B. The Commission normally meets on the first and third Wednesdays of each month and notices are posted at City Hall. The meetings are held at 120 Washington Street,3rd Floor,and begin at 7:30 p.m. All meetings are open to the public and any person is entitled to appear and be heard on any matter be lore the Commission before it reaches a decision. C. An application for a Certificate of Appropriateness or Hardship must be received by 3:00 p.m.on the Manday 16 days before the meeting in order to make the agenda. An application for a Certificate of Non-Applicability may normally be added to the agenda up to the day of the meeting. This 1850s single family residence contributes to the cohesiveness of the streetscape in the Gallows Hill neighborhood and demolishing it would be a detriment to this street in and of itself,as well as set a negative precedent for future development in this area. This house has additional significance to the architectural history of Salem as part of a mid-nineteenth century streetscape that developed overlooking Gallows Hill and Blubber Hollow. The repeated house forts,styles,and lot placements,are largely uninterrupted by 20th century structures,keeping intact a local vernacular that grew out of what was Common Land as late as the 1700's. In order to preserve this historic streetscape,we strongly urge you to consider ways to attain your stated goals while keeping the majority of the original 1860 house intact. With the cost of demolition,infill and new excavation taken into account, re-using the existing foundation and the front portion of the house is a valid option that would be at least cost neutral and potentially offer a cost savings. To do this,the original portion of the house could be rehabilitated and the unsympathetic kitchen and dining additions removed. New construction at the rear of the house may allow for excavation of a full height basement and inclusion of two modem bathrooms on the second floor. In terms of recreating a Greek Revival fagade the 4 foot deep projection on the front of the house and the accompanying small gable roof are unnecessary and we ask you to look at including this additional square footage on the back of the house. The proposed bay window,reminiscent of the existing house should remain. In order to continue the repetition of architectural form found on the street the proposed roof pitch should match the pitch of the existing house. The first floor of the house should be 4-5 stair risers off the street,which incidentally might create a pleasant daylit basement. In keeping with the basic Greek Revival style of the house,all windows should be individual windows,as opposed to multiple windows grouped together,and the trim should have a strong profile, as per the house directly to the west of 20 Albion Street. If you decide to move the house closer to the center of the lot we'd like to note that the likely reason the houses on this street all sit at the same location on their lots is to maximize southern sun exposure. Moving the location of the house will reduce this exposure. An important aspect of either construction options is selection of exterior materials. In our experience using traditional wood clapboard and trim elevates the quality of the building and the street. An excellent example of this is the nearby Pope House at 69 Boston Street. A final note,the sloping floor in the existing erawlspace,and the elevated first floors on the entire street indicate the possibility of shallow bedrock with would make foundation excavation difficult and costly in either a reuse scenario with an addition or a replacement building with a new foundation.
