I am regretfully resigning my post on the Salem Arts Commission. I
truly appreciate the appointment and have enjoyed my time in this
position. However, my schedule has become much more demanding
than I would have envisioned.

I am very pleased to appoint Mary Szeman Best to the Public Art Commission for a
two-year term to expire January 14, 2018. She will take the seat of Ellen Hardy, who is
stepping down from the Commission. I hope you will join me in thanking Ellen for her
dedicated service to our community on this commission.
Ms. Best, of 20 Central Street #201, is the current president of the Salem Arts
Association and has been a board member with that organization since 2013. She has been
an active volunteer with many local organizations, beyond the SAA, including with Salem
Main Streets and with several charitable nonprofits in Lynn. As an artist herself Ms. Best's
work has been exhibited and received awards from SAA, the Marblehead Arts Association,
and with the PEM/SAA juried exhibit "Totems" in 2014. One of her pieces, "Autumn
Winds II," even made an appearance on the set of the HBO movie Olive Kitteridge. I believe
her commitment to our community and her experience as an artist will make her a valuable
addition to the Public Art Commission.
I strongly recommend confirmation of Ms. Best's appointment. We are fortunate
that she is willing to volunteer to serve our community in this important position.

for a two-year term to expire January 14, 2018. She will take the seat of Miguel Cruz, who
has opted to step down from the board. I hope you will join me in thanking Miguel for his
dedicated service to our community on this commission.
Keshia De Leon, of 12 Pope Street #A410, is well suited tc fill die role Miguel had
occupied on the Commission over the last year, providing a voice for a younger artist, as
well as a Latino artist. In addition to being an artist and graphic designer, Ms. De Leon is
currently the Community Engagement Coordinator for the North Shore CDC. Previous to
that she was an after-school program staffer at the Salem YMCA, a camp staffer for the
Boys & Girls Club, and a teacher's aide at the Nathaniel Bowditch School. I believe her
background and her demonstrated commitment to our community will make her a valuable
addition to the Public Art Commission.
I strongly recommend confirmation of Ms. De Leon's appointment. We are
fortunate that she is willing to volunteer to serve our community in this important position.

Ms. Moore, of 51 Lafayette Street, holds a M.S. degree in Visual Studies from MIT's
School of Architecture and Planning, as well as a BFA from the School of the Museum of
Fine arts in Boston. She currently works at MIT as the communications and programs
coordinator for the university's Program in Art, Culture, and Technology. As you can see
from her enclosed resume, Ms. Moore has an accomplished background, not only as an
academic and researcher, but also as an artist herself. I believe her expertise and skills will
make her a valuable addition to the Public Art Commission.

a two-year term to expire January 14, 2018. She will take the seat of Juliette Fritsch, who
has stepped down as she no longer lives in Salem. I hope you will join me in thanking
Juliette for her dedicated service to our community on this commission.
As Ms. Fritsch is, Ms. Bailly, of 361 Essex Street, is a senior staff member of the
Peabody Essex Museum, where she has been the George Putnam Curator of American Art
for the last three years. Ms. Bailly holds a Ph.D. in Art History from the University of
California in Santa Barbara. Prior to working at PEM, Ms. Bailly was on the curatorial staff
at LACMA and was a researcher at the Metropolitan Museum of Art. She has numerous
exhibitions, installations, and publications to her credit. Locally she most recently served as
a steering committee member for the Ada Louise Huxtable symposium co-hosted by PEM.
Historic Salem Inc., and Historic New England, serves on the HSI Board, and is a volunteer
with the Bentley Academy Charter School Parent Teacher Association. I believe her
expertise and skills will make her a valuable addition to the Public Art Commission.
I strongly recommend confirmation of Ms. Bailly's appointment. We are fortunate
that she is willing to volunteer to serve our community in this important position.

Ladies and Gentlemen of the City Council:
I am extremely pleased to nominate the following individuals to serve as the first members of Salem's
Public Art Commission. As per the recently adopted Public Art Ordinance they are appointed to serve an
initial term to expire January 31, 2016.
We received many applications from a great many qualified individuals to serve on this new and
important board. The passion for the arts runs deep in Salem and we are fortunate indeed to have such a
dedicated and talented population of local arts and art-lovers who are ready to roll up their sleeves and
get to work. To the many who applied but were not selected for membership at this time, we have
reached out and asked explicitly that they remain involved, they volunteer to help the Commission and
the City implement our Public Art Master Plan, and that they keep their name in consideration for future
openings and opportunities. Salem has an incredible pool of expertise and talent from which to draw and
the choice of six nominees, plus a member of the Design Review Board, was far from a simple one. I
believe the individuals below provide the best balance and complement to advance the important work
of the Public Art Master Plan.
Victor Miguel Cruz, 8 Porter Street Court
Victor holds a BFA from Montserrat College of Art and is a freelance designer and illustrator. In
addition to increasing the diversity of both this Commission and our boards in general, Victor brings the
fresh enthusiasm and perspective of a younger artist who is at the very start of his artistic career.
Juliette Fritsch,38 Washington Square
Juliette serves as the Chief of Education and Interpretation for the Peabody Essex Museum. Prior to that
she served as head of gallery interpretation, evaluation, and resources for the Victoria and Albert
Museum in London and interpretation manager at the Historic Royal Palaces and English Heritage.
Juliette is a Fellow of the Royal Society of the Arts holds a doctorate in museum education from the
University of London.

Norene has served as a member of the Board of Directors of the Salem Theatre Company since its
inception in 2003 and is current its Board President. In addition to being a vocal arts advocate, Norene is
deeply connected to our community as a former School Committee member.
Ellen Hardy, 28 Walter Street
Ellen is an accomplished painter, graphic designer, and photographer. She was one of the members of
our Public Art Master Plan Working Group. She is a member of the Board of Directors of the Salem
Arts Association and was formerly its Board President. In addition to her professional work Ellen has
taught at Phillips Academy, exhibited her own works, and judged competitions.
Lillian Hsu, 17 Cambridge Street
Lillian attended the School of the Museum of Fine Arts in Boston and holds a M.Ed. from Harvard. She
has worked for the Cambridge Arts Council and now serves as their Director of Public Art and
Exhibitions. Lillian will provide an incredible amount of expertise and familiarity, not simply with the
arts, but with public art especially, including experience in grant writing, collections, and acquisitions.
Claudia Paraschiv,35 Essex Street#1
Claudia is an architect, public artist, and lecturer at Boston Architectural College. In addition to serving
on the Salem Arts Festival Committee, Claudia is probably best known in Salem for her leadership of
the Salem Public Space Project, which has included "Relmagine A Lot' and"Get to the Point".
J. Michael Sullivan, 10 Lee Street
Michael is appointed to fill the seat intended for a member of the Design Review Board. On the DRB he
has brought a high level of expertise and thoughtfulness around a great multitude of projects. A licensed
architect, Michael has overseen the design and development of numerous public facilities and structures,
including many with substantial artistic components and elements.
I strongly recommend the confirmation of these seven individuals and I thank them for their willingness
to serve on this volunteer commission. I hope you will also join me in thanking the many other members
of our community who submitted an application for a position. The level of interest in and enthusiasm
for public art in Salem is very heartening.

CAREER HISTORY
Apr 11 Chief of Education and Interpretation, Peabody Essex Museum (PEM) USA
Responsible for overall direction and leadership on strategy for education
programs, events and activities, interpretation and visitor advocacy throughout
the institution, including the museum, historic houses and research library.
The Education & Interpretation division comprises four departments, each
containing individual teams that are audience focused. The departments are:
Adult programs, Families, Student and Teacher programs, Interpretation, and
the Art and Nature Center, an interactive learning and exhibition space
devoted to families. Recent achievements include the opening of the $30
million Dodge wing refurbishment, including the new Art and Nature Center,
two Create Space art studios and the forthcoming (March 2014) Maker Lounge.
In 2013, the Museum also won two AAM (American Association of Museum)
awards for interpretation and education: a MUSE (media and technology) award
for Wearing Many Hats, an interpretive interactive installation and an
Excellence in Publication (Educational Resources) award for the Hats Off!
Gallery kit. Our Student and Teacher Program Manager, Emily Scheinberg, was
also named Massachusetts Arts Educators Association Educator of the Year
2013.

I also guest lecture on various Museum Studies MA courses, including for the
Reinwardt Academy, Netherlands, London's Institute of Education and most
recently on the Rhode Island School of Design / Brown University masters
program. I also have been regularly invited to travel internationally to give
seminars on museum learning and interpretation to other museum
professionals.
Feb 04 Head of Gallery Interpretation, Evaluation and Resources, Victoria &Albert
Museum (V&/) UK
Three main areas of responsibility: new gallery interpretation and opening
education programming; visitor research and evaluation; displays and artists-
in-residence programme. All three areas included budgetary management.
1 . Worked closely with artists, makers, curators, des gners and project
managers, directed the overall learning and interpretation strategies,
control the budget, and manage the team of gallery educators, for the
'FuturePlan' programme of gallery redevelopment. This included audience
advocacy, interpretation development and production, programming
opening education events.
2. Oversaw all inter-departmental visitor profiling and research across the
V&A. Created a strategy for visitor research and evaluation twinning an
academic framework with pragmatic resource-based achievability. Included
visitor profiling for strategic development, reportirg to funders and other
key stakeholders.
3. Managed the artist-in-residence programme across three studios within
the museum, and the rolling programme of small displays in the Sackler
Centre for arts education.

Managed planning and delivery of interpretation across all five palaces within
the HRP portfolio; acted as specialist advisor for the planning and
implementation of the HRP signage scheme; devised, advised, developed and
implemented the content of temporary exhibitions and interpretative events;
developed the interpretative content of new presentation schemes, permanent
exhibitions and refreshment of existing displays; devised, developed and
delivered a programme of learning events including costumed interpretation.

Dear Dominick and Kristian,
Please accept this letter as my communication of interest in serving on the Salem Public Art
Commission. I moved to the McIntyre District six months ago and am very interested in
participating in the growth of Salem as a vibrant city. Before I knew I would be living here, I was
very pleased when I heard that Salem was planning for a public art program, since I am an
advocate for the arts to be integrated into public space and daily life. It would be particularly
interesting for me to be a part of the program's development at this early stage.
I have worked for the Cambridge Arts Council, the official arts agency for the City of
Cambridge, for the last twelve years. After three years of doing outreach and educational
programming for the public art program, I became Director of Public Art and Exhibitions. I have
extensive knowledge about various aspects of municipal work and am also in regular
communication with many others in the national field of public art. In carrying out our mission to
bring arts to a diverse audience, I work regularly with many other departments through
construction projects and programming, and I often seek partnerships with other agencies and
organizations that serve the public. In addition I direct a gallery space with a variety of exhibitions
related to art in the public realm, and as a part of our program this space serves as an important
public education component.
Lram also an artist and am including here a second resume reflecting my work in various

valuable perspective to the work of the Salem Public Art Commission.

Why are you interested in this Committee or Board? Since 2011, I have been
incredibly interested in Salem's public spaces as opportunities for engagement and
community. I began with informal surveys at the Farmers' Market in 2011 to discover
how people felt about their public spaces, and soon, I began creating Public Art
installations in the Point in order to facilitate social interactions,community engagement,
and feelings of stewardship and ownership. I view the Public Art Commission as an
opportunity to share some of the lessons I have learned from these"on the ground"
endeavors in Public Art. I am committed to Public Art that springs from the place and
community—a truly local and contextual process will lead to innovative art as well as
foster strong relationships. I will also advocate that public art can be part of a
constellation or network of pieces that involves the entire city, rather than act as stand-
alone, isolated instances of creativity.

As a Salem resident and professional artist,I see an intrinsic value in creating
public art spaces that promote positive community involvement. My most current
public exhibit(Invisible Faces; 2012 and 2013) was installed in Harvard Square.
The exhibit consumed an entire 40100' building side of a building with large
portraits of homeless youth. The exhibit was strategically planned to address the
stereotypes that homeless youth face while sparking community level discussions on
finding solutions to address this epidemic.
I realize first hand the struggles that face this committee however; I believe Salem
has a unique opportunity to inspire a large population by reaching our current
residents,attracting possible new residents and influencing the 100,000+visitors
that come to Salem each year.
Please allow me to spotlight a few areas on my resume that I have attached. In
addition to being a Professional Photographer, I have a Bachelor of Fine Arts with
over 12 years of public and a Master in Social Work with a Macro concentration
from Salem State University. I am a Notary Public; I have been certified as a

GRAPHIC DESIGNER, PHOTOGRAPHER, ARTIST---As a graphic designer, photographer, and fine artist I have
explored and succeeded in these arenas for quite sometime. I have run my own business and I have worked
for professional organizations including 14 years with Phillips Academy in Andover. As the chief administrative
artist (first as Director of Publications and then as Director of Design) I created everything from small
invitations, to catalogs, art books, magazines, signage, to murals-- sometimes entirely on my own from
concept to completion and sometimes engaging other talented artisans to complete my work.
I also did many projects with the Addison Gallery of American Art during the tenure of Jock Reynolds who
now heads the Yale University Art Gallery.
As a photographer, I am often able to know what the most striking image might be--whether I shoot it myself
or art direct others. I often had to art edit up to 1000 images in a single day to get work done and out on
time. I have managed work with many freelancers and talented artists.
I have managed budgets of 250K + and can sheperd large projects through the process of concept to
completion. My background covers everything from letterpress to direct-to-plate digital printing.

impressed and excited when l read (and re-read!) the Public Art Master Plan, and I knew immediately that 1
wanted to help with this initiative in whatever way I could. The attached resume outlines my experience as an

art initiatives. As the City's Economic Development Planner, I oversee the coordination of many of these projects and
would be happy to be a point of contact for you.
As you know, we are on the verge of finalizing a Public Art Master Plan. One recommendation of the plan is to establish
a Public Art Committee/Commission. If the Mayor were to adopt this recommendation, it will have to be voted upon
and approved by the City Council. From there, we can begin the process of appointing members to such a committee
and meet regularly.
At this point it is not clear when such a process might begin. I believe that there are a few more edits to the plan being
finalized as we speak. Regardless, I will gladly keep In touch with you as we move forward and ensure that you are given
every consideration to participate on any potential public art board or commission. In the interim, please do not
