HISCOM - BUDGET, ANNUAL REPORTS FYOOHiscom - Budget, annual reports i SALEM HISTORICAL COMMISSION ANNUAL REPORT JULY 1, 1999 - JUNE 30, 2000 Ladies and Gentlemen: I. Certificates Issued During the year July 1, 1999 through June 30, 2000, the Salem Historical Commission met regularly 20 times and had two site visits during which a quorum was present. In its capacity as Historic District Commission for 4 local districts, the Commission filed: - 70 Certificates of Appropriateness; - 2 Certificates of Hardship; - 54 Certificates of Non-Applicability; - 6 Waivers of the Demolition Delay Ordinance; and - 1 Denials including: - I for a Certificate of Appropriateness; - 0 for a Waiver of the Demolition Delay Ordinance; - 0 for a Certificate of Non-Applicability; - 0 for a Certificate of Hardship; and Certificates issued are provided to the owner of the property, the City Clerk, the Building Inspector and are kept on file in the Salem Planning Department according to address. A list of all Certificates issued can be found in the Certified Local Government Annual Report which is on file at the Salem Planning Department and the Massachusetts Historical Commission. Minutes of all meetings are also available at the Salem Planning Department. II. Commission Members As of 6/30/00, there are six (6) Commission members and no (0) alternates. Appointed members are Lance Kasparian (Chair), Deborah Guinee, Douglas Karam, Richard Stevens (Vice Chair), Douglas Desrocher and Louis Mangifesti. Lance Kasparian was elected Chair of the Commission on July 21, 1999. Helen Sides resigned from the Commission. Her last meeting attended was August 18, 1999. Louis Mangifesti was transferred from alternate to full member on September 9, 1999. Douglas.Kelleher.resigned from the Commission on May 4, 2000. There is currently one member vacancy and two alternate member vacancies. III. Workshops/Seminars Lance Kasparian and Douglas Karam attended Build Boston in November, 1999. Douglas Kelleher attended Historic Massachusetts Inc.'s"When Preservation Hits the Road" in Natick, MA in March, 2000 and "Preserving the Historic Road in America" in Morristown, NJ in April, 2000. He also was the Mass Highway representative for two efforts: "Cape and the Islands Rural Roads Initiative (Cape Cod, Martha's Vineyard & Nantucket) and"Commissioner Matthew J. Amorello's Task Force on Road in Historic and Rural Areas". IV. Preservation Awards On the evening of Thursday, May 18, 2000, the Salem Historical Commission presented its 2000 Preservation Awards at the Historic Salem, Inc. Annual Meeting being held at the Hamilton Hall. The 2000 Award recipients from within the local historic districts are: • 155-157 Federal St. —Raymond and Martha Jarnis Buso & Shelby Hypes • 6 Cambridge St. —John& Judy Wang Bedell • 392 Essex St. —James & Claire Bailey • 47 Ocean Ave.- Andrew Michaels Spa & Salon • 29 Chestnut St. —Louis J., III and Jill Wannemacher The 2000 Award recipients from outside the Salem historic districts are: • 5 Orchard St. —Thomas, Monica&Hilda Thompson • 1 Pleasant St. —Landry &Arcari • St. Nicholas Russian Orthodox Church (utilized Massachusetts Preservation Project Funds) • 38 Walter St. —Bernice Boyle and Maria Richard • 14 Union St. —Penelope Anne Norris V. Other Activities The Commission issued letters of support for an application being submitted by the Cities of Salem and Peabody for a Coastal Zone Management grant. Letters of support were also issued for an application to the MA Architectural Access Board for a variance at the Andrew Michael Salon and Day Spa at 47 Ocean Avenue and for MPPF grant applications for Historic Salem, Inc., for the Immaculate Conception and for Old Town Hall. The Salem Diner was listed to the National Register of Historic Places as part of the Diners of American Multiple Property Submission. The Commission provided review and comment on projects not within historic districts including the redevelopment of the Parker Brothers site, the Peabody Museum expansion and the fire station at 142 North Street. Present were Chairman Kasparian,Messrs.,Desrocher,Mangifesti and Karam and Ms. Guy. 41 Chestnut Street hi continuation of a previous meeting,Richard Jagolta and Kersten Lanes presented an application for a Certificate of Appropriateness for a back yard gate. Mr. Jagolta provided a scale drawing. Mr. Jagolta stated that he and his neighbor do not want to see the new fence painted so they have proposed to put paint on the posts and arch of the gate and leave the rest natural. This will tie the gate to the white trim of the house. Mr. Mangifesti asked if the wood of the gate will duplicate the fence. Mr. Jagolta replied in the affirmative. Mr.Desrocher made a motion to approve the gate as submitted. Mr. Karam seconded the motion, all were in favor and the motion so carried. 17 Yz River Street Frederick C. Biebesheimer IV presented an application for a Certificate of Appropriateness to replace a dormer with a skylight and as Option 2,an application for a Certificate of Non-applicability to install a skylight that is non-visible from the public way. Also present was Lisa Biebesheimer. Mr. Biebesheimer stated that the dormer is not visible from River Street but is visible from Andover Street. Mr. Kasparian stated that there are two issues,whether the dormer is significant enough to retain and whether the proposed skylight placement will read as traditional. Mr. Karam asked if this is the only dormer on the house. Ms. Biebesheimer replied in the affirmative. Mr. Kasparian stated that the application will need all four votes in approval since there is only a minimum quorum. Mr. Kasparian stated that he could take the approach that it is a significant little feature because it is there. Mr. Kasparian asked if the applicants would consider keeping the dormer. Mr. Karam stated that he did not see anything significant about it. Mr. Kasparian stated that the size of the proposed skylight is larger than traditional. Mr.Karam was in agreement. Mr. Kasparian stated that he would support a 2'x 3' skylight. Mr. Biebesheimer stated that he could change it to the model 104 which is 20'/z by 37 3/16. Mr. Kasparian stated that it would have to be located up at the ridge and not in the middle of the slope,but within 1 foot of the top. Mr. Desrocher made a motion to approve the replacement of the existing dormer with a Velux skylight model 104(20 '/z x 37 3/16' conditional that the top of the skylight be placed no more than one foot from the ridge and centered on the dormer opening. He stated that he had no problem with the colors,but had doubts about the off-white and white combination. Mr.Kelleher felt the trim color may emphasize the vinyl. Mr.Kelleher suggested using the off-white color with the porch and cornice. Mr.Kasparian asked if she would consider painting the trim all white. Ms. Pantelakis stated that she could,but felt the off- white would look better. Jessica Herbert represented the applicant. Mr.Kasparian stated that there was a site visit on Saturday. They looked at the additional windows and the balcony areas and the general opinion was that the windows would be appropriate. There was some question on the decks and there was a suggestion to have a common balcony. Mr.Karam stated that he drove by and felt that it was not appropriate to have two bump-on decks. Ms.Herbert stated that she felt they could put a balustrade on the one story addition to make a common deck. She provided photographs of 5 Flint Street showing a fence dividing a yard as well as other photographs of work examples in the neighborhood. They will use a 2 x 2 newel post. A photograph of a French door was provided. Mr.Kasparian stated that a conceptual proposal has been submitted without any details and that a detail would be needed to provided approval. Ms.Herbert stated that they will not have to change the two windows to doors if they put a balustrade on the addition. Mr. Kasparian was concerned how the project will tie into the existing cornice. Mr. Stevens stated that they could do clapboards with scuppers so it wouldn't stand out as much. Mr. Karam stated that he liked that it doesn't add more mass to the building and creates a feature rather than a bump. Mr.Kelleher stated that the proposed door is metal on the fust floor addition. Ms. Herbert stated that she would like to get approval to change a window to a door,for the 6 panel door as installed and to add a window to the right of the door using the window that was removed. Mr. Kelleher stated that he is not in favor of the metal door. Mr. Kelleher made a motion to approve the window installation and to replace the installed metal door with a 6 panel wood door. Mr. Karam seconded the motion,all were in favor and the motion so carried. Ms.Herbert withdrew the lattice and the second and third floor decks from the application. Mr.Kelleher made a motion to continue extending the first floor deck near the sidewalk and the installation of a first floor deck near the addition as has been completed,to install a balustrade around the first floor addition roof and to install a balustrade at the ground level deck. Mr. Stevens seconded the motion,all were in favor and the motion so carried. 34 Warren Street The First Spiritualist Church of Salem submitted an application for a Certificate of Hardship to replace a slate roof with either asphalt or imitation slate shingles. Brad Gosselin and Jan Driscoll represented the applicant. Mr. Gosselin stated that he would prefer the imitation slate. He provided cost estimates from J.B.Kidney indicating slate would be$18,000 and G.A.F. slateline shingles would be$8000, from Shea roof indicating that imitation slate would be $11,345 and from C. Smith and Sons indicating that slate would be$22,700. A sample of imitation slate from Majestick Skylines was provided. Mr.Gosselin stated that the existing nails are rusted and failing and are making the slate crumble. October 20, 1999, Page 3 Mr.Kasparian read the condition of the roof provided by J.B.Kidney. Mr.Kelleher stated that based on the Commission's experience with J. B.Kidney,he was confident of their assessment. Mr. Kelleher stated that he was intrigued by the sample but would like to see if on a roof. Mr. Gosselin stated that they are a 49 member church. Mr.Kasparian stated that the Commission could approve asphalt shingles now and could continue the imitation slate in order for the applicant to provide locations where it has been used. Mr. Karam stated that"modified slate"may be a better option. Mr.Karam felt the proposed imitation would look very uniform. Mr.Desrocher questioned if the proposed imitation slate will bleach out. Mr.Kelleher made a motion to approve a Certificate of Hardship for black or dark gray,architectural style, and to continue the application for artificial slate. Mr.Imm provided a clapboard sample with samples of the actual vents painted the body color. Mr. Imm stated that he intends to put two or three vents at the cornice per the sample. Mr.Kelleher made a motion to approve the installation of two or three vents per specification submitted in location noted in photographs. Vents to be painted body color. Joyce Wallace, 172 Federal Street,stated that she was in full support of the application. Also submitted was an application for a Certificate of Non-applicability to install an exhaust vent on the rear wall of the kitchen to vent above the stove to be located in the location of the hole in the wall shown in the picture. It would be constructed with bricks matching part of the front step and walkway. Drawings and photographs were provided. Mr. Williamson stated that,at some time,the fence is going to be replaced. Mr.Karam asked if the top elevation of the raised bed will be just under the landing of the porch. Mr. Williamson replied in the affirmative and stated that it returns inside the fence. The options provided on the application were clapboards either gray#1607 or#1622,white trim and shutters either Black Forest Green#46 or Black#80. Mr.Cataldo stated that they would prefer the clapboards to be#1607 body with shutters and door Black#80. The wood storm door will stay natural and the fence stays white. Ms. Guy read a letter from Denise Sullivan of the Salem Planning Department withdrawing the City's application for the lights and noting that the City is looking into repair or in kind replacement of the light fixtures. Mr. Stevens stated that he felt the bulbs are an issue. Mr. Kasparian suggested requesting that the City,as a courtesy, advise the Commission on any proposed changes in light bulbs. Alan Hanscom, 82 Washington Square East, stated that he has looked into the fixtures on Beacon Hill. They may be slightly larger but appear sturdier. 7 Hamilton Street Raymond Young presented an application for a Certificate of Appropriateness to remove two windows on the left side of the building,to change the color of the front and back doors and to change the shutter color. Mr. Young stated that the house did not have the windows when it was first built. Mr.Mangifesti stated that he felt the removal will balance out the wall. Pam Jendrysik, 3 Hamilton Street, stated that she and her husband were concerned of there being a big barren space and have asked Mr. Young to plant a tree. Mr. Kelleher stated that an alternative to window removal would be to close up the existing with shutters. Mr. Kasparian stated that the windows appear to be later additions. Mr.Young stated that the doors are black and he wants to change them to Essex Green and that the shutters are April 5, 2000, Page 2 black and he wants to change them to Charcoal Slate. Mr.Kasparian preferred the shutters and doors to match in color. Mr.Kelleher agreed that there should be a consistent color scheme. Mr.Young stated that the sidelights will stay white. Mr. Stevens suggested the green color of the Duda's home on Carpenter Street. Mr. Kelleher made a motion to approve Essex Green for the doors and shutters and for the entire removal (frames included)of the windows requested to be filled in with siding match existing. Ms. Guy noted that the owner can also repaint the doors and shutters in black. 242 Lafayette St. Lucien&Edwina Labonte submitted an application for a Certificate of Appropriateness to reroof in charcoal/slate,remove a skylight and install a ridge vent. Mr.Labonte stated that he is withdrawing the ridge vent and would instead,at his contractor's suggestion,put in gable vents and a roof mounted power vent in the location where the skylight is being removed. Sketches and a catalog cut were provided. Mr. Stevens asked if the gable vents would be custom made wood. Mr. Labonte replied in the affirmative. Mr.Kelleher asked the size of the power vent. Mr.Labonte stated that it will be the largest one (Master Flow PR3 XD). Mr. Labonte stated that the asphalt roof shingle selected is Harvard Slate and provided a sample of the color. Mr.Desrocher seconded the motion, all were in favor and the motion so carried. 361 Essex Street Timothy and Alice Clarke submitted an application for a Certificate of Appropriateness to the installation of four wood flower boxes,4'1/2"long, 10"wide, 10 '/z"high,with one raised panel painted black. Mr. Clark provided a sketch and stated that they want to go to two raised panels on the face. The length of the box lines up with the length of the sill and they will be located on the four first floor, front windows. There will be a hidden bracket. Mr.Kelleher made a motion to approve the application as submitted. Mr. Desrocher seconded the motion, all were in favor and the motion so carried. 165 Federal Street Hilario Cunha and Adelaide Quaresma submitted an application for a Certificate of Non-Applicability to repair or replace trim and siding in kind. April 5, 2000, Page 3 Mr. Stevens asked if the siding was asbestos. Mr. Cunha replied in the affirmative. Mr. Stevens made a motion to approve the application for trim repair/replacement as submitted. Mr.Desrocher seconded the motion, all were in favor and the motion so carried. The owners also submitted an application for a Certificate of Appropriateness for paint colors(body: Sheepskin, trim: Sierra Vista and doors: Brigade),to replace window sashes,to reinstall a second means of egress on the second floor and to replace and alter a back yard fence. Mr.Cunha stated that the storm doors will remain but will be replaced with full glass. The house cornice and frame of the windows will be in the trim color and the sash will be white. Mr. Kelleher made a motion to approve the paint as submitted. Mr. Desrocher seconded the motion. Mr.Kasparian suggested using white trim. Mr. Kelleher suggested painting the windows in the trim or door color. Mr.Kasparian felt the door frames should be white and the body be Sierra Vista. Mr. Desrocher removed his second. Mr. Kelleher amended his motion to approve Sierra Vista for the body, Brigade for the doors and trim and windows to be Linen White or similar off-white. Mr. Mangifesti seconded the motion, all were in favor and the motion so carried. Mr. Cunha provided a sample of the existing and proposed window and noted that the proposed has an exterior energy panel that is 6 over 6. The windows as noted in the application will be replaced. Mr. Stevens made a motion to approve the window replacement with Brosco replacement sash with energy panel. Mr.Mangifesti seconded the motion, all were in favor and the motion so carried. Mr. Cunha noted that there was once a second egress on the house as noted in a plan of land of 1925. They would like to restore the egress with the steps hugging the back side of the house rather than straight down. Mr. Cunha stated that while working on the interior,they found a door under the sheet rock which led out to the previous egress. The staircase will be painted the trim color,with the treads unpainted. Balusters will be I" square, 3 ''/s" on center. Mr. Stevens felt the staircase will not be visible. Mr.Kelleher suggested no exceeding 2" in baluster spacing. Mr.Kasparian asked the size of the posts. Mr. Cunha stated that they will be 4 x 4 cased in pine and capped. The staircase will have a solid wood handrail with beveled sides and the door will be solid wood,true divided light with glass. Mr.Kelleher made a motion to approve the second egress as submitted. Mr. Mangifesti seconded the motion,all were in favor and the motion so carried. Mr.Cunha stated that they want to remove the chain link fence. The new fence will be a 6' cedar Shadow Box fence in location noted in the application. It will remain natural or could be solid white stain. Mr.Kasparian stated that he preferred a more traditional fence with pickets on one side rather than shadow box. Mr. Kelleher seconded the motion, all were in favor and the motion so carried. 136 Federal Street In continuation of a previous meeting,Eastern Mass Housing submitted an application for a Certificate of Appropriateness to replace forty windows with wood, double glaze, energy efficient, replacement windows. The applicants were not present. Mr.Kelleher made a motion to continue the windows to the next meeting. Mr. Stevens seconded the motion,all were in favor and the motion so carried. 128-130 Federal Street Deborah Wetmore submitted an application for a Certificate of Appropriateness to install a wrought iron handrail on both sides of the front entrance. A new sketch was submitted. Neither the applicant nor her representative were present. Mr.Kasparian stated that he met with the applicant's representative and that there will not be any pickets,the posts will be I"with a 1 %"x''/S"flat top with one post on the bottom step and one post on the top step. Mr. Kelleher made a motion to approve the handrails as submitted. Ms. Guy noted that the applicant had installed stakes to indicate the height and footprint of the structure and that Commission members had been asked to go by to verify non-visibility.
