The porch has fallen into disrepair as a function of wear and tear and weather, but also, in part, due to a colony of carpenter ants infesting and destroying certain of the wooden materials. No changes are anticipated to the design of the porch. The request for a Certificate of Appropriateness is requested with respect to a recommendation of my contractor to use certain composite materials, including: 1. Replacing the wooden decking material with a composite material manufactured by Trex or Azek, brochures of which are attached to this application; and 2. Replacing the affected column(s) with a fiberglass column(s). The wooden railings will be replaced with substantially similar wooden railings installed consistent with the height and baluster distances prescribed in the building code. The requested relief should be granted for the following reasons. The project does not propose any appreciable change in the design of the porch, which will remain from all outward observances identical to the existing porch. The paint colors will either be replicated exactly as existing or as close as possible to existing as can be achieved. The only changes proposed will be with respect to materials for the decking and columns, which will not appear different from traditional materials from any public way view of the house. The replacement of wooden decking with composite will deter the re-colonization with carpenter ants, which has been a problem. The use of the composite deck materials also significantly reduces the amount of painting work in the project, saving nearly $1,000 from the estimated price. As to fiberglass columns, they are effectively indistinguishable from wooden columns when painted, are readily available for purchase, and do not require custom millwork as would be required either to restore damaged wooden columns or manufacture replacement columns. Finally, the design and location of the house is such that use of non-original materials will have little or no impact on the appearance of the house from the street and will not conflict with the appearance of the surrounding community. The house is literally the last house in the McIntire district on the corner of Warren Court and Dalton Parkway. It was not built during the McIntire period of the district, having been built after 1900. Warren Court is a dead-end street with no through traffic. The house is the only unit with a front entrance on Warren Court. There are no other structures with front porches on Warren Court, and, thus, nothing to provide contrast. Additionally, the floor level is elevated from grade so that an observer from the street is not looking down on the decking material. Only the side of the porch is visible from Dalton Parkway through shrubbery. The front of the porch is visible across a wide median and Warren Court from Highland Avenue, but the distance is so great that details, such as the differences in materials, are indistinguishable. In conclusion, I respectfully request the Commission grant the application and issue a Certificate of Appropriateness, where the only changes to be made include the use of non- original materials, which will be pest-resistant, less expensive, and effectively indistinguishable from original materials from any public way.
