HISCOM - BUDGET, ANNUAL REPORTS FY99 Hiscom - Budget, annual reports _ I I � � r SALEM HISTORICAL COMMISSION ANNUAL REPORT JULY 1, 1998 - JUNE -30, 1999 Ladies and Gentlemen: L Certificates Issued During the year July 1, 1998 through June 30, 1999, the Salem Historical Commission met regularly 23 times and had five site visits during which a quorum was present. In its capacity as Historic District Commission for 4 local districts, the Commission filed: - 79 Certificates of Appropriateness; - 0 Certificates of Hardship; - 89 Certificates of Non-Applicability; - 2 Waivers of the Demolition Delay Ordinance; and - 8 Denials including: - 5 for a Certificate of Appropriateness; - 0 for a Waiver of the Demolition Delay Ordinance; - 2 for a Certificate of Non-Applicability; I for a Certificate of Hardship; and - 1 Preliminary denial for a Waiver of the Demolition Delay Ordinance. Certificates issued are provided to the owner of the property, the City Clerk, the Building Inspector and are kept on file in the Salem Planning Department according to address. A list of all Certificates issued can be found in the Certified Local Government Annual Report which is on file at the Salem Planning Department and the Massachusetts Historical Commission. Minutes of all meetings are also available at the Salem Planning Department. H. Commission Members As of 6/30/99, there are six (7) Commission members and one (1) alternate. Appointed members are Helen Sides, Chair; Douglas Kelleher; Vice Chair; Lance Kasparian, Deborah Guinee, Douglas Karam, Richard Stevens, Douglas Desrocher and Louis Mangifesti. Douglas Desrocher was appointed to the Commission on March 11, 1999 as a full member replacing Robert Jellison who resigned from the Commission in January, 1999. Louis Mangifesti was appointed to the Commission on May 13, 1999 as an alternate member. He fills the vacancy left by Kathleen Maark who stopped attending meetings in April, 1997. There is currently one alternate member vacancy. M. Workshops/Seminars Helen Sides and Douglas Karam attended Build Boston in November, 1998. Douglas Kelleher attended MHC's "Making Connections" Conference, Sept. 25, 1998. IV. Preservation Awards On the evening of Thursday, May 20 1999,the Salem Historical Commission presented its 1999 Preservation Awards at the Historic Salem, Inc. Annual Meeting held at the National Park Service Visitor's Center. The recipients from local historic districts were: • 144-146 Federal Street, (Robert Ouellette & Michaeline LaRoche) Excellence in Restoration • 7 Carpenter Street, (James Nicholson& Bart Bussink) Excellence in Renovation • 24 1/2 Winter Street, (Paul & Sasha Durand) Excellence in Fence Construction • 19 Flint Street, (Gary & Barbara Wuertz) Excellence in Restoration • 4 Carpenter Street (Cynthia Duda) Excellence in Restoration • 337 Essex St. (Salem Athenaeum) —Preservation Award for Preservation and Maintenance (roof replacement) (the project utilized Massachusetts Preservation Project Funds matching grant funding) Honorable Mention Awards: • 53 Summer Street (Dolores Nangle), Exterior Rehabilitation From outside local historic districts, the recipients are: • 8 Forrester St. (Michael & Michelle Parr) Preservation Award for Painting (the project utilized funds provided by the Salem Planning Department's Housing Rehabilitation Program which is funded by the Community Development Block Grant) • 49 Ocean Ave (Jean Townsend) Preservation Award for Painting • 23 Summer St. (Walter and the late Joyce Cook) Exterior Renovations Honorable Mention Awards: • 51-53 Washington Sq. (Ellen Dixey)Excellence in Restoration • 32 Forrester Street (Larry & Diane Sinclair) Preservation Award for Painting V. Other Activities The Commission issued letters of support for an application by the Salem Planning Department for a Massachusetts Preservation Projects Fund (MPPF) grant for the restoration of the windows at City Hall, for an application by the Saint Nicholas Russian Orthodox Church for a MPPF grant, for Historic Salem, Inc.'s MPPF grant application for a pre- development study of the Bowditch House and an Essex National Heritage Area grant application by the North River Historic Neighborhood Association to undertake a National Register nomination for the Bridge Street neck area. The Commission approved a plan for handicapped access to the Salem Post Office and continues to remain an interested party in the expansion of the Peabody Essex Museum, the MBTA garage design and the Salem Beverly Transportation Project. The Commission reviewed and commented on plans for improvements to the Carlton, Witchcraft Heights and Salem High Schools and for construction of the new K-8 school. The Commission commented positively on the proposed painting of the marketplace stalls being done through the Market and Tourist Commission. This report was completed by Jane A. Present were Chairman Sides, Messrs., Desrocher, Stevens and Kasparian and Ms. Guy. Also present was new alternate member Louis Mangifesti. Mr. Kelleher, Mr. Karam and Ms. Guinee arrived later in the meeting. 6 Andover St. Jeffrey Nicholas and Kerry Rourke presented an application for a Certificate of Appropriateness for paint colors at their home at 6 Andover St. The colors will be per the paint chips attached to the application (trim 4954,siding gold per chip, door—Country Redwood. Ms. Rourke stated that they are changing the trim from pure white to off white,that the gold body is similar to what is presently there and that they are changing the door color form black to rust. Mr.Nicholas stated that they also want to remove the plastic shutters. Mr. Kelleherjoined the meeting at this time. Chairman Sides asked about the color of the window sash. Mr. Kasparian noted that it is black in the photo. Ms. Rourke stated that it will probably be the off white. John Carr, 7 River Street, stated that he was in favor of the paint colors and shutter removal and suggested that the owners remove the accretion on the front door which obstructs the view of the beautiful center entrance. Ms. Rourke stated that they will not be removing it for another year and will be painting it for now. Ms. Guinee joined the meeting at this time. Mr. Kelleher suggested giving the option of painting the sash the door color. Mr. Kasparian stated that both were appropriate but that he preferred the creme. Mr. Kelleher made a motion to approve the application as submitted with the option to paint the sash either the trim or door color. Mr. Kasparian seconded the motion,all were in favor and the motion so carried. Mr. Karam abstained from voting. 49 Summer Street Teji and Patricia Samra presented an application for a Certificate of Appropriateness for paint colors and to replace a rear downspout and window caulking. The body will be Tradition Ivory and the trim will be white. Mr. Samra stated that the windows will be the trim color and that they want to change the body from the proposed color of Tradition Ivory to Western Reserve Beige. The fence will stay the same and the door will stay green. Mr. Kelleher made a motion to approve the paint colors. Mr. Kasparian seconded the motion, all were in favor and the motion so carried. Mr. Mangifesti abstained from voting. Mr. Samra asked if they could replace the wood downspout with aluminum. Mr. Kasparian asked the visibility. Mr. Samra stated that the top can be seen from Broad Street. May 19, 1999, Page 2 Mr.Kelleher made a motion to approve the repair of window caulking and replacement of the rear wood downspout with wood or aluminum. Mr. Kasparian seconded the motion, all were in favor and the motion so carried. Mr. Mangifesti abstained from voting. 23 Warren Street James and Paula Gaull presented an application for a Certificate of Appropriateness to construct a wood fence along the back perimeter of the property. The fence will be approximately 8' high (noting that their land is 24" below the abutting neighbors) and will match the height of the existing fence. The fence will be approximately 8'8" at its highest point, but the land slopes and it will be about 18" shorter than that at its lowest point. Height will be approximately 6'8" from Broad Street neighbor's lot. Ms. Gaull stated that they have now decided to drop the fence about P because it will look too tall. Therefore, it will step down from the other fence approximately 1'. Tom Pelletier, 42 Broad Street, stated that he would like to continue the proposed fence across 19 Warren and 42 Broad. William O'Neil, 19 Warren, was in agreement. Ms. Guy stated that the two owners will need to apply so that there is proper abutter notification. Mr. Karam made a motion to approve the application as submitted with the amendment that the fence drop down approximately P from what was proposed. Mr. Kelleher seconded the motion, all were in favor and the motion so carried. Mr. Mangifesti abstained from voting. 35 Flint Street The Bowditch Condominium Association submitted an application for a Certificate of Appropriateness to replace a wrought iron gate on the left side of the building and to add gates at the end of Fowler Street on the condo property line. Drawings were submitted. David Jaquith represented the condominium association. Mr.Jaquith stated that the reason for the Fowler Street gates is due to the city plowing on the grass last winter and people cutting through the property. The fence/gate will go from the dumpster to the comer of the house. There will be a knox box for the gate for the Fire Department. Both sides will have the good side and it will be stained to match the other. The second gate is by 33 Broad Street and will match the lower stair rail. Mr. Kasparian suggested capping the bollards with a pressed steel or cast iron shallow dome rather than just see a concrete cap cut off pipe. Verna Friedman, 35 Flint Street, stated that she was in favor of the application. Mr. Kelleher made a motion to approve the application as submitted with the bollards to have pressed steel or cast iron shallow dome caps. Mr. Kasparian seconded the motion, all were in favor and the motion so carried. Mr. Mangifesti abstained from voting. 25 Warren Street Francis and Elizabeth Chafe presented an application for a Certificate of Appropriateness to install a 6' fence across one half of the driveway and around partial side and back of property. The gateway door to be hung on a trellis and car gate installed. Fence to be universal board with colonial caps on posts to match existing fence. Color to be the same(gray)as existing fence. The application is also to paint the house gray and shutters black, repair/replace rotting or damaged woodwork on house, fence,post caps and stairs, remove antennas from roof,affix window boxes to front and side of house and remove tar in backyard and installing a brick walkway along the driveway. May 19, 1999, Page 3 Ms. Guy stated that the antenna removal and paving materials are not within the Commission's jurisdiction. Mr. Kelleher questioned if they were painting the synthetic siding. Ms. Chafe replied in the affirmative and noted that they are not ready to remove it and that it has oxidized. Ms. Chafe stated that the shutters will be black and that the new fence across the driveway will have a removable fence panel for the winter in order to recreate the two car spaces. The fence will go between the second and third windows from the fence post to a new post at the house. They propose to replace the lot line fence with fence of same design as new driveway fence with second section from street side lot line to have combination taper and first section to be lower height curved board so as to utilize existing post at street. The door will be China Aster. They won't touch the window sash at this time. Paula Gaull, 23 Warren Street, stated that she was in favor of the application. Ms. Chafe stated that windows boxes will be installed on all first floor windows. Mr. Karam made a motion to approve the paint color and repairs. Mr. Kasparian seconded the motion, all were in favor and the motion so carried. Mr. Mangifesti abstained from voting. Ms. Chafe stated that the new fence will be curved board capped fence, 6' tall at its highest point, 13' across with a 3' gate and a 1-` panel and three posts. The panel will have one scallop. The gate will have a reversed scallop. Chairman Sides stated that she preferred the gate have no scallop. Mr. Karam noted that it is a fixed section of fence that is removable. Ms.Chafe stated that the lot line fence will be 6' and the front two panels at the driveway will slope to the front post which is remaining. Mr. Kelleher felt that all the 6' fencing should be the same, all scalloped. Ms. Chafe stated that the second panel from the street will be a combination taper as a transition. The fencing will have colonial caps, be unpainted and will go all along the back of the property. Mr. Karam felt the fence portion of the application was extremely confusing without a drawing. Chairman Sides preferred the fence be painted or have a solid stain. Mr. Kasparian was in agreement. Ms. Chafe stated that she was willing to have it painted and provided a paint chip(Cornerstone)to paint the fencing and window boxes. Mr. Karam made a motion to approve a scalloped fence per the sketch with the whole fence stained Cornerstone. Mr. Kelleher seconded the motion, all were in favor and the motion so carried. Mr. Mangifesti abstained from voting. Ms. Chafe stated that the window boxes will be on the front windows;the first two windows on the driveway side and the two windows on the other side. Mr. Mangifesti abstained from voting. 21 Chestnut Street Bruce and Maura Ksander presented an application for a Certificate of Appropriateness to place an air conditioning May 19, 1999, Page 4 unit on the roof and to restore the roof balustrade which was removed in the 1960's. The air conditioning unit will be a Carrier model number 38 TRA which is 40"high, 35"wide and 30"deep. It will be painted black and placed within one foot of the fire wall to block the view of the unit from the west. The balustrade will further hide the view of the unit. Mr. Ksander provided an historic photograph of the balustrade and a sample of a recovered baluster found in the attic. The request approval to proceed with the unit installation contingent upon balustrade installation to follow. Mr.Ksander stated that they could make the balustrade higher. Mr. Kelleher preferred the balustrade be replicated as per existing photograph and sample. Mr. Karam suggested using two smaller units instead of one larger air conditioning unit. Mr. Kasparian felt the applicant should come back with details on the balustrade. Mr.Ksander stated that the unit will be located one foot from the firewall and toward the center of the roof. He stated that he could put up a rod to mark the height for the next meeting. Mr. Karam made a motion to continue the application. Mr. Kelleher seconded the motion, all were in favor and the motion so carried. Mr. Mangifesti abstained from voting. 13 Chestnut Street Paul & Patricia Zaido submitted an application for a Certificate of Non-applicability to reduce the size of a rear window. Ms. Guy stated that the window can be seen from Cambridge Street and the applicants have filed for Appropriateness for the next meeting. Mr. Stevens made a motion to deny the application. Mr. Karam seconded the motion, all were in favor and the motion so carried. Mr. Mangifesti abstained from voting. 149 Federal Street Joseph Archambault was present to request that his Certificate of Appropriateness be amended for his fence so that the gap can be 3/8"instead of 2"and therefore he would not have to take every picket off. Kelleher and Karam and Ms. Guinee and Ms. Guy. 302 Lafayette Street 302 Lafayette Street Salem Realty Trust, Steve Anezis Trustee, presented an application for a Certificate of Appropriateness to paint the doors, shutters, deck slates, rails and pillars in Rushmore and to remove the plywood that covers the railings and slats. Chairman Sides asked what was underneath the plywood. Mr. Anezis replied that the slats under the porch should be the same as what is visible on the side. Ms. Guy provided a Building Survey form which showed what was previously existing. Chairman Sides asked if the shutters were vinyl and would be able to hold paint. Chairman Sides suggested that the white stay white rather than introduce a second clolor on the porch. Mr. Karam was in agreeement. Chairman Sides stated that the base of the porch and shutters could be black or Essex Green and the door could stay white or be black or Essex Green Mr. Anezis asked if he could keep the porch decking in grey. Chairman Sides replied in the affirmative. David Goggin, 300 Lafayette Street, stated that he was in support of the application. Mr. Perkins stated that the interior floor space will improve without the chimney. Mr. Kelleher stated that not rebuilding the chimney is a small sacrifice to see the building rehabbed. Mr. Kasparian entered later in the meeting. 110 Derbv Street The House of Seven Gables,through the Hawthorne Hotel,submitted an application for a Certificate of Appropriateness for sign installation at 110 Derby Street. The wooden sign will be attached to the building above the entrance door on Derby Street with a black iron bracket. Drawings were provided. Peter Grenier, representing the Hawthorne Hotel, brought in a sample of the sign material. Mr. Stevens made a motion to approve the application as submitted. Mr. Kelleher seconded the motion,all were in favor and the motion so carried. 28 Beckford Street Richard and Jane Stauffer presented an application for a Certificate of Appropriateness to replace gutters and relocate downspouts at their home at 23 Beckford Street. The body color#1 will be K4,the body color#2 (birdtail shingles on top front elevation)will be K5,the trim color 43 will be K35,the stairs color#4 will be L 17,the doors color 5 will be K16 and the brick will be natural if possible or will be color(MIO?)to approximate the natural brick color. Storms, screens and screen doors will be white. Drawings showing color placement and staircase location were provided. Ms. Morgan stated that the brick is presently painted,that some has peeled and that some won't come off. She would like to change the color proposed in the application from the brick color to color 44 for the foundation. For the doors, she would like to redo the oak and apply clear polyurethane or else go with color 95. Aluminum storms and sash will be painted white. Chairman Sides suggested have the painted remove what he can on the foundation and leave what he can't to eventually wear off. Mr. Kasparian stated that he was not sure the mauve tones relate to the state because they are all kind of middle tones. Ms. Morgan noted that the sun will lighten the tones in a year. She would like to change the color proposed in the application for the stairs for the risers to be in the trim color#and the treads in Dillweed. Ms. Morgan stated that planned on requesting a change in stair configuration in the future. Charles Galvin,5 Warren Street, stated that the colors were fine. . Chairman Sides did not feel it was significant because of the existing stairs. Mr. Karam stated that Mr. Kasparian's point is to question elaborating more on what shouldn't be there. Mr. Kasparian stated that it is a later addition that is not sympathetic and that he would not want to add to it. Ms. Morgan stated that it won't be seen. Chairman Sides stated that if it is not visible, it is mute,and suggested a site visit. Mr. Ouellette stated that the first floor windows are too far gone and also need replacement.Chairman Sides asked if they will be the Brosco true divided light units with storm panels. Mr.Ouellette replied in the affirmative,that they will be the same units as approved for the second and third floor. Mr. Ouellette stated that the door will be Essex Green and that he may apply for shutters later. The body will be Dorset Gold and the trim, including the windows,will be Navajo White. Chairman Sides asked if the palladian window will be true divided light. Mr.Ouellette stated that it will be Anderson unless he finds something else comparable. Chairman Sides stated that, if it is visible, it would need to be true divided light,and that the Commission should confirm its visibility. Chairman Sides asked when the bump out was added. Mr. Ouellette believed it was in the 1920's. Frances Clifford, 142 Federal Street, stated that the applicants are doing a marvelous job and that she supports their application. Mr. Kelleher seconded the motion,all were in favor and the motion so carried. 25 Warren Street Frank and Beth Chafe presented an application for a Certificate of Appropriateness to build a free standing, flat stone, retaining wall to use as a garden bed along the length of the house. The wall will be 33' x I' x I'. A sample photograph was provided. Ms. Chafe stated that the wall will be 2' in width in the back and will come about I"above the basement windows. They will drop down the gutter to minimize its visibility. Paula Gaull,23 Warren Street,stated that she was in support of the application. Salem Post Office Andrew Stein and William Moncrief of the United States Postal Service(USPS)and Swapan Roy and Partha Biswas of Stellar Corporation were present to discuss the handicapped access design for the Salem Post Office. Mr. Stein stated that the new design preferred by the Commission could undermine the roots of the tree and may require road excavation,thereby pushing out the project a year. The transformer may have to be moved,the City would have to create a curb cut and the project cost would likely increase by 30%. Chairman Sides felt it was still a better alternative than putting a ramp on the front of an historic building. Mr. Karam felt that more people,able and disabled,will use the ramp from the side and that able will not use the ramp if on the front. Mr. Roy stated that 17' feet of extra ramping will cause additional hardship on person in a wheelchair. Mr. Kasparian stated that in the front,the person in a wheelchair would also have to go across the street and through two curb cuts. Chairman Sides suggested that the USPS have an arborist look at the tree. Mr. Kasparian stated that there may be a way to use fill to create a terrace which could eliminate some portion of the ramp and save the tree. Mr. Kasparian noted that the Salem Post Office is the biggest,most architecturally significant civic building in the city. 7 Carpenter Street In continuation of a previous meeting,James Nicholson and Bart Bussink submitted an application for a Certificate of Appropriateness for door alterations and paint color. The applicant was not present. Mr. Kelleher made a motion to continue the application.
