Salem requests proposals from qualified design professionals to prepare a feasibility study for the rehabilitation of the Salem Police Headquarters located at 17 Central Street. The facility requires extensive interior and exterior rehabilitation and internal functional planning to improve Tts efficiency of operation. SCOPE OF SERVICES The Scope of Services shall consist of the following: 1. An evaluation of the Police Headquarters functional needs including items such as: a. Office needs. of police personnel b. Centralized record storage C. High security confiscated goods storage d. Meeting space e. Locker facilities f. Detention cell facilities g. Shooting range h. Security needs i. Parking 2. A rehabilitation narrative including: a. Scope of exterior repairs necessary to bring the building into sound condition. Of specific concern are the roof and windows, including lintels and sills. b. Scope of interior improvements necessary to address the needs established in the evaluation above. c. Explanation of building systems (electrical, plumbing, heating, etc. ) in need of repair or replacement. d. Explanation .of improvements necessary to make the building more energy efficient. e. Any other items necessary. to make the building more efficient for its use as a police headquarters. 3 . Elevation drawings indicating exterior repairs. 4. Schematic floor plans showing preliminary redesign of interior space. S. Estimate of cost to execute recommended work. y Page 2 — CONDITIONS The rehabilitation must be accomplished with minimal changes to the exterior of the building. The architectural integrity of the exterior must be retained in acccordance with the Secretary of Interior's Standards for Rehabilitation. Consideration should also be given to important interior spaces. PROPOSAL REQUIREMENTS Proposals shall include: . 1. - A brief narrative defining the work program for the Scope of Services envisioned, and definition of how such services would be provided. 2. Description of the firm and specific personnel who will be directly involved in the project. 3. Description of experience in work of similar nature. 4. Proposed timetable to complete Scope of Services. 5. Definition of total compensation necessary. EVALUATION PROCEDURE Proposals shall be reviewed according to the following criteria: 1 . Ability of design firm to provide a quality product. 2. Design firm' s prior similar experience and past performance on public and private projects. 3. Cost of services to perform feasibility study. 4. Adequacy of project timetable. NOTE: Floor plans showing existing conditions are available through the Salem Planning Department , 744-4580.
