Present were Messrs. Desrocher,Mangifesti and Stevens and Ms. Kilroy and Ms. Guy. Mr. Spang entered later in the meeting. Mr. Stevens chaired the meeting. 309 & 310 Essex Street Doug Bollen, representing the City of Salem, submitting an application for a Certificate of Appropriateness to move the McIntire District sign from the Witch House property to Driver Park. Mr. Bollen stated that the sign is confusing to visitors coming to the Witch House. It will be relocated by near 311 Essex Street close to the sidewalk, facing Essex Street. Mr. Stevens questioned if the brass plaque in the sidewalk referred to the sign and if they go together for the walking tour. Mr. Spang joined the meeting at this time. Mr. Mangifesti suggested putting the sign in the flower bed toward the center of the park. Mr. Desrocher was in agreement, noting that it would be more pedestrian friendly. Mr. Mangifesti suggested replacing some of the granite posts. Mr. Mangifesti made a motion to move the sign to the flower bed, closest to the iron chain. Mr. Desrocher seconded the motion, all were in favor and the motion so carried. Mr. Spang abstained from voting. 50 Derby Street Vincent Comeau and Elliot Saulkins presented an application for a Certificate of Hardship to install vinyl siding at 50 Derby Street. Mr. Saulkins stated that they are 50150 partners. Mr. Stevens asked the current siding material. Mr. Comeau stated that it was asbestos. Mr. Stevens asked what the asbestos is on top of. Mr. Comeau stated that it used to be asphalt shingles and is now wide boards. Mr. Comeau stated that the siding is falling apart and provided a letter from the Board of Health stated `j that an inspection had been made noting damaged shingles and that the owner is to maintain the material J in good repair. Mr. Saulkins stated that the house next door has vinyl siding and has a house plaque. July 16, 2003, Page 2 Mr. Comeau stated that the trim will be restored and painted the same color. jMr. Stevens questioned the nature of the hardship. He noted that the Commission's guidelines state that vinyl and aluminum siding, or products not present when the house was built, are not allowed in historic districts. Mr. Saulkins stated that the asbestos is a health hazard and that it is starting to chip. He estimated it would cost $70,000 to remove the asbestos. He noted that the sills are rotted, the house is not energy efficient and that he did not know what was originally there for siding. He added that most of the houses around are vinyl sided. Mr. Comeau stated that three of the four abutters houses are vinyl sided. He stated that the vinyl will be installed right over the asbestos. Mr. Stevens stated that his knowledge of siding is that the existing siding on this house is a low grade asbestos cement containing product which is usually over 70% cement. Removal is usually done by wetting down the house with a hose and dropping the shingles to the ground. It is not like asbestos found in pipes and he would not consider it a hardship. Bill Quirk, 54 Derby Street, stated that he was in support of the application due to the condition of the property which needs to be upgraded. Mr. Stevens asked if Mr. Quirk lived in a vinyl sided house. Mr. Quirk replied in the negative, and noted that it is clapboards with shiplap. Mr. Desrocher stated that he owns a house with asbestos and that he has done research and spoken with professionals in this regard. He agreed that it is not a hardship in its current condition, noting that it may be an eyesore, but is not a hazard. Mr. Saulkins stated that the shingles can't be bought to match the existing. Mr. Stevens disagreed,noting that Moynihan Lumber makes a shingle without the asbestos added into it. He suggested repairing, replacing cracked pieces and repainting, which would cost less than new vinyl siding. Mr. Comeau noted that it is not just a few pieces and that the sides are buckling. Mr. Stevens asked if he has gotten pricing for removal. Mr. Comeau stated that he obtained a price of $18,000 five years ago for the removal. Mr. Stevens stated that asbestos classifications have changed since then. He noted that a removal he has done cost approximately$3000, although 50 Derby is a larger house and may cost more. Mr. Stevens noted that the vinyl sided houses abutting his were either done without permits, are not in the districts or were done before the district was formed. Mr. Stevens suggested finding a way to repair or replace the existing siding or consider applying for wood siding. He suggested doing one side of the house at a time. Ms. Kilroy seconded the motion, all were in favor and the motion so carried. 6 Andover Street Kerry Rourke and Jeffrey Nicholas presented an application for a Certificate of Appropriateness to replace their existing aluminum shed with a 10 x 12 cedar shed per catalog submitted. Mr. Stevens read a letter into the record from Joel Caron, 4 Andover Street, in support of the application. Ms. Rourke stated that the new shed will be in the same location as the current shed. It will have a black roof and they will let the cedar weather. Mr. Stevens stated that it should not have flower boxes or shutters. Mr. Mangifesti stated that he would want the color to recede, which the natural may accomplish. Ms. Rourke stated that they have a natural cedar fence. Ann Knight, 11 River Street, stated that she was in favor of the application. Mr. Desrocher made a motion to approve the application as submitted with natural cedar, black roof with no shutters or flowerboxes, to be in the same location. Mr. Mangifesti seconded the motion, all were in favor and the motion so carried. 1 Cambridge Street Sue Schopf presented an application for a Certificate of Appropriateness to install a fence in the rear of the property with two gates. The application states that the fence will copy 4 Federal Court. Morris Schopf provided new drawings and stated that they decided to copy the 2 Andover Street fence, painted white. There will be a pedestrian gate and a gate with two large leaves that open in or pull off in the winter. Mr. Mangifesti asked if it would have dowels with bulleted top with a line around. Mr. Schopf replied in the affirmative. Mr. Mangifesti made a motion to approve the application as submitted. Mr. Desrocher seconded the motion, all were in favor and the motion so carried. Fort Pickering & Fort Lee grant project - Discussion Dennis Gray of Gray Architects, Inc. was present to provide an update on the Survey and Planning Grant project for the Forts' study. The project is to identify and document prehistoric and historic sites and features, undertake a historic structure and landscape conditions assessment, undertake an archaeological survey, and make recommendations on how to manage these resources. The team includes an July 16, 2003, Page 4 --- --$nnrey—and make recommendations ori how tc manage-these resources.—The team includeg an------------ archaeologist, Leslie Shaw(expert on native American history) and Bill Finch. The first phase products includes field research, historic research and draft management recommendations. Phase II is underway with the archaeological dig. Kasparian, Spang, Mangifesti and Stevens and Ms. Kilroy and Ms. Guy. 35 Broad Street Paul Viccica and Helen Sides submitted an application for a Certificate of Appropriateness to repair the side vestibule roof,to install seamless aluminum gutter around all sides of the vestibule to match the addition gutter and to install one downspout in the rear or side of the vestibule. Mr.Mangifesti made a motion to approve the application as submitted. Ms.Kilroy seconded the motion. All were in favor and the motion so carried. Mr. Stevens abstained from voting. 2 Dalton Parkway/50 Broad Street Spiros and Patricia Flomp presented an application for a Certificate of Appropriateness to alter the first floor rear portion of the exterior wall at 2 Dalton Parkway/50 Broad Street. Drawings were provided. Mr. Stevens noted that last time this application was before the Commission,there was no problem with the concept, but the board needed more detail. Mr. Mangifesti stated that the proposed looks in keeping with the existing porch. `-- Mr. Flomp stated that there will be no raised paneling, that there will be stucco around the bay. Mr. Spang asked if the left bay would have a straight or chamfered edge. Mr. Flomp stated that it would be straight. Mr. Stevens stated that it is a boxed bay. Mr. Spang asked if the existing is a rubber roof. Mr. Flomp stated that it is metal. Mr. Kasparian asked what is proposed for the size of the window on the side of the bay. Mr. Flomp stated that it depends on what can fit and that he would try not to have a one over one. He noted that the Board of Appeal has approved his application. Mr. Kasparian asked if the depth of the bay is approximately 30". Mr.Flomp replied in the affirmative,give or take a few inches. Mr. Mangifesti asked if the brick wall will remain. Mr. Flomp replied in the affirmative and noted that there is a bulkhead. Mr. Kasparian read letters into the record from City Councillor Kevin Harvey,City Councillor Leonard O'Leary and Bruce McDonald of 5 Flint Street in favor of the application. City Councillor Thomas Furey stated that he lived on Warren Street for many years and stated that he was in favor of the application, noting that it will enhance the property and add to the neighborhood. Peter Flomp,35 Warren Street,stated that he was in favor. He added that if there were a problem with the public view, he would be willing to add landscaping. Mr. Stevens seconded the motion,all were in favor and the motion so carried. 25 Washington Square Debra Nemschick and Anthony Del Re presented an application for a Certificate of Non-applicability to install a temporary wood sign,approximately 2"x 12"long,to be posted on the front left porch foundation, indicating"Private Home" in black letters on a light gray background to match the mortar color. Ms.Nemschick stated that they are having problems with people thinking their home is a bed and breakfast or that they give house tours. She has found people sitting in her living room or on her porch. She noted that the previous owner apparently used the house in this capacity and had some liability law suits. She stated that she intends to come back with a long term solution, but would like a sign to discourage people. Mr. Mangifesti suggested the sign say"No Admittance". Ms. Guy suggested putting the sign on a pole and placing it in the planter instead of on the foundation. Ms.Nemschick stated that the plant would be preferable. \- Ms. Kilroy made a motion to approve the installation of a temporary wood pole-mounted "private home"sign in the planter, not to exceed 15"W x 10"H, with overall height not to exceed 3'6", for a period not to exceed 6 months. Mr. Stevens informed the group that a minimum quorum of members was present and that all four votes would be needed to pass on any motion for approval. 19 Warren Street William and Susan O'Neil presented an application for a Certificate of Appropriateness to alter the railings by adding balusters to an existing deck in the rear of the property that is being rebuilt and for a change in paint colors. Ms. Guy stated that the owners received a Certificate of Non-applicabilityto rebuild,but plan on changing the railing and paint. Ms. O'Neil stated that they will be changing from brown to white for the deck,with a clear deck stain. The balusters will be the similar to those in photograph#1 provided. Mr. Mangifesti made a motion to approve the application as submitted with the overall height not to exceed 42"high, balusters to be 1 '/4" square with spacing not to exceed 2 '/4" with Brosco top and bottom rail, 4" square posts with pyramid cap, fascia round lattice under deck and all to be painted white with clear stain on decking. Ms. Kilroy seconded the motion, all were in favor and the motion so carried. 84-86 Derby Street Thomas and Akuura Kulak and Dorothy Michalowki presented an application for a Certificate of Appropriateness to remove shingles on the Derby Street side and replace with same cedar clapboarding as the remaining three sides and to replace 3 front doors with preferably steel or fiberglass,to be painted the trim color. Ms.Kulak stated that they will repaint the body of the house in the existing colors on file with the Commission. For the center door,they prefer 2 lights on the top. Mr. Stevens stated that it would be difficult to approve fiberglass or any material that was not available at the time the house was built. He suggested a wood door and stated that they could add an aluminum storm door. Mr. Mangifesti noted that the clapboard reveal should match the sides. Mr. Spang stated that there should be cornerboards. Mr. Stevens selected Brosco M108 or M7108 style doors out of the Brosco catalog and noted that they were basically replacing the doors in kind. Mr. Mangifesti made a motion to approve the application as submitted to remove shingles on the front of the building and replace with cedar clapboarding to match the reveal on remaining sides and to include cornerboards to match,all painted to match existing colors on file. The motion is also to replace 3 first floor front doors with 6-panel wood doors, with the center door to have 2 lights,painted to match trim. Ms. Roka added that they would like the option to remove the shutters in the rear part of the addition. One window will be moved over in the rear. DAMS October 3, 2001, Page 1 SALEM HISTORICAL COMMISSION • MINUTES OCTOBER 3, 2001 A regular meeting of the Salem Historical Commission was held on Wednesday, October 3, 2001 at 7:30 p.m. at 120 Washington Street, Salem,MA. Present were Chairman Kasparian,Messrs.Mangifesti, Stevens, Karam and Desrocher and Ms. Guy. 106 Federal Street Thomas Frary and Susan Weldon submitted an application for a Certificate of Appropriateness for paint colors and repairs to 106 Federal Street. The application included three color schemes. Ms. Weldon submitted an additional color scheme(amended Option 1)which she stated was preferred. She stated that they may want to add a little black to the shutter color. Mr. Kasparian stated that he was concerned using a highlight color on storms which would draw attention to them. He suggested that the wood sash be the highlight color. Mr. Karam stated that he felt four colors was a lot on a house that doesn't have all the details of the house photographs that the applicants have used as examples. • Mr. Kasparian stated that the front of the house is a Colonial Revival gambrel and the color scheme is not a conventional Colonial Revival color scheme. He noted that the back of the house has a Mansard roof and that the building is complicated. Mr.Mangifesti was in agreement that it was a little too much color. He stated that he felt the body color was a beautiful color, but was not sure about the color around the windows. Mr. Stevens stated that usually the trim and the windows are the same color. Mr.Kasparian suggested that the body and trim color remaining and the accent red be used for the door and sash. Mr. Mangifesti stated that the beautiful trim and molding won't show up with a dark color trim and suggested using the light color for the trim. Mr. Mangifesti made a motion to approve two color schemes for the applicants to choose from. Option one is Lexington Blue body, Saxon Blue trim and Codman Claret doors, shutters and window sash. Option two is Lexington Blue body, Lady Banksia trim, Codman Claret doors and window sash and Saxon Blue shutters. Trim on both to include comerboards, cornices/dentils, window frames/casings, porch columns & panels. Commission Mangifesti would be delegated to approve color placement for accent/details. Mr. Desrocher seconded the motion, all were in favor and the motion so carried. • 62 Washington Square In continuation of a previous meeting, Jerold and Regina Flynn submitted an application for a Certificate of Appropriateness to remove an entrance enclosure,reconstruct the porch and railing and repaint the house. October 3, 2001, Page 2 Ms. Flynn stated that they need to replace the woodwork along the roof line, cornice and soffit. The will • remove the added on entrance enclosure and add a railing in its place to continue the existing porch railing and make repairs to the porch. Paint colors will be Fresh Creme for the body,Navajo White for the sash and trim and Leafy Bower for the shutters and doors. Mr. Karam made a motion to approve the application as submitted. Mr. Desrocher seconded the motion, all were in favor and the motion so carried. 5 Chestnut Street In continuation of a previous meeting, Blake &Nina Anderson presented an application for a Certificate of Appropriateness to install to install a cupola of the carriage house. Roger Hedstrom represented the applicant and submitted a new scale drawing. Mr. Hedstrom stated that the cupola will be wood, with copper or lead roof with Essex Green louvers. Mr. Karam made a motion to approve the application as submitted. Mr. Mangifesti seconded the motion, all were in favor and the motion so carried. 178 Federal Street Paul Konstadt presented an application for a Certificate of Appropriateness to replace the three first floor • single-pane windows and to re-enlarge the rough opening to match the other windows on the first floor. He will install new 6 over 6 single glaze true divided light wood windows to match the existing on the house. The application is also for paint colors. The body will be Straw,the trim will be Vanilla Ice Cream and the door will be province Blue. Mr. Konstadt stated that the three windows to the immediate left of the front door will be changed to match the window to the immediate right of the front door. Mr. Konstadt requested if the door color could be Soft Chinchilla. Mr. Mangifesti stated that the door should be the darker Province Blue. Mr. Karam made a motion to approve the application as submitted. Mr. Desrocher seconded the motion, all were in favor and the motion so carried. 117 Federal Street Stephen Duguay and Kathleen Riley presented an application for a Certificate of Appropriateness to replace on 6 over 6 single glaze white wood window with a Pella Architect Series 6 over 6 double glaze white wood window. They will also be removing the exterior storm. • Mr. Kasparian stated that the Commission does not have jurisdiction over storm windows. Mr. Mangifesti noted that the window will be minimally visible from the street. Mr. Stevens asked if the size of the window will remain the same. Mr. Duguay replied in the October 3, 2001,Page 3 affirmative. • Mr. Mangifesti made a motion to approve the application as submitted. Mr. Desrocher seconded the motion, all were in favor and the motion so carried. 3 Harrington Court Michael &Tracy Treadwell submitted an application for a Certificate of Appropriateness for fencing, landscaping, garage doors, front porch alterations, gutters and windows. Mr. Treadwell stated that he did not want to change the style of the previously approved fence but wanted to set back the fence to the corner of the house running to 5 Harrington Court instead of from the front porch to 5 Harrington Court. It would also be from the corner of the house on the other side running to 1 Harrington Court, unless they decide to put in a driveway, for which they would like the option not to install the fence on the opposite side of the house. Mr. Stevens made a motion to approve the front fence being set back running from the comers of the house to the side lot lines,with the option not to install a fence on the left side of the house. Mr. Treadwell stated that he also wanted to change the trim color for all the fencing to natural clear coat since it will butt up to the next door fence which is the same style and natural. Mr. Stevens amended his motion to include the option to keep all fencing natural with clear coat fmish • or to paint the trim color. Mr. Desrocher seconded the motion, all were in favor and the motion so carried. For landscaping the application is to construct a stone retaining wall in front of the sidewalk running the entire length of the house, to install a walkway from the sidewalk to the fence gate in the front yard and to install a patio with a retaining wall in the back yard. Mr. Treadwell stated that the retaining wall is pre-cast stone, will run from the garage in the back yard and won't be visible due to the 6' fence. The wall will also be in the front of the house to stop erosion of the grassy area. Mr. Stevens stated that pre-cast stone is not appropriate and suggested cobblestone. Mr. Karam and Mr. Kasparian were in agreement. Mr. Karam suggested granite curb. Mr. Karam made a motion to approve a granite curb or cobblestone wall in front of the house, running the length of the house,not to exceed 12" in height from the sidewalk. Mr. Treadwell stated that if they install the gated fence on the side of the house,they will want to install one to three steps in the same material,with a brick tread. Mr. Karam amended his motion to include the option to install one to three steps, in the same material as the retaining wall, with brick tread from the sidewalk to the fence between 1 and 3 Harrington Court. Mr. Stevens seconded the motion, all were in favor and the motion so carried. October 3, 2001, Page 4 For garage doors,the application is to remove and replace the overhead and side doors with steel doors. . Mr. Treadwell stated that he withdrew for the steel doors and would instead install a wood, 4 panel door with 4 single windows on top,painted Palladian Plum. Mr. Mangifesti made a motion to approve replacement of the garage door with a wood, four panel overhead door with four single windows on top, painted Palladian Plum. Mr. Karam seconded the motion, all were in favor and the motion so carried. For front porch alterations,the application is to remove base and replace with latticework to match the side porch(back to original). Mr. Treadwell stated that they will take the clapboard wall off the front porch and install a balustered rail to match the original pictures of the side porch,which will also be restored. Lattice will be added underneath. Mr. Stevens made a motion to approve the removal of the clapboard wall and to install a porch rail with 1 '/4"balusters with spacing to match the photograph of the original side porch rail. Railing construction to be as per example from the guidelines (with balusters in between the top and bottom rails). Porch to have lattice underneath with 1"hole. Porch to be painted trim color with lattice painted body color. Mr. Mangifesti seconded the motion, all were in favor and the motion so carried. For gutters,the application is to replace wood broken or missing wooden gutters with wood as original and replace missing or broken downspouts with aluminum or PVC. ® Mr. Kasparian stated that PVC is not appropriate. Mr. Treadwell stated that he will add a seamless aluminum gutter on the yard side of the garage and repair/replace all gutters and downspouts in kind. Mr. Karam made a motion to approve the gutter replacement in kind and the installation of a seamless aluminum gutter on the yard side of the garage. Mr. Treadwell stated that he is proposing to replace the windows on the second floor and basement with Brosco windows to match existing, with energy panels. Mr. Karam made a motion to approve the replacement of existing double hung windows with Brosco, true divided light single glaze wood windows with non-tinted energy panels and to replace crank-out windows on the first floor to replicate existing. Mr. Mangifesti seconded the motion, all were in favor and the motion so carried. 28 '/2 Broad Street John and Ashlyn O'Neill presented an application for a Certificate of Appropriateness to add snow cleats to the slop of the roof per sketch provided. A sample of the snow cleat was submitted. • Mr. O'Neill stated that there will be approximately 20 snow cleats placed on the slope. Mr. Karam made a motion to approve the application as submitted. October 3, 2001, Page 5 12 Chestnut Street • Richard Wyke presented an application for a Certificate of Appropriateness to replace a 42' section of flatboard fence. The new fence is to be a straight top board fence with 1"x 2" cap strip and 5' x 5' posts, 8' o.c. Fence to painted the house color. Mr. Wyke stated that the fence replacement is in the area noted in red on the plan. Mr.Karam asked if there will be caps on the posts. Mr. Wyke replied in the negative. Mr. Wyke stated that the finish side will be to the neighbor. The fence will be painted the house color to match the other fences on his side and will be painted the neighbor's (10 Chestnut Street) color on the opposite side. Mr. Karam stated that the neighbors side could be white or natural. Mr. Stevens made a motion to approve a 5' fence to match the catalog cut provided with the fence being painted the house body color on the applicant's side and white or natural on the 10 Chestnut Street side. Mr. Mangifesti seconded the motion, all were in favor and the motion so carried. 5 Foster Court Ruggles-Klingemann Mfg. Co., Inc. submitted an application for a Waiver of Demolition Delay to demolish all the existing buildings at 5 Foster Court. Attorney Roy Gellineau represented the applicant. Mr. Kasparian stated that it appears to be a mid-20th century industrial building. Atty. Gellineau stated that the owners plan to sell it off in house lots. Mr. Kasparian stated that he did not see any architectural significance but stated that he would like to notify Historic Salem and do a drive-by. application. Drawings were submitted. • Mr. Stevens stated that the addition will be the same height as the previous addition. It will have a wooden gutter. Mr. Kasparian stated that he has not come up with anything that would warrant a delay. Atty. Gellineau stated that he felt that most of the neighbors were in support of demolition. Mr. Mangifesti stated that he spoke to two neighbors when he went by the site and they were in support of demolition. Mr. Mangifesti made a motion to approve the application as submitted. The body of the house will be Bracken Tenement Blue Slate and the quoins,trim, sash and fence will be white. The doors will be black. A package • with drawings was submitted dated 10/1/O1. Also present with the architect was Richard Griffin, architect. Mr. Polansky submitted new drawings dated 10/17/01 to replace the drawings submitted with the application. October 17, 2001, Page 2 Mr. Griffin stated that they found the old granite foundation. They have worked with the neighbors on • the various details including size and shape. He noted that the houses on Lynn Street are at the sidewalk, so they have done the same. They have designed Greek Revival trim as the theme around the building. The chimney will be brick. They will replace an existing concrete way with field stone. Mr. Stevens asked how the field stone will terminate. Mr. Griffin stated that it makes the comer and ends at the house foundation on Lynn Street. Mr. Kasparian asked about the windows. Mr. Griffin stated that they are true divided light, single glaze with an exterior energy panel. Mr. Polansky stated that the trim will be white and that they may want to put white triple track storm windows instead of the energy panel. Mr. Kasparian stated that early 19' century chimneys usually don't have a corbel. Mr. Griffin stated that it could be done straight. Mr. Polansky submitted a photo sample of the wall. Mr. Griffin stated that it has an 8" depth. Mr. Kasparian asked if it had a concrete cap. Mr. Polansky replied in the affirmative and noted that the fence will be on top of it. ® Mr. Karam stated that the photo example does not depict field stone. Mr. Polansky stated that his discussion with the vendor is that it will be field stone. Mr. Kasparian noted that there will be a Massachusetts Highway Department funded project in front of this house. He suggested looking at the wall by the old entrance to the MBTA on IA as an example. Mr. Griffin stated that the fence will be 1 x 4 flatboard with a rail cap. He stated that the neighbors preferred it have no spacing and be 3 %z -4' high. Mr. Kasparian stated that he felt solid board was appropriate. Mr. Mangifesti asked if the old foundation will be used. Mr. Griffin stated that it will be discarded. Mr. Stevens asked the size of the footprint. Mr. Griffin stated that it will be 22 x 36 plus the ell. Mr. Stevens noted that it was a smaller building on the same size lot. Mr. Griffin stated that the colonnade/pergola is no longer part of the application. Mr. Kasparian asked about the door. Mr. Griffin stated that it is a six panel door with 2 lites. • Mr. Griffin noted that the roof will be asphalt shingle. Mr. Karam asked if it will be 3-tab. Mr. Griffin replied in the affirmative. Mr. Griffin stated that it is simulated divided light as taken • from the Commission's guidelines. Mr. Kasparian noted that all glass has to be clear. Mr. Stevens asked if it will have wood clapboards. Mr. Griffin replied in the affirmative. Mr. Griffin stated that there will be painted aluminum or lead coated copper flashing. Mr. Polansky stated that paint colors are Ashley Gray for the body and white for the sash and trim. He did not decide on the door color. John Carr, 7 River Street, asked if the paint colors could be continued so that the neighbors could review. Mr. Polansky withdrew the paint colors. Mr. Karam stated that he did not feel the photo example of the wall was appropriate and that it should be field stone or river stone. Mr. Carr noted that there is a field stone retaining wall across the street at 12 Lynn Street. Mr. Karam suggested that the wall at 12 Lynn Street be noted as the example to follow. • Mr. Stevens asked if the height of the new building is shorter than the existing. Mr. Griffin replied in the affirmative. Mr. Carr stated that the proposal is the latest in a long evolutionary process. He stated that he felt everyone in the neighborhood agrees that the applicant has been very accommodating and has incorporated most of the neighbors proposed revisions. Mr. Carr stated that he was in support of the application. Ms. Kasparian read a letter from Ann Knight, 11 River Street, in support of the application. Mr. Carr sated that he wanted to underscore the desire for a beefy sash and stated that he preferred white bright, storms to an energy panel. He noted that the cement foundation should not be too that there should be no low E glass and that the clapboards shall all be clear,4"exposure. Tim Doggett, 9 Lynn Street, suggested that the length of the building be extended on the rear fapade so that the ell is at a different plane. Dick Luecke, 2 River Street, stated that Mr. Polansky is making a great contribution to the neighborhood and that he was in support of the application as presented. . Steve Palmer, 7 Lynn Street, stated that he was also in support. Steve Whittier, 10 River Street, stated that Mr. Griffin and Mr. Polansky have been tremendous in working with the neighborhood. He noted that Mr. Doggett had a valid point. He asked if the valleys would be weaved or would show flashing. He asked how it will be ventilated. October 17, 2001, Page 4 Mr. Kasparian noted that there is a detail for continuous slot vents screened in the soffit on the plan. P • Mr. Griffin stated that there is also a ridge vent. The screen vent will be home made not pre-fab. Mr. Kasparian stated that it appears to be an intregal part of the cornice which will probably be better than retrofitting which is usually done. Mr. Griffin stated that he would like to investigate the option to go with a Brosco sill. Mr. Karam asked about gutters and downspouts. Mr. Griffin stated that there would be none. Mr. Stevens asked about the valleys. Mr. Polansky stated that they would be woven. Charles Von Bruns, 3 River Street, stated that he was impressed with Mr. Polansky and pleased with how the house will look. Mr. Stevens asked about the mechanicals (i.e. snorkels and vents). Mr. Polansky stated at that they are all in the sill of the rear elevation next to the bulkhead. Mr. Karam asked if they would be willing to increase the rear 6"to break the plane. Mr. Polansky stated that they won't get much functional use by the increase,but that he would need to consult with the architect and builder. ® Mr. Griffin stated that it would be an increase in cost. He stated that he preferred not to include the comerboard. He added that if there were an increase, he preferred it to be 10-12", not 6". Mr. Kasparian stated that he felt either option was okay. Also present was the City Solicitor, John Keenan, and several of the owners of the Bentley Condominiums. r October 17, 2001, Page 5 Ms. Guy summarized the status of the project and stated that the last time the Commission met with the owners, it had been given quotes for the remaining items. Those quotes were provided to Atty. Keenan, who returned the difference between the quotes and the escrowed amount to the developer. Atty. DeCoulas stated that the window replacement estimate was based on the escrow which called for the replacement of sash by Ultimate Window. He stated that windows currently on the building are from the same company and that the owners are dissatisfied with the quality. Atty. DeCoulas proposed that the remaining escrowed funds be used to replace twenty-two of the windows on the second floor in a four over one configuration and that the owners be released from being required to complete the rest of the remaining items on the list. He noted that it is likely that the owners will still complete some of the items in the future. He request that the discussion be continued to the December meeting when a window proposal can be presented. Mr. Kasparian summarized that the owners will be back at the December meeting with one or more window options, a list of what has been completed from the escrow agreement and a list of what they would like to be released from being required to complete. Other Business Ms. Guy stated that she received a copy of a notification from the Department of Environmental Protection to Massachusetts Historical Commission (MHC)on the application to maintain an existing pier, ramp and float at 45 Memorial Drive. MHC found it unlikely to affect significant historic resources. Mr.Kasparian noted that the Salem Common Neighborhood Association applied for and received a grant to do an assessment of the Roger Conant statue. Ms. Guy stated that the second meeting in November falls on the night before Thanksgiving. The Commission decided to cancel this meeting and to see what applications are received before deciding on adding a meeting between November 7 and December 5. Mr. Kasparian notified those present that all four votes in favor would be needed to approve any motion made. 24 Chestnut Street Sean O'Connor presented an application for a Certificate of Appropriateness for the installation of two vents, one on the rear of the home for the bath and the other on the left of the home for the kitchen. He provided photographs of mock-ups he placed on the house to approximate size and location. Mr. O'Conner noted that one vent will be visible from Hamilton Street and one vent will be visible from Chestnut Street. Ms. Guy stated that she received a telephone call from Nina Cohen, a neighbor,who was in support of the application. • Mr. O'Connor stated that the vents will be coated to match the siding and provided uncoated samples of the actual vents to be used. Mr.O'Connor noted that the samples are smaller than the mock-ups. He added that the house siding is vinyl. Mr.Mangifesti made a motion to approve the application as submitted.. Mr. Stevens seconded the motion, all were in favor and the motion so carried. 71 Lafayette Street One Engine House Plaza Realty Trust submitted an application to waive the demolition delay ordinance for the demolition of a masonry chimney at 71 Lafayette Street. Present were two of the three principals, Michael O'Brien and David Walsh. Mr. Stevens asked if the chimney was brick with stucco. Mr. O'Brien stated that he believed it was poured cement. Mr. Kasparian asked when the demolition was to be completed. Mr. O'Brien stated that they have a contractor and have submitted the required paperwork to the Department of Environmental Affairs which will take ten days. Mr. O'Brien stated that they have no use for the chimney which serve two boilers that have environmental issues. There are asbestos liners in the bumers and there may be asbestos in the chimney. They want to remove the boilers and the chimney in order to have a clean 21E. The chimney may eventually pose a safety issue. Removal will also give them the opportunity to have an atrium. February 6, 2002, Page 2 Mr. Kasparian encouraged the preservation of the fagade. . Mr. Mangifesti asked the width of the chimney. Mr. O'Brien stated that it was 15-18' and 3-400,000 pounds. Inventory and Study of Historic Properties As part of the Burial Ground Survey & Planning Grantsurve roject, four forms were P Y produced/updated for the Broad Street Cemetery, Friends Cemetery, Charter Street Cemetery and Howard Street Cemetery. In addition, Paysage, in collaboration with Fannin-Lehner Preservation Consultants evaluated all four sites, compiled a computer-generated list of tomb and slate markers, created based maps and provided recommendations for restoration and landscape improvements.
