While I personally do not object to waiving the requirement for sidewalks and curbing, Sec. 26-105 of the Salem Code of Ordinances requires that-all new building construction after January 1, 1981 install sidewalks and curbing. I suggest that you check with the City Solicitor concerning the waiver request. 3. I do not concur with the request for waiver of a turnaround. A turnaround should be provided which meets the needs of emergency vehicles. 4. The sewer line should have a minimum of 4 feet of cover. Mr. Baliotis is understandably anxious to begin construction and wishes the matter to be resolved. .. . I have not received the response from you requested in my earlier letter. Therefore, as I suggested, the City shall resolve this issue in order to prevent any further delays. I have recommended to Mr. Baliotis that he contract with a paving company to extend the pavement to provide legal frontage for his lot. He will tie into the existing municipal sewer and water services on Ravenna Avenue, and there will be no necessity for any further financial negotiation. We regret the need for intervening, but felt the issue has gone on too long and must be resolved as equitably and as expeditiously as possible.
