HISCOM ANNUAL REPORTS FY 08 HISCOM ANNUAL REPORTS ::r t SALEM HISTORICAL COMMISSION ANNUAL REPORT JULY 1, 2007 - JUNE 30, 2008 The Salem Historical Commission is a volunteer board of Salem residents appointed by the Mayor. The Commission's mission is to provide regulatory design review within Salem's four designated local historic districts. The Commission also provides community-wide historic preservation planning assistance by promoting historic preservation awareness and by commenting on projects that may impact historic resources. Certificates Issued During the year July 1,2007 through June 30,2008,the Salem Historical Commission met regularly 22 times and had one site visit during which a quorum was present. In its capacity as Historic District Commission for 4 local districts,the Commission received 128 applications and filed a total of 135 certificates including: - 56 Certificates of Appropriateness; - 2 Certificates of Hardship; - 69 Certificates of Non-Applicability; - 4 Waivers of the Demolition Delay Ordinance; and - 4 Denials: 3 for Certificate of Appropriateness, and 1 for Waiver of the Demolition Delay Ordinance. Certificates issued are provided to the owner of the property, the City Clerk and the Building Inspector and are kept on file in the Department of Planning and Community Development according to address. A list of all Certificates issued can be found in the Certified Local Government Annual Report, which is on file at the Department of Planning and Community Development and the Massachusetts Historical Commission. Minutes of all meetings are also available at the Department of Planning and Community Development and, beginning July 1, 2006, on-line on the City's website www.salem.com. Commission Members The Commission is regularly comprised of seven (7) regular members and two (2) alternate members.There were no new appointments during the report period. As of June 30,2008,there are one full member and one alternate member vacancies. Workshops/Seminars Hannah Diozzi attended the following: • Underground engineering lecture, James Lambrechts PE, Professor of Engineering at Wentworth Institute, sponsored by Boston by Foot, May 2008 • Rose Kennedy Greenway Tour, sponsored by Boston by Foot, May, 2008 Doug Desrocher attended a lecture at the Peabody Essex Museum on the history of courthouses in Fall, 2007. Survey & Planning Grant Projects Currently underway is a Neighborhood Architectural Conservation District study for which the City of Salem received a $18,000 funding award from the FY07 Survey and Planning Grant program. Grant Awards The City of Salem was awarded a$52,000 Massachusetts Preservation Projects Fund grant for the Salem Public Library. The City of Salem was awarded a$50,000 Massachusetts Preservation Projects Fund grant for the Witch House roof and chimney restoration and accessibility improvements. The City of Salem was awarded a$4,000 Essex Heritage Partnership grant for the Witch House roof and chimney restoration and accessibility improvements. Other Activities The Commission provided letters of support for: • City of Salem application for Massachusetts Preservation Project Fund for the Witch House; • Salem Jail Complex—Massachusetts Historic Rehabilitation Tax Credit application The Commission provide comment letters for: • North Street Reconstruction—Extra Work Order • J. Michael Ruane Judicial Center—Memorandum of Agreement, Draft 4 • J. Michael Ruane Judicial Center—Memorandum of Agreement, Draft 5 •: J. Michael Ruane Judicial Center—30% Submission • MetroPCS NewEngland — Telecommunications facility installation at 320 Lafayette Street • J. Michael Ruane Judicial Center—90% Submission for relocation of Baptist Church Ms. Herbert, Mr. Hart and Ms. Guy served on the working group for the Neighborhood Architectural Conservation District study. The Joseph Fenno House (Women's Friend Society on Hawthorne Blvd)nomination was considered on June 11, 2008 at Massachusetts Historical Commission and was voted eligible for listing on the National Register by the State Review Board and is being submitted to Washington for final review. The Commission amended the policy for abutters notices to include that,at a minimum,notices be sent to abutters, abutters to abutters,people across the street and their abutters,regardless of whether they are within the district, and any larger area as the Clerk of the Commission may deem appropriate. Present were Ms. Diozzi , Ms. Herbert, Mr. Hart and Mr. Desrocher. 6 Hamilton Street In continuation of a previous meeting, Latta Realty Trust, Lynn L. Frothingham and Charles Newhall trustees, submitted an application for a Certificate of Appropriateness for fence replacement. Ms. Guy read a letter from the applicant requesting a continuance to the meeting of January 16, 2008 and waived the requirement that the Commission act within 60 days. Mr. Desrocher made a motion to continue the application. Ms. Herbert seconded the motion, all were in favor and the motion so carried. 86 Essex Street The Salem Housing Authority submitted an application for a Certificate of Appropriateness to change the approved location of dryer vents from centered above the 4 first floor windows to immediately adjacent to the first floor windows through brick masonry. Present were Michael Flaherty of Russ Barr Associates, Inc. and Debbie Tucker of the Salem Housing Authority. A drawing showing the new location was provided. Mr. Flaherty stated that they found heavy framing which prevents them from locating the vents in the approved location. Ms. Herbert asked if the vents will remain the same size. Mr. Flaherty replied in the affirmative. Ms. Tucker noted that the locations are on the sides of the building and that none are in the front. Ms. Herbert made a motion to approve the application as submitted. Mr. Desrocher seconded the motion, all were in favor and the motion so carried. 3 15-3 17 Essex Street Stephen and Linda Morris submitted an application for a Certificate of Appropriateness to add six windows to the first floor at 315-317 Essex Street. Mr. Morris and architect David Jaquith were present. December 19, 2007, Page 2 of 3 Mr. Jaquith provided drawings of the proposal. Mr. Jaquith stated that there will be 2 installed on the right side, 2 on the lett side and 4 in the back. The first floor will be office space. Mr. Desrocher asked if the proposed locations originally had windows. Mr. Jaquith replied in the negative and stated that the locations were selected based on logical placement on the interior. Gary Schuerger, 319 Essex Street, stated that he had no problem with the proposal from his point of view. Ms. Guy asked if the windows will be wood, single glazed, true divided lights. Mr. Jaquith replied in the negative and stated that they were looking at using Norco Aluminum. Ms. Guy stated that the Commission has no seen a sample of the Norco window, but noted that the Commission could approve a Pella, J. B. Sash or LePage window. Mr. Jaquith stated that they also want to change a door to a 6 panel of hard wood. �4 Ms. Guy stated that they will need to apply. Ms. Herbert stated that if the door is per the drawing, they could just apply and provide a catalog cut and would not need to show up at a meeting. Mr. Hart asked if it was always a commercial use on the first floor. Mr. Jaquith replied in the affirmative and noted that there was never a use for windows. Ms. Herbert asked whey they want a transom over the windows. Mr. Jaquith stated that it will fill the space with more light. Ms. Herbert stated that she had no problem with the lower floor being more decorative than the upper floor. Ms. Herbert made a motion to approve the installation of six wood, double glaze windows with transom in locations provided on drawing. Transom to be comprised of 4 individual panes of glass, not one continuous pane with applied muntins. The motion includes the option for either • Pella Architect Series Wood Double Hung Window with ILT's; • LePage 7/8" SDL; or • J. B. Sash Proper Bostonian only. Present were Ms. Herbert, Ms. Harper Ms. Bellin, Mr. Hart, Mr. Desrocher and Ms. Diozzi. 238 Lafayette Street Jane Ann and Josh Turiel submitted an application for a Certificate of Appropriateness for paint colors. The body will be Spanish Moss, the trim will be Lumen and the shutters and door will be Black. Mr. Hart asked what the color of the decorative detail will be. Ms. Turiel stated that it will be black. Mr. Hart suggested deep red. Ms. Turiel stated that she was considering a burgundy. Ms. Herbert suggested that the door be the same as the accent. Mr.Desrocher made a motion to approve the application as submitted with the option that the door and decorative detail be a dark shade of red to be approved by Ms. Herbert. Ms. Bellin seconded the motion, all were in favor and the motion so carried. 29 Washington Square In continuation of a previous meeting, the John Bertram House Trust submitted an application for a Certificate of Appropriateness to replace the third floor windows throughout the building with double hung insulated windows. Richard Griffin was present representing the Trust. Mr. Griffin provided a Vetter window sample and noted that the mullions were aluminum. He also provided a Trimline Heritage Ultrafit SDL window sample. Mr. Griffin stated that only the sash 3will be replaced. They will replicate the existing window color. Ms. Herbert stated the muntin is a little thick in the middle. Mr. Griffin stated that it is a 1888 house, so they were dealing with larger panes of glass and larger muntins. Ms. Herbert suggested the use of J. B. Sash. October 3, 2007, Page 2 of 4 Mr. Desrocher stated that he liked the Trimline better because the spacer is less visible. Mr. Hart stated that he was okay with the Trimline, but not the Vetter. Ms. Herbert stated that one concern with aluminum mullions is the ability to hold paint. She asked if the Trimline was tilt and removable. Mr. Griffin replied in the affirmative. Ms. Herbert stated that the design of the muntin is appropriate for the window due to the distance from the third floor. Mr. Desrocher added that the muntin size is also okay due to the substantial size of the windows. Mr. Hart suggested asking the manufacturer if they can make the mullion at a more historic angle. Ms. Herbert made a motion to approve the replacement of all the third floor sash with Trimline Heritage Ultrafit Simulated Divided Light all wood windows, 7/8" mullions, clear glass, with bronze spacer and to request that the applicant inquire if manufacturer can angle the mullions so that they match the existing mullions on the house, noting that the finding is that the third floor windows are minimally visible from the street and that muntin size is compatible with the unusually large size of the windows. Mr. Desrocher seconded the motion, all were in favor and the motion so carried. 20 Hathorne Street Linda Locke presented an application for a Certificate of Appropriateness to replace the existing front landing, steps and rails in wood. The lower posts will be 5 %:" x 5 %" x 42"H. The upper posts will be 10 %2" x 10 '/2"x 42" high. The rails will be 38" high. The platform will be 4' x 8' and the sides will be trimmed with bead board. Also present was the contractor, John Camire. Ms. Guy noted that the work had already begun and the worked was stopped. The photos show the prior condition and the current condition, as well as some photos showing examples of what is proposed. Ms. Locke stated that they are not replacing the existing, but building over the existing cement blocks. Mr. Camire stated that there are two 20" blocks. Ms. Locke noted that there was a small railing previously. Mr. Desrocher questioned if the bead board will provide sufficient venting underneath. He suggested the use of lattice instead. October 3, 2007, Page 3 of 4 CIV) Mr. Camire stated that the proposed posts are to mirror the posts against the house. Mr. Hart asked if there was a drawing. Mr. Camire replied in the negative. Mr. Hart stated that there should be a cap on top of the post. Ms. Locke stated that the prior owner installed vinyl windows on the right side of the house. Mr. Hart stated that there is typically a step from the deck to the door, but that the proposed is just a threshold. Ms. Herbert questioned if the recessed panel will require removal of the mailboxes. She noted that the doors are not original and that the front has been kind of bastardized. She stated that the bottom step as constructed looks high. She suggested providing better pictures of what they are planning to do. Mr. Hart stated that the conventional thing to do is put a post on the top of the step, however the construction underway shows it set back from the leading edge of the step. Mr. Camire noted that the posts have not been trimmed out as yet. Mr. Hart stated that he would like a drawing. Ms. Herbert suggested a site visit. Mr. Hart was concerned that the end result might be something very unconventional. Ms. Bellin suggested dropping the deck at the door and eliminating one stair. Mr. Camire noted that the top posts are heavier than the lower posts. Ms. Guy questioned how important is was to the applicant to have chunky posts with recessed panels. Ms. Locke stated that she could eliminate them. Mr. Desrocher made a motion to continue the application to the next meeting in order for the applicant to provide a drawing. Mr. Hart stated that he would like to see a plan and side elevation. CD Ms. Herbert stated that it could be done on graph paper. Ms. Cohen stated that the dryer vent is being replaced in kind and that the lamp is being suspended from under the roof. Ms. Guy stated that the Commission does not have jurisdiction over lighting fixtures attached to the house. Ms. Guy stated that Ms. Bellin visited some of the properties on the violation list and Mr. Hart took photographs. 331 Essex St. - The roof equipment is not visible from Essex. The Cambridge Street side picture appears to be taken with a zoom lens and may not provide an accurate idea of visibility. Ms. Bellin will take a picture without a zoom lens. Ms._Diozzi entered the meeting at this time. 131 Federal St. - Ms. Herbert stated that the chimney work has not been completed. Ms. Guy will check if the ownership has changed. 145 Federal St. - Fence has been built as approved. This.property is to be removed from the violation list. 1 Hamilton St. - There are two satellite dishes on the rear of the property and Ms. Diozzi believed that they were moved from their original location to this less visible location. The Commission decided to take no further action and to remove this property from the violation list. 1 Ms. Herbert stated that 95 Federal St. has not replaced the widows walk or lattice enclosure as required. Ms. Harper questioned if the fence spacing was completed as approved. Ms. Guy stated that the last time the Commission discussed the fence it was removed from the violation list as having been completed. Ms. Herbert suggested that Ms. Harper go by and check if there are nail holes. 13 Cambridge Street Michael Sherriff and Eric Richards submitted an application for a Certificate of Appropriateness for installation of a 6' solid board fence along the property line starting from the rear corner of the house extending out to the property line and then following then following the property line to where it abuts the back yard property line of 6 Broad Street. PART E.4 RULES, PROCEDURES, GUIDELINES The Commission amended the policy for abutters notices to include that, at a minimum, notices be sent to abutters, abutters to abutters,people across the street and their abutters, regardless of whether they are within the district,and any larger area as the Clerk of the Commission may deem appropriate. PART'F.2 SURVEY AND PLANNING GRANT FUNDING Currently underway is a Neighborhood Architectural Conservation District study for which the City of Salem received a $18,000 funding award from the FY07 Survey and Planning Grant program. The City of Salem was awarded a $50,000 Massachusetts Preservation Projects Fund grant for the Witch House roof and chimney restoration and accessibility improvements.
