The remaining area to the property boundary with 16 Beckford contains shrubbery.It appears that there may have been an additional section of fencing in this location that was removed at some point in the past The owners are seeking to add a new section of fence in this location that would be set forward slightly towards the street(see plan below). The new fence would match the design of the existing-flat board with cap rail and painted to match. Constructed in the 18th century, 20 Beckford Street is a three-story residence capped by a hip roof The clapboard shea'hing extends nearly to the ground; a simple wooden watertable nearly obscures the granite foundation. Rectangular in plan,the house is oriented with its narrow end,a single bay wide,to the street and its principal five-bay facade facing south. The fenestration on the facade is widely spaced. The center entrance contains a vertical headboard door which is flanked by pilasters supporting a full entablature and pediment. Windows contain 6/6 sash with molded surrounds, exterior storm windows and shutters. A two-story gambrel wing is offset to the east. A secondary entrance is located on the south side, sheltered by a doorhood supported by a brace. The house is set directly on the sidewalk. A cobblestone-paved driveway is located to the south of the house. A simple wooden gated fence marks the driveway and extends to the south. Large pine trees shade the rear yard. HISTORICAL NARRATIVE Describe the history of the building. Explain its associations with local(or state) history. Include uses of the building cnd the role(s) the owners/occupants played within the community. The exact date of construction of this 18th century house is not known. According to Samuel Curwen, the house was built by George Beckford in 1764. Subsequent research by Historic Salem, Inc. indicates that tie land on which it stands wasn't ,acquacquired until 1784 although this was not uncommon at the time. The property later passed to Andrew and Eunice Morgan, ired was George's daughter;Andrew was a mariner. Eunice Morgan continued to live in the house until her death at the age of eighty-one in 1834. The property was sold by the Morgan family in 1852. The next owners were Elizabeth and Samuel Johnson who sold the property to William and Avis Hill in 1856. Both the Johnsons and the Hills also owned the edjacent property at 22 Beckford Street. The property was acquired by Mary and Stephen Skinner in 1867, who sold it to John Tanch in 1872. Caroline Emmerton purchased the property in 1914 and continued to own it until 1943 when it was sold to Frank and Mar},Gallagher. Emmerton had inherited the large mansion at 328 Essex Street and when the Gallaghers bought the Emmerton estate 20 Beckford Street was sold in 1946. The shed is obstructed from view from Beckford and very difficult to notice from Federal Street. It is approximately 9 feet deep, 7 feet wide and 8 feet tall, age unknown, and made of 20" wood stud construction covered with plywood. The proposal is to replace this shed with a smaller wooden shed in the same location. The existing fence is capped flat board wood construction and 6 feet high. It is set back approxiately 45 feet from Beckford street. The application was for permission to alter the existing fence which presently runs along the westerly side of the property parallel to Beckford Street and adjacent to the public sidewalk. The applicant proposed to remove the center gate post and lenghthen the gates. The right—hand post would be moved a negligible amount to the right for symmetry. The motion to approve the application for a Certificate of Appropriateness as submitted was denied by a vote of 2 in favor, 5 opposed. The Commission' s denial was based on the following findings: — Retention of a fence at the sidewalk is part of the Salem Historical Commission Guidelines and any removal of the fence at the sidewalk would detract from those guidelines; — There is no precedent for having a gate which occupies the entire fence; — Having a gate the entire length of the fence would block the entrance walkway when closed, which is also against traditional function and composition of a sidewalk fence. — Traditionally, fences had a small gate for the sidewalk and a larger gate for the driveway opening and that these were defined by posts on either side. The proposed scheme was not in keeping with that tradition. — That it is historically inappropriate to have any gateway opening to allow vehicular access which is greater than 10-12' in width. In the case of this application it was determined by the Commission that continuity of this fence is an important architectural feature on Beckford Street and its relocation to accommodate off-street parking is not appropriate here.
