I checked on this issue with Building Inspector Thomas St. Pierre who advised me, I believe correctly so,the above captioned lot must have frontage on an improved public street (Salem Zoning Ordinance Article 11 See 2-2.) which this lot, recently acquired at auction, does not have. O'Keefe, Sr. Councillor Ward 7 SUBJECT: Pierce Road(Ward 7) Several residents of Buchanan Road(Ward 7)contacted me yesterday about the recent auction of a 6400 square foot parcel of property on Pierce Road. They are concerned about future use of that lot which would abut their property at the rear. Pierce Road at parcel is a paper street. I was not the councilor when the issue of proposed development of two house lots was advanced. I need to bring myself up to speed on this issue. While I familiarize myself with documents, decisions,findings of fact, etc. on this issue please alert me to any inquiries/actions from the new owner(s)of this lot on any proposed residential development there. I would be opposed to any additional residential development on Pierce Road and at that lot in particular. At the public hearing,the Board raised several questions and requested some additional information from you. The main question raised by the Board was what are you considering as your,frontage for the two lots in question. Joseph Carter submitted a letter to the Planning Board dated November 4, 1996, stating that he has scaled out the frontage on Loring Avenue to be 55 feet. This response does not answer the question raised by the Board. The Board would like to have the answer to this question prior to their site visit which is scheduled for Saturday,November 16, 1996, at 3:30 P.M. If this information cannot be provided to the Board before that date,the Board will postpone their site visit until this question can be answered. The other issues raised by the Board to be addressed at the site visit are as follows: -What is the distance from the isolated wetland area to the house proposed to be occupied by Timothy'and Amy Salvo? -Flag the edge of wetland area,to the upland side behind the proposed houses. -Stake the centerline of the roadway and the house locations. /next Page 2 In addition, the Board would like to have answers to the following questions before our regularly scheduled meeting on November 21, 1996: -Where is the seasonal high water table in relation to the first floor elevation? -What is the level of the ground water table? -Provide drainage calculations and general review of drainage calculations by Joseph Carter. -What is considered as the access for proposed development? -Include Waiting's house on the plan. -Address the adequacy of the proposed driveway. The purpose of this letter is to respond to the question raised regarding frontage. . In followup to your question, my brother, Tim, and I met with the Leo Tremblay, Building .Inspector, this morning. According to Mr. Tremblay both lots have adequate frontage . on Pierce Road. Mr. Tremblay recommended that Lot #316 convey an easement/right- of-way to Lot #317 and have it recorded .with the Registry of Deeds . In a telephone conversation this afternoon between Tim and Mr. Tremblay, Mr. Tremblay stated that he had met with Beth Debski and forwarded the above information to her .
