The section of fence we are requesting to remove had over the course of 100 years become compromised by two large ash trees which had to be removed last November because they had rotted to a point that made them a liability. If you consult the photographs attached to this document you will see where the trunk of one of the trees has literally grown around the components of the fence. This would make it difficult to grind the stump without first cutting out the fence. In addition,there is a section of the same section where the roots of the trees have distended the fence out of level by pushing up on the staves in that area. The Association is requesting permission to remove 14 feet of the fence to the halfway point where an existing support would serve as a natural end point for the remaining section. This would allow us to remove the stumps and landscape the existing area. (See Drawing 2 for a rendering of this area after removal of the damaged section.) Removing, restoring and then reinstalling that section of the fence would be a cost burden to the Association and is not considered an option from our point of view. But leaving the damaged portion intact as is would not be aesthetically acceptable either. As suggested at the Commission meeting of November 5,2008, the 39-41 Washington Square Condo Association met yesterday to decide on the best location for the condenser at the property. It was agreed at the meeting to defer a decision in order for random tests to be conducted in order to determine possible noise and vibration effect on the other units in the Association during the coming weeks. Following these tests,the Association will meet again to come to a decision,and then I will submit a proposal based on the agreed location and the proposed treatment to make the condenser less visible from Winter Street. 1 will be absent from the address due to work commitments during most of June and July, during which time the condenser would not be in use,and so would not be able to make a follow up proposal during that time. Applications for paint colors should include a paint chip or chart. The following items should be included in your drawings as applicable: I. Site plan showing location of improvements; 2. Elevation drawings of the specific improvements; 3. Detailsiprofiles(i.e. moldings,fence caps,comites,vents,etc.); 4. Materials(i.e. wood,brick etc.); 5. Dimensions(i.e.size of trim);and 6. OF PLANNING & 120 Washington Street COMMUNITY DEVELOPMENT Salem, MA 01970 Dear Members of the Historical Commission, I am writing on behalf of the Condo Association of 39-41 Washington Square North regarding a number of repairs and improvements to our building. In most cases these repairs have already been brought to the attention of the Historical Commission, but a formal request has not been made. BRICK REPOINTING+CLEANING This past summer we contracted Wayne Parker of Parker Restoration to repoint a large portion of our brick exterior along Winter Street, as the structure of the building was in dire need of attention. He matched the mortar to the original color as closely as possible. Following the repointing work, the facade was cleaned with a chemical wash, reducing discoloration and water stains. The repointed areas were sealed with a waterproof sealant. The archway over the 41 side of the building was also repointed and reinforced, rectifying problems from a previous repair. PAINTING FRONT DOOR Last year the 41 side of the building received permission from the Salem Historic Commission to paint the front door black. We would like to request permission to paint the front door of the 39-side entrance the same glossy black,to create a uniform appearance to the two entrances. Please see attached photographs. REPLACING DOWNSPOUTS The aluminum downspouts around the perimeter of the building are badly rusting and need to be replaced. After considerable discussion and research into the cost of copper downspouts,the Condo Association determined that the most viable solution is to replace them with a copper aluminum downspout, so as to give the appearance of copper while installing a durable and more affordable drainage system. We are seeking permission to proceed with the copper aluminum option. Please see attached photographs of old downspouts. ROOF REPAIR on BACK WING At the end of December the owners of the#41-1 unit experienced a major leak in the ceiling in the upstairs bathroom. Operating under an emergency situation, in which considerable amounts of water was flooding in through the roof, we contracted Bill Shea of Shea Roofing to examine the roof and proceed with repairs. He found at least six areas in the roof that were faulty, and determined that the entire length of the roof on one side of the wing needed to be replaced. He used a dark grey architectural shingle similar to those on surrounding properties. We understand from Shea that this particular shingle is one that the Commission has approved as an alternative to slate tiles. The slate that was from the roof was unfortunately not salvageable, due to the poor quality of many previous"temporary" repairs that had been made using cement to affix the slate tiles. Photographs of the repaired roof are attached. The master bath and bedroom for this unit occupy the upper level of the wing that extends off from the main building. This wing extends into the back yard, facing Pleasant Street Ave. It is not visible from Winter Street, as it is a two-story wing that runs parallel to the wing of the 39 side of the building (please see diagram for location).
