Hi Jane:
They look like the attached. We already have white gutters, it is the same .color and it
covers the existing gutter. You would not see any difference from the street. We are NOT

Dear Sir or Madam:
My name is Joel Caron, and I live at 4 Andover St. I would like to offer my enthusiastic support
for the issuance of a certificate of appropriateness for the new fence in the back yard of 2
Andover St.
The owner of 2 Andover St., Luciana Stantial, misunderstood the requirements of the Historical
Commission, but had this wood fence installed only after she carefully considered its historical
appropriateness, its relationship to adjoining fences, and the opinions of the abutters(me, and the
owners of 5 River St.)
The result is a totally inconspicuous wood picket fence, at the rear of a large yard, behind a dense
cover of shrubbery next to the sidewalk and a newly planted hedge row that is likely to
eventually cover the fence completely. When painted white, this fence will be virtually
unnoticeable, because of the higher fence of almost identical material lying behind it. This later
fence replaced an older fence, of the same materials and design,just a few years ago,with the
approval of the Historical Commission.
This fence is tasteful, virtually identical to the fence to which it is joined on the abutting property
on River St.,and together with the hedgerow planted to parallel it, has the effect of softening or
obscuring the street view of the metal fence which separates 2 and 4 Andover St. As part of the
installation of this wood picket fence, Ms Stantial even had minor repairs made to the unsightly
metal fence that has separated those properties for well over 50 years.
The new wood picket fence is a great improvement to this neighborhood, and its historical
appropriateness should be recognized in the granting of Ms Stantial's petition.

certificate of appropriateness for the new fence at 2 Andover St.
WHIT
This fence(pictured to the left)was erected to
replace a similar board fence,which had been in
that location since at least 1928,and which was the
fence I remember from the 1950's when 1 was
growing up next door.
I have always felt that the old board fence was
incongruous with the formal picket fences it
adjoins on both ends,and congratulate Mr.Levy
for choosing a design that maintains the basic
simplicity of the previous design but does a much
better job of blending with its more formal
neighbors.The old fence stood in stark contrast to the ornate picket fences;the new one joins them together.This is
skillfully accomplished with minimal changes to the basic design.
The question for the historic commission is not the attractiveness of this fence,however,but its historical
appropriateness. 1 do understand that this question cannot be settled merely by pointing out the many other examples
of similar fences(board fences with posts exposed on both its sides and with post capsevery)in the neighborhood:
River St.at numbers 7, 15, 15-112,17 and 18,numbers 8 and 13 Lynn St., Beckford St.,Munroe Street,Federal St.,
and many others.
One of these fences—the one at 13 Lynn St.is particularly noteworthy.As the picture on the right shows,this
fence is identical to the 2 Andover St. fence.Some
members of the commission will recall that this house
and fence were built in 2002,to replace the house
destroyed by fire,and that John Carr worked with the
developer extensively to ensure a design that would be
historically appropriate. A newspaper article at the time
portrayed this working relationship as a productive one,
and as I recall,stated that John Carr had devoted more
than 40 hours to such meetings with the developer.
One result of these many hours of meetings was a fence
identical to the fence in question at 2 Andover St.
Applying the same standards to both of these fences,the
2 Andover St. fenced must be deemed historically
appropriate,and thus Mr.Levy's application should be approved.

Dear Mr. Thibodeau:
My understanding from speaking with your secretary this morning is that in order to
apply for a curb cut one must obtain an application form from your office.
I simply wish to inform you that a driveway gate was recently installed on the
Beckford Street side of the property numbered 2 Andover Street, which I respectfiilly
submit is not in conformity(in several respects)with the fence that had been approved by
the Salem Historical Commission, and in due course we will be taking that up with the
Commission directly.
In the meantime, however, I am simply writing at your secretary's suggestion to
inform you of same so that no such license will be granted approving a curb cut until the
Historical Commission has resolved the issue of the non-approved gate, as constructed.
Thank you in advance for your anticipated cooperation in this matter.

I have received a notice about an application for a certificate of appropriateness for
improvements being made to 2 Andover St., including changes to the back entrance.
I would like to offer my enthusiastic support of this application. Jay and Neil Levy have gone out
of their way to show me the excellent work they are doing to restore this historic home,while
converting it to two condominiums. They are doing a wonderful job of adapting this home to the
economic realities of the 21St century,while preserving its elegance and character from the 18a'
century.
The historical commission and other city departments should do whatever they can to support
quality preservation like that being done by the Levy brothers.
