or contractors are urged to have them be present at the hearing. If the applicatiot is approved. a Certificate will be issued,mailed to the applicant and copies will be se.it to the City Clerk and Bjilding Inspector. Pleas note that the application can be continued until :he next meeting if the Commission deems necessary (i.e. for reasons of .ncomplet( drawings, to perform a site visit, etc.).
