The MHC has just completed its Certified Local Government evaluation for the City of
Salem for the period July 1, 2002 to June 30, 2005. As you know, CLGs are formally
evaluated by our office once every three years. The purpose of the evaluation is to verify
that CLGs continue to meet the requirements for participation in the program.
I am pleased to report that the City of Salem continues to meet the requirements for
continued participation in the Certified Local Government Program. Keep up the great
work!

SALEM HISTORICAL COMMISSION
ANNUAL REPORT
JULY 1, 2004 - JUNE 30, 2005
The Salem Historical Commission is a volunteer board ofSalem residents appointed by the Mayor.
The Commission's mission is to provide regulatory design review within Salem's four designated
local historic districts. The Commission also provides community-wide historic preservation
planning assistance by promoting historic preservation awareness and by commenting on projects
that may impact historic resources.
Certificates Issued
During the year July 1,2004 through June 30,2005,the Salem Historical Commission met regularly
22 times and had 3 site visits during which a quorum was present. In its capacity as Historic District
Commission for 4 local districts,the Commission received 143 applications and filed a total of 166
certificates including:
- 76 Certificates of Appropriateness;
- 1 Certificates of Hardship;
- 72 Certificates of Non-Applicability;
- 8 Waivers of the Demolition Delay Ordinance; and
- 9 Denials:
6 for Certificate of Appropriateness.

Certificates issued are provided to the owner of the property,the City Clerk,the Building Inspector
and are kept on file in the Department of Planning and Community Development according to
address. A list of all Certificates issued can be found in the Certified Local Government Annual
Report which is on file at the Department of Planning and Community Development and the
Massachusetts Historical Commission. Minutes of all meetings are also available at the Department
of Planning and Community Development.
Commission Members
The Commission is regularly comprised of seven (7) regular members and two (2) alternate
members. In September, 2004, Rose Kilroy resigned from the Commission. Also in September,
2004, Hannah Diozzi was appointed to serve as a full member for a term to expire September 25,
2007, to replace Ms. Kilroy. In November, 2004, Douglas Desrocher was reappointed to the
Commission for a term to expire March 1, 2007. In March, 2005, Commissioner Karam resigned
from the Commission. Also in March,2005,Kathryn Harper was appointed to serve as an alternate
member for a term to expire November 20, 2005, to replace Mr. Karam. There are currently no
member vacancies. On June 1, 2005, Hannah Diozzi was voted in as the new Chair of the
Commission and Lance Kasparian as the Vice Chair.

Lance Kasparian attended the following:
• Rhode Island Historic Preservation Commission Conference, April 2005
• Glass Painting 1800-1900 at the British Society of Master Glasspainter's conference,
March 2005
• 16 hr. class entitled "The International Building Code -Fire Protection Concepts and Life
Safety Concepts" provided by Code Access, Inc. (16 AIA cc units), August 2004
Survey & Planning Grant Proiects
The City of Salem completed the Survey and Planning Grant project to develop a design guidelines
manual for Salem's Urban Renewal Area, historic districts and major entrance corridors. Lance
Kasparian and Jane Guy provided input into the project and participated in the review.
In April, 2005, the City of Salem received an $15,000 funding award from the FY05 Survey and
Planning Grant program to support a Point Neighborhood Preservation Plan for a total project cost of
$30,000.
Other Activities
The Commission issued a letter of support for the Pickering Foundations application for
Massachusetts Preservation Projects Funds for which they received a $20,000 grant.
Larry Spang is serving as the Commission's representative for the Salem Redevelopment Authority's
committee to redevelop the old Salem Jail.
Lance Kasparian worked extensively with the Salem Common Neighborhood Association, who
applied for and received a grant from the Essex National Heritage Commission to restore the Roger
Conant Statue, the 3`d most photographed bronze in the country.
The Commission voted to concur with the amendment to the Memorandum of Agreement for the
Salem-Beverly Transportation Project to remove Stipulation#3.
The Commission issued a letter of support for the nomination of the New Central Campus facility at
Salem State College for a 2005 Preservation Award.
The Commission issued a letter of support for the City of Salem's Massachusetts Preservation
Projects Funds grant application for an elevator at City Hall.
The Commission issued a letter of support for the City of Salem's grant application for street lighting
on North Street.
The City of Salem, the Department of Conservation and Recreation and the Essex National
Heritage Commission, through the Massachusetts Heritage Landscape Inventory Program, issued
the Salem Reconnaissance Report. Diverse priority landscapes including historic residential
neighborhoods, parks and open space, Salem's coastline, burial grounds and cemeteries were
identified by residents and community organizations and this report was created on how these
community treasures can be preserved for future generations. Jessica Herbert participated in the
project.
This report was completed by Jane A. Guy on behalf of the Department of Planning and Community
Development and the Salem Historical Commission.

MINUTES
March 16, 2005
A meeting of the Salem Historical Commission was held on March 16, 2005 at 7:30 p.m. at 120
Washington Street, Salem, MA. Present were Chairman Kasparian and Messrs. Desrocher and
Spang and Ms. Diozzi and Ms. Guy.
26 Hardy Street
Sandra Connelly submitted an application to Waive the Demolition Delay Ordinance to remove a
2 car garage adjacent to the seawall and to remove a stair on the existing residence. The purpose
is to renovate the existing two family into a one family and improve the view. Architect David
Jaquith represented the applicant.
Mr. Jaquith stated that the garage is a free standing 1920-30s concrete block garage.
Mr. Kasparian agreed that the garage is a 20th century structure.
Ms. Diozzi stated that she did not see any significance to the garage.
Mr. Desrocher made a motion to waive the Demolition Delay Ordinance for the garage. Ms.
Diozzi seconded the motion, all were in favor and the motion so carried.
Mr. Kasparian asked if the Commission had the authority to act on the demolition of the stairs.
Ms. Guy stated that if it does not require a demolition permit and would be included in the permit
to renovate, she did not feel it would need a waiver.
Mr. Jaquith described the renovation project and provided drawings of the proposed.
Mr. Kasparian stated the he suspected there is some integrity to the stair, noting it was similar to
a Beverly Jog. He asked if there was any way to integrate it into the design.
Mr. Jaquith stated that he felt the stair was a later addition when the house was made a two
family.
Mr. Kasparian stated that there is precedent for this type of stair at the Crowninshield Bentley
House. He added that the house may have been moved to this location.
Mr. Jaquith stated that the owner has also indicated that the house may have been moved here.
Mr. Kasparian proposed requiring that photographs of all four elevations be submitted to add to
the inventory file.

` Mr. Jaquith stated that he can provide photographs as well as drawings of existing conditions.
Mr. Spang suggested that the new addition be pushed back a bit so that it is not even with the
main building.
Mr. Jaquith stated that he would be willing to take another look at it, but noted that there is a rear
set-back condition.
Mr. Kasparian suggested retaining the main house fenestration and not changing the 2nd floor
window.
Mr. Spang made a motion to waive the Demolition Delay Ordinance for the stair, conditional that
photographs of all four elevations and copies of existing condition drawings be submitted. Ms.
Diozzi seconded the motion, all were in favor and the motion so carried.
315-317 Essex Street
Stephen and Linda Morris presented an application for a Certificate of Appropriateness to install
new trim products; 1 x 8 comerboards and 1 x 8 water table to the rear addition. The application
states that the fascia board area will be built out per drawing to create an overhang, eliminating
the runoff from the flat roof area. It is also to remove the aluminum siding on the main portion
of the building and for paint colors too be Peyter Gray with white trim.
Mr. Morris stated that the rear addition is cinder block slab and that he will have pine fascia,
comerboards and watertable.
Mr. Kasparian asked if the rear doors will be replaced. Mr. Morris stated that the existing will
stay.
Mr. Morris stated that the clapboards will help address settlement and drainage in the back. He
stated that they have explored some areas under the aluminum siding and don't know to what
extend the existing clapboards underneath can be salvaged.
Mr. Kasparian asked if there will be changes to the main building windows or doors. Mr. Morris
replied in the negative.
Mr. Kasparian asked if the gutters and downspouts will remain. Mr. Morris replied in the
affirmative.
Mr. Kasparian asked if there will be any changes to the storefront. Mr. Morris replied in the
negative.
Mr. Morris stated that they will remove the vinyl siding, clapboard over the rear addition and add
an overhang. The paint colors will be Pewter Gray, not Peyter Gray, with white trim. He added
that the .032 gage cladded fascia and soffit will remain. He noted that he will have to restore the

trim to the windows in order to avoid a void and may need to refabricate the window sills.
Mr. Spang asked if the rear addition was visible. Mr. Morris noted that it is visible from Summer
Street between the buildings.
Mr. Spang asked if the air conditioning unit will remain. Mr. Morris stated that he will leave it
and put some trim around it.
Mr. Spang asked if the addition will have a new roof. Mr. Morns replied in the affirmative but
noted that they will use the same membrane on the overhang.
Mr. Spang asked if the light fixture will remain. Mr. Morris replied in the affirmative.
Mr. Kasparian stated that the old photograph shows window hoods on the second floor front
windows and asked if it could be considered for reinstallation. Mr. Morris stated he was willing
to reinstall the pediments.
Mr. Kasparian asked if the signs will remain. Mr. Morris replied in the affirmative.
Mr. Kasparian asked if the shutters will be removed. Mr. Morris replied in the affirmative.
Mr. Kasparian asked if wood shutters will be put back on the front. Mr. Morris stated that he

may at a later date.
Mr. Morris stated that a new staircase is needed in the rear. They will remove the existing steel
stair, but keep the railing above. He stated that he will replicate what is there in wood, but will
use balusters, 4" on center.
Mr. Spang stated that the Commission typically wants the underside of the stair finished off. Mr.
Morris noted that there is a condenser unit underneath and an air conditioning unit on the wall.
He provided a post card showing the type of stair being proposed. He added that he did not know
the condition of the foundation on the main house and whether or not there is a watertable
underneath the siding.
Ms. Guy stated that the Commission could approve the work, but still continue the application to
the next meeting in case any approvals need to be changed based on what is discovered in the
field.
Ms. Diozzi made a motion to approve the following:
Main building - Removal of synthetic siding and shutters. Repair/replace underlying
wood clapboard siding, trim and watertable in kind. Reconstruct window casing and
window pediments on front, second floor to match photo on 1967 inventory form. Side
windows to match window casing on abutting properties, including reconstruction of
windows sills, if needed. Option to install wood shutters on front faFade (to be hung so
as to be operable and, when closed, of size to fill the window and hung to shed water

away from window). Existing synthetic fascia and soffit to remain. Paint colors - Pewter
Gray clapboards, white trim. Rear addition-Installation of wood clapboards, fascia,

install new wood staircase in same footprint and configuration (run, landing).
Railing/baluster style per postcard submitted and to meet building code, baluster 4"on
center. Entire to be painted Pewter Gray, with treads to be painted Battleship Gray. Paint
colors - Pewter Gray clapboards, white trim. Application is continued to meeting of April
6`s in order to address potential issues discovered in the field.

35 Bridge Street
In continuation of a previous meeting, SGA Realty Trust submitted an application for Waiver of
the Demolition Delay Ordinance for 35 Bridge Street demolition in order to construct a new steel
building. The applicant was not present.
Ms. Diozzi made a motion to continue the application. Mr. Desrocher seconded the motion, all
were in favor and the motion so carried.
Other Business
Ms. Guy stated that the City of Salem submitted a pre-application to undertake a Point

MINUTES
April 6, 2005
A meeting of the Salem Historical Commission was held on April 6, 2005 at 7:30 p.m. at 120
Washington Street, Salem, MA. Present were Messrs. Desrocher, Mangifesti and Spang and Ms.
Diozzi and new member Kathryn Harper and Ms. Guy. Mr. Desrocher chaired the meeting.
315-317 Essex Street
In continuation of a previous meeting, Stephen and Linda Morris presented an application for a
Certificate of Appropriateness to remove the aluminum siding on the main portion of the
building, installation of clapboards and trim on the rear addition, stair replacement and paint
colors.
Mr. Morris stated that the color under the vinyl siding is Cottage Red and he would like to
repaint the house in that color, with white trim and doors and shutters to be Chrome Green. He
noted that the clapboards are in pretty good shape and that only one side will need replacement.
He also found a brick foundation.
Mr. Mangifesti made a motion to approve the paint colors proposed. Ms. Diozzi seconded the
motion, all were in favor and the motion so carried.
391 Essex/27 Flint Street
391 Essex Street Nominee Trust submitted an application for a Certificate of Appropriateness for
paint colors for the door and shutters to be black and the trim color to be White Dove. Also
submitted was an application for a Certificate of Appropriateness to replace an existing boarded
over window on the south side with a 15 light door, with 3 light transom above and to replace an
existing wood door on the east side with the 15 over 15 window salvaged and restored from the
south side. The application notes that the opening in the brick is the same height and width for
both and that they believe that the east side opening was originally a window.
Blake Anderson, Peter Strout and Leslie Tuttle represented the applicants.
Mr. Anderson stated that the window on the south side is currently boarded over and has a
brownstone lintel across the top. He noted that the current door was added in the 70's. They
will put in a divided light wooden Brosco door where the window is being removed. They will
repaint the trim in white, shutters black and the door will black with white trim. The panel on the
door will be black. It will have sealed glass with applied muntins, rather than true divided lights.
He proposed M-6915 with low E glass.

Mr. Spang asked if the brick will be cut in the existing window location. Mr. Andersons stated
that they will cut 2 %x feet from the bottom, but the height and width will remain. He noted that it
will provide better access to the back yard.
Mr. Spang stated that it is more appropriate to match the existing door on the house and having a
panel on the bottom.
Ms. Diozzi was concerned about the glue-on muntins.
Mr. Anderson stated that temperature contractions cause the seal to break down in true divided
light windows, causing them to frost over.
Mr. Mangifesti stated that he would only be willing to approve a non-insulated true divided light
window.
Mr. Desrocher stated that he felt 15 lights was too contemporary.
Ms. Tuttle stated that they would be happy to do a panel on the bottom half of the door.
Mr. Desrocher stated that the Commission would need details on the door.
Mr. Strout stated that it would be a standard Brosco door, with 9 lights, single glazed with 2
raised panels below.
Mr. Mangifesti made a motion to approve the two applications as submitted with the new door to
be a standard Brosco wood door, with 9 true divided lights, single glazed with 2 raised panels
below. Ms. Diozzi seconded the motion, all were in favor and the motion so carried.
Ms. Tuttle stated that they have an at grade bulkhead on a public sidewalk with an opening in the
foundation.
Mr. Strout noted that the Department of Public Works regulates the sidewalks.
Ms. Guy stated that while the foundation part would be under the Commission's jurisdiction, the
at-grade grating on the public property did not appear to be in the Commission's jurisdiction.
17 % River Street
Frederick Biebesheimer IV presented an application for a Certificate of Appropriateness to
replace an existing fence. There are three existing sections of fence (noted in yellow on the plan
provided), each in a different style that will be replaced with an open picket fence with a colonial
cap, with a Brosco fence cap, painted the light cream color of the house. The height of the fence
will be 44", with 2 'h" pickets and'/4" spacing. Posts will be 4" x 4" uncapped, set below the
fence top. A drawing of the fence was provided, along with a catalog cut of the fence cap.

Mr. Biebesheimer stated that they are looking to consolidate all fencing and noted that it will be
painted Cameo White.
Mr. Spang suggested putting a board on top of the posts to prevent the grain from soaking up
water.
Mr. Spang made a motion to approve the application as submitted. Mr. Mangifesti seconded the
motion, all were in favor and the motion so carried.
131 Derby Street
Lewis Legon presented an application for a Certificate of Appropriateness to replace the front 9
windows with Brosco true divided light, wood, double hung windows.
Mr. Legon stated that the existing windows are vinyl replacements which he proposes to replace
with wood, 2 over 2, single glaze.
He stated that he also wants to come back to change the doors from the approved M-100 to a 9-
lite or other option.
Mr. Mangifesti stated that he would consider a door that provides more light and suggested that
Mr. Legon submit an application.
Ms. Diozzi made a motion to approve the application as submitted. Mr. Mangifesti seconded the
motion, all were in favor and the motion so carried.
35 Bridge Street
In continuation of a previous meeting, SGA Realty Trust submitted an application for Waiver of
the Demolition Delay Ordinance for 35 Bridge Street demolition in order to construct a new steel
building. The applicant was not present.
Ms. Harper made a motion to continue the application. Mr. Spang seconded the motion, all were
in favor and the motion so carried.

A meeting of the Salem Historical Commission was held on June 15, 2005 at 7:30 p.m. at 120

35 Washington Square
In continuation of a previous meeting, Kathleen O'Sullivan submitted an aFTlication for a
Certificate of Appropriateness to install an air conditioning system to the 3` floor unit at 35
Washington Square. Ed O'Sullivan represented the applicant.
Mr. O'Sullivan stated that he has talked with the condo association about an interior solution and
they are will to try that route through the back staircase and hallway. He also talked to the
contractor and was told it is possible, but noted that they would still like an alternative approval
in case it does not work out. For the exterior alternative,the contractor can drill into the wall just
below the ornamental fascia, if needed. For the interior solution,they will enter between the
brick and the granite foundation. J
Ms. Herbert stated that she preferred not to approve an alternative if the contractor is pretty
certain that an interior solution will work.
Ms. Herbert made a motion to approve a Certificate of Non-applicability for the installation of an
air conditioning compressor with electrical and refrigerant piping to be located within the interior
of the structure, so as not to be visible from the public way.
Mr. O'Sullivan was concerned about potentially running into a problem and having to start the
approval process over.
Ms. Herbert suggested that the contractor make some test holes.
Ms. Guy suggested approving the motion and then continuing the application to the next meeting
in case a problem is discovered.
Mr. Mangifesti seconded the motion, all were in favor and the motion so carried.

60 Derby Street
David and Gina Atwood presented an application for a Certificate of Appropriateness to re-parge
the exterior of the chimney nearest English Street, to parge the chimney farthest from English

Street, to install chimney caps on both chimneys and to repoint as needed. Photographs of
sample chimney caps were provided.
Ms. Diozzi stated that a small portion of one chimney is visible from Derby Street and both are
visible from English Street.
Ms. Atwood stated that their contractor believes the unparged chimney may have been parged at
one time.
Ms. Herbert asked if they will leave them the color of the concrete or paint them.
Mr. Atwood stated that he assumed they will be left natural.
Ms. Harper stated that there are three or four parged chimneys in that neighborhood.
Ms. Atwood stated that she preferred a copper cap, but that they could also have a steel cap or
bricks with a cap on top.
There was no public comment.
Ms. Herbert stated that option B (bricked version) is kind of busy with its band of brick.
Ms. Harper noted that the existing chimney has a band.
Ms. Herbert noted that she preferred option B with a copper cap on top.
Mr. Desrocher stated that the brick chimney looks shorter than the parged chimney, as though
some of the bricks came off.
Mr. Mangifesti asked if the brick band will be added to the second chimney.
Mr. Atwood stated that there intent is for both chimneys to match. He stated that he preferred
either option A(bricked version with no band) or B.
Mr. Desrocher stated that option B's cap seems to overhang a lot more than the other versions.
Ms. Herbert made a motion to install chimney caps on both chimney as per photograph B by
going up a height of 4 bricks and adding a copper cap, retaining the existing brick band on one
chimney and replicating the band on the second chimney. Copper cap to overhang no more than
needed to protect band. Both chimneys to be fully parged and left natural in color. Repair and
repoint chimneys as needed. When completed, both chimneys will look identical. Mr.
Mangifesti seconded the motion, all were in favor and the motion so carried.

The Trustees of Bowditch Place Condominium submitted an application for a Certificate of
Appropriateness for replacement of the area light located at the rear of the parking lot at the
lobby entrance. The previous light fell down. The application is also for replacement of a roof
deck. David Kitzmiller and Inga Milner represented the applicant.
Ms. Herbert asked how many new light posts will be installed. Mr. Kitzmiller replied that it will
be just one.
Ms. Herbert asked the color of the post. Mr. Kitzmiller stated that it will be black.
Ms. Herbert asked if it will be matte. Mr. Mangifesti stated that usually they are painted gloss,
which will dull down.
Ms. Herbert asked the material. Mr. Kitzmiller stated that he did not know. Mr. Mangifesti
stated that it appears to be aluminum.
Ms. Herbert asked the wattage. Mr. Kitzmiller stated that each of the two lamps will be 250
each, for a total of 500.
Mary Simpson, 41 Flint Street, stated that she wanted to be sure that the light will not be thrown
outward,just downward.
Mr. Kitzmiller stated that there will be a lot less light than the previous lamp post.
David Jaquith, 35 Flint Street, stated that he was in favor of the application.
Mr. Kitzmiller stated that it is more of a decorative feature,than a need for light, and serves to
indicate the location of the front door.
Ms. Simpson stated that she was in favor of the light.
Mr. Mangifesti made a motion to approve the light portion of the application as submitted. Mr.
Desrocher seconded the motion, all were in favor and the motion so carried.
Mr. Kitzmiller stated that the deck will not be visible from the public way and provided a
drawing.
Mr. Jaquith stated that the previous deck was barely visible in Winter and only from the cemetery
on Essex Street. He added that, from the cemetery, you would not know which house had the
deck.
Mr. Mangifesti made a motion to approve the deck under non-applicability, conditional that it is
non-visible from the public way. Ms. Herbert seconded the motion, all were in favor and the
motion so carried.

19 Chestnut Street
Marshall Strauss and Elaine Gerdine presented an application for a Certificate of
Appropriateness to add a porch to the rear of the property similar in style and detail to the porch
in the middle of the property (plans were provided). The application is also to replace a brick
wall on Cambridge Street with a higher wall, not to exceed 6', using existing bricks.
Mr. Strauss stated that the new porch will mimic the middle porch and will be located at the rear
door which was recently approved and installed.
Mr. Mangifesti stated that he felt it will look attractive and appropriate.
Ms. Herbert made a motion to approve the porch as per plans submitted. Mr. Mangifesti
seconded the motion, all were in favor and the motion so carried.
Ms. Gerdine stated that they forgot to bring the photo of the wall and noted that it is currently
4'l 0". The was once a filigree fence on top, but it is no longer there. They intend to reuse the
granite cap and keep the existing columns. The only change is the raise in height.
Mr. Mangifesti suggested that they contemplate rebuilding as is and putting something back on
top.
Ms. Gerdine stated that if that had the money, they would replace the cast iron fence.
Ms. Herbert noted that the fencing on the property is a hodgepodge and suggested coming up
with an overall fencing plan.
Mr. Strauss stated that they were willing to continue the application, but would like advice on
material. He noted that the mason would like to remove the entire wall, but noted that the granite
foundation is solid.
Ms. Herbert suggested considering all wood fencing and getting rid of the brick entirely. She
suggested having the finials be consisted around the property and putting the two granite columns
together to frame the driveway or together at the other end.
Mr. Mangifesti noted that the granite posts are very difficult to move and that they may want to
leave them in place as part of the history of the property.
Ms. Herbert made a motion to continue the application. Mr. Desrocher seconded the motion, all
were in favor and the motion so carried.

Dan and Lisa Fox submitted an application for a Certificate of Non-applicability to install a
window off the kitchen and a French door off of the new office. The application states that
neither will be visible from the street.
Ms. Guy stated that she spoke to the applicant and also went by the property. The proposed
location is on the side of the house,past the fence, inside the jog and past the existing window.
She noted that the top half of the existing window is slightly visible from the street, although the
opening between the two houses is very narrow.
Ms. Herbert made a motion to approve the application as submitted. Mr. Mangifesti seconded
the motion, all were in favor and the motion so carried.
Other Business
Ms.Guy read a letter from BSC Group to Massachusetts Historical Commission(MHC)concerning
a trench remediation project at 20 Pierce Avenue, to which MHC determined the project was
unlikely to affect significant historical or archaeological resources.
Ms. Guy read a letter from the MBTA in response to the letter sent by Mr. Kasparian regarding the
Salem Signal Tower.
Ms. Guy stated that Ms. Diozzi and Mr. Kasparian co-signed a support letter for the city's
application to fund street lighting on North Street.
Ms. Herbert made a motion to approve the minutes of June 1, 2005. Mr. Desrocher seconded the
motion, all were in favor and the motion so carried.

�� ^^^��°��^°• Massachusetts Heritage Landscape Inventory Program, issued the
Salem Reconnaissance Report. Diverse priority landscapes including
historic residential neighborhoods,parks and open space, Salem's
�.-- coastline,burial grounds and cemeteries were identified by residents
and community organizations and this report was created on how
these community treasures can be preserved for future generations.
Jessica Herbert participated in the project.
The Commission issued a letter of support for the Pickering
._ Foundation's application for Massachusetts Preservation Projects Funds
for which the foundation received a$20,000 grant.
Larry Spring is serving as the Commission's representative for the Salem Redevelopment Authority's
committee to redevelop the old Salem Jail.
Lance Kasparian worked extensively with the Salem Common Neighborhood Association,who applied
for and received a grant from the Essex National Heritage Commission to restore the Roger Conant
Statue,the P most photographed bronze in the country. Restoration to be completed in Summer,2005.
The Commission voted to concur with the amendment to the Memorandum of Agreement for the Salem-
Beverly Transportation Project to remove Stipulation#3.
The Commission issued a letter of support for the nomination of the New Central Campus facility at
Salem State College for a 2005 Preservation Award.
The Commission issued a letter of support for the City of Salem's Massachusetts Preservation Projects
Funds grant application for an elevator at City Hall.
The Commission issued a letter of support for the City of Salem's grant application for street lighting on
North Street.
The City of Salem completed the Survey and Planning Grant '
project to develop a design guidelines manual for Salem's Urban
Renewal Area, historic districts and major entrance corridors.
Lance Kasparian and Jane Guy provided input into the project and
participated in the review.
