Box 780 Lynnfield, MA 10970 Dear Mr. DiBiase: I have received your request to modify the Osborne Hills (AKA Strongwater Crossing) subdivision plans by changing the location of the retention basin in Open Space Area C, as shown on the submitted plan titled "Revision Plan, Osborne Hills, Salem, Massachusetts, Plan & Profile—Stormwater Facilities, Amanda Way to Open Space C," prepared by Eastern Land Survey Associates, Inc. and dated August 9, 2011. 1 understand this request is made because of the discovery of sub-surface ledge where the retention basin was originally proposed. The Planning Department has been advised by City Engineer David Knowlton that moving the retention basin slightly to the west as shown on your submitted revised plan will not have an adverse impact on the stormwater management system; it is his opinion that this is an insignificant change. This letter is to confirm that the proposed change, as referenced above; to the Planning Board decision dated July 27, 2006, is deemed insignificant and is hereby incorporated as part of the plan.
