HISCOM ANNUAL REPORTS F06 HISCOM Annual Reports ` R .� I SALEM HISTORICAL COMMISSION ANNUAL REPORT JULY 1, 2005 - JUNE 30, 2006 The Salem Historical Commission is a volunteer board of Salem residents appointed by the Mayor. The Commission's mission is to provide regulatory design review within Salem's./bur designated local historic districts. The Commission also provides community-wide historic preservation planning assistance by promoting historic preservation awareness and by commenting on projects that may impact historic resources. Certificates Issued During the year July 1,2005 through June 30,2006,the Salem Historical Commission met regularly 22 times and had 1 site visit during which a quorum was present. In its capacity as Historic District Commission for 4 local districts,the Commission received 152 applications and filed a total of 167 certificates including: - 74 Certificates of Appropriateness; - 5 Certificates of Hardship; - 74 Certificates of Non-Applicability; - 8 Waivers of the Demolition Delay Ordinance; and - 6 Denials: 5 for Certificate of Appropriateness. 1 for Waiver of the Demolition Delay Ordinance Certificates issued are provided to the owner of the property, the City Clerk and the Building Inspector and are kept on file in the Department of Planning and Community Development according to address. A list of all Certificates issued can be found in the Certified Local Government Annual Report, which is on file at the Department of Planning and Community Development and the Massachusetts Historical Commission. Minutes of all meetings are also available at the Department of Planning and Community Development and, beginning July 1, 2006, on-line on the City's website www.salem.com. Commission Members The Commission is regularly comprised of seven (7) regular members and two (2) alternate members. Richard Stevens moved out of the City of Salem and was therefore not reappointed. Lance Kasparian resigned from the Commission effective September 1, 2005. Jessica Herbert was voted in a Vice Chair on September 21,2005. Michael Marcil's term expired on March 1,2006 and was not reappointed. Louis Mangifesti resigned from the Commission effective March 24, 2006. As of June 20,2006,current members are Hannah Diozzi(Chair),Jessica Herbert(Vice Chair), t •di Douglas Desrocher, Larry Spang and Kathryn Harper. There are three full member and one alternate member vacancies. Workshops/Seminars Hannah Diozzi attended the following: • Preservation Mass workshop in Lexington entitled Historic District 101, November, 2005. • A series of architectural tours in Chicago, Illinois, May, 2006 Kathy Harper attended Preservation 201 presented by Preservation Mass. in partnership with MA Historical Commission, March, 2006 at North Shore Community College, Beverly, MA. Survey & Planning Grant Projects In April,2005,the City of Salem received an$15,000 funding award from the FY05 Survey and Planning Grant program to support a Point Neighborhood Preservation Plan for a total project cost of$30,000. The grant project is currently underway. In May, 2006, the City of Salem received a $15,000 funding award from the FY06 Survey and Planning Grant program to support a feasibility study of the U.S. Coast Guard Barracks on Winter Island to begin in FY07. Other Activities At the request of Historic Salem,Inc.,a CLG evaluation was completed for 69 Boston Street and provided to Massachusetts Historical Commission on July 8, 2005. At the request of the Women's Friend Society, a CLG evaluation was completed for 12-14 Hawthorne Blvd. In April, 2006, the Commission received a copy of a letter sent to the Women's Friend Society from Massachusetts Historical Commission, concurring that the property is eligible for listing on the National Register. Larry Spang, who is serving as the Commission's representative for the Salem Redevelopment Authority's committee to redevelop the old Salem Jail,reviewed Design Development Drawings on behalf of the Commission and a letter with comments was provided to Massachusetts Historical Commission. Present were Messrs.Desrocher and Spang and Ms.Diozzi and Ms. Herbert and Ms. Guy. Ms. Diozzi announced that only four members were present,a bare quorum, and that all four votes would be needed to pass any motion. 1 Forrester Street In continuation of a previous meeting, Douglas and Came Cabot presented an application for a Certificate of Appropriateness for paint colors and shutter removal. Mr. Cabot stated that they would like request a continuation on the shutters. Mr. Desrocher made a motion to continue the shutters to the next meeting. Ms. Herbert seconded the motion, all were in favor and the motion so carried. Three new paint schemes were provided. C- Option I is Codman Claret for the body, Jewett White for the trim and Leapfrog for the doors. Option 2 is Sandy Buff for the body, Jewett White for the trim and Codman Claret for the doors. Option 3 is Sandy Buff for the body, Jewett White for the trim and Baize for the doors. Ms. Herbert stated that she liked Option I and felt it worked well. She stated that the others were also nice. Mr. Spang stated that he felt the red still feels like a color for a barn or shed and that he preferred Option 2. Ms. Herbert stated that there is a barn attached to the building and that it has a sort of rustic look. She noted that the other houses on the Common are more formal and later in date. She stated that she felt Option 2 was kind of boring. Mr. Spang stated that he did not feel Codman Claret was appropriate to the house and that Option 2 was appropriate. Mr. Cabot stated that he painted a sample of the color onto the house. Mr. Spang suggested a continuance. ( Mr. Desrocher stated that he kind of liked the red. August 17, 2005, Page 2 CMs. Diozzi stated that the Bryant Tolles book described this house as quaint and that she was in favor of the red. The body will be Whale,the trim will be Monterey White and the door and window boxes will be Black Forest Green. Ms. Herbert stated that she felt it was a great color combination. She noted that the house is a nice, simple design. Mr. Spang asked if the exterior staircase was visible from the street. Mr. Smith stated that it was, but that he was not planning on painting it and that it needed repairs. Ms.Herbert made a motion to issue a Certificate of Non-applicability to repair the stairs in kind. Mr. Desrocher seconded the motion, all were in favor and the motion so carried. Mr. Desrocher made a motion to approve the paint colors as submitted with the stair to be repainted in the same color or to be painted in the body color or to be painted in the body color with the treads in the existing gray. Mr. Spang seconded the motion, all were in favor and the motion so carried. 23 Warren Street Kelly Tyler presented an application for a Certificate of Appropriateness to move an existing kitchen vent up by 6 inches. Ms. Tyler stated that it needed to be moved up four to six inches for the new kitchen range. Ms. Herbert asked if the vent will be painted to match the body of the house. Ms. Tyler replied in the affirmative. Ms. Herbert stated that a vent the same size moved up won't make any difference. i August 17, 2005, Page 3 Ms. Herbert made a motion to approve the application as submitted. Mr. Desrocher seconded the motion, all were in favor and the motion so carried. 156 Derby Street Spiros Kounsalieh presented an application for a Certificate of Appropriateness to construct a wall and to replace a fence with a wall at the Witches Brew Restaurant. Also present was Gabriel Petino. Photographs were provided showing the work that has already begun. Mr. Petino stated that the wall will act as a retaining wall. It will have a blue stone cap. He stated that the soil between the wall and the building will be below the wood panels. Ms. Herbert asked if plants will be placed in between the cellar window wells. Mr. Petino replied in the affirmative. Mr. Spang stated that it is an awkward position where the owner has invested a lot of money into the wall and he did not want to see him waste it. He stated that there could be other solutions to solve the grade change and added that he was concerned that as built, it will inevitable fill with trash and snow. He stated that he felt it was an unfortunate addition to an otherwise terrific job done on the building. Mr. Petino stated that he wanted a wall, not a curb, since it give people a place to lean when they smoke instead of leaning against the new paint job. Mr. Spang added his additional concern that it will fill with cigarette butts. Mr. Petino stated that it is a maintenance issue and noted that Mr. Kounsalieh is a good business owner who will maintain it. Mr. Kounsalieh stated that there will be receptacles for cigarette butts. Ms. Herbert stated that she had no problem with a wall going along the property line and assumed there would be a fence above the wall. She stated that the wall near the building looks a little "Flintstonish" and noted that since it can't be filled,it will look like a pit. She stated that a granite curb with trees around would work. She added that as currently constructed,it will draw attention to it. Mr. Spang suggested continuing the application and working with the owner to come up with ideas. Mr. Kounsalieh apologized for building the wall without first obtaining approval. Mr. Petino stated that he was willing to finish the lot line wall, finish the brick pavers and work with the Commission for a solution on the wall running along the building. Ms. Herbert made a motion to approve the construction of a 2' high by 12"wide stone wall along the August 17, 2005, Page 4 rear property line from the building to Daniels Street and to continue the application for the wall running parallel to the building. Mr. Desrocher seconded the motion, all were in favor and the motion so carried. Ms. Herbert suggested applying for a fence for the top of the rear wall. Ms. Herbert stated that the painting done on the upper stories of the building is not as approved, noting that the trim is red rather than the dark green approved. Mr. Kounsalieh stated that he will change the red to green. Ms. Herbert stated that the red painted does not appear to match the red approved. Mr. Petino disagreed and noted that it was purchased at Waters and Brown. Mr. Kounsalieh noted that the body of the upper stories was painted Warren Tavern, rather than Britches. Ms. Herbert asked if anyone had a problem with the dark green. Ms.Diozzi replied in the negative. Mr. Petino asked if they could invert the scheme and have the trim be the lighter green. Ms. Herbert made a motion to paint the body of the residential (upper stories)with Warren Tavern and the trim with Britches(changing from Codman Claret). Mr.Desrocher seconded the motion,all were in favor and the motion so carried. 107 Federal Street Christine Micciche and Keith McCleam submitted an application for a Certificate of Appropriateness to change the door leading into the commercial space at 107 Federal Street. Ms. Micciche stated that the proposed door is the same as the door at the comer of Hamilton and Essex Streets but with only one side lite and no glass above. Ms. Diozzi asked if they recently purchased the property. Ms. Micciche replied in the negative, stating that they purchased it six years ago. It was brought to the attention of the Commission that work had started on repairing wood panels on the storefront, but that they were not being done in kind. Ms. Guy stated that the owners have not applied for the change,that the panels were not included in the public advertisement and that the Commission should not discuss them until an application is received. Ms. Micciche stated that she would submit an application. John Carr, 7 River Street,asked if the new door will be flushed or recessed. Ms. Micciche stated that August 17, 2005, Page 5 it will remain recessed. C Ms. Guy asked the paint color. Ms. Micciche stated that it will the white or remain natural wood, similar to the photograph. Ms. Herbert asked if the air conditioner over the door will remain. Ms. Micciche stated that eventually they would like to remove it and put in a wood panel to match the rest of the storefront. Ms.Herbert suggested looking into finding an alternative location for the air conditioner,noting that it was not pleasant with the hose running down the side, particularly with a new door. Mr. Carr stated that this is a very important and unique building, built by John Chandler. It is important that the recess remain. He noted that the proposed is a Victorian outer door. He stated that he applauded the removal of the metal door,but felt the Commission needs more detail on the new door. He noted that the Hamilton/Essex door cannot be transposed to this building. He added that the other door on this building is likely what was once in this entrance. Ms.Micciche stated that she did not feel that a business owner in this space would want a solid door. She added that she was considering covering the air conditioner. Carol Carr,7 River Street,asked if the dimensions of the proposed door are the same as the existing ( door. Ms. Miceiche stated that the proposed door is a concept. Ms. Carr stated that she felt that more specificity was needed. Betsy Burns, 22 Beckford Street, stated that this is a very important building and felt that the proposed does not work. She preferred to match the other existing door, but with glass panels. Ms. Herbert made a motion to continue the application to the next meeting. There was no second. Mr. Spang stated that he was wondering about the idea of glass in the door. If the space were retail, it likely would have been glass rather than solid. He suggested the Peabody Essex Museum library to see if they can find a photograph of what was once there. He stated that the proposed door is not appropriate. He stated that he felt there would have bee symmetry and that it behooves the Commission to ask for a scaled drawing to see what it would look like. Ms. Herbert sated that measurements are needed. She suggested looking at 95 Federal Street porch doors. Mr. Spang noted that if the air conditioner were to be covered, it would block a portion of the window. Ms. Herbert asked if they would be keeping the louvered window. Ms. Micciche stated that she is applying for a facade improvement loan from the city and would repair it if it is an eligible cost. August 17, 2005, Page 6 Mr. Spang made a motion to continue the application. Mr. Desrocher seconded the motion,all were in favor and the motion so carried. 361 Essex Street Timothy and Alice Clarke submitted an application for a Certificate of Appropriateness for alterations to the carriage house at 361 Essex Street. Present were Mr. Clarke and architect John Goff. Mr. Goff stated that he believes this is a Samuel McIntire building and that the carriage house is original to the house and built at the same time,c 1800. To the east of the house is an alleyway where the side wall of the outbuilding is visible. It is a 2-story hip roof federal style with a belt course around the right, but not currently around the left. He stated that there is evidence that the belt course was once around the left as well. In 1920 there was an addition that included the three doors. The proposal is to restore the front to the federal style to what it might have looked like. They propose to introduce a new garage door on the North side facing Essex Street. It will be a vertical board pine door with strap hinges,but will be a roll-up door that reads as a federal door. Drawings were provided,including the proposed west side alterations. He noted that door#I will match door #4. Ms. Herbert questioned if door#6 was short. r Mr. Goff replied in the affirmative and stated that he felt that door#5 had been extended. Ms. Herbert suggested that both be the same size. Ms. Herbert stated that it is worth checking to see if there was once windows there that could be restored for cross ventilation. They are proposing a custom fence to match the fence on the perimeter of the property, unpainted picket fence with cap. The height is to match the front portion of the perimeter fence. Steve Whittier represented the applicant. Mr. Whittier stated that the fence will run from the center side of 120 Federal to the property line of 118-116 Federal. It is being replaced with the fence that matches the one between 120 and 118, unpainted. The fence will have a gate that matches the fence in the location of the existing gate. Present were Messrs. Desrocher, Mangifesti and Spang and Ms. Diozzi, Ms. Harper and Ms. Herbert and Ms. Guy 156 Derby Street In continuation of a previous meeting, Spires Kounsalieh presented an application for a Certificate of Appropriateness to construct a wall and at the Witches Brew Restaurant. Mr. Kounsalieh provided a new drawing and stated that he will put plantings at the beginning, middle and end or the area between the wall and the building and will also have two window boxes. He provided a sample of the bluestone top. He also provided one of the cans of Codman Claret paint to illustrate that the color used was the color approved. Ms.Herbert stated that the window boxes will keep people from sitting on the wall and that she feels is solves the problem. Mr. Kounsalieh stated that he may put flower boxes along the front of the building along Derby Street. There was no public comment. Ms. Diozzi read a letter from Polly Wilbert in favor of the application and a letter from Stephen Parlato regarding the lot line fence that was removed. Mr. Kounsalieh stated that he still had the fence pieces and that he could put the fence back on a temporary basis until he submits a new fence application in the spring. Ms. Herbert noted that the lot line fence was 1 x 6 plank. She added that if they intended to install a new awning, it will also need approval. Ms. Herbert made a motion to approve a Certificate of Non-applicability for the reinstallation of the fence . Mr. Mangifesti seconded the motion, all were in favor and the motion so carried. Mr. Spang stated that the Commission already approved the wall along the property line at the last meeting. He stated that his concern regarding the empty space between the wall and the building will be helped by the landscaping. He noted that the two bulkheads are translucent plastic and aluminum and suggested putting a piece of plywood over then with the flower boxes on top. He stated that he was not really happy with the way the wall turned out, but felt that the owner did a terrific job on the building,that the owner has made an effort to alleviate the Commission's concerns l September 7, 2005, Page 2 and that he was willing to accept the wall. Ms.Herbert asked if the bluestone will be flush or project. Mr.Kounsalieh stated that it will overlap a little. Ms. Herbert made a motion to approve construction of 2' high x 12" wide stone wall on driveway side running parallel to building with a bluestone cap to be placed on top of wall,to overlap slightly. Planter boxes to be mounted on back side of stone wall, with flowers and evergreen shrubs to be planted at each end of the space between the building and the wall,as well as between two basement window wells and placement of plywood over wells with window boxes on top. Mr. Mangifesti seconded the motion, all were in favor and the motion so carried. 1 Forrester Street In continuation of a previous meeting, Douglas and Carie Cabot presented an application for a Certificate of Appropriateness for paint colors and shutter removal. Mr. Cabot stated that at the last meeting they received approval for one paint scheme and that he would like the Commission to reconsider his second scheme which is Codman Claret for the body, Jewett White for the trim and Leapfrog for the doors. Ms. Cabot stated that they will use flat paint, not gloss. Mr. Cabot noted that barn red is included as a Georgian color in The Salem Handbook. Mr. Spang stated that he went by the house and saw the sample color. He stated that Codman Claret is great for utility buildings and that he did not feel that dark red is appropriate to this house. Mr. Mangifesti was in agreement, noting that it was too much color for the house. Mr. Desrocher stated that he was on the fence,that he was not opposed,but that he preferred a tone with a little more brown. Ms. Harper agreed with Mr. Desrocher, noting that it is a radically different color than what is currently on the house. Ms. Herbert stated that she was curious what people in the Federal Street area that were present in the audience thought, after dealing with Clementine. Sheri Rozenzweig, 38 Flint Street, stated that she had no problem with a bright color. Mr. Mangifesti stated that a house should not pop out in an historic area, but should blend in. He stated that sometimes color will overwhelm the style of the home. John Car,7 River Street,stated that the question is what is historically appropriate. He noted that it t September 7, 2005, Page 3 is the oldest house on the Salem Common, is in a prominent location and is a terrific house of its / type. He stated that special consideration should be taken to select a color that celebrates the house. `— He stated that he could not see any house of that style up or down the eastern seaboard in that body color. He noted that he has seen it as a trim color on a church in Marblehead. Ms. Herbert stated that it is much less formal than any house on the common and has an attached barn. She stated that she liked the red,but was not sure how it would look in its totality. Ms. Diozzi stated that she liked the color choice. She felt that it being the oldest house on the Common supports the color. She noted that Tolles' book refers to the house as "quaint"and that several neighbors have told her they are in favor of the color. Ms. Herbert made a motion to approve the color scheme as submitted. Mr.Desrocher seconded the motion,all were in favor and the motion so carried. Mr.Desrocher and Ms. Diozzi,Ms.Harper and Ms. Herbert voted in favor. Messrs. Mangifesti and Spang voted in opposition. The motion so carried. Mr. Cabot stated that it is a quaint house,once a tanners home and fairly humble. He stated that he felt removal of the shutters would bring it back to what it would have been originally. He read an excerpt from a Kimball Fisk book regarding shutters and well as an excerpt from The Salem Handbook. He added that the Peirce Nichols house historic photo shows no shutters. He noted that only 20 of the 48 windows on his house are shuttered. John Carr, 7 River Street, stated that he felt both shutter removal or retention was appropriate and that it is up to the homeowner's taste. He noted that shutters came into wide popularity in the 1820's but were available as early as the 18'' century. Carol Carr, 7 River Street, stated that the house across the street from her was a red with black shutters and it looked awful. Ms. Herbert stated that she felt it would be appropriate to remove the shutters and noted that in some cases the shutters overlap and aren't symmetrical. Mr. Spang stated that when the Bowditch House was done, it was determined that the house had been raised and at the same time details were added in order to keep up with the Jones'. He stated that he did not feel this was emblematic of a 1770 house,but was emblematic of a federal house. He felt that the Commission needs to review it based on the merits of the house as it is now,and not by its age. He stated that he felt the blinds should not be permanently removed. Ms. Harper stated that she felt it would be appropriate to remove the blinds. She asked if the owners would store them. Mr. Cabot stated that they were beyond repair,but if required they are prepared to install new blinds. ( Mr. Mangifesti stated that he liked the look of shutters but was prepared to go along with removal. September 7, 2005, Page 4 Mr. Mangifesti made a motion to give the applicants the option to either retain or permanently remove the shutters. Ms.Herbert seconded the motion. Messrs. The bam foundation will not have a watertable Ms. Herbert stated that the foundation may not be visible. Ms. Herbert made a motion to approve the application as submitted. Mr. Mangifesti seconded the motion, all were in favor and the motion so carred. 107 Federal Street In continuation of a previous meeting, Christine Micciche and Keith McCleam submitted an application for a Certificate of Appropriateness to change the door leading into the commercial space at 107 Federal Street. They also submitted an application for a Certificate of Appropriateness to replace rotting wood panels on the front of the store to match an existing panel on the building and to change the existing sign to another wood sign of the same dimension. Ms. Micciche stated that the two front panels will match the corner panel. Ms. Herbert asked if there was granite underneath the front. Ms. Micciche replied in the negative. Mr. McClearn stated that at one time there were windows, prior to the floor being raised. John Carr, 7 River Street, stated that it was laudable intent to undertake repairs, but noted that the corner panel was original to the building and that the new panels don't relate to what was at the corner. He noted that the existing panels on the inset of the doorway define what was on the corner and stated that they should be level on the bottom to the panels in the doorway and that there should be a skirtboard. Ms. Herbert stated that the new inset panels also need a piece of%<round like the existing and agreed that the skirtboard should flow around. Mr. McClearn stated that he was planning on running a skirtboard around and that the work was not yet completed. Mr. Can stated that the dimensions of the skirtboard and surround should match those panels inside l September 7, 2005, Page 5 the doorway. Ms.Herbert stated that the solution is to add a skirtboard and a piece of pine and%a round to finish if off. Both the inside panel and the new panels should measure the same in height. Mr. Carr stated that continuing the skirtboard would unite the whole fagade. Ms. Herbert noted that to create a continuous skirtboard,there is not granite,so it would need to be painted gray below the skirtboard. Ms. Harper stated that there was no continuous skirtboard originally and that the historic photographs shows grills with no granite in the front. She could see restoring the original on the side, but could see it being wider on the front. Mr. Mangifesti stated that he felt the bottom of the skirtboard should go around the house and that a board below could compensate for the lack of granite. Mr. Carr stated that it is no increase in cost to do the next best thing to restoring the grills. Ms. Herbert asked if the grills were still there. Mr.McClearn believed they might be,noting that you can see right through. Mr. Mangifesti suggested a solution similar to the Bowman's building. Mr. McCleam stated that he thought the storefront would look terrible. Mr. Spang stated that the evidence is clear that the champhered corner has not been put back to match the original,that there has been a substantial change and that he is not hearing a lot of support for what has been built. He was concerned of what the finished look would be and noted that the original panels had more detail which has not been put into the new panels. He stated that he did not feel he could vote in favor of the current condition. Mr. McClearn suggested lowering the corner panel to match the front. Ms. Herbert stated that she felt it would make the situation worse. Ms. Diozzi stated that what has been built is a much more significant change in scale. Mr. Spang stated that the general consensus is to carry the baseline top around the building and replicate the recessed panel with all the details. Ms. Diozzi read a letter from Betsy Bums, 22 Beckford Street. Ms. Herbert stated that if the grills were still there, they could expose them again and put a board behind them, painted black. It would be closer to the original and more valuable to the building September 7, 2005, Page 6 down the road. She stated that the corner needs to be fixed to match what was there. If the grates cannot be restored,the a skirtboard would need to be run and the spacing below would vary. Ms. Spang stated that they need to pick up the line on the base of the columns. Andrew Carr,7 River Street,stated that he was a senor at the Rhode Island School of Design and felt that the proposal to run the skirtboard around would fit in with the overall theme of the house. Mr. Spang made a motion to rebuild the wood panel of chamfered corner of storefront to replicate original, including base molding to match the height of the pilaster base and including 1/4 round molding within raised panel which is consistent with both the original panel in this location and the existing panels within the front door entranceway. The motion is also for the replacement of two storefront wood panels facing Federal Street to match chamfered comer as outlined above including height of recessed panel.Top of the base molding(i.e. skirtboard or watertable)to be level with the top of the base molding of the pilasters and the bottom of the base molding to meet the top of the existing granite. Mr. Mangifesti seconded the motion. Messrs. Desrocher, Mangifesti and Spang and Ms. Diozzi voted in favor. Ms. Harper and Ms. Herbert voted in opposition. The motion so carried. The width of the current door is 55". Ms. Herbert suggested double doors such as 95 Federal Street. Mr. Spang asked who will manufacture the doors. Ms.Micciche stated that they have not researched it yet. Mr. Spang stated that it may be hard to find a door to match. He questioned how they will do the side lights with a 36"door. Mr. McClearn stated that they will find one to fit or will trim it to fit. It will be wood with solid glass. Ms.Herbert did not feel it would be appropriate and suggested double doors with one side fixed with pins, which they would probably have to have made. Mr. Carr stated that there is no specificity in the proposal, but he had no problem with the concept. He noted that it was not appropriate to have an asymmetrical sidelight. September 7, 2005, Page 7 Carol Carr, 7 River Street, stated that 95 Federal Street looks great. Mr. McCleam stated if it is not cost effective, the existing door will remain. Mr. Spang asked what the use of the space will be. Mr. McCleam stated that it will be a design studio. Mr. Spang asked if it will need ADA access. Mr. McCleam replied that he did not believe so. Mr. Spang suggested they check with the building inspector, as it could impact the ability to have double doors. He stated that he could not support an asymmetrical sidelight and noted that he would want specifics on the door,such as a drawing or catalog cut,in order to understand what it will look lie. Ms.Herbert stated that,if handicapped access comes up,it might be able to be accomplished through a side door. Ms.Micciche stated that she is due to give birth in early October and did not know which upcoming meeting they could attend. Ms. Guy suggested withdrawing the rest of the application and reapplying when they are ready. Ms. Micciche withdrew the remainder of the application. 26 Aborn Street Flaminio Lanzillo Jr.presented an application to waive the Demolition Delay Ordinance to demolish the house at 26 Aborn Street. Ms.Diozzi read a copy of a letter from Barbara Cleary,President of Historic Salem,Inc.to the Board of Appeals. Mr. Lanzillo stated that he will be working with HSI during the design of the new house. Mr. Mangifesti noted that he has talked to people who are in favor of the application. Mr. Mangifesti made a motion to approve the application as submitted. Ms. Guy noted that she already issued a Certificate of Non-applicability to replace windows in / kind. September 7, 2005, Page 9 Erika Steinke represented the Association and stated that on the 33 Carlton Side, 3 units have casement windows that they want to change to six over six. Mr. Fox stated that the existing door is steel and that the new door will be similar to the Witches Brew door. The are looking to get more light into the kitchen. Present were Messrs.Mangifesti,Desrocher and Spang,Ms. Diozzi and Ms. Harper and Ms. Guy. 3 Hamilton Street Richard and Pamela Jendrysik submitted an application for a Certificate of Appropriateness for fence alteration. A catalog cut of a Chestnut Hill Style fence from Architectural Fence Plus+ Inc. was provided, along with a sketch of the alteration. It will match an existing board fence, posts are already in place and capped. Only the entrance facing the driveway is to be replaced. Ms.Jendrysik stated that they are altering the gate and one section of fence running from the porch to the streetscape fence. Mr.Jendrysik stated that the new fence will be a stock fence similar to the railing on the porch. They will reuse existing posts which will be cut down next to the gate,with the corner post remaining the same height. The pickets are 2 x 2. Mr. Mangifesti stated that the height of the top most picket will be tall and unsupported and noted C that it might warp. Ms.Jendrysik stated that they are buying a fence section and will cut the width into a gate and small fence section and reinsert the posts. Mr. Spang stated that the drawing appears a little out of scale to the fence and he felt the scallop will not be as high as it appears on the fence, based on the picture on the catalog cut. Mr. Jendrysik stated that they will leave some space under the gate for snow clearance. Mr. Spang suggested no more than 6 inches of space. Ms.Jendrysik noted that the gate will be straight,but the fence section will scallop down to the gate. Mr. Mangifesti made a motion to approve replacement of existing gate and fence section running from porch to street with Chestnut Hill Style fence. Street post to remain. Gate posts to be reused and cut down to match height of new gate pickets, reapplying existing cap. Fence section to scallop down toward gate. Gate to have straight top (no scallop). C 95 Federal Street In continuation of a previous meeting, Robert and Jan Kendall, Denae Comrie, Mary Ellen Forster and William Aydelott submitted an application for a Certificate of Appropriateness for November 16, 2005, Page 2 alteration of fencing that has already been replaced. William Aydelott was present. Photographs were provided showing the previously existing fence and the newly constructed fence. Ms. Guy noted that the Commission had approved a Certificate of Non-applicability to rebuild the fence in kind, but that the owners had not replicated the fence. Mr. Mangifesti asked if the old fence had round posts. Mr. Aydelott replied in the affirmative and stated that the height and length of the new fence are identical and that they will paint it to match existing. Mr. Mangifesti stated that what was changed is the pickets,posts and spacing. Harlan Peabody, 6 Federal Court, stated that the previous fence was constructed in the 1980s. Mr. Aydelott stated that Jennifer Pittman, 97 Federal Street,was supportive of the new fence. Mr. Mangifesti stated that he felt the spacing is too wide and that the posts are too high. He asked if the fence was a stock fence or if the pickets were installed on site. Mr. Aydelott stated that it was a stock fence. Mr. Spang stated that he did not feel the Commission would have approved of the proposed fence if it had been submitted prior to installation. He noted that the installation looks like it is C, being held together with fasteners. He added that the fence sections don't align with the posts. Mr. Desrocher stated that if this design was brought in prior to installation, the Commission would have modified the design. He stated that this should be a simple fence and that the current has more detail than what is typical. Ms. Harper stated that she has a big problem with the spacing. She stated that it was too skimpy for the size of the house. Mr. Mangifesti stated that he felt the fence does not live up to the quality of the house. He suggested that installing a picket in between the existing pickets be considered. Mr. Mangifesti made a motion to accept the fence, conditional that a picket be added in between the existing pickets and that the finial be cut off the top of the posts to match the height of the pickets. There was no second. Mr. Spang stated that he preferred to see a sample section. Mr. Aydelott stated that he would discuss the options with the other condo owners. National Register Program Participation PART C.1 CLG EVALUATIONS COMPLETED At the request of Historic Salem, Inc., a CLG evaluation was completed for 69 Boston Street and provided to Massachusetts Historical Commission on July 8, 2005. At the request of the Women's Friend Society, a CLG evaluation was completed for 12-14 Hawthorne Blvd.. In April, 2006, the Commission received a copy of a letter sent to the Women's Friend Society from Massachusetts Historical Commission, concurring that the property is eligible for listing on the National Register. PART C.2 NOMINATIONS There were no nominations prepared and submitted to Massachusetts Historical Commission. PART C.3 PUBLIC HEARINGS There were no public hearings regarding nominations held during the fiscal year. PART EA RULES, PROCEDURES, GUIDELINES There were no changes in rules, procedures or guidelines adopted by the Commission. OPEN MEETING LAW COMPLIANCE STATEMENT 1. All meetings of the CLGC have been open to the public. 2. A notice of the date,time and place of every meeting of the CLGC has been filed with the Clerk of the city or town in which the CLGC acts and a copy of such notice has been posted in the office of the Clerk on the principal bulletin board of each city or town at least 48 hours prior to the time of each meeting, excluding Sundays and legal holidays. 3. A record of every meeting, including executive sessions has been maintained by the CLGC, including the date,time,place, members present and actions taken at each meeting. 4. All executive sessions, if any, have been held in compliance with M.G.L. C. 39, Section 23B. 5. No chance meeting or social meeting has been used to circumvent the spirit or requirements of the Open Meeting Law or to discuss or act upon a matter over which the CLGC has supervision, control,jurisdiction,or advisory power. Date Chairperson,CLGC Funding of CLG Activities PART F.1 LOCAL FUNDING The annual local funding budget appropriation under the authority of the Salem Historical Commission was $6,624 for personnel services and $1,609 for nonpersonnel expenses. PART F.2 SURVEY AND PLANNING GRANT FUNDING In April, 2005, the City of Salem received an $15,000 funding award from the FY05 Survey and Planning Grant program to support a Point Neighborhood Preservation Plan for a total project cost of $30,000. The grant project is currently underway. In May,2006,the City of Salem received a$15,000 funding award from the FY06 Survey and Planning Grant program to support a feasibility study of the U.S. Coast Guard Barracks on Winter Island to begin in FY07. PART F.3 OTHER FUNDING No other public or private grants were received for preservation projects. Other Activities Larry Spang, who is serving as the Commission's representative for the Salem Redevelopment Authority's committee to redevelop the old Salem Jail, reviewed Design Development Drawings on behalf of the Commission and a letter with comments was provided to Massachusetts Historical Commission.
