Dear Members of the Board:
At its December 20, 2000 Public Hearing, the Salem Historical Commission requested
that AT&T Wireless Services submit alternate antenna configurations for the proposed
Hawthorne Hotel installation. The Commission specifically requested that AT&T Wireless
Services consider the possible relocation of(a) the proposed RF transparent chimney so that it
would appear shorter when viewed from the street, and (b) the antenna to be placed on the
southeast corner of the yacht club penthouse in an attempt to reduce its visibility from the street.
After the December 20 Public Hearing, Christopher Tice (an RF Engineer with AT&T
Wireless Services), Chairman Kasparian and I discussed alternative antenna configurations in a
telephone conference. During that conference, Chris Tice noted that an historical photograph of
the Hawthorne Hotel hanging in the hotel tavern showed the hotel circa 1925 with a flag pole on
its roof. Mr. Kasparian indicated that an antenna configuration housed within a flag pole
structure may be an acceptable alternative.
AT&T Wireless Services commissioned the architectural and engineering firm Paul
Bergman and Associates of Haverhill, Massachusetts ("Bergman"), to evaluate these alternatives
and prepare redrafted plans and photo simulations for each of them.
AT&T Wireless Services presented both the chimney and the flagpole alternatives to the
Commission at its January 3, 2001 Public Hearing. The Commission informed AT&T Wireless
Services at that hearing that it approved, in concept, the flagpole design. The Commission

continued AT&T Wireless Services application until January 17, 2001 so that AT&T Wireless
Services may submit certain specific information regarding (1) materials used in flagpole
construction; (2) a description of the mounting hardware utilized to secure the flagpole to the
roof; and (3) whether the flagpole can be tapered to a wider diameter at its base with a slightly
altered finial ball design at the top of the pole.
In a separate public hearing held on December 28, 2000, the Design Review Board of the
Salem Redevelopment Authority said it will approve the flagpole design upon receipt of final
plans. (The Design Review Board also noted at that hearing that it did not object to the chimney
design.).
Accordingly, attached are redrafted plans and photo simulations for the following two
alternative designs:
1. The proposed RF transparent chimney and the proposed yacht club penthouse
antenna mounted closer to the face of the southeast corner of the yacht club
penthouse; and
2. A proposed "RF transparent" flag pole with internal antennas on the front roof of
the building overlooking Washington Square West.
These amended plans are respectfully submitted to supplement to AT&T Wireless'
original Application dated November 21, 2000. Because both the Salem Historical Commission
and the Design Review Board of the Salem Redevelopment Authority either approve or strongly
favor the flagpole design, we will focus our presentation on this design and respectfully request
that the Board grant the relief sought with respect to it. Notwithstanding, we will, of course,
address any questions or concerns the Board has on any of the plans before it.

A Public Hearing on this petition was held on January 4,2001. The following Planning Board members
were present: Walter B. Power, III, Chairman; Davis Weiner, John Moustakis, Bill Cullen, Pam
Lombardini, Chuck Puleo, Gene Collins and Bill Luster. Notice of this meeting was sent to abutters and
notice of the hearing was properly published in the Salem Evening News.
The petitioner is requesting a Wireless Communication Facility Special Permit under Section 5-3,
Special Permit Uses, of the City of Salem Zoning Ordinance, to allow the installation of three antennas
encased in a RF Transparent flag pole on the roof of the building located at 18 Washington Square West
(Hawthorne Hotel), Salem,MA. An equipment room will be located in the basement and the antennas
and cables will be painted to match the structure.
The Planning Board reviewed the application and plans submitted and found that the petitioner addressed
the requirements of this section for the issuance of a Special Permit.
On January 4, 2001, the Board closed the Public Hearing and then the Planning Board voted by a vote of
six(8) in favor, none opposed,to grant the Wireless Communication Facility Special Permit for the
location stated above, in accordance with the applications(amended January 4, 2001)and site plan last
dated January 2,2001,titled"AT&T Wireless Service,Hotel Hawthorne, Salem, Massachusetts,E327.0 "
and drawn by Bergman &Associates, Inc., submitted and now part of the file. The Special Permit was
approved with the condition that the applicant adhere to all conditions issued by the Salem Historic
Commission and the Salem Redevelopment Authority. In addition,the flagpole shall be constructed so as
to accommodate a flag,which in size, is in keeping with the Hawthorne Hotel.The applicant shall also
maintain and paint of the flagpole on an as needed basis.
This endorsement shall not take effect until a copy of the decision bearing certification of the City Clerk
that twenty (20)days have elapsed and no appeal has been filed or that if such appeal has been filed that
it has been dismissed or denied, is recorded in the Essex South Registry of Deeds and is indexed in the
grantor index under the name of the owner of record or is recorded and noted on the owner's certificate
of title. The fee for recording or registering shall be paid by the owner or applicant.
I hereby certify that a copy of this decision is on file with the City Clerk and that a copy of the decision
and plans is on file with the Planning Board.
