Also the site is disturbing more than an acre of land so the applicant would also need to file a NPDES Stormwater Permit with the EPA. If they are phasing the development they will need to file an NOI for the Roadway and then an NOI for the buildings that will occupy the site. Among the questions and comments were: 1. How does.the CAC process relate to the PIP process? These are two separate processes that are governed by the respective state regulations that apply. The PIP is under the state MCP regulations and focuses on the hazardous waste contamination issues and remediation design requirements for site cleanup. The CAC is part of the EIR process under MEPA regulations and focuses on the proposed site development as an assisted living facility. Woodard & Curran and McRoberts and Roberts, LLP are managing the conduct of the two processes on behalf of the project proponent, Glover Estates. The two activities are being coordinated,but they are not being combined. This CAC will not examine hazardous waste issues in any detail, other than to periodically review brief summaries of the status of the contamination work. 2. It was agreed that greater understanding of the site contamination risks and of the interconnection of the assisted living facility to the cleanup effort was needed by the Public and particularly among those who have opposed the project. It was noted that there is a strong likelihood that the state DEP could designate this site as a"superfund" cleanup site if there is no private developer who is willing to undertake the cleanup activities as part of redevelopment of the property, as is currently being proposed. -- If the site were designated as a state Superfund cleanup site,the cleanup costs would be borne by the responsible parties and could include the local municipalities, taxpayers and ratepayers. This could pose a significant financial burden on local residents and should be widely communicated to all residents and interested parties. The positive attributes of the proposed development project, including its site cleanup and reuse benefits of a needed assisted living facility, need to be highlighted to inform the public and public officials of the importance of site cleanup and of the detrimental impacts if this project is cancelled or does not obtain necessary regulatory approvals. -- Project impacts and necessary mitigation measures are also important to address and will be fully analyzed in the EIR that is underway. 3. Representatives of town Finance Committees should be invited to participate in the CAC process,based on the potential municipal financial liability that may result if the site is designated as a state superfund cleanup site. --These individuals will be identified and invited to participate in the CAC process at the next CAC meeting. 4. John Thompson of W&C presented a contamination overview of the site. John focused on the upland, shoreline and near-shore harbor sediment contamination levels and testing methods followed. He described the planned remediation technique using a phosphate solution mixed into the soil to stabilize and immobilize the lead combined with a cap added from the proposed building foundation,parking and clean soils. Parts of the concrete building pad and site asphalt paving will be integral to isolate the contamination soils. Sections of the sandy beach area will be removed and replaced; and the near-shore harbor sediment will be excavated and removed for disposal on the upland portions of the site. An added benefit of the wet chemical mixing process to remediate the soils is that it will minimize dust. 5. Mark Roberts presented an overview of the site building plan and state Chapter 91 elements of the site design, layout and use of the interior space and exterior areas. Mark described the site layout and the various shoreline and tideland setbacks and uses required under the DEP Chapter 91 regulations. He described the circulation and safety features of the design, as well as the site drainage elements. Public access and parking elements were also noted. 6. Rich Bane presented an overview of the project's design and schematic drawings of the building. 7. A roundtable discussion was held to list all of the comments of the CAC members about the project. A list of the comments made is attached. 8. The meeting was adjourned and the next meeting will be held in September. CAC Comments on the Project 1. Positive development outcome is a community benefit. 2. The pluses of site development heed to be disseminated to the broader community. 3. Health risk issues of present site are real and need to be disseminated to the broader community. 4. There is a need for the assisted living facility in both Salem and Marblehead. 5. More information is needed on what the proposed assisted living facility is and how it will operate. 6. "Superfund" status of site would be a terrible outcome, if the facility is not built and the broader community needs to know that if this project fails there is a real possibility that the site will be added to the National Priority List and the EPA will take control. 7. Site resource issues and NOI process under the town Conservation Commissions need to be expanded. 8. Traffic issues need to be examined in detail,particularly along Salem portion of roadway. 9. Non-Single Family use is contrary to local zoning. A change in use could result in greater impacts than expected. 10. Remediation of contaminated habitat areas is needed. 11. Residential abutters across Lafayette St. currently have access and turning difficulties due to heavy traffic volumes. What will be the impact of the added cars from the project site? 12. Efficacy of the cleanup needs to be explained. 13. "Green"building design and operating systems should be explored to enhance the project's positive attributes and appeal. 14. L. , c. 30., ss . 61-62H) and Section 11 . 06 of the MEPA regulations (303 CMR 11 . 00) , 1 hereby determine that- this project requires the preparation of an Environmental Impact Report (EIR) . According to the Expanded Environmental Notification Form (ENF) , the proposed project consists of the construction of a 55-unit, 28, 000 square foot (sf) assisted living facility with 41 surface parking spaces . Access to the site will be provided via a driveway onto Lafayette Street . Pedestrian access will be provided through the project site and along the perimeter of the site to the Marblehead bike path, the Forest River, and Salem Harbor. The site is vacant of buildings, but was the location for the Chadwick Lead Mill . The project area is characterized as a contaminated site, which will be cleaned-up in accordance with the Massachusetts Contingency Plan (MCP) . The proponent will undertake a Phase II Comprehensive Site Assignment (CSA) and Risk Assessment to evaluate the potential risk of harm as a result of contaminants at the site. The proposed remediation will occur on both the private and public lands . l £; Primetl an Recycled stack 20%Post Consumer Waste EOEA #12741 ENF Certificate April 29, 2002 This project is subject to a mandatory EIR pursuant to Section 11 . 03 (3) (a) (5) because a Chapter 91 Waterways License is •required for, anew non-water dependent use occupying one or more acres of tidelands . The .project will require a Section 401 Water Quality Certificate from the Department of Environmental Protection (DEP) . The project must comply with the National Pollution Discharge Elimination System (NPDE) General Permit for stormwater discharges from a construction site of over five acres. It will require review by the Massachusetts Historical Commission (MHC) . The project will need a Section 404 Permit from the U. S. Army Corps of Engineers . It may require Federal Consistency Review by the Massachusetts Coastal Zone Management (MCZM) Office. Orders of Conditions are required from the both the Marblehead (MCC) and Salem Conservation Commissions (SCC) . Because the proponent is seeking financial assistance from the Commonwealth in the form of a Brownfield Redevelopment Fund Loan from the Massachusetts Development office, MEPA jurisdiction extends to all aspects of the project that may have significant environmental impacts. Using the Institute of Traffic Engineers (ITE) Handbook land use code (LUC) 252 (Congregate Care Facility) , the project is estimated to generate about 104 new daily vehicle trips. The project will be connected to the existing municipal water and wastewater service. The proponent has estimated that the project will consume approximately 8, 250 gallons per day (gpd) of water and it will generate a similar amount of wastewater. SCOPE In accordance with Section 11 . 05 (7) of the MEPA regulations, the proponent has submitted an Expanded ENF with a request that I allow the proponent to fulfill its EIR obligations under MEPA with a Single EIR. The Expanded ENF contained considerable information, which has been helpful in defining the scope of the EIR. However, because the document did not meet the enhanced standards of Section 11 . 06 (8) of the MEPA regulations, I am requiring the usual two-step Draft and Final EIR process . ,,,As.. modified,.,by this scope, the EIR should conform to Section 11.`07 of�the tMEPA .regulations E.for .outline, and y 2 EDEA #12741 ENF Certificate April 29, 2002 content. The EIR should resolve the remaining issues outlined below, with a focus on the areas of Chapter 91, wetlands, and historic/archaeological impacts . It should address the comments listed at . the end of this Certificate to the extent that they are within this scope, and it should include a copy of this Certificate and all comment letters. Alternatives Analysis : In addition to the No-Build Alternative and the Preferred Alternative, the EIR should discuss alternative building configurations, as required by the Chapter 91 Program, that have been developed by the proponent and might result in fewer impacts . The EIR should identify any site access options . It should provide a comparative analysis that clearly shows the differences between the environmental impacts associated with each of the alternatives. Chapter 91 Licensing: The information submitted by the proponent indicates that about 1 . 58 acres of the project site are located on filled tidelands of the .Forest River and Salem Harbor. The comment letter from DEP dated April 19, 2002, indicates .that the proposed project would be considered a non-water dependent use. The EIR should define the extent and type of tidelands involved and should provide the information necessary for a complete filing under the Chapter 91 Licensing Program. This should include, at a minimum: an alternative analysis; public purpose determination; provisions for o_oen space, setbacks, and view facilitation; description o= flooding conditions, if any, and facilities to encourage waterfront use; and a maintenance plan. DEP' s comment letter. expands on these requirements . All nonwater-dependent use projects are required to provide appropriate amounts of open space for water-dependent activity and public access . The amount of open space must be equivalent to the footprint of all buildings on the project site that are being used for nonwater-dependent purposes . The EIR should identify the onsite open space + that-is -proposed-to4be, dedicated to a pedestrian walkway system. The EIR should discuss the aesthetics of the project, and should include a conceptual-level landscaping plan and building elevations from all sides. The EIR should also discuss any phasing ,or other effects on public access that might be entailed by the timing of on- site remediation work. The EIR should address DEP' s concerns, such as historical licensing information and the proposed museum space (to serve as a Facility of Public Accommodation) . I recommend close consultation with DEP during preparation of this section of the EIR. The proponent may wish to take advantage of the coordinated MEPA/Chapter 91 review process available under Section 9. 11 (2) (b) (4) of the DEP Waterways Regulations. Traffic and Parking: The ENF contained a traffic analysis that adequately addressed traffic issues, given the relatively small volume of traffic to be generated, and further analysis will not be required in the EIR. Parking at the site will include about 41 . spaces in surface parking areas . The EIR should identify how many parking spaces local zoning requires . If the number of parking spaces is greater than that required by zoning, the proponent must identify why additional parking is required. I ask the proponent to reduce surface parking as much as possible and increase open space areas . The EIR should describe how the number of parking spaces needed was determined. Pedestrian and Bicycle Facilities: The EIR should contain plans that show clearly the boundaries of the proponent' s property and adjacent public lands, and it should show all potential access points between the different properties. The EIR should show where sidewalks currently exist in a map of the area and where the proponent proposes sidewalks. The proponent should discuss the width of all walkways and sidewalks proposed as part of the project. The EIR should show on a plan where pedestrian ,crosswalks along Lafayette Street are being proposed by the proponent/City.,of. .Salem/Townoof 4 EOEA #12741 ENF Certificate April 29, 2002 Marblehead to provide access from either side of the street . The EIR should identify the proposed bicycle facility improvements included with this project. The EIR should investigate all bicycle path connections and opportunities in the project area and determine where there are any linkage possibilities with the project. Wetlands : The Commonwealth has endorsed a "No Net Loss Policy" that requires that all feasible means to avoid and reduce the extent of wetland alteration be considered and implemented. The Wetland Section of the EIR must conform to this approach by first examining options that avoid impacts to wetland resource areas, their associated buffer zones, and the 100-year flood plain areas . In the Expanded ENE, the proponent. identified impacts to 30, 000 sf of Land Under the Ocean and Land Containing Shellfish (dredging contaminated mudflats) , 12, 800 sf of Coastal Beach (excavation & replacement of contaminated sand) , 5, 600 sf of Coastal Bank (excavation & stabilization) , and 400 sf of salt marsh excavation & restoration. Where it has been demonstrated that impacts are unavoidable, the EIR must illustrate that the impacts have been minimized, and that the project will be accomplished in a manner that is consistent with the Performance Standards of the Wetlands Regulations (310 CMR 10 . 00) . The EIR must address the significance of .the wetland resources on site, including public and private water supply; flood control; storm damage prevention; fisheries; shellfish; and wildlife habitat . All resource area boundaries, applicable buffer zones, and 100-year flood elevations should be clearly delineated on a plan. Each wetland resource area should be characterized according to 310 CMR 10 . 00 . The plans should show clearly the extent of Chapter 91 jurisdiction and Rivers Act jurisdiction (if any) . The text should explain whether the MCC, the SCC, and/or DEP have accepted the resource area boundaries, and any disputed boundary should be identified. = ' -Proposed.activities, including nconstructio_nmitigation, erosion and sedimentation control, phased` construction,,gandp.,w �- . 5 EOEA #12741 ENF Certificate April 29,2002 drainage discharges or overland flow into wetland areas, must be evaluated. The locations of detention basins and their distances from wetland resource areas, and the expected water quality emanating from said basins should be evaluated. This analysis should address current and expected post-construction water quality (including winter deicing and ;sanding analyses) of the predicted final receiving water body. Sufficient mitigation measures must be incorporated to ensure that no impacts will occur. The drainage analysis must insure that on- and off-site wetlands are not impacted by changes in stormwater runoff patterns. The EIR should describe any replication/restoration plans for wetland resource areas, such as salt marsh. It will need to explain the dredging portion of the project, the source of the fill material, and the grain-size distribution of imported material. Drainage: The EIR should present drainage calculations and detailed plans for the management of stormwater from the proposed project. It shouldinclude a detailed description of the proposed drainage system design, including. a discussion of the alternatives considered along with their impacts. The EIR should identify the quantity and quality of flows . The rates of stormwater runoff should be analyzed for the 10, 25 and 100-year storm events . If the proponent ties into the existing Lafayette Street drainage system or other Town of Marblehead or City of Salem drainage system, the EIR should clarify the permits required and if there will be a recharge deficit on-site. The EIR should indicate and discuss where the Lafayette Street drainage system discharges in this area . It should also be demonstrated that the proposed drainage system would control storm flows at existing levels . The EIR should discuss the need for a National Pollution Discharge Elimination System . (NPDES) General Permit from the U. S . Environmental Protection Agency for stormwater discharges from construction sites or from an industrial activity. The EIR should summarize the requirements of the NPDES General Permit for stormwater discharges from construction ,sitesisuch as best management practices and a Pollution Prevention `Plan: 6 EOEA #12741 ENF Certificate April 29, 2002 In addition, a maintenance program for the drainage system will be needed to ensure its effectiveness . This maintenance program should'outline the actual maintenance operations, responsible parties, and back-up systems . Historic/Archaeological Impacts: The EIR should identify the measures that will be developed by the proponent to minimize or mitigate the adverse effect of the project on two archaeological sites included in the . Massachusetts Historical Commission' s (MHC) Inventory of Archaeological Assets of the Commonwealth: the Lead Mills Site and the Forest River Lead Mills Tidal Gates. In its comment letter, MHC has anticipates that a Memorandum of Agreement (MOA) will be developed by the lead Federal and state agencies to outline the steps that will be taken to mitigate adverse effects to any resources . The EIR should include a draft MOA or the signed final MOA. It should also summarize the findings of the intensive (locational) archaeological survey conducted on the site by the proponent . Hazardous Wastes: Many of the comments I received focused on issues of site contamination and remediation. The high concentrations of lead contamination in the soil present at the site are a serious public health and environmental exposure risk and a ' major obstacle to redevelopment of the site. According to the ENF, the proponent is proposing to remediate the site using an on-site treatment technology followed by the stabilization and capping of contaminated soils. It will utilize the proposed assisted living facility foundation slab as part of the final cap to isolate the highest concentrations of lead contaminated soils . DEP states that an Activity and Use Limitation may also be imposed on portions of the site. Consistent with MEPA policy and the regulations, these technical issues will be primarily addressed in the parallel regulatory process under M.G.L. Chapter 21E and the Massachusetts Contingency Plan. I note that a Public n Involvement Process has also be established, providing for enharicedIpublicv�review�and,comment on the development o site remediation measures . The'HEIR"should present, rfor»„w»•wpr�w, ._-.-. 7 EOEA #12741 ENF Certificate April 29,2002 informational purposes, *a summary of the results of any hazardous waste studies and remediation efforts undertaken or proposed at the site by the proponent. Construction: The EIR should present a discussion on potential construction period impacts (including but not limited to noise, dust, wetlands, and traffic maintenance) and analyze feasible measures that can avoid or eliminate these impacts . Mitigation: The EIR should include a separate chapter on mitigation measures. This chapter on mitigation should include a Draft Section 61 Finding for all state permits. W&C is proposing to conduct an investigation of property owned by the City of Salem to investigate the soil and groundwater for potential impacts from historic industrial activities. The objective of this subsurface investigation is to obtain sufficient data to delineate the nature and extent of releases of Oil and/or Hazardous Materials that have occurred at the Site for the purposes of completing an MCP Phase II Comprehensive Site Assessment Report. Previous Phase II Investigation activities were conducted at the Site by Woodard & Curran in accordance with the initial Phase II Scope of Work which was submitted to the Massachusetts Department of Environmental Protection ("DEP") in January 2001. A supplemental Scope of Work has been developed with input through the Public Involvement Plan (PIP) process. During the fall of 2001, a Scope of Work for additional testing was presented to the public and comments were solicited. Where relevant and material to these response actions, such comments and suggestions were incorporated into the sampling plan presented herein. This Scope of Work describes the investigation activities that are to be conducted on land owned by the City of Salem. t1.1 Site Background The Chadwick Lead Mills Site consists of approximately 7 acres of lead impactedland located on the east side of Route 114 on the Salem/Marblehead line, formerly the Site of the Chadwick Lead Mills (Figure 1). The Site was operated as a gristmill by John Gardner of Salem and later the ' Wyman family from the 1730's through 1830. Lead production (primarily "White" lead as a pigment) began at the Site in 1830 by sea captain Colonel Francis Peabody. In 1843 the Site was purchased by the Forest River Lead Company to succeed Peabody's efforts. In 1884 the Chadwick ' Lead Works purchased the Forest River Lead Company. In March 1897, fire destroyed the mills, which were then rebuilt improved and expanded. By 1901 the Chadwick-Boston Lead Company was formed and operated the facility. Lead production was discontinued at the Site some time prior tol947. The Site was purchased in 1947 by the Associated Growers Cooperative and used as a grocery warehouse. In 1968, fire destroyed ' the facility and the Site was razed and abandoned. The Site is currently located on property owned by the City of Salem, the Town of Marblehead and Glover Estates, LLC. This scope of work proposes to investigate only that portion of the Site located on land owned by the City of Salem. The PIP process facilitates public comment about MCP activities and requires responses from the Potentially Responsible Party. A scope of work for additional testing was originally presented to the public for comment on October 1, 2001 along with the Draft PIP Plan. Numerous comments were received from interested citizens during the comment period. Therefore, this Supplemental Scope of Work has been expanded to address concerns identified during this comment period, even where such an expanded investigation was not mandated by the ' provisions of the MCP. This scope of work is to perform the City of Salem component of the supplemental scope of work resulting from the PIP process. 1.2 Site Description The City of Salem owns the portion of the Site located to the west of the Forest River which is designated as Lots 235 and 236 on the Salem Tax Map. This land is owned by the City of Salem, by and through its Mayor and its Conservation Commission. 1.3 Environmental Assessment History Beginning in 1983, several site investigation activities have been conducted on or in the vicinity of the Site by a number of environmental assessment firms. To date none of the investigations has investigated whether the historic industrial activities has impact the land owned by the City of Salem. W&C is performing the proposed Scope of Work for the City of Salem component of the Site to determine whether the land owned by the City of Salem has been impacted by releases of Oil and/or Hazardous Materials as result of historical industrial activities. The following sections of this Scope of Work summarize the proposed investigation activities, including the data collection methods,analytical parameters, and sampling rationale. r IIDEDHAAM'ny,0,1105777 Chmlwick LeudMA ip1W&CScv,1-13-01.d1 2 SCOPE OF WORK The proposed activities will involve the investigation of soil and groundwater of the land owned by the City of Salem that was part of the Former Chadwick Lead Mill Site. The locations of the proposed investigation activities are shown on Figures 3. An Access agreement with the City of ' Salem has been obtained prior to performing the testing. Samples will be collected and analyzed at the laboratory following EPA and American Society for Testing and Materials (ASTM) approved analytical methods and/or procedures. Changes to the sampling locations may be made in the field ' due to physical access, ground refusal or other site-specific condition. The following sections outline each of the proposed sampling activities. 2.1 Shallow Soil Sampling ' Shallow soil samples are proposed to be collected at 4 locations on Salem property. All of the shallow samples are located on the west side of the Forest River(SS-44 through SS-47, see Figure 3). Shallow soil samples will be collected with a stainless steel hand auger from depths up to two feet below ground surface in order to assess near surface impacts. All soil samples will be homogenized prior to filling sample jars by placing the soils into a stainless steel mixing bowl, ' removing all twigs, rocks, and other debris, quartering, mixing and rolling the soils and then transferring the soils to the appropriate laboratory-supplied jar. Following sample collection, the samples will be placed on ice and submitted to the laboratory(Resource Laboratories—Portsmouth, ' NH)for analysis. As shown,all shallow soil samples will be collected for total lead analysis. In addition to the shallow soil samples, three composite beach/sediment samples (BS-11 through BS-13) will be collected from the upper 0.5 feet of the beach face area located on the western side of the Forest River (refer to Figure 3). This area represents the intertidal portion of the property (area between high and low tide). These composite samples will be collected from up to five sample locations within the composite area(noted as dashed lines on Figure 3). These samples will also be submitted to the laboratory for total lead analysis. 2.2 Soil BoringNVell Point Installations Two soil borings and one groundwater monitoring well point are proposed to be installed in Salem in order to assess horizontal and vertical extent of the contamination (soil and groundwater). The boring/well point locations are proposed to be advanced on the properties using either an All Terrain (ATV) Geoprobe unit or by manual drive/push techniques. Manual techniques consist of 2-1 IIDEDN.LNIPnjecla'1205777ChnJwick Lrod MilllwiplW&C Scope 1-23-II1Joc driving the probe equipment with a sledgehammer (or other labor-intensive mechanisms) to the desired probing depth. Both methods minimize the disturbance to the ground surface. Continuous soil samples will be collected during borehole advancement for geologic logging and soil jar headspace testing. A detailed geologic boring log will be prepared in the field documenting the drilling method, date, operation, geologist, geologic descriptions, and soil sampling results. Downhole drilling tools (probing rods, casing, and soil samplers) will be decontaminated prior to use and between each drilling location. Due to the proposed locations (i.e., on or very near the beach face, which will limit access of the drilling rig) of soil borings SB-34 and SB-35 and well point WP-08, these locations will be advanced using manual labor techniques. Most likely these locations will be advanced from between 4 to 8 feet below ground surface. Based on this assumption and to aid in determining the presence of lead in the material within these areas, it is estimated that between 2 to 4 soil samples will be collected from each boring location. All soil samples will be collected for total lead analysis. 2.3 Groundwater Sample Collection Following the well point installations, groundwater samples will be collected from each groundwater monitoring location and submitted to the laboratory (Resource Laboratories — Portsmouth, NH) for lead analysis by Method 6010B to provide sufficient information. to ' investigate whether a release of lead to groundwater is evident. The groundwater sampling will be conducted consistent with the USEPA Region 1 Low ' Stress (Low Flow) Purging and Sampling Procedure for the collection of groundwater samples from monitoring wells(July 30, 1996). 1 2.4 Phase II Report Preparation After the completion of the investigation activities and receipt of the laboratory analytical data, Woodard & Curran will evaluate the results of the field investigation and include these results in a Phase II Comprehensive Site Assessment Report that presents a description of this investigation and findings concerning the presence of a release(s)of contaminants to the environment at the Site. The report will include a Site diagram, showing the location of all soil sampling locations, soil borings, monitoring wells and key surface features, a groundwater contour map, hydrogeologic information, various hydrogeochemical maps (e.g. contaminant distribution), detailed boring logs, and all laboratory reports. Furthermore, Woodard & Curran will compare the field investigation results with the MCP to evaluate whether additional response actions are required to achieve a condition of no significant risk. This evaluation will include an interpretation of the data as it relates to any environmental risks associated with the release of contaminants at the Site. 2-2 IIDEDf/AMlpmjcctr11057i7Chmhvick LeaJMiII1wipIW&C Scope 1-23-01.dnc r rThe MCP allows the use of three different methods of risk characterization; Methods 1 and 2 entail comparison of Site concentrations to standard concentrations developed through conservative risk r assessment modeling conducted by the DEP,while Method 3 involves calculation of potential risks based upon site specific conditions and comparison of these estimated risks to risk management criteria that apply to the site. Methods 1 and 2 apply to sites where the media of concern are limited r to soil and groundwater. Based on the location of this site (abutting the Fore River and Salem Harbor), and the potential for contaminant migration to sediments and surface water, the Site- specific approach (i.e., Method 3) to characterize potential Site risks will in all likelihood be ' selected. Following completion of the draft report, the public will be notified of its availability (through the r PIP process) and public comment period wily commence. Given that the impacts at the Site cross several property I boundaries and several different environmental consultants have performed various data collection activities at the Site, the mechanism for this review was the quality assurance/quality control (QA/QC)program,which was developed and implemented specifically for this Site. ' Quality assurance (QA) is a management system to ensure that all information, data, and decisions resulting from the investigation are technically sound and properly documented. Quality control ' (QC) is the functional mechanism through which the quality assurance objectives are achieved. The overall objective of the QA/QC program for the Site was to establish procedures to monitor the integrity of the field data and laboratory analytical results such that the data obtained from the field and laboratory analyses are of adequate quality to satisfy the project objectives. Currently, data collected at the Site (including adjacent properties) by other environmental assessment firms is being evaluated through this QA process. The QA/QC objective for the investigation activities included in this scope of work will be to ensure that the data produced will be accurate, representative, complete,traceable, and reproducible. The QA/QC procedures that will be implemented for this investigation will include: t • Extensive field documentation (i.e., project sign-in books, bound field log books, task specific forms, health and safety sign-in sheets, instrument calibration sheets, chain-of- custody,etc.) Establishment of strict decontamination procedures for drilling and sampling equipment, ' etc. Collection and analysis of duplicate samples at a rate of one per ten samples collected. Collection and analysis of equipment/field blanks at a rate of one per each sampling day. ' • Calculations of relative percent differences for duplicate samples (acceptable range of less than or equal to 25 percent). This schedule is based on conducting the proposed activities at the level of effort, number of locations and number of laboratory analyses provided in this Scope. of Work. r Potential delays that may be encountered during this investigation include: 1) underground utility clearances; 2) unfavorable weather conditions; 3) laboratory analytical turn-around-times; 4) off- property access restrictions;and 5)regulatory agency involvement. Following completion of the investigation activities, the Draft Phase II Comprehensive Site Assessment will be completed.
