On October 19, 1995, the Planning Board closed the public hearing and made the following findings of fact: 1) Whereas the petitioners lot is the last lot that can be developed on Brooks Street; 2) Whereas abutters have opposed the petition on the basis that the extension of the paper street will encroach on existing uses; and 3) Whereas this encroachment can be maintained by extending the paper street by only fifty (50) feet. Now, therefore the Planning Board agrees to permit the extension of the paper street by only 50 feet. The Planning Board voted by a vote of seven (7) in favor, none (0) opposed to approve the subdivision plan subject to the following conditions: I.
