I contacted the Danco office and was told that the Building Inspector's office had authorized the construction to begin and that the permit card would be issued by the end of the week. The top rail will be capped with 5/4 composite boards for handrails. 2. 1 advised the GC to install the 1"t floor deck and stair to grade ASAP. if the new stair conflicts with the existing hose bibb,the company's plumber is to gain access and relocate it to a location with dear access. The GC will advise of his findings on Tuesday morning. 3. The GC will install composite decking at all stair treads, risers and platforms today and on Tuesday so that they could be used in an emergency. Temporary construction measures were taken for safety reasons including demolition of the existing timber wall, removal of unconsolidated/orgenic material(which existed in back of the wall), construction of a temporary slope, and placement of some boulders at the toe of the slope. All efforts to (a)minimize the probability of erosion, (b)minimize the amount of unconsolidated material needed to be removed off-site, and (c)maximize the stability of the temporaryslope. In my 7/26/05 report, I strongly recommended that permanent slope stabilization solution be properly engineered and constructed soon, since the temporary slope that was created is susceptible to erosion and possible slope failure(which would (could)negatively Impact down- gradient properties). The solution for a permanent slope requires field survey, geotechnical engineering, proper drainage controls(catching and piping stormwater runoff),erosion control measures, and heavy machinery to construct such a permanent solution for a stable slope. it is my understanding that funds are unavailable at this time in order to complete this permanent slope stabilization project per my original 7/28/05 recommendation. it is my understanding that due to the constraints listed-above, the City of Salem has asked if there is another less expensive alternative that would better the current situation. Although I do not recommend this On lie of a full geotechnicalty engineered design): a grass slope of 3:1 (H:1)with appropriate terracing, crushed-stone retention swales and placed boulders(on the steep areas) would clearly better the current temporary slope situation.
