It is our hope that the new lights will not only enhance the appearance of our neighborhood but that they will also address safety concerns by providing increased illumination. We are working with the City Electrician and the City Planning department on improving the lighting on our narrow, one lane, one-way street. We have selected the same fixture that the City recently installed on Goodhue Street and manufactured by Spring City. It has been determined that the correct scale for our neighborhood is a pole height at 17' high with an arm fixture approximately 4'. We are working with Spring City to prepare a new specification sheet for our request but in the interim we have submitted the sample specification sheet used by the City for Goodhue Street. We request that these same black lampposts and overhead lighting be installed on Orne Square. Or. Orne Square is a quaint residential street in the McIntire Historic District. We recently celebrated our 100'h anniversary and we take a great deal of pride in our neighborhood's history and appearance. To that end,we would like to formally request that the city of Salem assist our neighborhood association by upgrading the lighting on our street. Install three(3)new streetlights Staff Comments: Currently,Ome Square has one (1)overhead cobra style streetlight The residents are concerned about the lack of lighting on the street and the non-historic appearance of the modern fixture and have been working with the City Electrician and the Ward Councillor on improving street lighting on this narrow,single lane street.They are seeking to replace the existing single lightpole and install two additional poles for a total of three(3)new streetlights. These lights will be 1T tall with a 4'arm fixture. Evaluate in terms of other examples of streetscapes and similar buildings within the community. 1-17 Ome Square is a rare example in Salem of twentieth century rowhousing, and of concrete construction for residential buildings. It is unique in Salem in the number and integrity of its buildings. Set on an L-shaped lot on both sides of Orne Square,the eight rowhouses, (each containing two units), are set directly on the street. They are identical in design. Each is a two-story house with a rectangular plan. Each house is four bays wide by two bays deep. The side-gable roofs are clad in slate and pierced by two interior chimneys,each near the roof ridge on its rear slope. The walls are concrete, as is the foundation. The two entries are recessed within segmental arched openings at the two center bays. Each has a panelled door, transom, and a panelled vestibule. Windows have 6/6 sash, (paired at the end bays of the facade), and are set directly in the concrete reveals.The rowhouses are close together, with garages adjacent to 24, 14-16,and 15-17. Garages are one and two bays wide,with pyramidal roofs with exposed rafter ends,and are clad in clapboard. The rowhouses on Orne Square were constructed c. 1915 after Salem's devastating fire of 1914 had destroyed the previous rowhouses standing on this site. They were built by Stephen W. Phillips,who at the same time rebuilt a three-unit rowhouse at 31-35 Warren Street. Both were retained by Phillips as rental properties,and continue as such under the ownership of his heirs. As a result of the 1914 fire,Salem saw a tremendous amount of new construction during the years immediately following. One of the results of the fire was a heightened awareness of fireproof construction techniques, and affordable workers' housing. Within days after the fire,the Salem Rebuilding Trust was appointed as a commission to oversee the rebuilding of the city and to establish standards for new construction. The concrete construction and pleasant simplicity of the Orne Square houses is in keeping with the approach encouraged by the Salem Rebuilding Trust. The land on which these houses stand was undeveloped and owned by Sarah F. Ome as late as 1874. By 1897 fourteen wooden double houses and a triple house had been constructed by Nathaniel Ropes (1833-1893), nephew of Sarah Orne. Ropes resided at 318 Essex Street,now the Ropes Mansion, museum house of the Peabody Essex Museum. His business was primarily in real estate,and these earlier houses on Ome Square were described as his most ambitious venture. In addition, the row houses at 19 1/2-211/2 and 23-25 1/2 Broad Street,which survive the 1914 fire,had also been built on his land. Tenants before the fire included John H. Sears (7- 1900),curator at the Peabody Academy of Science; W. P.Shapley (1 - 1910) and Charles Willard (15-1910),both conductors for B &M;Otis H. Ray (13- 1900) and Lindley V. Shaw (5- 1910), both painters; and Thomas O.Jenkins (8 - 1910), lawyer. Since 1915 the residents of Orne Square have included a variety of widows,clerks, teachers, and museum employees, and people of many other occupations. Residents in 1920 included M.S. Andrew - 2; Mrs. C. H. Hagar- 7;E. A. Gregory, clerk- 10;and Henry G. Hall - 15. In 1940 tenants included Sarah Little, teacher at Salem High School- 1;Patrick Murphy,credit manager-5; Raymond Maloon, clerk -8; and George Merrill,business manager at New England Telephone and Telegraph- 12. Residents up to the present time have tended to be employed in white-collar jobs, and have often remained residents of Ome Square fotmany years. Describe proposed changes to back face of 8 Orne Square. 2.) Gain permission to file for Building Permit. As a resident of The McIntire District, I respect the architectural integrity of the neighborhoods, especially my charming Orne Square neighborhood. Residents of Orne Square realize that lighting the units poses some major challenges. In an attempt to gain as much light exposure as possible for the first floor, as well as enjoy the views afforded by the backyard, I am proposing the following modifications: 1.) Replace current 3' backdoor with 4' French doors. 2.) Replace current 6-over-6 (33"w x 60"h) dining room window with two matching 6- over-6 windows, mimicking the kitchen windows to the side and the bedroom windows to the top. The benefits of the proposed changes: 1.) Increased light for first floor rooms 2.) Larger door opening allowing for easier access, allowing for a. Furniture b. Handicap entrance c. Better traffic flow through kitchen to backyard 3.) Expanded views of backyard plantings. Possible objections and rebuttals: 1.) The proposed changes are to historical property. a.) While the property is historic, the back face opens to a broad expanse of garden and yard is not visible to street traffic on either Ome Square, Hathorne or Broad Street. 2.) The proposed changes modify the existing property footprint. a.) Not so. There will be no change to the size of the back porch or back yard. 3.) The proposed changes will modify the character of the architecture. a.) The proposed changes maintain symmetry throughout the window sizes and locations and balance the first floor and second floor. The window casing and mullions will maintain the neighborhood standard white and essex green trim paint colors. Construction concerns and rebuttals: 1.) The construction will require widening the opening of the back door, and will therefore require a building permit. a. I am working with an architect (Jessica Snare, Springhill Designs) familiar with cinder block construction and its reinforcement. 2.) The construction may damage the stucco surrounding the door and window openings. a. Small cracks and loose stucco will be repaired by a certified stucco contractor(E.L.K. Construction) familiar with Ome Square stucco. When the street is re-stuccoed, any patches would be covered and rendered invisible. 3.) There would be disruptions to Ome Square. a. As with any home improvement on Orne Square, trucks and workers would be limited to construction hours. All rubbish would be removed in a timely manner. As you can see in the attached drawings, the changes are quite simple, but will dramatically improve the natural lighting of the interior rooms, improve the flow of traffic in an out the back door, and make minimal impact to the overall design of the units. Skylights and Bathroom Vent The design proposes 3 skylights and 1 bathroom vent on the backside of the roof. The skylights and bathroom vent would be installed by a roofing expert who specializes in slate roofs, supervised by Semper Fi Construction who has completed work at#3 and #5 Orne Square. The skylights are specified as Velux brand sized 30"x 50"with gray flashing. The windows themselves are two panels of tempered safety glass with argon gas injected between the panels. The bathroom vent will be 8"x 8" and also colored gray so as to blend with the slate roof. Wooden Window The one existing window on the 3rd floor would also be replaced. There is no fee to come before the Commission. B. Be prepared to apply for approvals well in advance of commencing any exterior work. Before making any changes to the exterior of a property in an historic district, the owner should call or visit the Commission representative at the Salem Planning Department to discuss proposed alterations and to determine the category of the application (Appropriateness, Non-Applicability or Hardship). C. The Commission normally meets on the first and third Wednesdays of each month and notices are posted at City Hall. The meetings are held at One Salem Green, 2nd floor, and begin at 7:30 p.m. All meetings of the Commission are open to the public and any person is entitled to appear and be heard on any matter before the Commission before it reaches a decision. D. An application for a Certificate of Appropriateness or Hardship must be received by 3:00 p.m. on the Monday 16 days before the meeting in order to make the following agenda. An application for a Certificate of Non-Applicability may normally be added to the agenda up to the day of the meeting. E. Both colors are from historic color collections: the yellow orange is from California Paints and the off-white trim color is from Benjamin Moore Historic Colors. 2. Every area currently painted the trim color will remain so. 3. The fence will remain dark green. 4. The door, currently painted dark brown, will be painted either the same dark brown or the dark green of the fence. 5. The windowboxes will be painted the new trim color. 6. The arbor will be painted the fence color. I am an art conservator employed by Robert Mussey Associates in Boston, MA and our firm does historic paint analysis for both institutional and private clients. An application for a Certificate of Non-Applicability may normally be added to the agenda up to the day of the meeting. In some taus,a Certificate ofNon-Applicability may be issued by the Clerk,without review by the full Commission,after receiving signatures of approval from an officer and a member of the Commission. There is no fee for any applications. D. All applications for Certificates of Appropriateness or Hardship require a public hearing. All applications must include three to four 35mm photographs of existing conditions. No certificates can be issued prior to receipt of photographs. G. An application will not be considered complete unless awork items are thoroughly described on scaled drawings and include specifications regarding dimensions, materials, and any other infonnztion needed for the Commission to visualize the changes in order to make a determination. Applications for paint colors shoulc include a paint chip or chart. The following items should be included in your drawings as applicable: 1. Site plan showing location of improvements; 2. Elevation drawings of the specific improvements: 3. Details/profiles(i.e. moldings,fence caps,cornices, vents,etc.); 4. Materials(i.e.wood,brick,etc.); 5. Dimensions(i.e.size of trim);and 6. Transformers,heat pump and condenser ocations,electrical entries and meters, lamp posts,stove pipes. H. At the hearing,the Commission will discuss the application with the applicant or his representative,hear the abutters and take a vote. Owners having professional consultants such as architects or contra tors are urged to have them be present at the hearing. If the application is approved, a Certificate will be issued, mailed to the applicant and copies will be sent to the City Clerk and Building Inspector. Please note that the application can be continued until the next meeting if the Commission deems necessary(i.e.for reasons of incomplete drawings.to perform a site visit,etc.). In any case,the Commission must make a determination within 60 days from the date the application is received,un.ess the applicant waives that requirement in writing. 1. A property owner or a contractor cannot receive a building permit unless a Certificate has been issued or the applicant has a letter from the Commission stating that the change involved is not subject to the Commission's jurisdiction. Please be sure to obtain appropriate permits from the Inspector of Buildings prior to commencing work. J. The City of Salem reserves the right to inspect the project to determine compliance with the conditions set forth in the Certificate issued. Violations A person commencing or completing work to the exterior of a building in an historic district without the necessary approval of the Commission is subject to fines of up to$500 per day from the date of violation. The Commission is not responsible for an owners neglect to inquire about necessary City permits and approvals. All records are public and we will confidentially assist you if you are concerned that someone in your neighborhood is in violation. Assistance The Commission's guidelines are available for viewing at the Salem Planning Department and the Salem Public Library. The guidelines provide examples of what is historically appropriate(or inappropriate)for Salem's neighborhoods including trim, siding,doors, fences, gutters, masonry, paint colors, parking solutions, porches, roofing, satellite dishes, secondary egress, skylights, utilities, windows, etc. These guidelines help you understand what changes are likely or unlikely to be approved.
