The move initiated by Mr.Cook to delay any decision on my request to replace clapboard sidingbothers me more than just a little. My applications were submitted well in advance of the January 3rd meeting which certainly provided ample time for any member of the commission to review this situation. Mr. Cook,who appears to have a special sensitivity toward this area of renovation admits to having already inspected my house prior to the January 3rd meeting.However, if Mr.Cook is as concerned about clap- board replacement as he would like to have us believe he is,why did he not make a more careful inspec- tion of the property when he was there.Instead, he seems to have come away from his"inspection"with no particular impression about the present condition of the clapboards;he appears to be primarily con- cerned only for his concern and not for the necessary details. I would have found it more productive if he had spent his inspection time with some semblance of time and care that more closely matched his professed degree of expertise and concern. I am left wondering, in fact,what Mr.Cook did inspect,other than the view of the chimney.It is appar- ent to me that he seemed unable to determine whether or not the fence in question was visible from the public way when, in fact, that the fence begins at the street edge of Beckford Street and runs back to the property of David Hart.Regretfully,this reveals more to me aboutMr.Cookand his ability to make inspections and (subsequent judgements) than I could ever summarize in a short letter. The fact that Mr.Cook is not a resident of this city,and yet has been permitted to establish for him- self a leading role in the commission's decision to create a delay, and that he, in this outsider capacity has any role whatsoever in making judgements about what I can and cannot do with my Salem home— is quite frankly puzzling and disgusting.
