SALEM HISTORICAL COMMISSION ANNUAL REPORT JULY 1, 1996 - JUNE 30, 1997 Ladies and Gentlemen: I. Certificates Issued i During the year July 1, 1996 through June 30, 1997,the Salem Historical Commission met regularly 17 times and had one site visit during which a quorum was present. In its capacity as Historic District Commission for 4 local districts, the Commission filed: - 43 Certificates of Appropriateness; - 1 Certificates of Hardship; - 65 Certificates of Non-Applicability; - 2 Waivers of the Demolition Delay Ordinance; and - 1 denials including: - 0 for a Certificate of Appropriateness; - 1 for a Waiver of the Demolition Delay Ordinance; - 0 for a Certificate of Non-Applicability; and - 0 for a Certificate of Hardship. Certificates issued are provided to the owner of the property, the City Clerk, the Building Inspector and are kept on file in the Salem Planning Department according to address. A list of all Certificates issued can be found in the Certified Local Government Annual Report which is on file at the Salem Planning Department and the Massachusetts Historical Commission. Minutes of all meetings are also available at the Salem Planning Department. II: Commission Members As of 6/30/97, there are six (6) Commission members and one (1) alternate. Appointed members are Helen Sides, Chair; John Carr,Jr.,Vice Chair; Walter Cook; Douglas Kelleher; Lance Kasparian, Robert Jellison and alternate Kathleen Marck.. Russell Salem resigned from the Commission in 1996. The last meeting he attended was June 5, 1996. Richard Oedel resigned from the Commission at the close of the October 16, 1995 meeting. III. Workshops/Seminars Chairman Sides was a panelist at the 1996 Preservation Leadership Conference,Preservation by Design, Historic Massachusetts, Inc.,Newburyport, October, 1996. Douglas Kelleher attended: the 1996 Preservation Leadership Conference, Preservation by Design, Historic Massachusetts, Inc., Newburyport, October, 1996; the Old House Fair, Boston Preservation Alliance, February, 1997; the Preservation Consultants Workshop, Massachusetts Historical Commission,May, 1997; and Issues in Federal Cultural Resource Compliance. Lance Kasparian attended the National Park Service Windows Conference, February, 1997. IV. Grants Through the 1996 Survey and Planning Grant Program,the City has engaged the services of a consultant to produce 267 survey forms (266 Building B forms, and 1 Parks and Landscapes H Form) including properties on Ames, Andover, Beckford, Bridge, Broad, Cambridge, Carpenter, Chestnut, Cross,Essex, Federal, Flint, Fowler, Hamilton, Hathorne, Hubon, Lafayette, Lemon, Lynn, Mall, Monroe, N. Pine, Oliver, River, Saunders, Skerry, Smith, S. Pine, Summer, Thorndike, Williams, Winthrop and Warren Streets as well as properties on Botts Court, Federal Ct., Dalton Parkway, Lemon Street Court, March Street Court, Summit Avenue, Washington Sq. East, Washington Square North, Washington Sq. South,Washington Sq. West and Woodbury Court. The Form H was for the Salem Common on Washington Square. V. Rules, Procedures, Guidelines The Commission reviewed and amended sections of its guidelines including: Parking Solutions; and Porches & Steps. Other guidelines sections were also amended and approved but have not been put into final form. They will be listed in next year's report. The Commission adopted a policy allowing the Clerk of the Commission to issue Certificates of Appropriateness when the asphalt roof color is to be changed to black or charcoal grey providing all roofing surfaces are included. VI. Preservation Awards On Wednesday, May 14, 1997, the Salem Historical Commission presented its 1997 Preservation Awards at the Historic Salem, Inc. Annual Meeting being held at the National Park Service Visitor's Center . The meeting was held during the nation-wide "Preservation Week". Palmer& Elma Swecker- Special Award for Balustrade Restoration 7 Lynn Street- Elliott Milford& Frances Atchison -Excellence in Restoration 9 Lynn Street- Margaret& Timothy Doggett- Excellence in Restoration 6 Monroe Street- Salem Ropes Trust, Orille L'Heureux,tr. - Special Award for Painting From outside local historic districts, the recipients were: 36 Appleton Street- Ronald & Ellen Eddy - Excellence in Restoration Congress Street Bridge - Commonwealth of Massachusetts, Massachusetts Highway Department-Sympathetic New Construction,Preservation of Bridge Tender's House 47 Essex Street- Peter& MaryFrancis Sholds - Excellence in Painting and Preservation Greenlawn Cemetery - City of Salem- Excellence in Preservation and Maintenance of a Victorian Garden Cemetery Lafayette Street brick curb cuts - City of Salem- Preservation of Original Materials 123 North St. - Robert& Pamela Levesque - Excellence in Restoration VII. Other Activities The Commission issued a newsletter (Number 6, November, 1996) to all of the property owners in the 4 historic districts. Present were Chairman Sides, Messrs. Cook, Kelleher, Kasparian, and Carr and Ms. Guy. 9 Warren St. Carl and Ellen Wathne presented an application for a Certificate of Appropriateness for paint colors at 9 Warren Street. Mr. Wathne stated that their first choice is 4305 Base 2/1) PE-14 and their second choice is 9193 Base 3/13 PE-1. The corner boards, front door, freezeboard, brackets, gutters and windows will be white. Mr. Wathne stated that he did not want to emphasize the door. Mr. Carr made a motion to approve the application as submitted. Mr. Cook seconded the motion, all were in favor and the motion so carried. Mr. Wathne stated that they no longer want to install the lamppost and felt that they had enough ambient light. Ms. Guy stated that the applicants do not have to change the existing Certificate if they decide not to install the lamppost. 40 Flint Street In continuation of a previous meeting, Christopher Copelas presented an application for a Certificate of Appropriateness to construct a second floor addition at 40 Flint Street. The applicant's architect, Dennis Gray, represented the applicant. Mr. Gray provided elevation drawings. Mr. Cook stated that the proposed project appears to be a logical and tasteful recycling. Mr. Carr noted that in a two dimensional drawing the ridgepole of the new addition on the street side exaggerates the amount of roof. Mr. Gray stated that there is the same height of roof only it has been a raised up. i Mr. Kasparian asked if the paint will stay the same. Mr. Gray replied in the affirmative. Mr. Carr stated that the house is clearly an aberration from a stylistic point of view. Since if was built in the 1960's, Mr. Carr felt there was a lot of license of what can be done. Mr. Carr stated that the change doesn't add or deter. Chairman Sides felt the change helped the scale of the street. Mr. Carr made motion to approve the application as submitted. Mr. Kelleher seconded the motion, all were in favor and the motion so carried. January 8, 1997, Page 2 132-134 Essex Street In continuation of a previous meeting, the Peabody Essex Museum submitted an application for a Certificate of Appropriateness to constrict a roof-mounted air handling unit and a chiller. Representing the applicant was Joseph Correnti of Serafini, Serafini and Darling, and John Grimes and Will Phippen, the Deputy Directors of Development for the museum expansion. Chairman Sides noted that she and Messrs. Kelleher and Cook attended the site visit along with Mr. Phippen. The mock-up on the roof helped her conclude that the units will be very visible from the rear. Chairman Sides noted that the Museum has indicated that when the units are mounted, they will be moved as far forward to Essex Street but will stop short of being visible from Essex Street. Mr. Phippen stated that the architect will investigate the factory color. Mr. Carr asked if exterior screening was considered. Chairman Sides felt it would draw more attention. Mr. Kelleher noted that there are already several vents on the roof in standard aluminum and felt one more would not be detrimental. Chairman Sides felt a dark slate grey color would be best. Ms. Guy suggested approving the application and designating Chairman Sides to give final color approval. Mr. Kasparian made a motion to approve the application as submitted with final color approval dele-ated to Chairman Sides. Mr. Cook seconded the motion, all were in favor and the motion so carried. Chairman Sides noted that the tree will hide the units most of the year. Other Business Ms. Guy stated that there is no second meeting in January. Ms. Guy read a letter from the management company for 35 Flint Street who state that Massachusetts Electric intends to remove the poll. The Commission will review this item at its next meeting. Ms. Guy stated that she received a letter from the owners of 8 North Pine Street questioning why they need to apply for a chimney cap that was already installed. Ms. Guy stated that she already mailed them a reply letter. Ms. Guy stated that she received a letter from Joseph Correnti representing Charter Trust, owners of 376 Essex Street and that any painting that needs to be done will be completed in the Spring. Mr. Carr stated that he met with Mr. Barnard concerning 384 Essex Street, who will submit an application in a couple of weeks. Mr. Carr stated that most of the wall at 10 Andover Areet has been demolished. Ms. Guv will send a January 8, 1997, Page 3 letter to the applicant requesting that the remaining side section and two pillars be removed. Ms. Guy stated that the owner of 149 Federal Street contacted her by telephone on December 3, 1996, but that she has not heard from them since. Ms. Guy will send a reminder letter. •'� Chairman Sides stated that 310 Lafayette Street railings have been replaced and are primed. The Commission will wait until Spring to see if the railings are painted. Ms. Guy provided an excerpt of Portland Maine's Historic Preservation Ordinance which related to minimum maintenance requirements. The Commission members amended the guidelines on roofing. Ms. Guy will complete the amendments, add a narrative on roof vents and resubmit the guidelines for approval at a future meeting. Present were Chairman Sides, Messrs. Cook, Kelleher, Jellison and Carr and Ms. Marck and Ms. Guy. 8 N. Pine Street RPF Realty Trust submitted an application for a Certificate of Appropriateness to install a liner with the chimney and a chimney cap. The work has already been completed. Ms. Rebecca Maier, trustee, and Mr. Francis Pickett represented the Trust. Ms. Maier stated that they had a problem with the heating system and that American Chimney installed the cap without asking. Mr. Carr asked if it could be painted. Chairman Sides stated that it is not a good idea to paint it after the fact. Mr. Jellison stated that it will darken up later. Mr. Carr stated that it may be needed functionally but that it looks silly from an historical standpoint and questioned if there was another possibility. Mr. Cook asked if it could be lowered. Mr. Jellison stated that it has to be that high to clear the venting. Mr. Carr asked if there was another cap style. Ms. Maier stated that it was too bad it was not installed in bronze. Mr. Carr suggested continuing the application to see if there are other options and stated that the Commission should not assume that this is the only cap out there. Mr. Pickett stated that he will call American Chimney. r Ms. Maier stated that a couple of ears ago her house used to get hit b cars and P Y g b y that a guard rail which was installed to protect the house has since been removed because it was not historically appropriate. Ms. Maier asked the Commission's assistance in getting an appropriate guard rail installed. Mr. Kelleher suggested the same design as the one at the end of Turner Street. Mr. Carr stated that the Commission will look into it for her. Mr. Carr made a motion to continue the application. Ms. Guy read a thank you letter from Dan Monroe of the Peabody Essex Museum. Ms. Guy stated that the Peabody Historical Commission is requesting that the Salem Historical Commission undertake a Determination of Eligibility for the Harmony Grove Cemetery. Ms. Guy stated that she sent Peabody's Chairman a copy of a letter sent by Dick Oedel when he was chair of the Salem Commission which stated that Salem would be willing to take the pictures and fill out the form if Peabody would write the Statement of Significance and collect the maps and burial information. Ms. Guy stated that the cemetery is not a threatened resource and suggested that the DOE be added to the scope of work for the next Survey and Planning Grant. Mr. Carr suggested inviting Peabody's Chair to an upcoming meeting. " Ms. Guy provided the guidelines on Barrier Free Access as amended with comments from Bill Smith at Massachusetts Historical Commission and the Salem City Solicitor. It was determined that the portion related to mechanical equipment and venting would be provided in its own separate section with mention in the sections on Architectural Siding and Roofing. Mr. Kelleher seconded the motion, all were in favor and the motion so carried. 50 Essex Street The East Branch Library Trust submitted an application for a Certificate of Appropriateness for renovation work at 50 Essex Street. Plans dated 1/31/97 and 2/5/97 were submitted. Ms. Guy noted that the City and the new property owner entered into a Deed of Facade Easement for this property as a condition of its sale and that the Commission has been givenjurisdiction over exterior work including the increase of paving and the decrease of landscaping. Philip Singleton, trustee, stated that there will be no new construction. Mr. Singleton noted that they will construct new fencing along the side lot lines of the parking lot. Mr. Singleton stated that all the chain link fencing will be removed, although they were unsure of the chain link on the side lot line along the existing walkway. New trees will be installed on either side of the parking lot entrance. ` Timothy Anderson, the architect for the project, stated that there will be three new doorway openings e created, that the shutters will be maintained, that there will be no decrease in landscaping and that the existing windows will remain. Russell Slam, 9 Forrester Street, stated that most of the entranceways will not be visible from the public way. Mr. Singleton stated that they will repair the existing front door railing. Mr. Kasparian asked if the double doors will be retained. Mr. Anderson replied that they will be replaced with new double doors. Mr. Kasparian asked if the transom will remain. Mr. Anderson replied in the affirmative. Mr. Singleton stated that skylights will be placed over some of the units, but none would be visible. March 5, 1997, Page 2 Chairman Sides asked if the fireplaces will require chimneys through the roof. Mr. Anderson stated that he did not feel that they would be visible due to the parapet. Mr. Carr stated that he did not see anything problematic but felt there should be a site visit. Mr. Carr stated that they may want to consider permanent removal of the shutters. U' Mr. Kelleher was in agreement noting that the shutters kind of domesticated the building. Mr. Slam felt the proposal was terrific and that it will be a nice addition to the neighborhood. Mr. Slam stated that he would want to see the specifications on the fence and landscaping. Michael Parr, 8 Forrester Street, asked if the telephone poll will be removed. Mr. Singleton stated that lie hoped to get it removed. Mr. Carr asked if there will be a new electrical service. Mr. Anderson felt the current power was sufficient. Mr. Singleton stated that they will put some lighting near the entrances and some low lighting in the parking lot. Mr. Parr asked if the walkway from Essex Street will be closed off. Mr. Singleton replied in the affirmative. Ms. Guy asked if the Parr's had concern over size of the paved back-up area. Michelle Parr stated that she was concerned that a dunnpster would be put there. Mr. Anderson stated that they want the space large enough to pile the snow that is plowed from the parking lot. Mr. Jellison asked if there would be a condominium trust where rules and regulations are made up by the individuals who own the units. Mr. Singleton replied in the affirmative and stated that they could try to Put in a caveat to prevent a dumpster. Mr. & Ms. Parr submitted a photograph of a fence that they would propose for the side lot line that they share. Mr. Singleton noted that they would use a similar version for the fence on the other side of the lot. s Ms. Guy noted that there will be three different fences on the site. Mr. .Jellison asked if the dumpster language can be put in the documents before tine units are conveyed. Mr. Singleton stated that they can if the lawyer agrees it is the most appropriate method. The site visit was scheduled form Saturday, March 15, 1997 at 12:00 noon. Mr. Kelleher asked if there will be central air conditioning. Mr. Anderson stated that each unit will have a roof mounted unit. Mr. Kasparian noted that the parapet is painted brick and asked if the paint will be removed. 'Mr. Anderson stated that it is likely that they will repaint. March x, 1997 Page 3 Mr. Kelleher asked if there will be any repointing. Mr. Anderson believed there would be some repointing. Mr. Slam asked if the patch will be fixed over the front door. Mr. Anderson stated that it will be difficult and that it was a poor patch job. Mr. Carr suggested installing a window where the patch is. Mr. Kasparian stated that all paint treatments should be considered at the same time including the white swath across the top, the shutters, and the trim. Mr. Kasparian stated that there are nice granite returns on the foundation and that the fence should be set back. Mr. Parr suggested removing the ugly pine tree. Mr. Singleton stated that there are not many trees on the lot and they preferred to leave them. Chairman Sides stated that if the doors have glass, they should be true divided lights. Chairman Sides preferred a solid 6 panel doom or a solid door with glass side lights. Mr. Kelleher asked if there will be storm windows. Mr. Anderson stated that they have not decided. Mr. Anderson asked if the Commission would consider allowing the replacement of the windows. Mr. Carr stated that it depends upon the replacement window. Mr. Singleton stated that the units are easier to market with new windows. Mr. Slain asked the paving material. Mr. Anderson stated that it will be asphalt. Mr. Kelleher made a motion to continue the application to the next meeting and to have a site visit on Saturday March 15, 1997 at 12:00 noon. The Commission adopted a policy allowing the Clerk of the Commission to issue Certificates of Appropriateness when the asphalt roof color is to be changed to black or charcoal grey providing all roofing surfaces are included. PART E.5 OTHER PARTICIPATION The Commission issued a newsletter(Number 6,November, 1996) to all of the property owners in the 4 historic districts. Each newsletter included a supplement of sections of the Salem Historical Commission's guidelines. SALEM HISTORICAL COMMISSION GUIDELINES NOTEBOOK PARKING SOLUTIONS Rev. 9/18/96 Salem Historical Commission Guidelines Providing off-street parking may be a significant alteration to a property and the Commission encourages careful consideration of parking alternatives and design options. Sensitivity to the surrounding landscape and the type of paving material used is important. Landscaping can greatly enhance the appearance of a yard and should be considered an integral part of the design and installation of a driveway. While the Commission does not have jurisdiction over driveway installation per se,it does review fence construction and removal. Therefore,if alteration or construction of a fence is involved in a driveway installation, the Commission must be consulted. The Commission recommends the use of crushed or washed stones, brick, cobblestones,or Belgian block as surface paving materials. Asphalt or hot top driveways are not recommended. Citv Regulations Check with the Building Department for the minimum set backs in the City of Salem's zoning regulations. To obtain a curb cut, contact the City Engineer. Desisn Considerations Since the car is a relatively modem convenience,most older houses were not designed with parking in mind. Added driveways are an intrusion to one degree or another. Therefore, careful thought should go into the decision to build one because such an alteration can have a negative impact on a historic property. Alternatives to installing a new driveway include petitioning the City Council for on-street parking or seeking out available neighborhood lots and garages. When a new driveway is the most sensible parking solution,consider the following: I. How will the driveway affect existing historical features? How will the presence of cars in a driveway affect the view of the house from the street? ` 2. What paving materials are most suited to the historic character of the house or to the type of yard involved? I How will existing landscape features be affected? How can new landscaping enhance the appearance of the driveway? 4. Will a fence have to be altered or moved? How will fence removal or relocation effect the context of the neighborhood? Often a change to a fence will be required to accommodate a driveway or pull-in. Salem's fences are a key element in establishing the character of each street. Historically,these fences were located along the sidewalk and created a unique rhythm. Converting a fence section into a gate is preferable to destroying or relocating the fence. Proper drainage must also be taken into account,especially if brick or granite pavers are to be used, otherwise the water will just pool on top of the driveway and sit there. In addition, if water collects below the surface of the driveway, it can freeze,causing the ground to heave and dislodge the surface material. 27 ry SALEM HISTORICAL COMMISSION GUIDELINES NOTEBOOK PORCHES & STEPS Rev. 10/16/96 K 1. The survey consists of the completion of a form which includes an architectural and historical summary, approximate date of construction,architectural style and photographic documentation. Historical surveys are among the tools used to encourage owner-occupied housing,to plan for historic preservation,to assess project impacts a4 to take advantage of available opportunities to improve these neighborhoods. Regarding the grant award, Mayor Harrington stated, "Once again, I am pleased that the State has continued to support Salem's preservation planning efforts by fully funded our request. This year, we can begin to focus on neighborhoods that do not have the benefit of the protection that is provided by historic districting." The Salem Planning Department applied for the funding to be used to complete the remaining properties in the McIntire, Washington Square and Lafayette Street Historic Districts and to focus on a specific areas that are outside ] historic districts and are undergoing transition. Along with the completing approximately 182 surveys in the remaining historic districts, work will include up to 85 surveys on Bridge Street neck. This area will be impacted 2 1 by millions of dollars in State and local improvements over the next few years including the Salem-Beverly Transportation Project and the Bridge Street Reconstruction Project. The survey project is being undertaken by preservation consultant Lisa Mausolf and will be completed by June, ,1997. E O R AN HISTORIC HOUSE HIGHLIGHTED D D 48 Derby Street The following excerpt was taken from a house report prepared by Donna Vinson for Historic Salem,Inc.,in E May, 1996) Break the code to find History of the Proverty: "Things (to name just a 0he house presently bearing the address 48 Derby Street was built in 1800- few)that Attract Visitors to 1801 by and for Epes Cogswell, on land which formerly belonged to the R -Salem": - celebrated English and Derby families of seventeenth- and eighteenth- cen ry Salem. This parcel is located in the most densely-settled area of Lbafiflw Nfeijao colonial Salem, so it was probably the site of structures prior to 1800,but when Cogswell purchased the lot in that year it was referred to simply as "English's Basnfiwsiyaw Field". Philip English, who escaped the witchcraft hysteria of 1692-1693, returned to Salem in 1694 to reclaim his considerable possessions and WbauO EWiiuwlwri properties. In the early eighteenth century, he laid claim to 14 buildings in Nfeijao Salem Town, 21 ships, and a wharf and a warehouse on Salem Neck. Much of his real property was clustered around English Street, the way that presently Frtyeiafbu Nfeijao bears his name. Zfisn Iafbus Nfeijao In his seminal Salem in the Seventeenth Century, James Duncan Phillips sets Zbiwacajri the scene for the eventual construction of 48 Derby Street. At the end of that century, "all up and down both sides of English's Lane was English property Aweibyabrie and to a considerable distance easterly, but the other conspicuous house, besides Mr. English's house [at the easterly corner of Essex and English Nbuujzwwr Streets] was the Blue Anchor Tavern kept by his mother-in-law, Eleanor Hollingsworth,with a large storehouse and a wharf in front of it. This was near Ebuwl Eibiw Sjuuwdw the start of the Marblehead Ferry, handy to the fishing industries of Winter Island and to travelers entering the town by coastwise boats which did not take Ebuwl Zfuujze the time to go up the inner harbor. Most of the houses eastward to Winter Jutw Ebuwl Dawwre Island were occupied by fishermen, mariners, and shipwrights." Lyewyle Epes Cogswell, a carpenter, was a notable exception to this maritime community when he built his house on former English land a century later. In the interim,the land passed from the English to the Derby family when Richard Derby, the father of "America's first millionaire" Elias Hasket Derby, purchased"a lot of land in the East Parish so called in said Salem being two lots lying contiguous formerly called Dicers and Parkers"from Mary Browne,the"daughter and one of the heirs of Phillip English formerly of said Salem Merchant Deceased" in 1761. Seven years later"Derby Street"was laid out by the town of Salem. In late eighteenth-century deeds and records, it is referred to alternatively as a"new way"(1768), a"way leading from the Long Wharf to the ropewalk" (1770), 3 "Fore Street" (1787) and finally"Derby Street" in 1799. The new street replaced an "ancient highway" closer to the shoreline. A decade after Richard Derby's death in 1783, one of his heirs, John Derby, conveyed "a certain piece or parcel of land commonly called English's Field lying in Salem"to Edward Allen, captain of the Antelope, one of the Derby, family's many ships. Apparently Captain Allen did not build on the land, as he possessed a "dwelling house" elsewhere in Salem and transferred the property to Epes Cogswell seven years later by a deed which mentions no structures. The Cogswell family owned the present-day 48 Derby Street for nearly seventy-five years, and supplemented its lot with adjacent parcels in 1818 and 1831. There were occasional resident boarders, and it has the appearance of a two-family house in the Salem Directories. In 1874 Epes Cogswell Jr. and his siblings conveyed the family { homestead, then designated 24 Derby street,to John Kennedy of Salem, a laborer. In addition to the present-day 48 Derby Street, the "John Kennedy Estate" included an additional structure in the later nineteenth century, as indicated on the 1897 Atlas of Salem. The Kennedy family occupied the main house, but also leased out rooms to long-term tenants such as Joseph Perkins, Jr., a Harbor pilot, and the widows Mrs. M. J. Brown and Mrs. Esther L. King. After 1900 Mary Kennedy, herself a widow, lived at 48 Derby Street alone until her death. In 1930, a Kennedy family trust was created for then owner Timothy J. Kennedy, who assigned "all my right, title and interest....in and to a certain piece of real estate situate at 48 Derby Street in said Salem" to his relative Annie J. Noonan in return for the establishment of a trust fund from which he would be paid "the sum of on or about Seven Dollars each and every week and a further sum sufficient to pay his board, care and expenses at the Salem Almshouse, in Salem, in said County of Essex." For the remainder of the twentieth century, 48 Derby Street has been the address of a succession of residents, including Frank Gajewski, a laborer (1930s-1950s), James Cooper, a busdriver for the MBTA, and his wife Elizabeth (1960s-80s), and, more recently, Brian and Karen Condron and William and Francine Dearstyne.
