I c � I x i Decision For The Petition of Metricom Inc. For The Property Located At 12 First Street A Public Hearing on this petition was held on June 15,2000. The following Planning Board members were present: Walter B.Power, III,Chairman; Chuck Puleo; Gene Collins; Lee Harrington; David Weiner; Bill Cullen, Bill Luster, and John Moustakis. Notice of this meeting was sent to abutters and notice of the hearing was properly published in the Salem Evening News. The petitioner is requesting a Wireless Communication Facility Special Permit under Section 5-3, Special Permit Uses,of the City of Salem Zoning Ordinance,to allow the installation of four wireless antenna arrays on the roof of the existing building located at 12 First Street(Pequot Highlands Apartment Complex). The Planning Board reviewed the application and plans submitted and found that the petitioner addressed the requirements of this section for the issuance of a Special Permit. On June 15,2000,the Board closed the Public Hearing and then the Planning Board voted by a vote of eight(8) in favor, none opposed,to grant the Wireless Communication Facility Special Permit for the location stated above, in accordance with the applications(dated May 25,2000)and site plan last dated May 6, 2000, titled"Metricom, Pequot Apartments, 12 First Street, Salem, MA 01970"and drawn by Bay State Design, submitted and now part of the file. The Special Permit was approved with the condition that the applicant paint the antennas to match the color of thelbuilding and the existing roof structures. In addition, the applicant shall maintain the paint on the antennas. This endorsement shall not take effect until a copy of the decision bearing certification of the City Clerk that twenty (20)days have elapsed and no appeal has been filed or that if such appeal has been filed that it has been dismissed or denied, is recorded in the Essex South Registry of Deeds and is indexed in the grantor index under the name of the owner of record or is recorded and noted on the owner's certificate of title. Currently number of antennas by other telecommunication carriers are mounted on the walls,however there is a separation of 4 feet to 5 feet between any two antennas. And this does not overstress the wall at any one particular location. With the information available to us and the field investigation on the existing building BSDA has determined that the parapet wall consists of 8"block wall and 4"brick Veneer. Penthouse walls are also constructed the same. Our analysis indicates that the Metricom antennas may be mounted to the parapet wall with no significant effect on the structural integrity of the wall. Antennas will be mounted on the walls with through bolt brackets. Outdoor ISM cabinet may also be mounted on the penthouse wall with special brackets mounted to the wall. Cabinet will be located just above the roof and near the end of the corner of penthouse wall (Near the column below).
