The new heating system seems to be proceeding smoothly. The workmanship and equipment is of high quality and the contractor should upon completion and final inspection, be paid as per change order 112. The Window repair, item 1127, also seems to be of good quality, there is some concern however over the issue of sanding the sash. To be adequately sanded the sash will have to be removed from the frame. I do feel that if the window repair is done satisfactorily, Curtis should be paid on a prorated basis leaving out a percentage for those windows which cannot be put in until brick repair is done or until a special order has been received. We should review with contractors the need to reglaze and replace additional sash and obtain a "per unit" quote for same. One item which. concerns me is the failure to adhere to specifications- on rebuilding the rear porches (item 4) . The specifications in item 4d calls for 2" x 4" beaded rails with 1 3/8 pine balusters. The existing materials do not however meet this specification. The railing units contain some pressure treated lumber which wont' hold paint.' The lattice skirt (4f) should be pressure treated pine lattice with 1 x 8 pressure treated pine trim, this is also of lower quality and should be replaced. The railing assembly also provides a water-trap on the bottom rail. The 1x1 pine trim on the bottom of each rail should be removed on the back to allow water to escape. The existing set-up will result in the bottom rail rotting. The balusters should also be nailed on all 4 sides with the nails being countersunk. While realizing that the work has already been approved and paid for I'm sure that we can work something out that will satisfy all our concerns. The contractor must understand that, from the view of the Salem Planning Department, the finish carpentry that has been done to date does not meet what we consider to be "professional standards." Decking and trim boards should be trimmed on the back, not the face. Four inch scraps should not be pieced in for fascia or trim. (They will split and break) . All lumber must be stamped with the appropriate grade. While I can understand the contractor's desire to complete exterior work when weather permits, I must state clearly that all work on this job must be approved by the Building Inspector, Housing Authority and the Planning Department if City and Sect. 8 funds are to be used. Whether the contractor needs to reassign workers or more closely supervise the finish work, I hope it is clear that since we authorize payments after work is complete, variation from the specifications will result in a loss of time and money for all parties concerned. May 17, 1984 Salem Building Inspector Re:34 Prince Street Richard McIntosh One Salem Green Salem, Ma. 01970 Sir: An inspection was conducted this date of the newly remodeled structure located at 34 Prince Street. The first problem which has occurred is that the electrical contractor has failed to take out a Form #81F, Application for installation of Fire Alarm equipment. Therefore no permit has been issued as of this date for installation of the fire alarm devices. Secondly, the electrical contractor was not provided with an approved set of fire alarm plans, and was working from a set of plans which did not contain the details set forth on the approved plans. The smoke detectors located in the common areas, are all on 110 voltage, and several detectors are not installed as shown on the approved plans. No Fire Alarm Panel, with battery power for secondary source has been installed as shown on approved plans. The new fuel oil burners have been installed and upon inspection we find that all fuel oil lines in the basement are exposed and run across the top of the basement floor. These lines must be protected by an approved cement covering. The two doors leading to the basement areas, shall be required to have self closing devices placed on same. These basement doors now provide a shaft up the stairs which could prove disasterous, in the event of a fire. We cannot therefore approve any part of this occupancy for use, as of this date. Feeherry and Hacker, and Associate Member Luzinski. Notice of the hearing was sent to abutters and others and a notice of the hearing was published in the Salem evening News on January 7,1981 and January 14 1981 in accordance with Massachusetts General Laws Chapter 40A. The Petitioners have requested a Special Permit to locate a community based non-profit Community Development Corporation professional office at the existing building at 34 Prince Street. The existing building is in an R-3 district. The Special Permit which has been requested may therefore be granted upon a finding by the Board of Appeals, that the grant of the Special Permit will promote the health, safety, convenience and welfare of the City's inhabitants. The Board of Appeals, after considering the evidence presented at the hearing, and after viewing the property, makes the following findings of fact: 1. The proposed use will benefit the entire neighborhood. 2. The proposed use was unopposed by abutters. On the basis of the above findings of fact and on the evidence presented at the public hearing, the Board of Appeals concludes unanimously that the proposed use will promote the health, safety, convenience, and welfare of the City' s inhabitants and that the proposed use is in harmony with the Zoning Ordinance.
