Dear Mr. DiBiase;
I have been contacted by residents who live near the Pickman Road area,
expressing their concerns about construction vechiles parked at the staging
area at the end of the road. This area was intended for use during the time
construction was under way and is zoned for residential use, not as a
permanant storage area.
The complaints range from trailers open to the elements, a fuel tank that
may or may not contain hazardous liquids and vechiles with their gas tanks
still in place despite NFPA regulations requiring their removal when the trucks
are stored for over six (6) months. In addition the residents are pleased
with their hones and feel the general appearance of this area detracts from
the enjoyment of their property and poses serious safety hazards.
Please contact me within fourteen (14) days of your receipt of this
notice so that a time table can be arranged for your compliance.

This is to notify you that your request for extensions on permits
for the buildings at Marshall Drive, and Vandergrift Drive are granted for a
period of ninety (90) days. This will be for the period of November 8, 1989,
until February 8, 1990.
According to Massachusetts State Building Code, Section 113.9, we can only
issue ninety (90) day extensions. You will have to reapply every 90 days.

Dear Mr. DiBiase:
An inspection of Building #21 on Marion Rd. , made by me on
December 12 at 8:00 A.M. has revealed that you have not corrected
the things indicated on the correction notice that was mailed to you
on November 20 (copy enclosed) nor have you called for a re-inspection
as is required.
The stairs in units A & B are not 36" in the clear as mandated in
the Building Code. The 2nd cleanout at the chimney has not been
reinspected.
You have installed the drywall without authorization. These items
must be corrected and reinspected and I am requiring you to take the
action necessary to resolve this issue and to comply with the Mass.
State Building Code.

Monday, August 13, 1984, regarding the "Pickman Park / Salem Acres, Inc."

To obtain a foundation permit, Mr. DiBiase must conform to the
conditions set forth in the following approvals of the Planning Board:
March 15, 1984 Definitive Subdivision Plan
December 23, 1977 Cluster Residential Development Special Permit
June 26, 1983 Cluster Residential Development Special Permit

May 31, 1984 Wetlands and Flood Hazard District Special Permit
It is my understanding that this permit does not allow Mr. DiBiase to
construct buildings, but only foundations. To construct homes, the developer
must obtain a building permit.
If you believe that the developer has complied with all requirements of
the Salem Zoning Ordinance, specifically those which concern themselves
with the construction of a foundation (minimun width of side yard, minimum
depth of rear yard, minimun depth of front yard, maximum lot coverage), the
foundation permit can be issued.
