Buildings of the Federal period predominate in this densely settled area; although a number of structures .are of the eighteenth, late 'nineteenth and early twentieth centuries, and three properties date as far back as the seventeenth century. Whereas most of the buildings are clapboard, there are also some outstanding examples of brick construction. The development of the area is closely tied to the history of the nearby wharves which began in the early eighteenth century. In 1762 Derby Wharf was begun and a . portion of Derby Street, "a way of two poles wide to be allowed from Daniel's Lane to Becket's Lane," was laid out. The cross streets which lead to houses near the water existed, in many cases, long before Derby Street. The Derby Street area was a very busy and exciting place during the height of Salem's foreign commerce, from around the time of the Revolution to the 1820's when Salem's trade began to decline because the harbor was not deep enough to accommodate the fast new clipper ships. On the north side of Derby Street were the houses of the merchants and the gentry, and opposite were the counting rooms, warehouses, ship chandlers' stores, pump-makers' shops, sailmakers' lofts and finally the wharves themselves. Today the district is residential and commercial and preserves much of the feeling of Salem's maritime past. The first house which one encounters upon entering the district from the east is the Miles Ward House (#1) , a two-story building plus gambrel roof. The eighteenth century house is five bays wide and is made of clapboards painted yellow. Its central enclosed entrance porch has two sets of fluted pilasters on either side of the door and a molded pediment above. Shall oval windows on either side of the porch are handsomely framed. North of the house there is a so-called "Beverly jog." To the rear there is a small, one-story ridge roof wooden barn. i The Simon Forrester House (#3) is one of the finest houses remaining on Derby Street. Set back from the street on a gentle terraced slope, this three-story, hip roof house was designed by Samuel McIntire in 1791. The five-bay facade and central pedimented entrance portico are typical of the period. The square supporting columns are no doubt replacements of the original slender round columns. This early McIntire house is similar to the Joshua Ward, Pierce-Nichols, .and Boardman houses of the same early period in the builder's career. The splendid mantelpiece from the Simon Forrester House is now displayed in Salem's Essex Institute and shows some of the fine carving which made McIntire famous. - In contrast to the clapboard Simon Forrester House is the brick Benjamin Crowninshield House (#4) (Home for Aged Women) of 1810. The house is three stories with a-hip roof, and its brick is laid in Flemish bond. Five granite steps lead to the central portico where the door is surmounted by-a handsome fanlight with. sidelights on either side. Set in the bricks between the second and third_story center windows is a (continued) SIGNIFICANCE PERIOD AREAS OF SIGNIFICANCE--CHECK AND JUSTIFY BELOW —PREHISTORIC —ARCH EULUGY-PREHISTORIC —COMMUNITY PLANNING _LANDSCAPE ARCHITECTURE _RELIGION' —1400-1499 —ARCHEOLOGY-HISTORIC —CONSERVATION _LAW _SCIENCE - -1500-1599 --AGRICULTURE _ECONOMICS _LITERATURE —SCULPTURE —1600-1699 ARCHITECTURE _EDUCATION —MILITARY —SOCIAL/HUMANITARIAN x 1700-1799 SRT _ENGINEERING —MUSIC —THEATER - X 1800-1899 XCOMMERCE —EXPLORATION/SETTLEMENT _PHILOSOPHY" _TRANSPORTATION I —1900- —COMMUNICATIONS —INDUSTRY —POLITICS/GOVERNMENT _OTHER(SPECIFY) _INVENTION SPECIFIC DATES BUILDER/ARCHITECT STATEMENT OF SIGNIFICANCE The Derby Waterfront District is significant as the center of Salem's maritime activity and as one of the single most important seaports in the United States in the eighteenth century. With its merchants' mansions overlooking shops, residences, and wharves, the district remains a well-preserved reminder of a once bustling sea- trading center. According to Samuel Eliot Morison, ". in the Dutch Indies, Manila, Mauritius, both coasts of Africa, and the small islands of the Pacific, Salem stood for the United States. As late as 1833 Po Adam, the wealthiest merchant of Quallah Battoo 'believed Salem to be a country by itself, and one of the richest and most important sections of the globe. "' Closely related to the sailing ventures of this area was the shipbuilding industry, the most famous shipyard being the one near Becket Street where the Beckets built sailing vessels between 1655 and 1887. In 1735, the year of his marriage to Mary Hodges, Richard Derby purchased a lot on the northeast corner of what is now Herbert and Derby Streets and soon after erected a commodious gambrel roof structure, later and more commonly known as the Miles Ward House (#1) . Richard Derby occupied the house until his death-on November 9, 1783. His son Elias Hasket Derby became Salem's outstanding merchant and pioneer across the seas and his son Richard was a member of the Provincial Congress. In later years the house was occupied by a kinsman of Nttlaniel Hawthorne. The house was frequently visited by Hawthorne who did much of„writing in a summer house in the garden (no longer standing) . Another Derby House is that at 168 Derby Street (#7) built for Elias Derby in 1761. The house is the oldest brick house in Salem. According to the Diary of Reverend William Bentley, Simon Forrester came to Salem from Ireland when he was a young man and was apprenticed to Captain Daniel Hawthorne on Union Street. In 1791 he bought the"elegant but unfinished House of Captain S Jonathan Ingersoll, front Derby Street, with the Cobb Wharf and Store Flatts." i (Simon Forrester House, #3) In the year 1776 Forrester, who was then thirty years old, commanded the privateer Rover and captured six English vessels. He later became a successful merchant, and it ,was he, crone of his sons, who- gave land at the corner t of Mall and Bridge Streets for the first Catholic Church in Salem. Bentley says { Forrester gave "15 hundred Dollars to the Poor, to be given them for a dinner annually from the interest at the discretion of the overseer." i Number 180 Derby Street (#4) was built in 1810-1812 for Benjamin Crowninshield whose father George lived next door in a house where the Custom House now stands. The wealthy merchant was a member of Congress and Secretary of the Navy under both. (continued) MMAJOR BIBLIOGRAPHICAL REFERENCES 'Salem Historic District Study. Committee Report, Elizabeth K. The original house was much enlarged away from the street in a careful imita- tion of the original style of the house in 1906 and 1916. The Captain Edward Allen House (#60) is an impressive house built by a Salem sea captain in 1768. The three-story clapboard building is accented at its corners by quoins. Its five-bay facade has a central pedimented entrance with an enclosed portico embellished by pairs of fluted pilasters. - In the center of the hip roof is a square brick chimney. Records indicate that in 1788 a windstorm destroyed a turret on the Captain Allen House. In addition to the larger merchants' houses, the district includes more modest resi- dential and commercial buildings of Salem's maritime past. Also reminiscent of the period is the Salem Maritime National Historic Site (designated 1938) which is composed of the Custom House 05) , theHawkesHouse (#6) , the Richard Derby House (#7) , the West India Goods Store (#8) , and Derby Wharf (#50) . Also in the district is the House of Seven Gables Complex (accepted National Register 5/8/73) which includes the House of Seven Gables 0121) , the Nathaniel Hawthorne Birthplace (#111) , the Retire Beckett House (#122) , the Counting House (#122a) , the Hathaway House (#122b) , Emmerton Hall 020) , the Phippen House 0110) , and the Doret House 0115) . #8: Madison and Monroe. Monroe is said to have stayed in the Derby Street house for four days in 1817, and a banquet there given in his honor included such noteworthy Amer- icans as Commodore Perry, Bainbridge, and Judge Story. The house was later the home of General James Miller while he was in charge of the Custom House. It is thought that his sinecure at the Custom House was a reward for his heroism in the War of 1812 and for his support of Andrew Jackson. The Custom House (#5) was built in 1819, and was intended to accommodate an increase in the commercial prosperity of the area. Since this was the beginning of the decline of Salem's maritime activity, the building was actually too large for its purpose. It was here that Nathaniel Hawthorne served as Surveyor of the Port from 1846 to 1849, and it was also here that the author is said to have worked on his novel The Scarlet Letter. A descendant of one of the first families in Salem, Ward was born in the house in 1831 and lived there through much of his childhood:. When he was fifteen, he went to sea and after a few years rose to positions of authority aboard his ships. General Ward obtained his title by organizing and drilling Chinese troops which, under his leadership, had such success during the Tai Ping rebellion that they came to be known as the "ever victorious army. " Upon his death in 1862, Ward was buried in a temple built in his honor in China, and by Imperial mandate Ward was worshiped as a diety. The Derby Waterfront District also encompasses the Salem Maritime Historic Site (designated in 1938) and the House of Seven Gables Complex (accepted in National Register 5/8/73) . The Derby Street portion of the Derby Waterfront District was made a local historic district, known as the Derby Street Historic District, in 1974. #6: Properties in the Derby WaterfrontDistrictlisted in HABS- Custom House and Public Stores (MASS-799) , 1958. RECEIVED NATIONAL REGISTER OF HISTORIC PLACES INVENTORY -- NOMINATION FORM DATE ENTERED CONTINUATION SHEET ITEM NUMBER PAGE 3 The Derby Waterfront District boundaries were chosen to include the important areas of maritime activity by the wharves and Derby Street, which was where the early merchants lived. The district stops on the north side'of Derby Street because that boundary conforms to the local district and because the area to the north- of Derby Street begins the Salem Common Historic District which has also been nominated to the National Register. The Salem Common area is distinct from the water- front in that it was around the common that the merchants settled after they accumulated their wealth at the waterfront. At the south end of White Street is a parcel of land containing some run-down buildings. A proposal by a local developer to convert the area to a marina and restaurant complex has received initial approval , by the Salem Conservation Commission. It has now gone to the Army Corps of Engineers for their approval. The Simon Forrester .House (#3) was attributed to Samuel McIntire by Fiske Kimball in his book, Mr. Samuel McIntire, Carver, The Architect of Salem. Kimball based his attribution on comparisons of style and detail in McIntire's Pierce, Ward and Boardman Houses. _ t t F f r r i t i i d ' I I I • I . r - • it T... .. 4 tom_ fx ji jE Y I ti Y Eff4t - ZA Ali 133! x 5 f D v of +F.. ,,. >4 •.41.. HIST. COMM: Mrs. Elizabeth R. Amadon Executive Director Massachusetts Historical Commission 294 Washington Street Boston, MA 02108 t Dear Mrs. Amadon: The National-Park Service proposes a series of measures for the preservation of the Central and Derby Wharves at Salem Maritime National Historic Site, Salem, Massachusetts. As you probably remember, last year we initiated the Central Wharf Development Project in order to repair and rehabilitate the wharf because it was seriously deteriorated, non-functional, and was threatened with destruction. Since last year's project was geared to funds available in 1975, certain non-critical elements of the project were eliminated or not considered: Itlis these items, not included in the 1975 construction contract, which are the subject of this new preservation proposal, with the exception of one element proposed for the Derby Wharf. What the proposal includes is as follows: (See enclosed eight sheets of Wharf Preservation Drawings) . (1) Construction of the boat mooring facility on the west side of Central Wharf. The need for limited facilities for mooring small boats was identified in the Master Plan of the site. Existing private and city docking facilities are not adequate to meet the .increasing demand for marina facilities in the Salem Harbor. The proposed facility is detailed on Sheet 5 of the drawings. I't involves replaceable bumper timbers, ' traveler irons as tie up points, and metal ladders. ,OLUi1pN cc Z F 2 Z v m a 2 i (2) Installation of Central Wharf lighting. Management has identified the need for minimal lighting on Central Wharf, for security reasons. This lighting equipment will consist of incandescent floodlights attached-to the south end of the Naval Reserve Training Center (the main building) . Electrical service is not presently available on the building. For details, see Sheet 6 of the drawings. (3) Stabilization of the Forrester Warehouse foundations on Central Wharf (See sheet 3 of the drawings) . The work involves rebuilding of walls which are collapsed, reusing the bricks on site, but providing matching brick as necessary. A mortar mixed to match the original mortar will be used to rebuild and repoint the walls. The coping will be replaced and the fill will be reduced. (4) Investigation of three existing bulkhead tie rods along the east side of- the-building--on Central--Wharf. Necessary -- excavation will be made between the bulkhead and the Naval Reserve Training Center. The excavation will be backfilled to original grade. (5) Paving .of the launching ramp on Central Wharfe' The work on this section consists of constructing stone paving on a com- I pacted base, including subgrade preparation and base materials (see sheet .4 of,the drawings) . (6) Aggregate- paving,,seeding and site work`.on Central Wharf. This`-work consists of constructing crushed stone or gravel paving,. on a prepared ,subgrade, in accordance with lines, grades and, dimensions indicated in Sheet 4 of the drawings The. work also includes unclassified excavation, backfill, and final dressing. (7) Removal of'riprap'and. repair of the bulkhead at the south- west corner of the Naval Reserve Training Center of Central Wharf (See sheet 3:of the drawings) . ; The work involves the-' installation.,of new tie rods, and new anchorage system. (8) Addition of approximately 660 feet of 'timber cribbing,. replacing fender pile straps, and seeding on Derby Wharf. (See sheet f 7 of the drawings for details. I i 3 In accordance with the procedures of the Advisory Council on Historic Preservation, -we--have-applied-the-criteria of effect: We feel the above described preservation measures will have an effect on the resource, but that the effect will not be adverse. Rather, the whole intent and purpose of the preservation measures is to arrest and slow the deterioration of the structures, improve their structural conditions, and make them safe and useful for the public. All the preservation work will be performed in strict accordance with National Park Service historic preservation policies and standards, and will be performed under the direction and super- vision of a Denver Service Center-Historical Architect. Both the Central and Derby Wharves areas have been subject to extensive historical and architectural research, and have been archeologically surveyed. In the event some archeological remains are found, operations will be suspended at the discovery site until appropriate mitigating measures are taken. Special care will be taken to maintain natural surroundings undamaged. We would appreciate your response to our determination of no adverse effect as soon as possible. If you concur with the above determination, please sign :in the space provided below and return the letter to this office. A copy of' this letter is enclosed for your files. Otherwise, should you have any special comments, please 'let us hear from you soon. If no comment is received within -45 days, we shall assume you have..none. Within this district are portions of the Salem Maritime National Historic Site and the House of Seven Gables, both of which are .presently on the National Register of Historic Places. It is rather difficult to discover the exact origins of - Derby Street because it was not all laid out at once. The major part of the street seems to be accounted for in this note taken from the town records by Felt: "March 8, 1762. A way of two poles wide to be allowed from Daniels ' Lane to Becket 's Lane." The relative newness of the street, however does not mean that the area was inactive before 1762, The deveiopement of the . street was probably closely tied to the history of the wharves m near it. Long Wharf, or Union Wharf, at the end of Union Street, was begun in the first half of the 1700ts. Derby Wharf was begun M by Captain Richard Derby in 1762 which, coincidentally is the _ same year in which the street was continued as far as Becket Z Street. LA Samuel Eliot Morison, in his book,"The Maritime History of Massachusetts",describes early Derby Street as, ". . . .the "9 residential and business center of the town. On one side were M the houses of the gentry, Derbys and Princes and Crowninshields, e goodly gambrel or hip-roofed brick and wooden mansions dating from the middle of the century, standing well back with tidy gardens in front. Opposite were the wharves, separated from the street by counting-rooms, warehouses, ship-chandlers' stores , pump-makerst shops, sailmakers' lofts; all against a background 0 ' of spars, rigging, and furled or brailed-up sails." z . Building density is high and a feeling of Salem's early maritime history is still evident by the many 18th and 19th century buildings. Many of the buildings have undergone restoration and renovation and others are in the process of being restored. The area does include some late 19th and early 20th century buildings, but these do not detract from its unique historic quality. The nature of the district is both residential and commercial. Some of the architecturally important buildings include : # 1.14iles Ward House (27 Herbert Street ) The house is a two-story plus gambrel roof, wooden building which faces on Herbert Street. The central enclosed entrance porch has two sets of fluted pilasters on either side of the entrance and a molded pediment above. The small oval windows on either side of the porch are handsomely framed. North of the house there is a so-called "Beverly jog." In the yard, instead of the summerhouse where Hawthorne supposedly wrote, there is now a small one-story, pitch roof wooden barn. DESCRIPTION # 3 . Simon Forrester House 188 Derbv Street ) The so-called Simon Forrester House is one of the finest remaining on Derby Street. Set far back from the street on a gentle terraced slope rising from the shore, this three-story plus a steep-pitched hip roof house was designed by Samuel McIntire. The five-bay facade with its central pedimented entrance portico is typical of the period. The square supporting columns are thought to be replacements of what were once, undoubtedly, round columns. The house still has its original window sills and original chimneys. A simple wooden fence encloses the large front yard which contains many shrubs and a fruit tree. This early McIntire house is similar to the Joshua Ward House, the Peirce-Nichols and Boardman houses of the same early period in his career. The splendid chimney piece from this house, displayed in the Essex Institute, shows some of the very } fine carving which made McIntire famous. # ate Beniamin Crowninshield House-Home for Aged Women 180 Derby t . ) This is a three-story plus hip roof, brick Flemish bond house with a five-bay facade overlooking Derby Wharf. The splayed .and reeded window lintels are painted white. A flight of five granite steps takes one to the front door through its simple rectangular portico. Above the door there is a semieliptical fanlight and sidelights on either side. On the west side of the house there is a second simple, Federal style entrance with a fanlight. Inlaid in the bricks above the front- entrance of the house there is a brown stone with gold letters which reads, 11Home for Aged Women presented by Robert Brookhouse 1861. " The original house was much enlarged away from the street in a very careful imitation of the original style of the house in 1906 and 1916. The large yard west of the house is enclosed by an iron picket fence, and serenity is offered by the opportunity to sit out i in a long, narrow covered colonnade. 1 # 60. Ca tain Edward Allen House (125 Derby Street) 1 This solid, three-:tory plus a hip roof house has suffered from little or no alteration since it was built by Captain Edward Allen in 1?68. Its large, square central chimney, quoined i corners and enclosed pedimented entrance porch are all typical features of an old Salem house. Bentley notes many small maintenance jobs being done on the house, such as "Allen painting his House" in 1791; "Captain Aller. has covered the roof of his house and store with Tar intermixed with a fine gravel" in lJ9, l GPO 921-724 I SIGNIFICANCE ♦ PERIOD (Check One orMore ee Appropriate) ---J ❑ P,.-Columb...! ❑ 16th Century - 18th Century 0 20th Century - ❑ 151h Century [9 lith Century .. 19111 Century SPECIFIC DATE(S) (11 APplirabte and Known) AREAS OF SIGNIFICANCE (Check One or Afore ee Approprrete) Aboriginal ❑ Education ❑ political ❑ Urban Planning ❑ Prehistoric ❑ Engineering ❑ Religion/Phi. ❑ Other (Specify) ❑ Historic - ❑ Indust., losophy ❑ Agriculture ❑ Invention ❑ Science Architecture ❑ landscape ❑ Sculpture -. ❑ Art Architecture ❑ Social/Human. ® Commerce I- ❑ Litera rune - itarian ❑ Communications ❑ Milivery - ❑ Theater - ❑ CanservationMusic - - - CD ❑ Tra nsportatian I STATEMENT OF SIGNIFICANCE New England shipping played an important role in the economic developement of the United States,. and Salem was one of the single most important ports. In his book";he Maritime History of Massachusetts", Samuel Eliot Morison writs Z ". . .in the Dutch Indies, -Manila, Mauritius„both coasts of o Africa, and the small islands of the Pacific, Salem stood for the United States. As late as 1833 Po Adam, the wealthiest merchant of Quallah Battoo 'believed Salem to be a country i by itself, and one of the richest and most important sections U of the globe, "' i During the heyday of Salem's foreign commerce, from t around the time of the Revolution when privateers sailed out to harass the British, to the 1820's when Salem's trade began " t^ to decline because the harbor wasn't deep enough to accomo- z date the fast new clipper ships, Derby Street must have been I a very busy and exciting street where strange new objects I were seen and smelled and strange tales. of wild adventures w repeated. It was a street of wharves, houses and shops. Li Hawthorne, writing of the period when he was at the Custom House during the 18401s, described the street as one /1 of shops, grocers, block makers, shop-sellers, and ship chandler0i Closely related to sailing was shipbuilding, another waterfront activity carried out in this area. Perhaps the most famous shipyard was near Becket Street, where the Beckets built boats from 1655 to 1887; other shipyards nearby were Hawkes, Barker, Magoun, and Briggs, who built Derby 's Grend Turk at the head of Derby Wharf. In 1735, .the year of his marriage to Mary Hodges, Richard Derby had purchased a lot on the northeast corner of what is now Herbert and Derby Streets(27Herbert Ste ) and soon after erected a commodius gambrel-roofed structure, later -nnd more commonly known as the Miles Ward House. This building, which i still stands, with clapboards currently painted a bright yellow,, was the home of Richard Derby until he passed away in his j seventy-second year, November 9, 1783 : Richard 's son Elias !i Hasket Derby became Salem's outstanding merchant prince and pioneer across the seas. Son Richard was a patriot and member of the Provincial Congress, and Captain John was part owner (continued) e ,9. MAJOR BIBLIOGRAPHICAL REFERENCES 1. Derby 'Waterfront District, Salem, Mass. - 8. SIGNIFICANCE of the ship Columbia which discovered and named the Columbia River. Captain John also commanded the ship Quero, which first took word to England of the battle of Concord and Lexington, thus giving the Americans a psychological advantage. In later years this house was occupied by a kinsman of 'Nathaniel Hawthorne. Here Hawthorne had a room and when he felt the need, ate and slept here. It is said that he did much of his writing here and in a little summer house in the -garden. According to the Diary of Reverend William Bentley, Simon Forrester came to Salem from Ireland when he was a young man and was apprenticed to Captain Daniel Hawthorne on Union Street (one of whose daughters he married. ) He bought the "elegant but unfinished House of Captain Jonathan Ingersoll, (188 Derby St ) fronting Derby Street, with the Cobb Wharf and Store and Flatts" in 1791. The house was designed by Samuel McIntire. In the year 1776 Forrester, who was then thirty years old, commanded the privateer Rover and captured six English vessels. He later became a very successful merchant, and it was he, or one of his sons, whog ave land at the corner of Mall and Bridge Streets for the first Catholic Church in Salem. Bentley also said that he gave "15 hundred Dollars to the Poor, to be given them for a dinner annually from the interest at the discretion of the Overseers." No.180 Derby Street was built in 1810-1812 for Benjamin W. Crowninshield, whose father, George, lived next door then in a house where the Custom House now stands, and whose brother Jacob lived nearby. One wonders how the Crowninshields liked overlooking the success of the Derby's wharf since they had many bitter squabbles. Crowminshield, a member of this mercantile family, was a member of Congress and Secretary of the Navy under both Madison and Monroe. Monroe' is "said to have stayed here for four days in 1617 and a banquet, given here in his honor, included such early American heroes as Commodore Perry, Bainbridge and Judge Story. The house was the home of General James Miller while he was in charge of the Custom House. Miller was a hero of the War of 1812 for his action during the now-forgotten Battle of Lundy's Lane, and it seems safe to assume that this sinecurb at the Custom House was a fitting reward for a hero and perhaps a fitting reward for a supporter of Andrew Jackson. The Custom House (;# 5 ) , the Hawkes House (#6 ) , the Richard Derby House (# 7 ) , the West India Goods Store (# 8 ) , and Derby 7dharf are part of the Salem Maritime National Historic S .te and are on the National Register of Historic Places. These are beautifully restored reminders of Salem's maritime Past. --- GPO 921.724 Form 10-300o UNITED STATES DEPARTMENT OF THE INTERIOR- STATE (July 1969) - NATIONAL PARK SERVICE Massachusetts NATIONAL REGISTER OF HISTORIC PLACES COUNTY INVENTORY - NOMINATION FORM Essex FOR NPS USE ONLY i (Continuation Sheet) ENT BY NUMBER DATE (Noma..all ..Wes) Derby Waterfront District, Sa 8.
