A regular meeting of the Salem Historical Commission was held on Wednesday, August 2, 2000 at 7:30
p.m. at One Salem Green, Salem, MA. Present were Chairman Kasparian, Messrs. Stevens, Karam and
Desrocher and Ms. Guy.
396 Essex Street
In continuation of a previous meeting, Gafney House Trust submitted an application for a Certificate of
Appropriateness for paint colors at 396 Essex Street. Jeff Bellin represented the applicant.
Mr. Bellin provided a new set of colors as taken from the 1976 book Exterior Decoration, Plate#IV.
The body will be #526, trim#608 or#607, details (i.e. dentils & cornice) #651 and front doors to remain
as is.
Mr. Kasparian suggested going with#608 for the trim as per the book.
Mr. Stevens made a motion to approve the paint colors as taken from the 1976 book Exterior
Decoration, Plate #IV. The body will be#526, trim#608, details (i.e. dentils & cornice) #651 and front

104 Derby
William Kowalski presented an application for a Certificate of Appropriateness for paint colors at 104
Essex Street. The body will remain Jade Green, the windows and rake trim will be Spruce Green and the
back door will be Villager Red.
Mr. Karam asked the window sash color. Mr. Kowalski replied that it will be the trim color.
Mr. Kowalski noted that the painting has already been done.
Mr. Stevens stated that he has seen tone on tone and it looks pretty good.
Mr. Karam asked if it was appropriate for that style house. Mr. Kasparian stated that he did not think it
was inappropriate.
Michael Riley, 106 Derby Street, stated that it looks good.
Mr. Kasparian suggested painting the screen door and storm windows in the trim color.
Mr. Karam made a motion to approve the body color of Jade Green,the windows, window sash, rake
trim, storm door, storm windows, door hood, electric service and fence in Spruce Green and the back
door in Village Red.

MINUTES
January 3, 2001
A regular meeting of the Salem Historical Commission was held on Wednesday, January 3, 2001 at 7:30
p.m. at One Salem Green, Salem, MA. Present were Chairman Kasparian, Messrs. Mangifesti, Stevens
and Desrocher and Ms. Guy.
Mr. Kasparian noted that a minimum quorum was present and that all applications would require all four
votes in favor to pass.
350-352 Essex Street
In continuation of a previous meeting, Osgood Realty Trust 350 submitted an application for a
Certificate of Appropriateness for paint colors at 350-352 Essex Street. George Osgood provided
several paint chips as options.
Mr. Mangifesti stated that he felt Wilmington Tan was the closest to what was originally there according
to the color on the side walls.
Mr. Osgood stated that he preferred Elk Tan.
Mr. Stevens stated that he felt both were okay and noted that he would prefer a two or three color
scheme for at least the front.
Mr. Kasparian stated that he felt both were appropriate. He noted that the shutters are inappropriate and
were not on the building in the 1976 photograph.
Mr. Stevens made a motion to approve Elk Tan 2103 semi-gloss for the sides and to allow the color on
the front to remain until it is repainted. The motion also requires the removal of the shutters within three
years. Mr. Mangifesti seconded the motion, all were in favor and the motion so carried.
18 Washington Square W.
In continuation of a previous meting, Dorothy Harrington, Trustee of Three Corners Realty Trust
submitted an application for a Certificate of Appropriateness to install an A T& T wireless
communication facility on the roof of the Hawthorne Hotel. Peter Cura of Anderson& Kreiger
represented the applicant along with Christopher Tice of A T & T Wireless Services and Edwin Smith of
Commercial Investment Brokerage, who is their site acquisition consultant. New plans and photo
simulations were submitted.
Mr. Cura stated that no matter where they put the chimney, it will make little difference on visibility.
Moving it backward would require that it be taller. Mr. Cura noted that the single antenna in Section B
is able to be reconfigured so that it is within 6" of the side of the building and thereby reducing its
visibility considerably.
Mr. Kasparian felt it was an improvement and asked the color of the antenna.

Mr. Cura stated that it can be painted any color and that they would try to match the brick color.
Mr. Kasparian asked if they investigated other locations.
Mr. Cura stated that height requirements and line of site would make any other location more visible or
not feasible.
Mr. Desrocher asked about multiple smaller antennae between the windows.
Mr. Tice stated that the shutters are sometimes opened and that, in the open position, they would block
the signal.
Ms. Guy noted that the Commission does not have jurisdiction over the antenna, only structures, like the
chimney, which would be used to house the antenna.
Mr. Kasparian felt that the direction of matching the brick paint and the location is reasonable.
Mr. Tice stated that if they try to go from the 8' antenna in the chimney to 4' antennae, it would require
six smaller chimneys.
Mr. Cura stated that they have another option to the chimney which would be to install the antenna into
a flagpole. He provided a copy of a photograph found in the hotel which shows a flagpole on the roof 75
years ago. The plans submitted propose a flagpole which is 26' above the roof lever, 9 3/4" diameter at
the top and 103/4" diameter at the bottom.
Mr. Kasparian asked if it will need to be braced. Mr. Cura replied in the negative.
Mr. Kasparian asked if it can be tapered more at the top or increased in width at the base.
Mr. Mangifesti asked who will maintain the flagpole. Mr. Smith stated that it would be maintained by A
T& T.
Mr. Kasparian asked what it would be made of. Mr. Tice stated that it would be metal.
Mr. Kasparian stated that he felt that the Commission was in favor of the concept, but would need to
know if it could taper more, its material,the color of the ball finial (which is usually gilded), and if the
finial can be elevated(i.e. Floating on a rod), if the flagpole will need to be braced an how it is attached
to the roof. Mr. Kasparian suggested finding a standard flagpole finial.
Mr. Mangifesti made a motion to continue the application. Mr. Desrocher seconded the motion, all were
in favor and the motion so carried.
140 Federal Street
In continuation of a previous meeting, Stacia and Michael Kraft presented an application for a
Certificate of Appropriateness to add lattice to the plywood garage doors and paint white. Ms. Guy
stated that the application has been withdrawn.

Ms. Guy stated that she received a letter from Steve Anezis, requesting an extension on his certificate
dated 3/25/99 for removal of panels and painting at 302 Lafayette Street. Mr. Desrocher made a motion

motion so carried.
Mr. Mangifesti made a motion to approve the minutes of 12/20/00. Mr. Desrocher seconded the motion,

Ms. Guy stated that she received a copy of a letter from Susan Bean complimenting the fence that the
Commission approved at the Bowditch Condominium.

389 Essex Street
Kiley House Condominium submitted an application for a Certificate of Appropriateness to paint and
install shutters that were found in the basement. The color proposed is 2066 Blue to match the front
door.
Debbie Stuart,representing the condominium association, stated that shutters will be put on all windows.
Mr. Karam asked if shutters would be put on the bay window or upper windows. Ms. Stuart replied in
the negative.
Mr. Karam asked if shutters will be installed on the sides. Ms. Stuart replied in the affirmative.
Ms. Stuart noted that she had not gotten approval for the door color.
Mr. Mangifesti stated that he did not feel the door and shutter color was appropriate. He noted that he
has received three calls regarding the door color, which is very blueberry-ish.
Mr. Kasparian stated that blue is not a color typically used on a Victorian.
Mr. Mangifesti stated that a contrast of a darker door with a light body color would be appropriate.
Mr. Kasparian suggested more of a blue-gray color.
Mr. Mangifesti made a motion to approve Van Deusen Blue for the door and the option for either Van
Deusen Blue or Black for the shutters. Mr. Stevens seconded the motion, all were in favor and the
motion so carried.
165 Federal Street
Hilario and Adelaide Cunha presented an application for a Certificate of Appropriateness to remove
exterior asbestos siding and expose original clapboard which will be repaired and painted to match the
rest of the house.
Mr. Cunha stated that they will retain any cornerboards and watertable found underneath. They also
want to remove the awning over the door.
Mr. Karam made a motion to approve the application as submitted and to include the removal of the
awning. Mr. Stevens seconded the motion, all were in favor and the motion so carried.

In continuation of a previous meeting Raymond Young submitted an application for a Certificate of
Appropriateness for the reconstruction of a rear deck of which the railings and pergola had been
continued. The applicant was not present. Ms. Guy stated that the Commission is not able to continue
the application due to the sixty day rule.
Mr. Karam made a motion to deny the railings and pergola without prejudice and to require that the
railings be replaced in kind unless a new railing design is submitted and approved. Mr. Mangifesti
seconded the motion, all were in favor and the motion so carried.
143 Federal Street
Jacqueline Washburn & Stanley Szwartz submitted an application for a Certificate of Appropriateness to
install a 2' x 3' window directly underneath the existing arched window on the rear fagade of the house.
The window would be true divided light to match the 6/6 windows on the house.
Mr. Kasparian stated that the proposed window located in the third floor gable would not be appropriate.
Mr. Karam made a motion to deny the window proposed and to approve the installation of one true
divided light wood window which matches the existing windows on the second floor. Window to be
installed under the center line of the existing '/z round window. The new window head and sill height to
line up with the second floor windows. Mr. Stevens seconded the motion, all were in favor and the
motion so carried.
153 Federal Street
Dale and Glenn Yale presented an application for a Certificate of Appropriateness to replace a fence on
two side lot lines and to install a lamp post and lamp. The fence will be a Universal board fence with
8"x8"pillar posts, painted Stonehenge. The application include a catalog cut of a lamp post as well as
photographs illustrating locations.
Mr. Kasparian asked the height of the fence. Mr. Yale stated that it will be 4-5' high.
Mr. Stevens stated that he preferred it be low enough so that the window is not blocked.
Mr. Yale stated that they want to continue the fence on the westerly side lot line to the sidewalk.
Mr. Kasparian asked if the there will be finials on the fence. Mr. Yale replied in the negative.
Mr. Yale stated that the posts will have a hipped cap.
Mr. Karam made a motion to approve the replacement of a fence on the side lot lines with a Universal
board fence with 8"x8"pillar posts. Fence to be between 4 and 5 feet in height. Westerly lot line fence
to continue to the sidewalk. Fence to be painted Stonehenge. Mr. Mangifesti seconded the motion, all
were in favor and the motion so carried.
Ms. Yale stated that the lamp post will be installed at the corner of the hedge opposite the front door.

Mr. Yale stated that they have not settled on a light fixture, but would be okay with the catalog cut
provided.

approval to Commissioner Stevens. Mr. Mangifesti seconded the motion, all were in favor and the

Other Business
Ms. Guy stated that Joseph Skomurski has requested to extend the deadlines for Certificates dated
11/2/98 and 11/19/98 until 8/1/01 for 78 Washington Sq. E. Mr. Karam made a motion to approve the
request. Mr. Mangifesti seconded the motion, all were in favor and the motion so carried.
Ms. Guy asked if the Commission would allow her to grant extension on non-violation certificates. Mr.
Kasparian stated that Ms. Guy may grant extensions after first sending an e-mail to Commission
members and waiting 24 hours.
Mr. Mangifesti made a motion to the minutes of 5/2/01. Mr. Desrocher seconded the motion, all were in
favor and the motion so carried.
Ms. Guy stated that she and Chairman Kasparian issued a letter of support for the City's grant

Ladies and Gentlemen:
Certificates Issued
During the year July 1, 2000 through June 30,2001,the Salem Historical Commission met regularly
19 times and had 3 site visits during which a quorum was present. In its capacity as Historic District
Commission for 4 local districts,the Commission received 111 applications and filed a total of 114
certificates including:
- 56 Certificates of Appropriateness;
- 2 Certificates of Hardship;
- 46 Certificates of Non-Applicability;
- 5 Waivers of the Demolition Delay Ordinance; and
- 5 Denials for Certificates of Appropriateness.
Certificates issued are provided to the owner of the property, the City Clerk, the Building Inspector
and are kept on file in the Salem Planning Department according to address. A list of all Certificates
issued can be found in the Certified Local Government Annual Report which is on file at the Salem
Planning Department and the Massachusetts Historical Commission. Minutes of all meetings are
also available at the Salem Planning Department.
Commission Members
As of 6/30/01,there are five (5) Commission members and no (0) alternates. Appointed members

ANNUAL REPORT OUTLINE
As required under the Guidelines (Section N,Part A)each CLG shall submit an annual report to
the MHC that documents its activities and adherence to CLG program requirements. The Annual Report
shall cover the period of July 1-June 30. Annual Reports are due at the MHC office by July 31. The
information included in the Annual Report will be used in part to answer the questions listed on
APPFNDIX C- CLC;Evaluation used by MHC in its triennial evaluation of CLG performance.
The following outline requests basic information and statistics regarding CLG activities. The
CLG should not be discouraged from supplying additional materials, highlighting particular activities, or
expressing its concerns about the CLG program from the perspective of the local government.
A. Enforcement of Local Legislation

date of public hearing,or regularly scheduled meeting at which the public had the opportunity
to comment on the nomination.
4. Indicate how the commission obtained professional expertise in the review of nominations
normally evaluated by a professional if such expertise is not represented on the commission.
D. Survey and Inventory of Historic Properties
1. Indicate the number of survey forms produced or updated by the certified local government
commission.
2. Indicate specific geographic areas of the community, individual resources, or themes,which
were targeted for survey work.
3. Indicate if there has been any change in the status of the inventory in terms of its organization,
storage, accessibility,etc.
E. Public Participation
1. Provide list of dates of commission meetings.
2. Provide Open Meeting Taw Compliance Statement(see attached), signed by the Chairperson
of the certified local government commission.
3. Indicate if there has been any change in the accessibility of commission minutes.
4. Provide any new rules,procedures or guidelines adopted by the commission.
F. Funding of CLG Activities
1. Indicate if the certified local government commission received a budget appropriation from
local funds.
2. Indicate whether or not the certified local government applied for and received funding from
the MHC survey and planning grant program.
3. Indicate whether or not the certified local government applied for and received funding from
other public or private grant programs.
