All buildings anructures have been altered from their original appearance through 300"a to 140 years ' of use and of restoration. All structures, as a historical-complex, are of lst order of significance. 1. Custom House and Bonded Warehouse Built in 1819 of red brick with. a hip roof, major changes were made in 1854 with the addition of the cupola and the fireproof vault, and other changes made throughout the years as described in the historic structures report. Partial rehabilitation on the exterior and interior reflect and preserve the changes which have occured from 1819 to 1939. The exterior most closely represents and Combines 1819 and 1854 condi- tions. The interior has a cut-off date of 1904 (1847 for the Surveyor's Office) with some historic period furnished rooms, but modern uses ; I (visitor contact facility, park offices, maintenance area) prevent com- M plete restoration. The interior of the Bonded Warehouse is little M changed from its 1819 and 1854 appearance, and contains original hoisting equipment (functional) and samples of cargos. Derby House' A brick structure, ,X-stories, built in 1761, with a kitchen ell added about 1810, the house has been restored exteriorly to its original appearance (front and sides pre-Revolutionary, rear early 19th century) . i Interiorly the house is restored and fui nished in A somewhat mixed appearance, generally representing a home of rather modest size of a successful merchant of the late Colonial, Revolutionary, and early Federal periods. Narbonne House A two-story, clapboarded wood frame building on stone foundations. The first part was built around 1670 with major additions through the 18th century and minor changes through the 20th century. Still is a rare example of 17th century architecture and one of the older houses in Massachusetts. At the present time the house is being preserved for use as an architectural exhibit. West India Goods Store: A two-story building, wood frame construction with narrow clapboard siding on the exterior walls, roof shingled with wood. Built sometime after 1800. Its original appearance is unknown. Modifications made through the years have generally been preserved. Building represents a typical waterfront structure of the early 19th century. It is presently , used to house an antique sales concession. Treatment recommended: Restoration Preliminary Cost Estimate for Above: $80,000 Photograph enclosed 5. The Hawkes House: A three-story buildi g, of wood frame construction. Begun in 1779 as a Samuel McIntire de, gn, the eastern one-third was cut away and the house rebuilt and compl ted in 1801. The house exists with its early p 19th century appearance, including the interior, to little changed. The house was partially restored during 1938-1939. Second and third floors were adapted for living quarters. It is in good condition. The Scale House: Built in 1829 of red brick with a gabled slate roof. It was a depen- dency of the Custom House and sergved as a storage place for weighing apparatus and measuring devices used on Salem wharves in the 19th century. The building was restored in 1965 and is in excellent condition, except for some brick decay. Treatment recommended: Preservation Preliminary Cost Estimate for Above: 072s500 Photograph enclosed 7. Derby Wharf: Begun in the 17601s..the wharf was completed to its final length and appearance by 1812. During the Revolution privateers used the wharf prob- ably more than any other port facility in the colonies. (continued) sheet #2 7. Derby Wharf (continued) 1938-39, the wharf is approximately as it appeared after 1812. The east half of the wharf surface was at various times lined with warehouses. A countinghouse stood at the Northwest corner along Derby Street (1767-1819). All warehouses were demolished by the early 20th century. A U.S. Coast Guard Lighthouse, built about 1871, occupies the extreme tip of the wharf,., and modern small boat-docking facility is attached to the wharf's east side. Central Wharf• Built in the 179018, the wharf was restored in 1939 to an approximation of its original appearance. Several warehouse a buildin have 8 h e been built on the wharf and demolished, but little is known about them except for the Forrester Warehouse a t kencfown around 1947. Construction began in August 11518 and Custom House ? ' was occupied in the latter part of 1819. Cost of construction, with the second floor rooms left unfinished, was $14,271.77• Plans for the building ~ were prepared by Salem Customs officers John Saunders and Perley Putman. The masonry work was done by William Roberts and Ebenezer Slocum, Jr. , the. Z carpentery work by Joseph Edwards and David Lord, and the elaborate -wood carving of the capitals of the portico columns, the Palladian window, and front door by Joseph McIntire, Jr. , a nephew of the noted Salem architect i Wand carver, Samuel McIntire. The 'splendid 'carved eagle by Joseph True of '' • w Salem surmounting the roof balustrade was included in the original design, Ln but not executed until 1325 and put in place until 1826.. ti { For reasons of economy only the four rooms on the first floor of the Custom House were finished in 1819. In 1853-54 the four rooms on the second floor were completed, a fireproof vault for records was also built on the first floor, and the octagonal cupola was added to the roof. Also probably at this time, the exterior brickwork was painted. Total exuenditures on the building, from_1318 to 1_$69, ,amounted to. $35,418 24.. .In 1373 about $4,000 more was spent to cover the floors with carpets and coca matting, to replace many of the original doors with new ones, and to install up-to-date counters and office furniture of walnut and chestnut. The interior walls were also completely redecorated with mood artific _ally grained as light oak. (1) ENTRY NUMBER DATE _. ;Continuation Sheet) (Number all en M1lee) Steps to restore the Custom House more closely to its original appearance were initiated by David Little, who served as the Collector from 1903 to 1913. The interior woodwork was repainted white. , Buff paint was sandblasted from the exterior brickwork and the wood trim, painted brown, repainted white. The Building served as a custom house from 1818 to 1937• The National Park Service assumed custody of the structure as part of Salem Maritime National Historic Site in 1937. Work performed by the Service since that date has consisted mainly of urgent rehabilitation and repair. The counters and other fixed office equipment of 1873, the later brass hardware in the "Eastlake" pattern of the doors, and also a heavily plastered moulding of the same. period on the ceiling of the large first-floor east room, have all been removed. Adjoining in the rear (north) elevation is a three-story brick warehouse or Public Stores wing. i The Custom House is 48 by 40 feet in size and the warehouse measures 70 by 23 feet. The basement, eight feet high, is of granite, ashlar, and the upper two stories of the custom house, 28 feet in height, are of brick laid in Flemish bond. The building faces south and this symmetrical facade is five-bays wide. First story windows are circular headed and adorned by exterior wood louvre shutters; second story windows, except for the fine Palladian window 1 in the center of the south facade, have splayed lintels with double keystones. The lintels and sills of the windows of the front elevation are of marble and those of the side elevations are of brownstone. A prominent belt course, 3 also of brownstone, marks the second floor level and extends around the m structure. An excellent Ionic, cornice appears at the eaves, _above which,. a. m l carved wooden balustrade extends around three sides of the Custom House and ij across the south front of the warehouse. Rising above the balustrade in the center of the front elevation is a splendid carved eagle which was included Z in the original design but not put into place until 1326. Three tall end '^ 3 j chimneys, two in the west well and one in the east and each containing two -1 fireplaces, rise above the low hipped roof. The roof, still covered with Z its original slate, imported from Wales, is crowned by an octagonal wood e cupola that was added in 1353-54• - n The south (front) elevation is dominated by an elegant elevated one- story central portico, which projects 9 feet and is 29 feet in width. The portico is approached by a broad flight of granite steps with elaborately- ;41decorated wrought-iron handrails. The four wood columns and four engaged Z columns of the portico have elaborately carved capitals. From the porch a p'n center doorway with a wide fan and side lights leads into the Custom House. :j The existing door dates from 1873. The first floor of the building, as completed in 1819, was comprised of four rooms which were divided into pairs by the central hall. The interior now largely illustrates the remodeling that was carried out in 1353-54. To the left, or west, of the hall is first, the Surveyer's Office, and then the Deputy Collector's Office. These rooms have deep window seats and also soapstone mantels and folding interior shutters that were added in 1853. To the right, or east of the hall, is one large room which was used as the Public Office. Originally two rooms, these were made into one office in 1353 and at the rear of this room is the large fireproof vault that was added in 1853. Stairs in the central hall, rebuilt in 1853, lead to the second floor. The rooms on this level were all completed in 1854 and were utilized as offices. The Custom House and Public Stores are in excellent condition and are • open to visitors as history museums.
