This is a requested change to an approved application for 20 Beckford.
The previous application requested to extend an existing fence and gate between#20 and#16 Beckford at the back
of the driveway set back about 45 feet from Beckford Street. The extended fence would match the existing:
- 6'tall spanning about 19' (including existing section)
- 1"x6" pressure treated wood boards
-rounded wood cap along full length
-hidden posts
-painted to match the house and existing fence
Changes requested:
We would like to use the fence to hide trash barrels from street view. To that end, we propose
1) adding visibile hinges so the fence can be opened to get barrels in and out
2) adding a hidden roof over the trash barrels to keep snow off. The roof would be below the fence hight and
fully hidden from view. It would be covered with dark grey asphalt shingles and sloped to the back.
The plan will mainfian the exact look and structure of the proposed fence with exception of the exposed hinges.
Nothing beyond the fence and hinges will be visible and this will provide a convienient location to hide trash
barrels from view.

This building is a well-preserved example of the Georgian style. The house is oriented with its narrow end to the street and its
five-bay fagade facing south towards#16 Beckford Street The building is rectangu_3r in plan with a two-story gambrel wing
extending from the east elevation.Typical of many properties in the McIntire District,the house occupies much of its lot.
Distinctive features of this house include a center entrance with a vertical headboard door Flanked by pilasters supporting a full
entablature and pediment and clapboard sheathing that extends nearly to the ground,obscuring the granite foundation.The
building is set directly on the sidewalk.

This property currently has an existing 6'tall wood fence with gate that extends from the rear corner of the bui:ding's facade to
the edge of the property's existing brick walkway for a total length of 6'. The remaining area to the property boundary with 16
Beckford contains shrubbery.It appears that there may have been an additional section of fencing in this location that was
removed at some point in the past The owners are seeking to add a new section of fence in this location that would be set
forward slightly towards the street(see plan below). The new fence would match the design of the existing-flat board with cap
rail and painted to match. When viewed directly from Beckford St,the new fence section would appear as adjacent to existing
gate(see photo 2).

20 Beckford Street is flanked by properties with varying fence designs. The property at 16 Beckford has a chain link fence that
extends along the property boundary with#20 (covered by vires and shrubs)and an open picket fence along Beckford Street The
property at 22 Beckford Street has a flat board fence along the Beckford Street edge similar to the proposed design of the
applicant's fence.

ARCHITECTURAL DESCRIPTION
Describe architectural features. Evaluate the characteristics of the building in terms or other buildings within the
community.
Constructed in the 18th century, 20 Beckford Street is a three-story residence capped by a hip roof The clapboard shea'hing
extends nearly to the ground; a simple wooden watertable nearly obscures the granite foundation. Rectangular in plan,the
house is oriented with its narrow end,a single bay wide,to the street and its principal five-bay facade facing south. The
fenestration on the facade is widely spaced. The center entrance contains a vertical headboard door which is flanked by
pilasters supporting a full entablature and pediment. Windows contain 6/6 sash with molded surrounds, exterior storm
windows and shutters. A two-story gambrel wing is offset to the east. A secondary entrance is located on the south side,
sheltered by a doorhood supported by a brace.
The house is set directly on the sidewalk. A cobblestone-paved driveway is located to the south of the house. A simple
wooden gated fence marks the driveway and extends to the south. Large pine trees shade the rear yard.
HISTORICAL NARRATIVE
Describe the history of the building. Explain its associations with local(or state) history. Include uses of the building cnd
the role(s) the owners/occupants played within the community.
The exact date of construction of this 18th century house is not known. According to Samuel Curwen, the house was built by
George Beckford in 1764. Subsequent research by Historic Salem, Inc. indicates that tie land on which it stands wasn't
,acquacquired until 1784 although this was not uncommon at the time. The property later passed to Andrew and Eunice Morgan,
ired
was George's daughter;Andrew was a mariner. Eunice Morgan continued to live in the house until her death at the
age of eighty-one in 1834. The property was sold by the Morgan family in 1852. The next owners were Elizabeth and
Samuel Johnson who sold the property to William and Avis Hill in 1856. Both the Johnsons and the Hills also owned the
edjacent property at 22 Beckford Street. The property was acquired by Mary and Stephen Skinner in 1867, who sold it to
John Tanch in 1872. Caroline Emmerton purchased the property in 1914 and continued to own it until 1943 when it was sold
to Frank and Mar},Gallagher. Emmerton had inherited the large mansion at 328 Essex Street and when the Gallaghers
bought the Emmerton estate 20 Beckford Street was sold in 1946. Later owners included Robert and Marjorie Nelson,
Theophile and Albina Belleau and George and Stephanie Dubois (HSI 1971).

As part of work to landscape and grade the back yard to improve drainage and reset the brick walk and patio, two
changes are proposed:
1) Remove and replace a wooden shed in the back yard. The shed is obstructed from view from Beckford and
very difficult to notice from Federal Street. It is approximately 9 feet deep, 7 feet wide and 8 feet tall, age
unknown, and made of 20" wood stud construction covered with plywood. The proposal is to replace this shed
with a smaller wooden shed in the same location. See attachments
2) Extend the existing wood fence and gate from 6 feet long to 19 feet long separating the front and back yards.
The existing fence is capped flat board wood construction and 6 feet high. It is set back approxiately 45 feet
from Beckford street. The extension would match construction, height,and color(matching the house)and
slightly offset to hide the trash barrels from view. Finished length would span to#16 Beckford's existing chain
link fence. The extension would also be consistent type and conatruction with the wood fence on neighboring
#22 Beckford St. See attachments

NOTICE OF DENIAL OF APPLICATION FOR CERTIFICATE OF APPROPRIATENESS
On Wednesday, May 3, 1989, the Salem Historical Commission, at a duly
constituted meeting, denied the application for a Certificate of
Appropriateness submitted by Michael and Maureen Cooney for their property
at 20 Beckford Street. The application was for permission to alter the
existing fence which presently runs along the westerly side of the property
parallel to Beckford Street and adjacent to the public sidewalk. The
applicant proposed to remove the center gate post and lenghthen the gates.
The right—hand post would be moved a negligible amount to the right for
symmetry. The motion to approve the application for a Certificate of
Appropriateness as submitted was denied by a vote of 2 in favor, 5 opposed.
The Commission' s denial was based on the following findings:
— Retention of a fence at the sidewalk is part of the Salem Historical
Commission Guidelines and any removal of the fence at the sidewalk
would detract from those guidelines;
— There is no precedent for having a gate which occupies the entire
fence;
— Having a gate the entire length of the fence would block the entrance
walkway when closed, which is also against traditional function and
composition of a sidewalk fence.
— Traditionally, fences had a small gate for the sidewalk and a larger
gate for the driveway opening and that these were defined by posts on
either side. The proposed scheme was not in keeping with that
tradition.
— That it is historically inappropriate to have any gateway opening to
allow vehicular access which is greater than 10-12' in width.

NOTICE OF DENIAL OF APPLICATION FOR CERTIFICATE OF APPROPRIATENESS
On Wednesday, February 1 , 1989, the Salem Historical Commission, at a
duly constituted meeting, denied the application for a Certificate of
Appropriateness submitted by Michael Cooney for his property at 20 Beckford
Street. The application was for permission to relocate the existing fence.
At the present time this fence runs along the westerly side of the property
parallel to Beckford Street and adjacent to the public sidewalk. The
applicant proposed to remove the fence from this location and to relocate
it to the east of the central doorway. The Commission voted to deny a
Certificate of Appropriateness by a vote of: approval - zero and denial -
seven. The Commission' s denial was based on the fact that "historically,
fences were located along the sidewalk and the continuity of this fence is
an important asset to the Street" (Salem Historical Commission Guidelines
Notebook, 1984) . The Commission' s guidelines emphasize that "The
Commission generally discourage fence relocation to accommodate off-street
parking" and that "Salem' s fences are a key element in establishing the
character of each street". In the case of this application it was
determined by the Commission that continuity of this fence is an important
architectural feature on Beckford Street and its relocation to accommodate
off-street parking is not appropriate here. I attest that this is an
