HISCOM - BUDGET/ANNUAL REPORTS 'Y04 HISCOM - — - Budget/Annual Reports f SALEM HISTORICAL COMMISSION ANNUAL REPORT JULY 1, 2003 - JUNE 30, 2004 The Salem Historical Commission is a volunteer board of Salem residents appointed by the Mayor. The Commission's mission is to provide regulatory design review within Salem's four designated local historic districts. The Commission also provides community-wide historic preservation planning assistance by promoting historic preservation awareness and by commenting on projects that may impact historic resources. Certificates Issued During the year July 1,2003 through June 30,2004,the Salem Historical Commission met regularly 24 times and had I site visit during which a quorum was present. In its capacity as Historic District Commission for 4 local districts,the Commission received 132 applications and filed a total of 130 certificates including: - 68 Certificates of Appropriateness; - 1 Certificates of Hardship; - 55 Certificates of Non-Applicability; - 2 Waivers of the Demolition Delay Ordinance; and - 4 Denials: 1 for Certificate of Appropriateness. 1 for Certificate of Hardship 1 for Certificate of Non-Applicability 1 for Waiver of the Demolition Delay Ordinance Certificates issued are provided to the owner of the property,the City Clerk,the Building Inspector and are kept on file in the Department of Planning and Community Development according to address. A list of all Certificates issued can be found in the Certified Local Government Annual Report which is on file at the Department of Planning and Community Development and the Massachusetts Historical Commission. Minutes of all meetings are also available at the Department of Planning and Community Development. Commission Members The Commission is regularly comprised of seven (7) regular members and two (2) alternate members. During this year, Commissioner Karam changed from a full member to an alternate. His full member spot was filled by Jessica Herbert,who on November 20,2003 was appointed as a full member for a term to expire 11/20/06. On March 11, 2004, Michael Marcil was appointed as an alternate member for a term to expire 3/1/06. Commissioner Kasparian was reappointed for a term to expire 3/1/07. Appointed members are Lance Kasparian (Chair), Richard Stevens (Vice Chair), Douglas Desrocher, Louis Mangifesti, Larry Spang, Rose Kilroy and Jessica Herbert. The two alternate members are Douglas Karam and Michael Marcil. There are no vacancies. Workshops/Seminars Lance Kasparian attended the following: • National Environmental Protection Act and Section 106ati n (N o al Historic Preservation Act) Workshop - 2 day National Park Service Training, October 2003; • Contracting Officer's Technical Representative Training Update - 1 day National Park Service Training, July 2003; • Build Boston Exhibition,November 2003; and • Requirements of the Mass. Energy Code and the New Mass. State Building Code, 7th Edition - 1/2 day Boston Architectural Center Course, June 2004. Larry Spang completed training (each worth one hour or 1 AIA CEU) on: • HC lifts; • Pella tru-divided window installations; and • Basement waterproofing. Jessica Herbert attended the following: • Duke of Gloucester Society sponsored seminar on brick and mortar restoration, Williamsburg, VA, July 2003 • Hampton Historical Society sponsored seminar on wooden buildings and moving buildings, Hampton, VA, October, 2003 • Mt. Vernon Plantation Society lecture series, August, 2003 Survey & Planning Grant Proiects As part of the Fort Lee and Fort Pickering Survey& Planning Grant project, two inventory forms (one for each fort) were completed, along with maps of known and potential archaeological and architectural resources and archaeological sensitivity,an intensive Archaeological Survey Report and a Final Conditions Assessment, Cultural Resources Survey and Maintenance and Restoration Plan that includes a conditions assessment for each for, historical narrative, restoration master plan, management recommendations,preliminary cost estimates and current and historical photographs. Other Information Chairman Kasparian and Jane Guy attended a meeting of the Derby Street Neighborhood Association on February 9, 2004 and answered questions regarding the historic district.
