Due to a complaint received through the Neighborhood Improvement
Committee hot line, I conducted an inspection of the above mentioned
property and the following violations were found:
1. Debris must be picked up around property.
2. Remove or re-install fence.
3. Unregistered motor vehicles must be removed.
Please notify this department upon receipt of this letter as to your
course of action to rectify these violations. Failure to do so will result in
legal action being taken against you.

Dear Mr. Yemma
It appears that an illegal dwelling unit has been constructed in the basement of 5 Porter
Street.
There is no record of a permit being issued for this work and the unit is non-compliant with
the requirements State Building Code (780 CMR) in regards to egress, minimum ceiling
height, minimum light and ventilation and emergency egress from sleeping rooms.
You are hereby directed to entirely remove the kitchen from this basement
unit and provide direct access from the finished basement space to the floor
above. All Plumbing must be capped off and concealed by permanent wall or
floor construction. You must obtain a building permit for this work and
arrange for a licensed plumber and licensed electrician to obtain permits and
inspections for the removal of all plumbing and electric work currently
installed in the basement kitchen within 30 days of your receipt of this notice.
Failure to do so may result in further actions being brought against you, up to
and including the filing of complaints at District Court.
When removal work described above, call to arrange an inspection from this
Department. When the Building Inspector has signed off, you can arrange for
Winspectithe Fire Department.

This City of Salem Zoning Ordinance specifically prohibits the rooming or boarding of
persons not in the family in the R-C District (Section 5.3.17)
