First, we would like to make repairs and upgrades to the physical
structures of Artists' Row. Artists' Row consists of four small
buildings and a public restroom facility. The structures are in poor
physical condition and negatively impact the space's perception.

Doors, windows and roofs will be replaced; rotting wood siding will
be replaced, and each building will be repainted. Moreover, heating
and insulation will be installed in each building to enable year round
usage.
We will make Artists' Row a more sustainable place by installing
solar arrays on the roofs of each building. The City covers the full
cost of utilities for each artist building;.—resident artists bear no
responsibility for rent or utilities—therefore, this improvement will help
to make the Artists' Row program more sustainable in terms of cost
and energy usage moving forward.
Finally, we will make Artists' Row more aesthetically vibrant through
the commissioning of public art, as recommended in the City's
recently completed Public Art Master Plan. This could include
identifying signage and a creative lighting display that will attract.
pedestrians to the area from both the downtown and the City's
nearby lower-income neighborhood known as the Point. These
initiatives will be overseen by the City and its partners, and involve a
process to gather input from the public and local artists. We feel that
the result of such work will engender more foot traffic at Artists'
Row and create stronger connections between Salem's downtown
and Point neighborhood, which is two blocks away.
How does your project embody the
Principles of Creative Placemaking in our
guidelines? Please explain your your
work will manifest in place. (250 words

To provide more context, Artists' Row is a linear space that
connects the core of Salem's Downtown and Lower Lafayette
district, known as (LOLA), which includes part of our lowest income,
environmental justice neighborhood, "the Point."
Our proposal "leverages the creative potential already present in a
place" given Artists' Row's functional use as an artist incubator.
Artists showcase and sell their works, and provide programming to
engage patrons. A year round program will create a more vibrant
space in winter months. A public art installation such as a proposed
illumination project will enliven Artists' Row.
The City does not charge rent for the use of buildings, therefore this
project "continues to create and expand opportunities for people of
all income levels and backgrounds to thrive."
A year round program will "foster connections among people"

neighborhood. An artistic lighting project will entice these residents
and others to explore Artists' Row for the first time or encourage
them to come back to experience it in new ways.
One of Salem's more attractive retail destinations is Front Street-
directly perpendicular to Artists' Row. The opportunity exists for foot
traffic to "spill over" into Artists' Row from Front Street and other
parts of the Downtown, "creating a place where people want to go
and linger." This foot traffic could continue through the space and out
the other side toward the aforementioned Point neighborhood,
where it will help the Point's burgeoning LOLA retail district continue
to develop.

This past summer, with the help of a spectrum of partners that
included the Peabody Essex Museum, the Salem Arts Association,
the Salem Partnership, the Mayor's office, City department heads,
and several others, the City of Salem completed a Public Art Master
Plan. This plan is a comprehensive approach to establishing a formal
public art program, and includes administrative guidelines,
programmatic recommendations and public art opportunities.
The City will soon establish a Public Art Commission to advance the
Master Plan and to work with the public to implement public art
projects. It calls for priority to be given to projects that support one
or more of the three areas of emphasis in the City's public art vision:
culture, community and design. Other criteria for determining project
priority include visual impact, timing, funding and staffing.

Prior to the development of the Master Plan, the City was active in
encouraging creative place making initiatives, including the annual
Arts Festival during the first weekend of June, the management of
an annual artist competition known as "ArtBox," which selects six
submitted works per year to be painted on City-owned utility boxes,
and the installation of temporary sculptures in visible Downtown
locations such as our Essex Street Pedestrian Mall and at Artists'
Row. The most recent works on exhibit have been by sculptors Rob
Lorensen and Austin Collins. These programs are already well
received and will be further enhanced with the programmatic
guidelines set forth in the Public Art Master Plan.
Given that larger portfolio of strategies,
why is now the right time for your

1) The City's Master Plan for Public Art is complete and there is
momentum now to proceed with improvements to Artists' Row,
which was identified in the Plan as a high priority,
2) Artists' Row is a valued artist incubator with close proximity to
Downtown retail and the Point neighborhood
3) Salem has established relationships with the appropriate
partners, The Salem Arts Association and the Peabody Essex
Museum, to successfully tackle this project,
4) A Public Art Commission will be in place to guide the project, and
5) the City needs to act soon, before the buildings are further
threatened.

The City of Salem was awarded $25,000 from the National
Endowment for the Arts' fiscal year 2012 "Art Works' grant
program. The award partially funded a $52,900 project to develop
the City's Public Art Master Plan. The balance of the project total
was funded by the City and its partners, the Salem Partnership and
the Peabody Essex Museum. The project was completed this
summer and provides an impetus for our ArtPlace proposal given
that Artists' Row is called out as a priority for improvement and a .
public art focus.

Kimberley Driscoll, Salem's Mayor, initiated this effort and is a
strong advocate of incorporating public art in the City, including
funding public art initiatives previously described in this application.
With her support, the City intends to follow through on this and other
priority projects outlined in our Master Plan.

The Artists' Row program has operated successfully for 10 years.
Each year the City receives an increased number of proposals from
artists for the limited space available as an indication that the
program has grown more successful. The Master Plan for Public Art
identified Artists' Row as an area of focus, substantiating that
sufficient demand exists to continue this program and to make it
even more vibrant and exciting than it has been in the past.
One of our partners on this proposal is the Salem Arts Association,
which is a tenant of Artists' Row and represents over 300 local
artists. This organization figured prominently in working with the City
to provide a vision for this space.

Planning activities for this project include the recently completed
Public Art Master Plan to inform all City action related to public art
and place making strategy. This planning process was led by a
contracted consultant, Via Partnership LLC, who worked with City
officials and stakeholders to craft policies and procedures for the

commissioning and maintenance of public art. The Master Plan
identifies Artists' Row as an area of focus for the City, noting
specifically that "Commissioned art could include mosaics on seating
walls and planters, a new paint palate for the buildings themselves,
lighting projects, and more." Public feedback in the Master Plan also
references the desire to see creative lighting and the potential for
Artists' Row to bridge a gap to the Point neighborhood (pg. 49). A
business plan is not applicable as there is no revenue from Artists'
Row since it is a program supported with City funding.

Please describe the basis for project
cost estimates and how you determined
the amount for which you are seeking an
ArtPlace America grant. (150 words
maximum)
Cost estimates for artist building improvements were produced by
employees of the City of Salem's Building Department, Department
of Public Works, City Electrician, and a licensed architect. Moreover,
this consultation was overseen by the staff planner in charge of
Artists' Row. Only improvements that will improve the functional
usage and safety of the artist buildings, allow programming to occur
year round, and make Artists' Row a more creative and active
space were considered.
The City's Energy Manager worked with Endless Mountain Solar-an
in-state solar energy services company-to evaluate the feasibility
and cost of installing solar arrays on the buildings' roofs.
Via Partnership LLC-a firm contracted by the City of Salem to
produce its Public Art Master Plan-recommends a budget of up to
$10,000 for permanent or temporary public art installations at
Artists' Row. We are requesting this amount for a creative lighting
display to be installed at Artists' Row.

The City of Salem has supported Artists' Row through the City's

annual operating budget for over 10 years and will continue to do so,
even if costs increase. Additionally, the City has taken steps to
reduce operating costs for energy usage in Artists' Row by installing
eight LED street lights in place of what had been halogen bulbs. This
reduces annual energy usage and cost by 3,800 k/w and $575
respectively.
Although adding heating units to the artist buildings and installing a
lighting display to the area presents a challenge of increased
operating costs, we intend to install energy efficient products that do
not compromise future costs in any significant way. Furthermore, the
opportunity to install solar panels-another aspect of this project for
which we are seeking funding-is another way to keep energy costs
down. The City of Salem is committed to continuing to find
sustainable solutions to these issues.

ArtPlace America is a collaboration of 13 leading national and regional foundations and six of
the nation's largest financial institutions to accelerate creative placemaking across the U.S.
ArtPlace America is investing in art and culture at the heart of a portfolio of integrated
strategies that can drive vibrancy and diversity so powerful that it transforms communities. To
date,ArtPlace America has awarded 134 grants to 124 organizations in more than 79
communities across the U.S. for a total of$42.1 million.
Participating foundations include Bloomberg Philanthropies, The Ford Foundation, The James

Application Review

Early submissions are encouraged.

3. What does ArtPlace America look for in project and/or community partnerships?
ArtPlace America is most interested inepartn,erships-that-have-an-aligned-vision-for-community
�transfdrmation. If the organization or individual partner has a role in the execution of integrated strategies
that can drive vibrancy and diversity,then it is likely an authentic partner.This role could be programmatic
or financial in nature.
4. Is there a preference for programs that are scalable and/or replicable?
While there is no preference for programs that are scalable or replicable,ArtPlace America will place
preference on projects that provide new learning to inform the creative placemaking field.
Eligibility
5. What kinds of entities will ArtPlace America fund through its grant program?
ArtPlace America will only fund non-profit organizations and,tocal_governing-bodies through its grant
program. However,if you are an individual artist, designer or a for-profit organization,you can apply for a
grant using a nonprofit fiscal agent.
b. Do l need to secure a fiscal agent before submitting my letter of inquiry and what is the role of a fiscal
agent?
The fiscal agent acts as the steward of the grant funds.It signs all contracts and is ultimately responsible
for the funds being used as stated in the grant contract.It also signs off on all interim and final reports,
including but not Limited to the financial update section of those reports.A fiscal agent must be secured by
an individual artist, designer or for-profit organization applicant in advance of submitting a letter of inquiry
to ArtPlace America.
7. Are state bodies eligible to submit an L01?
Yes,all 5010 and local governing bodies(including state bodies)are eligible to submit a Letter of Inquiry for
grant funding.Individuals and for-profit entities may also submit for grant funding using a fiscal agent.

8. Can one organization submit multiple Letters of Inquiry?
No.An organization is only allowed to submit one Letter of Inquiry per grant cycle.
9. Can an organization submit a Letter of Inquiry and act as a fiscal agent for an individual artist or for-profit
organization?
Yes.An organization may serve as a fiscal agent and submit its own proposal.
10. Will ArtPlace America consider renewals to projects that received grants in previous rounds?
ArtPtace America grant recipients are not eligible to submit a Letter of Inquiry in the same calendar year in
which they received a grant. For instance,if your organization or project received an ArtPlace America grant
in 2013 you are not eligible to submit a letter of inquiry until 2014_Please note that ArtPlace America will
expect to see evidence of success before additional grants are made.
11. Are there restrictions in terms of size of organization?
No,there is no minimum or maximum operating budget requirements.

Matching funds are required only for ArtPlace America grant recipients seeking to reapply.There is no set
required ratio for this match. Even without a required match,ArtPlace America anticipates and values its
investments'ability to leverage additional funding.
13. Does Art Place America have g eogra phi c priori ties?
Apphcations are encouraged from all 50 states and U.S.territories,and ArtPlace America funds in
communities across the country.Certain ArtPlace America funders have a deep commitment to their local
communities and have provided funding for specific states or communities.Currently,these include:Akron,
Charlotte,Detroit, Macon, Miami,Newyork City,Philadelphia, San Jose, and St. Paul,as well as
communities in Alaska,Arizona,California, Iowa, Michigan, Minnesota,New Mexico,North Dakota, Oregon,
South Dakota,Washington and Wisconsin.Therefore,we particularly invite projects in these areas,although
applications are welcome and grants are awarded to projects from all across the US.We continue to expand
our funding with the goal of supporting the broadest possible geographic array of communities. _
14. Will Art Place America fund projects in rural communities?
Yes_Communities of all sizes are encouraged to submit a Letter of Inquiry to ArtPlace America.You can see
our full list of first round grant recipients on our website,which includes rural, suburban and urban
projects.

15. Can the scope of the project be statewide?
Yes.The scope of an ArtPlace America project can be statewide;however,statewide or regional projects
should be focused on driving sustained vibrancy and diversity in local communities.
16. WILL projects outside of the U.S.be funded?
No ArtPlace America wit[only fund projects located in the U.S.However,the community in which you intend
to have impact can span into another country.
17. WILL projects Located in Puerto Rico be eligible for funding?
Yes-Projects located in Puerto Rico and at[U.S.territories are eligible to receive funding.

18. Will an ArtPlace America award affect whether an applicant is eligible for grants from participating
foundations or the NEA?
No.ArtPlace America is an independent initiative of foundation partners and various federal agencies,
including the NEA.Applications to ArtPlace America are subjected to an independent evaluation process
specific to ArtPlace America.An award from an individual foundation or any of the programs it may fund has
no effect on whether an organization will receive an award from ArtPlace America and vice versa. Similarly,
NEA has introduced the Our Town grants.Submissions to Our Town and ArtPlace America are evaluated by
different processes and on different criteria.An award from Our Town has no effect on whether an
organization will receive an award from ArtPlace America and vice versa.
19. Are NEA funded organizations eligible to submit a Letter of Inquiry?
Yes.ArtPlace America is not a program of the NEA.N EA funding does not impact ArtPlace America
eligibility.
20. Is a project eligible to receive funding from ArtPlace America if funding for the same initiative has been
received from a foundation participating as an ArtPlace America funder?
Yes. If you receive funding from participating ArtPlace America funders,it will not impact ArtPtace America
eligibility.

In reviewing performing arts-based projects,ArtPlace America seeks place-based projects that will offer
pathways to community transformation and sustained vibrancy and diversity in place.
24. Are artists'and designers'fees eligible expenses?
Yes,as tong as they are incurred during the period of support. Fees for all types of individuals involved in the
project are eligible,such as fees for artists, choreographers,musicians,designers,curators, architects,
facilitators or other consultants.
25. Can:-_salaries for adrninistration.or_addition I ffundraising.be funded?
Sala ries-for-administration-and-project-management-are-allowed?but fundraising is not an eligible
expense.ArtPlace America has no set indirect cost rate or overhead rate; however,conservative project
budget are appreciated.
26. Will ArtPlace America support research or publications about creative placemaking projects?
ArtPtace America does not intend to invest in further research through its Letter of Inquiry process unless
that work is likely to create sustained vibrancy and diversity in place.

Process
27. Who will review my application?
Letters of Inquiry wilt be submitted to the ArtPlace America staff and are reviewed by staff and by a set of
readers made up of experts in the fields of arts and placemaking. Recommendations are then reviewed by
the ArtPlace America Operations Committee and final grants are confirmed by the ArtPlace America
Presidents Council.
28. Can I request panel comments or feedback after my project has been reviewed?
ArtPlace America will not provide feedback or panel comments.
29.Should-we submitletters ofsupport.for our�work?
(No=1f you are working in partnership with other organizations to transform your community,please include
information about the partnership and the common strategy you are pursuing together in the narrative
sections of the Letter of Inquiry.We do not want and do not need letters of support at this time.
30. How much will ArtPlace America award to a single organizati on?
The decision will be made on a case-by-case basis,but ArtPlace America grants wilt range between
$50;0007$500000. -
31. Are award amounts the same as requested or are they ever reduced?
In its first three rounds of funding,ArtPlace America awarded some projects the full amount requested and
some projects at a level lower than the amount requested.
32. Will ArtPlace America make only one award per community?
No,ArtPlace America has made multiple awards to organizations in a single community.
33. Will ArtPlace America grants be subject to the reporting and auditing requirements associated with
federal programs?
ArtPlace America is not a federal program.The reporting requirements will be similar to those required by
the private foundations participating in ArtPlace America, rather than the federal government.ArtPlace
America reporting period will be 24 months in length and requires interim reports every six months and a
final report following the close of the grant period.

encourage you to save or print a copy before you submit online.
36. Can I save my online application prior to submission?
Yes,the online application has an option to save a draft prior to submission; however,we encourage all
applicants to save a copy of their work locally in addition to the online application.

37. Do I need to use the same username and password as last year?
No,the online application does not require you to use the same sign in details as previous grant cycles.

To retrieve a forgotten password, please select the"Forgot my username or password."statement beneath
the sign in form. Follow the instructions provided.
39. While I've checked that the word count of my response is below the listed maximum,the online
application will not allow me to complete the response.Why does the word count in the online system not
match the word count in myword processing system?
The online application system calculates the number of words by counting the number of spaces in a
response. Please use single spaces after punctuation and in general avoid all unnecessary spaces in your
response.
40. What number format should I use in the online application?
Please round to the nearest whole dollar, remove all dollar signs and commas from figures before entering
them into the online application. For instance, if your request if for$200,000 please enter it as 200000.
