MINUTES
JULY 17,2002
A meeting of the Salem Historical Commission was held on Wednesday,July 17,2002 at 7:30 p.m.at 120 Washington
Street,Salem,MA. Present were Messrs.Kasparian,Stevens,Desrocher and Mangifesti and Ms. Kilroy and Ms.Guy.
4 North Pine Street
Megan Tainer presented an application for a Certificate of Appropriateness for paint colors. The body will be Great
Barrington Green. The trim will be Bright White and the Door will be New London Burgundy.
Ms. Tainer stated that the trim will stay the same white and that the color scheme was suggested by Betsy Merry.
Mr. Desrocher stated that the color scheme looked nice.
There was no public comment.
Mr. Desrocher made a motion to approve the application as submitted. Ms. Kilroy seconded the motion, all were in
favor and the motion so carried.
121 Federal Street
Patricia and Charles Mullaney presented an application for a Certificate of Appropriateness for paint colors at 121
Federal Street. The body will remain Briarwood. The trim will be Navajo White and the accent(top of house)will be
burgundy.
Mr. Kasparian asked where the accent would be.
Mr.Mullaney stated that it would be on the center board of the trim section that above the second floor and through the
middle of the frieze on top of the door which is approximately 3 ''/3". The door will also be burgundy.
Mr.Kasparian stated that the accent color is not conventional and that a Greek Revival frieze is not seen as being called
out in with color.
Mr.Mangifesti was in agreement and felt it would draw more attention that it should. He stated that he felt the molding
itself provides character and has never seen the proposed painting of the frieze done.
Mr. Kasparian noted that the Greek Revival style imitates marble and stone construction,which he felt would not be
appropriate to call out the molding. Mr.Kasparian stated that he liked the introduction of the red color,but discouraged
it being used to call out the molding. Mr. Kasparian noted that the house is a textbook example of its style.
Helen Sides,35 Broad Street,stated that she was in agreement that the molding painting should not be done. She stated
it would put a belt around the house that would separate the nice wide molding.
Mr. Kasparian noted that the window sash in a dark color would be more appropriate.
Mr. Stevens stated that trim this massive is made to resemble a Greek structure and painting the accent on the trim
would make it look whimpy. He noted that it is currently in a nice proportion.
Mr. Kasparian stated that he liked the red door with the chimney and sidewalk.
Mr.Mangifesti made a motion to approve the application as submitted with the exception of the used of the burgundy on

the molding. Mr. Stevens seconded the motion, all were in favor and the motion so carried.
10 Cnenter Street
Elizabeth and John Michael submitted an application for a Certificate of Appropriateness for paint colors at 10
Carpenter Street. Paint chips were provided and the application stated that the same color scheme would be used as is at
5 Monroe Street.
Ms. Guy stated that the applicants were not able to be present.
Mr. Stevens noted that the color scheme is also the same as the Hawkes House.
Mr. Mangifesti asked the door color. Ms. Guy stated that she did not know.
Susan Bowditch, 8 Carpenter Street, stated that all around the house are lemon yellow,beige or light gray. She noted
that this is one of the largest houses. She stated that it struck her as a strong color next to the subdued colors around it.
She noted that the owners have done a wonderful work on the house.
Mr. Stevens stated that he was concerned that the color scheme might not look right on a newer house.
Mr. Stevens made a motion to continue the application. Mr.Mangifesti seconded the motion,all were in favor and the
motion so carried.
5 Chestnut Street
Blake and Nina Anderson submitted an application for a Certificate of Appropriateness for the installation of a fire
escape on the driveway side of their home and to repair/replace clapboards as necessary. Helen Sides represented the
applicant. Drawings were submitted.
Ms. Sides stated that the Anderson's desire an emergency egress for the children's bedrooms which are on the third
floor. The proposed fire escape is forged steel painted black or Essex Green. They are leaning on painting the ladder
the body color to make the railing look more ornamental. They will repeat the ball finials from the front steps and other
railing elements. The fire escape will be 3' off the wall, 40"high for a 42-48"overall height.
Mr. Mangifesti stated that he felt the application should be for Hardship.
Ms. Sides stated that they first considered whether the design should be invisible or ornamental and they leaned toward
ornamental.
Mr. Kasparian asked if they considered a chain ladder in a box on the inside. Ms. Sides stated that it was considered.
Mr. Mangifesti stated that he felt those ladders were unsafe.
Ms. Sides stated that they will try to install a hatch that lifts easily. The ladder will end 7' above ground.
Mr. Kasparian stated that the proposed is a reversible structure and is not destructive to the house fabric,although it is
not appropriate.
Mr. Mangifesti stated that he prefer the design be simplified, less New Orleansish.
Mr. Kasparian stated that the Bertram Home has cast pieces and that the Gardner Pingree also has a cast piece that are
different treatments.
Ms. Sides provided a sketch showing the proposed without the vertical scroll balusters.

Mr. Mangifesti made a motion to approve a Certificate of Hardship for the installation of a forged steel fire escape per
Option B drawing submitted(without vertical scroll balusters),painted to match shutter color and the option to paint the
ladder in the body color and a Certificated of Non-Applicability for repair/replacement of clapboards. Ms. Kilroy
seconded the motion, all were in favor and the motion so carried.
110 Derby Street
Daniel Fox presented an application for a Certificate of Appropriateness to change the color of three doors from maroon
to Covington Blue and to replace a fence between 110 and 106 Derby with a 6', dog ear, cedar toned fence per
photograph submitted. Fence will be 1 x6"with 30"square posts with no caps.
Mr.Fox stated that the current fence is stockade. He stated that he would also like to add a return and 2 gates as noted
on the plot plan.
Mr. Kasparian suggested keeping the fence low in front and stepping up.
Mr. Fox stated that the fence will be kept cedar tone,the white trim of the house will stay. He noted that 2 of the 3
doors have white trim.
Mr.Mangifesti suggested either going with a deeper door color or putting the white trim around the one door missing it.
Mr. Stevens stated that natural or body color for the fence is appropriate.
Mr. Kasparian stated that he felt the front stretch of the fence could be the trim color of the neighbor. Mr. Fox stated
that he thought it would be too much white.
Mr.Mangifesti made a motion to approve the application as submitted with the fence to be 4' high from the sidewalk to
the first gate with the last section graduating to the 6'height and remainder of the fence to be 6' high. Fence to be left to
weather. Doors to be painted Covington Blue with the option to paint the trim around the one door which is currently
not white, in white. Mr. Stevens seconded the motion, all were in favor and the motion so carried.
374 Essex Street
John and Alyce Davis presented an application for a Certificate of Appropriateness to replace a stockade fence with a
new shadow box fence similar to a photograph submitted for a fence on Federal Street. The fence will be set back 12'
from the street on the left side of the property line between 374&376 Essex. It will be 4'high,with pyramid posts caps
and painted white.
Mr.Mangifesti made a motion to approve the application as submitted. Mr.Desrocher seconded the motion,all were in
favor and the motion so carried.

In continuation of a previous meeting, Robert & Pamela Levesque presented an application for a Certificate of
Appropriateness for the door to the new addition. The applicants were not present.

Mr. Stevens stated that he will construct a wood arbor similar to the photograph submitted in the location as noted as
"X"on the plan. It will not have a bench. It will be approximately 39"deep with 7' high panels,painted white. The
rear entry by the addition will have a flat roof above the flat landing with 4 x 4"posts wrapped in pine,with molding,
soffit and gutter modeled after the existing,with lattice panels on the side similar to the arbor, also painted white.
Mr.Mangifesti made a motion to approve the application as submitted. Mr.Desrocher seconded the motion,all were in

A meeting of the Salem Historical Commission was held on Wednesday,September 18 2002 at 7:30 .m.at

120 Washington Street, Salem,MA. Present were Messrs. Kasparian, Stevens, Desrocher and Mangifesti
and Ms. Kilroy and Ms. Guy.
165 Federal Street
In continuation of a previous meeting, Hilario Cunha and Adelaide Quaresma Cunha presented an
application for a Certificate of Appropriateness to replace the existing roof structure and materials and to add
a ridge vent, to alter the roof and to install a 3 x 4 foot skylight centered on the new roof facing Griffins
Place. The applicants provided sketches of the new roof height change and added fagade details. A sample
of the frieze board and molding was provided.
Mr. Cunha stated that they would amend the application to change the roof material to 3-tab charcoal
asphalt.
Mr. Stevens stated that the frieze board and molding makes up the difference in the height being added and
complete the Greek Revival look.
Mr. Cunha stated that the 3`d floor window will be replaced and there will be new clapboards on the gable.
Mr. Stevens agreed that it was better to take down the roof and wall and to reframe. He cautioned that the
applicants should hire an engineer to make sure the structure can carry the load.
Mr. Kasparian stated that he was okay with the concept but felt simple Greek Revival details are best. He
stated that he would like to find precedent in the district in order to the applicants to have a model to follow.
He stated it is easier to get it right if they use a simpler model.
Mr. Stevens stated that most Greek Revival's tend to have flatboard on the front rather than clapboard.
Mr. Cunha stated that the rake proposed is 12"with 4"crown molding,which is the same as what is current
but on a larger scale.
John Carr, 7 River Street,stated that it was obvious that the applicants were very caring,thoughtful people
who have done well with this building. He noted that it is a Georgian building that reads as a Georgian
cottage with a Greek Revival door. He stated that it is a cottage which is very compact and that Greek
Revival's in the area are enormous. He added that the non-Greek Revival houses nearer to this building are
closer to its scale. Mr. Carr stated that he felt the current proportions are precious. He stated that if
approved, the proposed will probably look good, but that he was in opposition of raising the roof height.
Mr.Mangifesti stated that he liked the house as it is,but noted that the roof and rafters are rotted and need to
be demolished anyway. He felt that while it is being done,he is okay with allowing them to accommodate
modern needs. He noted that Mr. Carr's comments were legitimate.
Mr. Stevens stated that he felt it is a building in transition. It is a combination Georgian and Greek Revival

and will remain a combination Georgian and Greek Revival. He stated that he felt the proposed will finish
the front and that he did not feel the proportions.would change. He felt that a denial would keep the house in
limbo.
Mr. Carr stated that the 1742 outline is in tact and that the only Greek Revival detail is the doorway.
Mr. Cunha asked if they should leave the moldings the way they are.
Mr. Kasparian stated that he was open to raising the roof, but felt the details were not right. He preferred
something simpler.
Mr. Mangifesti stated that if the roof is raised without detail changes, there would be a space over the.
windows.
Mr. Stevens stated that he did not find the proposed offensive and felt that it would be a shift from a
Georgian to a Greek Revival.
Mr. Mangifesti made a motion to approve the proposal to raise the roof and to delegate the details to a
Commissioner. Mr. Stevens seconded the motion. Messrs. Stevens and Desrocher and Ms.Kilroy voted in
favor. Messrs. Kasparian and Mangifesti voted in opposition. The motion did not carry.
Ms. Kilroy made a motion to approve a Certificate of Non-applicability to replace the roof in kind. Mr.
Mangifesti seconded the motion, all were in favor and the motion so carried.
Mr.Desrocher made a motion to continue the Certificate of Appropriateness to the next meeting. Ms.Kilroy
seconded the motion, all were in favor and the motion so carried.
62 Derby Street
Gawjewski Realty Trust submitted an application for a Certificate of Appropriateness for paint colors at 62
Derby Street. The body will be Hancock Gray and the trim will be Lancaster Whitewash.
Mr. Kasparian questioned the color of the doors.
Mr.Mangifesti made a motion to approve the application as submitted with the door being painted in kind or
black. Ms. Kilroy seconded the motion, all were in favor and the motion so carried.
23 Winter Street
Harry and Franpoise McCoy presented an application for a Certificate of Appropriateness for the installation
of three air conditioner condensers beside the garage. Helen Sides, architect, accompanied Ms. McCoy.
Ms. Sides stated that the condensers will be minimally visible from Pleasant Street Avenue. They will be
installed along side the garage facing the rear lot line. The owners, at some point, may enclose the
condensers and are currently looking into a variance to alter the garage. The three units are approximately
24-30" in width.
Ms. McCoy stated that there is a large bush on the comer of the garage and a large tree at the end of the
garage.

Ms. Sides stated that the condensers will be as close to the wall as possible, as close to the rear end of the
garage as possible and as close together as possible.
Mr. Kasparian stated that it appears that the first condenser will be 3-4' from the front of theara e.

Mr. Mangifesti made a motion to approve the application as submitted with the units to be set in from the
front of the garage as far as possible, as tight to the wall as possible and as close together as possible. Mr.
Desrocher seconded the motion, all were in favor and the motion so carried.
28 High Street
Wayne and Nadine Hanscom presented an application for a Certificate of Appropriateness to 1)reverse the
swing of one door, 2) install a through-wall air conditioner, 3) install a wood window, 4) replace a storm
door with a solid wood door, 5) install a new entrance with steps and 6) move an.existing fence and gate.
Photographs and drawings indicated the location of each of the alterations. The application also indicated
that the top section of a fence may need to be removed and the post lowered in order to accommodate the
new window. The new wood window would match the adjacent windows and be centered between them.
Mr.Mangifesti stated that the air conditioner bothers him. Mr.Kasparian was,in agreement and noted that it
is not appropriate. Ms. Hanscom withdrew the air conditioner portion of the application.
Ms.Hanscom stated that it they need to lower the fence it will match the height of the side fence. The center
arch would not be removed.
Mr. Mangifesti made a motion for the following: Change the swing of entry door(#1 on plan). Install new
wood window to replicate existing windows and centered between existing windows(location#3 on plan).
If necessary,lower the entire fence adjacent to the new window(with exception of center arch)by removing
the scallop section and lowering the posts. Replace storm door(location#4 on plan) with solid, six panel,
wood door. Installation of solid, six panel,wood door in location#5 on plan. All doors to match in color,
all new window/doors to matching existing house colors. Move fence and gate(location#6 on plan)forward
to accommodate new entryway. Mr. Stevens seconded the motion, all were in favor and the motion so
carried.
At this time, Mr. Kasparian excused himself from the meeting and turned the chair over to Mr. Stevens.
373 Essex Street
Robert and Pamela Levesque presented an application for a Certificate of Appropriateness to alter the
approved porch so that instead of having two sets of steps off the end of the porch, there will be one set
directly out front from the door.
Mr. Levesque stated that he will also change the width from 5' to 4'.
Mr. Desrocher made a motion to approve the application as proposed and to change the width of the steps to
4'. Ms. Kilroy seconded the motion, all were in favor and the motion so carried.

A meeting of the Salem Historical Commission was held on May 21,2003 at 7:30 p.m. at 120 Washington
Street, Salem, MA. Present were Messrs. Kasparian, Spang, Desrocher and Stevens and Ms. Guy.
12 Gifford Court
In continuation of a previous meeting, Elizabeth Mooney submitted an application for a Certificate of
Appropriateness to remove and reconstruct an existing secondary egress with a new larger structure which
will create a mudroom and will include a 4' x 6' wood entrance landing and to alter a wall in order to install
a driveway. Joel White represented the applicant and provide new scale drawings.
Mr. White stated that the window will be a Brosco window, 61"x 28"which will allow them to align the
sills and keep their 8' ceiling. He noted that two bathrooms in the rear of the house have 76" x 31"
windows. The roof will be 5/12 pitch like the front elevation.
Mr. Stevens asked if the roof will be black asphalt. Mr. White replied in the affirmative.
Mr. Stevens asked if there would be a gutter. Mr. White stated that there will be an aluminum gutter to
match the rest of the house.
Mr. Stevens stated that he preferred a wider window, but felt the proposed was proportionate.
Mr. White stated that he is proposing a Brosco door, but that he will try to find a restored 4-panel door.
Mr. Stevens suggested matching the front door.
Mr. Kasparian asked if the top of the new wall will line up with the abutters'? Mr. White replied in the
affirmative.
Mr. Stevens asked the height at the sidewalk. Mr. White stated that it is 3' high and will taper back 30'
unless they run into root problems. It will be a minimum of 17'.
Ms. Spang asked what type of rock would be used. Mr. White stated that he will use the same stone as 13
River Street. Mr. Stevens stated the foundation stone could also be used.
Mr. Stevens made a motion to reconstruct existing east(secondary)entrance addition per plan and elevation
drawings submitted 5/21/03. Wood clapboards, skirt and corner boards to match existing under vinyl.
Window to be 2-over-2 wood true divided lite,61"x 28,"centered under existing 2nd floor window with sill
to align with existing 1 st floor windows. Roof to match pitch and align with ridge of shed roof on existing
south porch, with black asphalt 3-tab shingles. Door to be single wood 4-panel door to match existing
double doors on south porch. Vertical boards under addition to match existing(1 x4 with 1/2"space). Railing
to have 4x4 wood posts with pyramid caps, Brosco molded top and bottom rail and.11/d' square balusters
spaced 34" on center. Balusters shall not be mounted on face of rails. Vertical boards to be painted body
color and corner and skirt boards,balusters&railings to be trim color as previously approved. Stair treads
and decking to be stained brown mahogany. Foundation brick unpainted. Mr. Desrocher seconded the

Mr. Stevens made a motion to approve the removal of existing concrete retaining wall and construction of
stone retaining walls around new driveway per plan and elevation drawings submitted 5/21/03. New walls to
be constructed of stonework to match retaining wall at 13 River Street and have no cap. Walls to be 18"
thick, aligning with top of retaining wall on abutting property. Top of walls to be level with grade and
bottom of wall to taper along slope of driveway. Walls to extend no further than 30' into the property from
the sidewalk. Retaining wall to include new slate steps and alteration of lower wood stairs as noted in
drawing. Mr. Spang seconded the motion, all were in favor and the motion so carried.
165 Federal Street
Hilario Cunha and Adelaide Quaresma Cunha presented an application for a Certificate of Appropriateness
to construct two dormers,to remove and replace asphalt roofing,to add a ridge vent and to remove siding on
left side of house and replace with clapboards. Drawings were provided along with photographs with
digitally imposed dormers.
Mr. Stevens asked if the dormer lined up with anything. Mr. Cunha replied in the negative.
Mr. Cunha stated that the dormers are 5' wide, 6'6" tall to the peak and proportioned to the house. The
window size will match the first and second floors of the front of the house. The third floor window on the
front is slightly smaller.
Mr. Kasparian stated that he felt the dormer window should match the third floor window size. Mr.
Desrocher was in agreement.
Mr. Spang asked if the drawing is incorrect and that the windows should be 6 over 6, not 9 over 9. Mr.
Cunha replied in the affirmative.
Mr. Kasparian stated that the dormer that is closest to the street should be set further back.
Mr. Cunha stated that it could go back 3' from the edge or on the other side of the beam,which would put it
8' back.
Mr. Spang suggested making the comerboard wider.
Mr. Stevens was in agreement and stated that the dormer should not be too wide in order to prevent if from
looking top-heavy.
Mr. Kasparian pointed out photos of historic dormers in the Commission Guideline Book and stated that
dormers are typically not wider than the window plus surrounding trim and noted that the proposed dormer
proportions are not historic. He stated that he would prefer that at least the dormer closest to the street
follow historic models.
Mr. Stevens stated that he would like an elevation drawing of the easterly side with the comerboard,location
on roof and roof pitch. He asked if it were possible to do double window on the rear dormer.
Mr. Cunha stated that they do not even need the front dormer,but they need the rear one at its location and
width.

door,currently dark brown,will be painted either the same brown or the dark green of the fence. The arbor
will be painted the fence color.
Mr. Stevens made a motion to approve the application as submitted. Mr.Desrocher seconded the motion,all
were in favor and the motion so carried.
4 River Street
Christopher and MaryJane Hunter submitted an application for a Certificate of Appropriateness to replace
two existing windows and to remove a third window. The applicants were not present.
Mr. Spang made a motion to deny the application without prejudice. Mr. Desrocher seconded the motion,
all were in favor and the motion so carried.
Other Business
Mr. Spang made a motion to approve the minutes of May 7, 2003. Mr. Stevens seconded the motion, all

Mr. Spang stated that in constructing the ramp and fence in the rear of the Bowditch House, the
contractor constructed the fence with a height that follows the ramp, rather than straight across as
approved. He asked that Commission members consider what is preferred. Historic Salem is
considering whether they want to seek an okay from Massachusetts Historical Commission to keep it as
built.

The nomination for the Bridge Street Neck Historic District and the extension of the Salem Common

As part of the Burial Ground study project, four survey forms were produced/updated during this period
(Broad Street Cemetery, Friends Cemetery, Charter Street Cemetery and Howard Street Cemetery).
There is no change in the status of the inventory in terms of its organization, storage, accessibility, etc.
They are accessible for public view at the Department of Planning & Community Development located
at 120 Washington Street.

There were no changes in rules, procedures or guidelines.
OPEN MEETING LAW COMPLIANCE STATEMENT
I. All meetings of the CLGC have been open to the public.
2. A notice of the date, time and place of every meeting of the CLGC has been filed with the
Clerk of the city or town in which the CLGC acts and a copy of such notice has been posted
in the office of the Clerk on the principal bulletin board of each city or town at least 48 hours
prior to the time of each meeting,excluding Sundays and legal holidays.
3. A record of every meeting, including executive sessions has been maintained by the CLGC,
including the date,time, place,members present and actions taken at each meeting.
4. All executive sessions, if any, have been held in compliance with M.G.L. C. 39, Section 23B.
5. No chance meeting or social meeting has been used to circumvent the spirit or requirements
of the Open Meeting Law or to discuss or act upon a matter over which the CLGC has
supervision, control,jurisdiction, or advisory power.

Funding of CLG Activities

LOCAL FUNDING
The annual local funding budget appropriation under the authority of the Salem Historical
Commission was $6,605 for personnel services and $1,609 for nonpersonnel expenses.

SURVEY AND PLANNING GRANT FUNDING
The City of Salem received a$18,000 funding award from the Survey and Planning Grant program
to undertake a Fort Pickering/Fort Lee study project.

OTHER FUNDING
The CLG did not receive funding from other public or private grant programs.
