schedule outlines a range of rates by staff type.Specific individual rates are calculated by a 2.65 mark-up on direct personnel expense.
Should any work in the interest of the project beyond the outlined scope of services be required,written approval would be requested with
an appropriate fee adjustment.
Reimbursable expenses are not included in the fee compensation outlined above and include actual expenses(including sub-consultants if
required)made by the landscape architect in the interest of the project.They shall be reimbursed at cost upon submission and approval of
invoices for those expenses.

Dear Amy:
The corner of Derby and Washington Streets in downtown Salem has the potential to be a truly
significant public space. The site benefits from its location along major circulation routes in downtown
Salem and the space will soon benefit from the retail and dining activities slated for the Salem News
Redevelopment Building, presently under construction.
The challenge in meeting this potential is to determine what improvements best address the new
program for the site, tied to a budget for both construction and maintenance.
Since this budget has yet to be determined, The Collaborative would like to suggest a two-stage fee
proposal that would provide a six thousand five hundred dollars ($6,500) upset limit for schematic design
and then a negotiated fee for remaining project phases. We anticipate that the fee for schematic design
would include printing and other project costs and include all tasks outlined in the RFP, including
presentations to the Salem Redevelopment Authority and Design Review Board.
The later fee would be based on a range of 8%-12%--less the schematic fee--of a construction budget
reflective of the approved schematic design.
As requested, 1 have included a listing of all project tasks to complete the full design services as well as an
estimate of likely construction costs. For discussion purposes, the hourly breakdown reflects a fee of
$26,500 which would be consistent with a construction project of $230,000 to $330,000 as
conceptualized on the attached perspective sketch.

Dear Amy,
Thank you for asking for a proposal for landscape architectural services from Shadley
Associates, P.C. We understand that the project is the preparation of design and construction
documents for a 6,500 SF plaza at the corner of Washington and New Derby Street, outside
the building currently being rehabilitated by RCG. We will provide schematic design,
coordination with local boards, and final construction documents. Please find below our
detailed proposed scope of services for this project.
Task A. Schematic Design
Shadley Associates (SA) would begin work by meeting with the staff of the Salem Department
of Planning and Community Development (DPCD) to discuss the scope of the project, review
submittal requirements and deadlines for meetings of the Salem Redevelopment Authority
(SRA) and their Design Review Board (DRB). Following this meeting SA would prepare a
project schedule and a project program and email it to the City for confirmation.
We assume that a site survey will be provided to us that contains adequate information on site
materials, topography, drainage and utilities, and that this survey will be the basis for our
work. Using the site program, we will prepare a Schematic Design Plan that addresses your
goals and that attempts to save the trees onsite and to reuse the granite pavers. The Schematic
Design plan will need to include preliminary layout, grading and planting to verify its ADA
compliance. We will locate an area for public art but assume the City will be responsible for
art selection and installation. We assume the existing street curbs are to remain in place, as is
the existing bus shelter/bus stop, and that one of the design goals is to create an open space
that a private commercial enterprise could use for outdoor dining without impeding public use
of the plaza, or pedestrians travelling through the site.
Our design will address the historic materials found in this area in the City, and integrate the
improved plaza into its context. Because of the extremely high volume of traffic in this area,
we will address noise, safety and visibility within the design. We assume that the City will

provide us with their standard lights, benches and trash receptacles, and that we will use these
items unless there is a compelling design reason to recommend an alternative.
While the project program requires input from you and others, we assume the goal is to create
an attractive, safe and appealing plaza for Salem residents and workers. The design will need
high quality materials to both appeal to users and to minimize maintenance. Plant material
will be selected for color and low maintenance. Pedestrian movements and pauses will be
accommodated in the design, and there should be plenty of seating and opportunities for
programmed events.
Prior to discussing the schematic design plan with the public committees and boards, we will
present the design to the Department of Planning and Community Development, and will
engage in a discussion of the merits of the design. This small client communication venue is
important in obtaining early input to the design. We will bring 14 copies of the design at 11 x
17 to the meeting so members may provide additional input to us in subsequent days. Using
the feedback received at this meeting, we will revise the Schematic Design Plan. We will
prepare a rendered site plan and one additional board that include a section and illustrative
materials to assist in the understanding of the design. We will send 14 copies of this work to
the DPCD and will present this design at one meeting of the SRA and one meeting of the DRB
(two separate meetings using the same presentation). We assume that representatives from
RCG will be invited to these meetings so we may obtain their input as well.

Following these meetings, we will revise the design plan and will prepare a schematic level
cost estimate of the revised design. For the purposes of this proposal we are assuming that this
design effort is a refinement and not a total redesign of this small plaza. SA will prepare a I
revised rendered site plan, a revised additional presentation board, and will meet with the
DPCD for input (bringing 14 copies). We believe that a meeting is the most productive venue
to obtain feedback.
Following the meeting with the DPCD, we will prepare for and attend one meeting with the
SRA and one with the DRB to obtain approval for the final design. We are assuming that
following this presentation, no further hearings or presentations will be required with these
groups and that only minor changes to the work will be required. These minor changes can
be accomplished in the subsequent contract document phase.
Task B. Contract Documents
Shadley Associates will prepare contract documents for the landscape architectural site
improvements of the approved Schematic Design. For the purposes of this proposal, we
assume that SA will perform site grading, and will grade to a low point[s]. To save money for
the City, we are assuming that any drainage structures that are required for this new work will
be designed and piped by the City Engineers. However, we understand that stormwater
infiltration is desired and we will develop infiltration scenarios to discuss with the City
engineers. SA is familiar with drywells, basins, infiltration trenches and we can prepare the
preliminary ideas that would be detailed by City engineers. We are also assuming that while
we will select and locate site lights, that the City will obtain and install any necessary site
lights under a separate contract. We are proposing this method to minimize the City's
consultant costs, because this plaza is fairly small and the lights from the street and the newly

rehabilitated building may be sufficient, and because a future private food service vendor may
want to contribute to the external building lighting design.
At the beginning of this work we are assuming that the construction budget estimated and
discussed at the end of the Schematic Design phase is accepted by the client, and we will
prepare contract documents to this budget and to the client's bid date. If the project is
delayed in its bidding, the cost of the construction will likely increase.
Shadley Associates will prepare following drawings and deliverables. We will submit them at
75% complete and again as final, stamped contract documents. We have included one client
meetings this phase for coordination purposes. Also, we have included time to prepare an
application for tree removal and to attend one hearing with the Cemetery and Shade Tree
Committee. While we will prepare a design that attempts to keep the existing trees, we
acknowledge that plaza creation and grading may require the removal of at least one tree.

Our final contract documents will be submitted in electronic format to the City, plus two full
hard copies. We assume the City will be responsible for bidding and constructing this project,
and will prepare the cover sheet, engineering work and specification front end. For the
purposes of this proposal, we are assuming that the construction budget will not exceed
$300,000.
Should the City Engineering Department be unable to provide the drainage design, we can
obtain a fee proposal from an engineer to provide this work. It may be most cost effective to
obtain proposals from engineers after the schematic design work is done.
Fee Proposal
Shadley Associates has prepared an hourly estimate of the time required to perform the
services describe above and it is attached to this proposal. SA would provide these services
on a lump sum basis for a labor fee and expense budget of $37,390.
A. Schematic Design: $17,760.
B. Contract Documents: $17,850.
Budget for Expenses: $ 1.600. Billed at Cost
Total Proposed Fees and Expenses: $37,210.
We will invoice to a percent complete for each of the two phases above and payment would
be due within 30 days.

Project Schedule
Following the first meeting with the DPCD, when the project schedule is established, SA
assumes that the first SRA and DRB meetings will occur four weeks later, the subsequent SRA
and DRB meetings will occur three weeks later. This is dependent on the meeting schedule.
Following completion of Schematic Design, when the scope/design and the construction
budget are established, SA can complete contract documents in two to three weeks, including
one review meeting with the client(to meet this schedule review comments must be made at
this meeting).
In summary, we appreciate being asked to submit this proposal. We have the staff available to
begin work upon receipt of written authorization and can meet the time frames requested in

PROPOSAL ASSUMPTIONS: The following assumptions are part of this proposal:
1. The Limit of Work for this project is the back of the existing street curbs that will not change, the face of
the building, and the vehicular entrance to the parking area on the north of the plaza. These are the
limits shown on the developer's sketch that was provided as part of the RFP.
2. We assume that a professional survey on AutoCAD will be issued to us for the project, and that it will
include the building footprints, the topography including top of curb elevations, utilities and drainage,
site elements such as the granite paving and the bus shelter, and the size, elevation and species of
existing trees. Coordination with the City on required additional survey information is not included.
3. For the purposes of creating a proposal based on an estimated level of effort, we have assumed that this
project will be constructed in one project phase. Repackaging and/or creating additional construction
phases will result in additional fees due to the increased level of effort and the duplication of tasks in
reviewing submittals for the same products and materials.
4. The Schedule will be maintained, as extending the project schedule may result in increased
coordination and the need to increase fees to correspond with the increased costs of providing business
services. We assume the proposed scope for this project will be complete by the end of 2008.
5. This proposal assumes the Owner will provide information and input on a timely basis. Revisions and
resubmittals due to a change in design direction from the City from that of a previous direction are not
included in this proposal. Changes to the drawings based on late arriving information from permitting
agencies, based on value engineering or based on developer/artist's requirements is not included.
Changes to the bid documents should the bids come in over budget are not included in our proposal.
6. The proposal includes the requested number of meetings with the client(DPCD) and with the SRA and
DRB. Should additional meetings be required, or should conflicting direction be given us that requires
additional design time, additional fees will be required.
7. If payment is not received within 60 days, Shadley Associates reserves the right to stop work without
penalty until payment is received.
8. Demolition/burial of structures and remediation of hazardous materials or irrigation are not included in
our scope. We have not included scope for special art installations, lighting design, irrigation design,
structural soil, signage, fountains, site walls over 3' tall, or drainage/utility design. Site furnishings will
be catalog and not custom. Other than the site plan renderings prepared for the Board presentations, we
have not included presentation perspectives or graphics (which could be provided as an additional
service for the City's website or for fund raising purposes). We assume that the subgrade of the project
is composed of materials which can provide an acceptable, stable base for all of the site improvements.
9. Cost estimates for the work of this project will be provided in CSI format for a lump sum bid (not unit
price). SA will prepare an estimate of probable construction cost best on our best available construction
cost information and does not guarantee the results of the bid.
10. All the work of this project will be provided as electronic files. Major printings are not included unless
specifically noted within the proposal.
11. The budget for reimbursable expenses is an estimate and not a guarantee of upset cost. We will notify
you if we approach the figure for reimbursable expenses noted in our proposal.
12. We would welcome the opportunity to provide construction phase services such as plant tagging,
review of submittals, site visits and punchlists; please let us know if a proposal for these services is
requested by the client.

Professional Experience
Pam Shadley is a Principal with Shadley Associates, and serves as Principal-in-Charge for many projects, in
addition to being a Director of the firm and managing the firm's day-to-day operations. At SA, she is
responsible for project leadership, design, client communications, public/community process and project
production. Ms. Shadley leads the design and production efforts for many projects, focusing on
transportation and streetscape work, public and private educational projects, including primary/secondary
and university work, waterfront planning and design, economic revitalization, historic projects, park and
open space planning and design, and Master Planning work. She holds an undergraduate degree in
Architecture and a Masters in Landscape Architecture. Prior to 2004, Ms. Shadley was with Carol R Johnson
Associates for seventeen years,where she was a Principal and a member of the firm's Management

Currently, Ms. Shadley is Principal-in-Charge for two municipal transportation projects. She is working
with the Town of Lexington, MA on the Pedestrian Connections project, and she is assisting an
engineering team with landscape architectural services for pavement and roadway improvements in the
Town of Lincoln, MA. She is also providing landscape architectural services to the team on the Woburn
Bikeway project in Woburn, MA, working with the Woburn Redevelopment Authority, the lead
engineers and the stakeholder Committee for this bikeway which includes a multi-use trail, gateways,
seating and bicycle parking areas, a totlot and a locomotive display area. Ms. Shadley recently
completed design and construction assistance for Main Street Improvements at the University of New
Hampshire in Durham, NH. Working with the lead civil and transportation engineers, Ms. Shadley
developed design concepts and prepared construction drawings for sidewalks, crosswalks, bus shelters
and planting. While with CRJA, Ms. Shadley was Principal-in-Charge and prime consultant for several
large streetscape projects. One was the $8 million Cambridge Street Restoration in Cambridge, Mass,
which included 1.5 miles of traffic calming improvements. For this project Ms. Shadley led the extensive
community process, design alternatives, technical development and construction phase services. ,In
Mystic CT, Ms. Shadley led the preliminary and final design work for Mystic Streetscapes, which was
funded by a $4 million TEA-21 grant. Ms. Shadley also was Principal for another TEA-21 funded
project, Chelsea Historic Streetscapes. She also led the design and construction work for realigning and
improving Railroad Street in Bangor Maine, and is now working with the City on the design and
construction of an 11 acre waterfront park. As a specialist in streetscapes and downtown projects, Ms.
Shadley is skilled in presenting at community meetings and actively engaging the stakeholders of a
project while working closely with local Planning, DPW and Engineering Departments.
Academic and Educational Projects
Ms. Shadley was the Managing Principal for the new Tufts University Boathouse on the Malden River in
Medford, MA. Completed in the summer of 2006, the project included shoreline restoration, pervious
pavements, new riparian planting, site furnishings and the connection of the boathouse site with the
adjacent future public park. While with CRJA, Ms. Shadley completed several design and construction
projects at the University of New Hampshire, including the new Holloway Commons Dining Hall,
Ravine Master Plan, the College Way Master Plan, the Southwest Quad Master Plan, the final design
and construction for new pathways and steps near the library, and the new Environmental Technology
Building. Her first project at UNH was Huddleston Hall, a renovated historic dining hall adjacent to two
dormitories. She also led the design and construction assistance for a new courtyard at the Industrial
and Labor Relations complex at Cornell University. Many years ago she was Project Manager for the
Mullins Center at the University of Massachusetts, a $42 million sports complex with extensive site work,
pedestrian walkways, and access roads and parking; this project was completed in 1995.

Public Parks and Open Spaces
Ms. Shadley is currently leading the design phase for the new Lawrence Gateway Park on the Spickett River in
Lawrence, MA. Working with a large consultant team, Ms. Shadley has prepared conceptual plans and
cost estimates for a new public park on this 2.8 acre contaminated site that must incorporate several
hundred thousand cubic feet of flood storage capacity and accommodate a new MHD bridge and
roadway. Ms. Shadley is Principal-in-Charge for work under the Indefinite Quantities Contract Shadley
Associates has with the Malden Redevelopment Authority for public park and open space work. Over
the last several years, Ms. Shadley has led project work that has included the public process, design and
estimating, bidding and construction phase services for the following parks: Coytemore Lea Park (totlot
improvements, access improvements, Tai Chi Garden), Green Street Park(Little League field, new totlot,
basketball improvements), Miller Park(U-8 soccer and basketball improvements), Tartikoff Park
(skateboard park improvements), Fellsmere Park, Pearl Street Park and Waitt's Mount. Ms. Shadley has
worked closely with the MRA, the Malden DPW, the City Councilors, and many neighborhood groups
on these projects, and has led the design, bidding and construction work on behalf of the MRA. In
Hartford, CT, she led the award-winning Master Plan effort for Pope Park, designed by Frederick Law
Olmsted, recently completed the second $1.7 million phase of construction , and is currently working on
the third and fourth construction phases for the City of Hartford. Ms. Shadley was recently the Managing
Principal for the seven-firm design team for the George Garvin Brown Garden in Louisville, Kentucky.
Located in the heart of the downtown, the recently-completed $1.2 million public garden won a 2007
Design Honor Award from the Kentucky Society of Landscape Architects.

Shadley Associates assisted the development team for Capital Commons with project leadership and
coordination during the public approvals process in Concord, New Hampshire. The project includes a
new four-story public parking garage, being constructed as a joint venture between the City of Concord
and a private developer, whose new five story building abuts the garage. The site plan closes a street
and creates a new public plaza in the downtown, with access to the garage, the building, a new movie
theater, and adjacent buildings. Parallel parking is being removed from South Main Street so widened
sidewalks can be generous, with new street trees, signage, and ornamental paving. The site plan also
provides access to adjacent buildings via two levels in the garage, a surface parking lot and streetscape
on the other side of the parking garage. Pam Shadley started, designed and led this project while at
CRJA, and continued with project approvals while with Shadley Associates.

Dear Amy,
Thank you for asking for a proposal for landscape architectural services from Shadley
Associates, P.C. We understand that the project is the preparation of design and construction
documents for a 6,500 SF plaza at the corner of Washington and New Derby Street, outside
the building currently being rehabilitated by RCG. We will provide schematic design,
coordination with local boards, and final construction documents. Please find below our
detailed proposed scope of services for this project.
Task A. Schematic Design
Shadley Associates (SA) would begin work by meeting with the staff of the Salem Department
of Planning and Community Development (DPCD) to discuss the scope of the project, review
submittal requirements and deadlines for meetings of the Salem Redevelopment Authority
(SRA) and their Design Review Board (DRB). Following this meeting SA would prepare a
project schedule and a project program and email it to the City for confirmation.
We assume that a site survey will be provided to us that contains adequate information on site
materials, topography, drainage and utilities, and that this survey will be the basis for our
work. Using the site program, we will prepare a Schematic Design Plan that addresses your
goals and that attempts to save the trees onsite and to reuse the granite pavers. The Schematic
Design plan will need to include preliminary layout, grading and planting to verify its ADA
compliance. We will locate an area for public art but assume the City will be responsible for
art selection and installation. We assume the existing street curbs are to remain in place, as is
the existing bus shelter/bus stop, and that one of the design goals is to create an open space
that a private commercial enterprise could use for outdoor dining without impeding public use
of the plaza, or pedestrians travelling through the site.
Our design will address the historic materials found in this area in the City, and integrate the
improved plaza into its context. Because of the extremely high volume of traffic in this area,
we will address noise, safety and visibility within the design. We assume that the City will

provide us with their standard lights, benches and trash receptacles, and that we will use these
items unless there is a compelling design reason to recommend an alternative.
While the project program requires input from you and others, we assume the goal is to create
an attractive, safe and appealing plaza for Salem residents and workers. The design will need
high quality materials to both appeal to users and to minimize maintenance. Plant material
will be selected for color and low maintenance. Pedestrian movements and pauses will be
accommodated in the design, and there should be plenty of seating and opportunities for
programmed events.
Prior to discussing the schematic design plan with the public committees and boards, we will
present the design to the Department of Planning and Community Development, and will
engage in a discussion of the merits of the design. This small client communication venue is
important in obtaining early input to the design. We will bring 14 copies of the design at 11 x
17 to the meeting so members may provide additional input to us in subsequent days. Using
the feedback received at this meeting, we will revise the Schematic Design Plan. We will
prepare a rendered site plan and one additional board that include a section and illustrative
materials to assist in the understanding of the design. We will send 14 copies of this work to
the DPCD and will present this design at one meeting of the SRA and one meeting of the DRB
(two separate meetings using the same presentation). We assume that representatives from
RCG will be invited to these meetings so we may obtain their input as well.
Following these meetings, we will revise the design plan and will prepare a schematic level
cost estimate of the revised design. For the purposes of this proposal we are assuming that this
design effort is a refinement and not a total redesign of this small plaza. SA will prepare a
revised rendered site plan, a revised additional presentation board, and will meet with the
DPCD for input (bringing 14 copies). We believe that a meeting is the most productive venue
to obtain feedback.
Following the meeting with the DPCD, we will prepare for and attend one meeting with the
SRA and one with the DRB to obtain approval for the final design. We are assuming that
following this presentation, no further hearings or presentations will be required with these
groups and that only minor changes to the work will be required. These minor changes can
be accomplished in the subsequent contract document phase.
Task B. Contract Documents
Shadley Associates will prepare contract documents for the landscape architectural site
improvements of the approved Schematic Design. For the purposes of this proposal, we
assume that SA will perform site grading, and will grade to a low point[s]. To save money for
the City, we are assuming that any drainage structures that are required for this new work will
be designed and piped by the City Engineers. However, we understand that stormwater
infiltration is desired and we will develop infiltration scenarios to discuss with the City
engineers. SA is familiar with drywells, basins, infiltration trenches and we can prepare the
preliminary ideas that would be detailed by City engineers. We are also assuming that while
we will select and locate site lights, that the City will obtain and install any necessary site
lights under a separate contract. We are proposing this method to minimize the City's
consultant costs, because this plaza is fairly small and the lights from the street and the newly

rehabilitated building may be sufficient, and because a future private food service vendor may
want to contribute to the external building lighting design.
At the beginning of this work we are assuming that the construction budget estimated and
discussed at the end of the Schematic Design phase is accepted by the client, and we will
prepare contract documents to this budget and to the client's bid date. If the project is
delayed in its bidding, the cost of the construction will likely increase.
Shadley Associates will prepare following drawings and deliverables. We will submit them at
75% complete and again as final, stamped contract documents. We have included one client
meetings this phase for coordination purposes. Also, we have included time to prepare an
application for tree removal and to attend one hearing with the Cemetery and Shade Tree
Committee. While we will prepare a design that attempts to keep the existing trees, we
acknowledge that plaza creation and grading may require the removal of at least one tree.

Our final contract documents will be submitted in electronic format to the City, plus two full
hard copies. We assume the City will be responsible for bidding and constructing this project,
and will prepare the cover sheet, engineering work and specification front end. For the
purposes of this proposal, we are assuming that the construction budget will not exceed
$300,000.
Should the City Engineering Department be unable to provide the drainage design, we can
obtain a fee proposal from an engineer to provide this work. It may be most cost effective to
obtain proposals from engineers after the schematic design work is done.
Fee Proposal
Shadley Associates has prepared an hourly estimate of the time required to perform the
services describe above and it is attached to this proposal. SA would provide these services
on a lump sum basis for a labor fee and expense budget of $37,390.
A. Schematic Design: $17,760.
B. Contract Documents: $17,850.
Budget for Expenses: $ 1,600. Billed at Cost
Total Proposed Fees and Expenses: $37,210.
We will invoice to a percent complete for each of the two phases above and payment would
be due within 30 days.

Project Schedule
Following the first meeting with the DPCD, when the project schedule is established, SA
assumes that the first SRA and DRB meetings will occur four weeks later, the subsequent SRA
and DRB meetings will occur three weeks later. This is dependent on the meeting schedule.
Following completion of Schematic Design, when the scope/design and the construction
budget are established, SA can complete contract documents in two to three weeks, including
one review meeting with the client (to meet this schedule review comments must be made at
this meeting).
In summary, we appreciate being asked to submit this proposal. We have the staff available to
begin work upon receipt of written authorization and can meet the time frames requested in

PROPOSAL ASSUMPTIONS: The following assumptions are part of this proposal:
1. The Limit of Work for this project is the back of the existing street curbs that will not change, the face of
the building, and the vehicular entrance to the parking area on the north of the plaza. These are the
limits shown on the developer's sketch that was provided as part of the RFP.
2. We assume that a professional survey on AutoCAD will be issued to us for the project, and that it will
include the building footprints, the topography including top of curb elevations, utilities and drainage,
site elements such as the granite paving and the bus shelter, and the size, elevation and species of
existing trees. Coordination with the City on required additional survey information is not included.
3. For the purposes of creating a proposal based on an estimated level of effort, we have assumed that this
project will be constructed in one project phase. Repackaging and/or creating additional construction
phases will result in additional fees due to the increased level of effort and the duplication of tasks in
reviewing submittals for the same products and materials.
4. The Schedule will be maintained, as extending the project schedule may result in increased
coordination and the need to increase fees to correspond with the increased costs of providing business
services. We assume the proposed scope for this project will be complete by the end of 2008.
5. This proposal assumes the Owner will provide information and input on a timely basis. Revisions and
resubmittals due to a change in design direction from the City from that of a previous direction are not
included in this proposal. Changes to the drawings based on late arriving information from permitting
agencies, based on value engineering or based on developer/artist's requirements is not included.
Changes to the bid documents should the bids come in over budget are not included in our proposal.
6. The proposal includes the requested number of meetings with the client(DPCD) and with the SRA and
DRB. Should additional meetings be required, or should conflicting direction be given us that requires
additional design time, additional fees will be required.
7. If payment is not received within 60 days, Shadley Associates reserves the right to stop work without
penalty until payment is received.
8. Demolition/burial of structures and remediation of hazardous materials or irrigation are not included in
our scope. We have not included scope for special art installations, lighting design, irrigation design,
structural soil, signage, fountains, site walls over 3' tall, or drainage/utility design. Site furnishings will
be catalog and not custom. Other than the site plan renderings prepared for the Board presentations, we
have not included presentation perspectives or graphics (which could be provided as an additional
service for the City's website or for fund raising purposes). We assume that the subgrade of the project
is composed of materials which can provide an acceptable, stable base for all of the site improvements.
9. Cost estimates for the work of this project will be provided in CSI format for a lump sum bid (not unit
price). SA will prepare an estimate of probable construction cost best on our best available construction
cost information and does not guarantee the results of the bid.
10. All the work of this project will be provided as electronic files. Major printings are not included unless
specifically noted within the proposal.
11. The budget for reimbursable expenses is an estimate and not a guarantee of upset cost. We will notify
you if we approach the figure for reimbursable expenses noted in our proposal.
12. We would welcome the opportunity to provide construction phase services such as plant tagging,
review of submittals, site visits and punchlists; please let us know if a proposal for these services is
requested by the client.

Pam Shadley is a Principal with Shadley Associates, and serves as Principal-in-Charge for many projects, in
addition to being a Director of the firm and managing the firm's day-to-day operations. At SA, she is
responsible for project leadership, design, client communications, public/community process and project
production. Ms. Shadley leads the design and production efforts for many projects, focusing on
transportation and streetscape work, public and private educational projects, including primary/secondary
and university work, waterfront planning and design, economic revitalization, historic projects, park and
open space planning and design, and Master Planning work. She holds an undergraduate degree in
Architecture and a Masters in landscape Architecture. Prior to 2004, Ms. Shadley was with Carol R Johnson
Associates for seventeen years, where she was a Principal and a member of the firm's Management
Committee.
Streetscapes and Transportation
Currently, Ms. Shadley is Principal-in-Charge for two municipal transportation projects. She is working
with the Town of Lexington, MA on the Pedestrian Connections project, and she is assisting an
engineering team with landscape architectural services for pavement and roadway improvements in the
Town of Lincoln, MA. She is also providing landscape architectural services to the team on the Woburn
Bikeway project in Woburn, MA, working with the Woburn Redevelopment Authority, the lead
engineers and the stakeholder Committee for this bikeway which includes a multi-use trail, gateways,
seating and bicycle parking areas, a totlot and a locomotive display area. Ms. Shadley recently
completed design and construction assistance for Main Street Improvements at the University of New
Hampshire in Durham, NH. Working with the lead civil and transportation engineers, Ms. Shadley
developed design concepts and prepared construction drawings for sidewalks, crosswalks, bus shelters
and planting. While with CRJA,Ms. Shadley was Principal-in-Charge and prime consultant for several
large streetscape projects. One was the $8 million Cambridge Street Restoration in Cambridge, Mass,
which included 15 miles of traffic calming improvements. For this project Ms.Shadley led the extensive
community process, design alternatives, technical development and construction phase services. In
Mystic CT, Ms. Shadley led the preliminary and final design work for Mystic Streetscapes,which was
funded by a $4 million TEA-21 grant. Ms. Shadley also was Principal for another TEA-21 funded
project, Chelsea Historic Streetscapes. She also led the design and construction work for realigning and
improving Railroad Street in Bangor Maine,and is now working with the City on the design and
construction of an 11 acre waterfront park. As a specialist in streetscapes and downtown projects, Ms.
Shadley is skilled in presenting at community meetings and actively engaging the stakeholders of a
project while working closely with local Planning, DPW and Engineering Departments.
Academic and Educational Projects
Ms. Shadley was the Managing Principal for the new Tufts University Boathouse on the Malden River in
Medford, MA. Completed in the summer of 2006, the project included shoreline restoration, pervious
pavements, new riparian planting, site furnishings and the connection of the boathouse site with the
adjacent future public park. While with CRJA, Ms. Shadley completed several design and construction
projects at the University of New Hampshire, including the new Holloway Commons Dining Hall,
Ravine Master Plan, the College Way Master Plan, the Southwest Quad Master Plan, the final design
and construction for new pathways and steps near the library, and the new Environmental Technology
Building. Her first project at UNH was Huddleston Hall, a renovated historic dining hall adjacent to Nvo
dormitories. She also led the design and construction assistance for a new courtyard at the industrial
and Labor Relations complex at Cornell University. Many years ago she was Project Manager for the
Mullins Center at the University of Massachusetts, a $42 million sports complex with extensive site work,
pedestrian walkways, and access roads and parking; this project was completed in 1995.

Public Parks and Open Spaces
Ms. Shadley is currently leading the design phase for the new Lawrence Gateway Park on the Spickett River in
Lawrence, MA. Working with a large consultant team, Ms. Shadley has prepared conceptual plans and
cost estimates for a new public park on this 2.8 acre contaminated site that must incorporate several
hundred thousand cubic feet of flood storage capacity and accommodate a new MHD bridge and
roadway. Ms. Shadley is Principal-in-Charge for work under the Indefinite Quantities Contract Shadley
Associates has with the Malden Redevelopment Authority for public park and open space work. Over
the last several years, Ms. Shadley has led project work that has included the public process, design and
estimating, bidding and construction phase services for the following parks: Coytemore Lea Park(totlot
improvements, access improvements, Tai Chi Garden), Green Street Park (Little League field, new totlot,
basketball improvements), Miller Park-(U-8 soccer and basketball improvements), Tartikoff Park
(skateboard park improvements), Felismere Park, Pearl Street Park and Waitt's Mount. Ms. Shadley has
worked closely with the MRA, the Malden DPW, the City Councilors, and many neighborhood groups
on these projects, and has led the design, bidding and construction work on behalf of the MRA. In
Hartford, CT, she led the award-winning Master Plan effort for Pope Park, designed by Frederick Law
Olmsted, recently completed the second $1.7 million phase of construction , and is currently working on
the third and fourth construction phases for the City of Hartford. Ms. Shadley was recently the Managing
Principal for the seven-firm design team for the George Garvin Brown Garden in Louisville, Kentucky.
Located in the heart of the downtown, the recently-completed $1.2 million public garden won a 2007
Design Honor Award from the Kentucky Society of Landscape Architects.

For over twenty years, the Center for Interfaith Relations in
Louisville, Kentucky has hosted the"Festival of Faiths", the world's
5-
largest annual interfaith gathering. Along with the creation of their
Interfaith Museum, OF supports a school and adjacent soup _-
kitchen. OF and a private benefactor commissioned Shadley r
`a
Associates to create a vision for a new garden which will provide a
community cloister and a public space for contemplation and
personal refreshment. Similar to the mission of the CIF,the design
of the new garden is based on religious spirituality, tolerance,
inclusiveness and multiculturalism.
Completed in November of 2005, the George Garvin Brown Garden
is a wonderful urban oasis, with its design based on the theme of
water as a symbol of Louisville's origins as a river town and as a `
universal metaphor for the interfaith mission of CIF, as water relates
to genesis and the origins of life. The Garden includes two major
fountains, not only to provide inspiration but also for relief from
Louisville's sweltering summer heat, which are enjoyed from the
many benches, movable chairs and granite seatwalls.The garden's °
lush plantings with many trees provide seasonal interest and shade.
Working with six subconsultants, Shadley Associates led the team
in the development of the design and construction documents, and 's z

led the construction review of this major public space in
downtown Louisville, which received a Design Honor Award from '
the Kentucky Chapter of the American Society of Landscape ' IN

Located in the heart of Harvard Square, the Bratile House is a historic structure that now
houses the Cambridge Center for Adult Education. The building needed interior improvements
and an exterior ramp to provide universal accessibility, plus an improved courtyard space that
preserved an existing and beloved dogwood tree. As subconsultant to the architect, Pam
Shadley was Principal in Charge for the site work, including design, construction
documentation, construction, and the extensive public reviews and approvals for the Harvard
Square Historic District. The site plan includes a sloped walkway and ramp integrated into a
corner of the site, new steps, pavers, planting and site furnishings. The project was completed
in 2001 while Pam Shadley was with CRJA.

Shadley Associates assisted the development team for Capital Commons with project leadership and
coordination during the public approvals process in Concord, New Hampshire. The project includes a
new four-story public parking garage, being constructed as a joint venture between the City of Concord
and a private developer, whose new five story building abuts the garage. The site plan closes a street
and creates a new public plaza in the downtown, with access to the garage, the building, a new movie
theater, and adjacent buildings. Parallel parking is being removed from South Main Street so widened
sidewalks can be generous, with new street trees, signage, and ornamental paving. The site plan also
provides access to adjacent buildings via two levels in the garage, a surface parking lot and streetscape
on the other side of the parking garage. Pam Shadley started, designed and led this project while at
CRJA, and continued with project approvals while with Shadley Associates.

the site design for a new 130-acre, 4.5 million SF
mixed-use development in Westwood, MA. Located

at the intersection of Routes 1-95, 128 and a major
Amtrak Station, the project is based on Smart Growthq �r�
principles and includes a program of residential, retail
and commercial development. As an aquifer resource
area and part of the Neponset River's historic river
bed, water management on the site is a major NIP
component of the projects identity and resource use
strategy, The streetscape in the urban core will
provide a destination landscape that can host

constructed of quality furnishings including many

pedestrian amenities, brick sidewalks, art installations " < ,
and specialty lighting. The landscape design will use
native plant material, roof-runoff for irrigation, and
