RE: Osram Sylvania-60 Boston Street
Dear Ms. Sides:
I am writing to you with regard to the application of Osram Sylvania, requesting that the
Commission waive the Demolition Delay Ordinance in order to allow for the removal of all but
one building on the Osram Sylvania site located at 60 Boston Street.
Over the past several months, I have had discussions with Osram representatives about
the redevelopment possibilities for their site. During these meetings, retention of
manufacturing/industrial uses on the site and potential rezoning for other uses have been
discussed. Although it is the City's position that Industrial Zoning should be maintained, it is
conceivable that an alternate use may be presented and proven to be beneficial and appropriate.
It is my belief that building demolition should be reviewed very carefully in any situation,
and in most cases, when a subsequent redevelopment plan is not provided and the public health is
not threatened, demolition should not be allowed. In this case however, the City and Osram have
agreed to undertake a cooperative reuse process which will result in the joint advertisement and
marketing of a Request for Proposals for reuse of this site. Based on this agreement, which will
allow the City access into the redevelopment process, I support granting the delay waiver.
The redevelopment plan which is agreed to will provide ample opportunity for public and
neighborhood review under the existing development review and permitting processes to which it
will be required to adhere.

PROCEDURES FOR FILING APPLICATIONS
A. Be prepared to apply for approvals well in advance of commencing any exterior wor<. Before making anv changes to the exterior of
propem•in an historic district,the owner should call or visit the Commission representative at the Salem Planning Departmen:to discus
proposed alterations and to determine the category of the application (Appropriateness,Non-Applicability or Hardship).
The Commission normally meets on the first and third Wednesdays of each tr.onth and notices are posted at City Hall. The meetings at
held at One Salem Green.2nd floor,and begin at 7:30 p.m. All meetings are open to the public and any persor. is entitled to appear ar,
be heard on anv matter before the Commission before it reaches a decision.
C. An application for a Certificate of Appropriateness or Hardship must be received by 3:00 p.m. on the Monday 16 days before tie meetin
in order to make the agenda. An application for a Certificate of Non-Applicability may normally be added to the agenda up to the da
of the meeting. In some cases,a Certificate of Non-Applicability may be issued by the Clerk,without review by tae full Commission.aftc

D. All applications for Certificates of Appropriateness or Hardship require a public hearing. Notice of the hearing must be posted with th
City Clerk 14 days before the hearing and abutters must be notified in writing. Commission staff will handle these procedure.. A publi
hearing is not required for a Certificate of Non-Applicability.
E. Applications must be submitted by the owner of the property. In case of a tenant, a waiver of the owner's appearance may be granted z
the discretion of the Commission if it is requested by the owner.
F. An application will not be considered complete unless all work items are thoroughly described on scaled drawings and includesp=ificatior
regarding dimensions, materials, and any other information needed for the Commission to visualize the changes in order to make
determination. Applications for paint colors should include a paint chip or chart. Applications for changes other than paint colors mug
be accompanied by scale drawings that adequately llustrate all proposed changes. The following items should be included in your drawing
as applicable:
1. Site plan showing location of improvements;
2. Elevation drawings of the specific improvements:
3. DeWls/proftles(i.e. moldings, fence caps,comites, vents, etc.);
4. Materials(i.e. wood, brick, etc.);
5. Dimensions(i.e. size of trim); and
6. Transformers, heat pump and condenser locations, electrical entries and meters, lamp posts.stove pipes.
G. At their convenience, a representative of the Commission will take pictures of the property from the public way for presentation at thy.
meeting. It is not necessary that the applicant be home or be present.
H. At the hearing, the Commission will discuss the application with the applicant or his representative, hear the abutters and take a vote
Owners having professional consultants such as architects or contractors are urged to have them be present at the hearing. If the applicatiot
is approved. a Certificate will be issued,mailed to the applicant and copies will be se.it to the City Clerk and Bjilding Inspector. Pleas
note that the application can be continued until :he next meeting if the Commission deems necessary (i.e. for reasons of .ncomplet(
drawings, to perform a site visit, etc.). In any :ase, the Commission must make a determination within 60 days from tae date tht
application is received, unless the applicant waives that requirement in writing.

what changes are likely or unlikely to be approved. The Commission supports your efforts to improve your property and can guide you on historical
