The project involves the construction and/or rehabilitation of flood control berms, construction of sheet pile flood control walls and culvert replacement and associated grading, landscaping and storm water management infrastructure along Lawrence Street,Brooks Street,Wheatland Street,Jefferson Avenue,Ocean Avenue West,and Dove Avenue. The project involves 11 acres of floodplain, 9.8 acres of developed land, and 1.2 acres of wetlands, although new constructions will only impact a total of 4.1 acres. The project requires environmental review, permitting, and funding by state and federal agencies, including the Federal Emergency Management Agency (FEMA), the U.S. Army Corps of Engineers (USACE), and the Massachusetts Emergency Management Agency (MEMA), and as such is subject to review under Section 106 of the National Historic Preservation Act of 1966 as amended(36 CFR 800)and M.G.L. Chapter 9, sections 26-27C (950 CMR 70-71). The lead federal agency for the project's Section 106 cultural resources consultation has not yet been determined. The Massachusetts Historical Commission (MHC) reviewed the Project Notification Form (PNF) and noted that the flood mitigation project impact area is within the Castle Hill historic area (MHC No. SAL.GH). The historic Castle Hill area is a neighborhood in South Salem that is connected to downtown Salem by Jefferson Avenue. The area consists of late nineteenth and early twentieth- century residential housing and commercial buildings. There are also a number of Native American archaeological sites in the vicinity including the Castle Hill archaeological site (MHC No. 19-ES- 360)reported to contain a shell midden on the northeast slope of Castle Hill.The MHC has indicated that undisturbed portions of the project impact area are archaeologically sensitive and likely to contain belowground resources related to pre-contact Native American and early post-contact EuroAmerican occupation of Salem. The MHC requests that an archaeological reconnaissance survey(950 CMR 70)be conducted for the project. The goals of the survey will be to provide a detailed archaeological sensitivity assessment and to provide recommendations for further archaeological investigations including subsurface testing in sensitive areas.The reconnaissance survey will be conducted under a State Archaeologist's Permit issued by the MHC/State Archaeologist under 950 CMR 70. Archaeological Reconnaissance Survey Wic Mcwm py Lae aMm page 2 of 7 The following Technical Proposal describes the research framework including environmental setting, cultural context overview, and expected archaeological resources, along with a methodology for reconnaissance survey research and field activities, work products, and a schedule. Research Framework Environmental Setting The City of Salem is located in southeastern Essex County, Massachusetts, within the Seaboard Lowland physiographic zone of southern New England. This zone constitutes a transitional area between the New England Uplands and the ancient seabed of the Coastal Plain. The project area is part of the North Coastal drainage basin(Bickford and Dymon 1990). Salem Harbor is near the center of the North Coastal Basin, a narrow strip of coastal plain extending from the Saugus River estuary to Cape Ann. This area is drained by a series of short river drainages that flow into small coastal estuaries. The coastal river systems are fed by tributary streams with headwaters in hilly, upland terrain several miles inland from the harbor. The project is in a low-lying section of South Salem that is prone to chronic flooding in flat terrain approximately one mile south (upstream) of the confluence of the South River and Salem Harbor at Pickering Wharf. Salem Harbor opens northeasterly into the Massachusetts Bay and is sheltered by the Salem and Marblehead Neck peninsulas. The South River watershed drains approximately 1,370 acres of the west central portion of Salem in an urbanized setting with less densely developed areas located in the watershed's headwaters and nearly full built-out areas in the downstream portions of the watershed. The South River flows in a southeasterly direction from its headwaters northeast of Highland Avenue in the Gallows Hill area to the Boston &Maine Railroad, then turns and flows in a northerly and northwesterly direction through Rosies Pond and the Jefferson Avenue Neighborhood in various channelized segments, and then turns again in a northeasterly direction to flow through Mill Pond and into the South River Conduit,which conveys the river from Mill Pond to Salem Harbor near the intersection of Lafayette Street and New Derby Street(at Pickering Wharf). The elevations in the majority of the South River watershed range from 2 to 12 feet above mean high water, except in the headwaters characterized by steep slopes and ledge outcrops at elevations that rise to 30 ft above sea level (Woodard and Curran 2007). The project area is located in the Jefferson Avenue Neighborhood section of the South River drainage. The neighborhood between Laurent Street and Ocean Avenue West including Brooks Street is a low- lying residential area prone to flooding during heavy rainfall events, many of which coincide with periods of high tide in Salem Harbor. The neighborhood is served by local flood protection works consisting of levees and a stormwater pumping station that were constructed in the mid-1970s. The project area extends about 0.35 miles (1,884 feet) along the river channel between the Boston and Maine Railroad/MBTA right-of-way (ROW) and Dove Avenue. After passing under the railroad ROW through a 12-foot archived culvert, the river is channelized through residential backyards on the south side of Lawrence Street; it then crosses under Lawrence Street through a 3-foot wide by 8- foot high concrete culvert. The river continues to flow in a northerly direction through the rear yards of the residential properties between Brooks Street and Wheatland Street. A levee constructed in the mid-1970s runs along the Brooks Street side of the river protecting low-lying residential areas along Brooks Street and Jefferson Avenue.The levee directs the river through a concrete floodwall channel to the second crossing under Jefferson Avenue that consists of a 10-foot wide by 4-foot high culvert. Technical Proposal P_ A Rosies Pond&Jefferson Avenue Flood Mitigation Project �^` Archaeological Reconnaissance Survey a�erc n.cweonyr um,aion page 3 of 7 The project area following the South River then turns towards the east and runs parallel to Jefferson Avenue behind a number of residential properties to the intersection of Dove Avenue with Jefferson Avenue. The flood control levee extends from the Jefferson Avenue flood wall to Dove Avenue. The project area ends at the south side of Dove Avenue, but the river continues under the street ROW through twin corrugated metal pipe arch culverts, and then crosses Jefferson Avenue to the north approximately 200 feet downstream of Dove Avenue through three 48-inch diameter and one 54-inch diameter culverts where the river enters Mill Pond(Woodard and Curran 2007). Soils in the southern part of the project area between the railroad ROW just north of Rosies Pond and Lawrence Street are classified as very poorly drained Maybid silt loam having 0 to 3 percent slopes and typically comprised of marine deposits in coastal depressions. The remainder of the project area along the South River channel is classified as Urban Land consisting of areas where soils have been excavated or deposited as fill or made land(USDA-NRCS 2016). Cultural Context Overview The reconnaissance archaeological survey will provide a full temporal cultural context of human occupation in the Salem area of northeast coastal Massachusetts. The cultural context extends from the Paleolndian Period (12,500-10,000 B.P. [years before present]), which provides the earliest evidence of human occupation in New England, through the pre-contact Archaic and Woodland periods (10,000-450 B.P.), Contact Period (450-300 B.P. [A.D. 1500-1620]), and the Post-Contact (Euro-American) Period (1620—present). Pre-contact and contact period Native American occupations are documented throughout Essex County including the Salem area. There are presently over 60 pre-contact sites recorded within the boundaries of Salem,most of which are clustered around Salem Harbor, Salem Neck, and Winter Island. South Salem also contains a number of recorded pre- contact sites along both the Forest River and South River drainages. The majority of the recorded sites contain occupations of unknown temporal/cultural affiliation; however, at least 15 sites have yielded diagnostic artifacts dating from the Late Archaic Period (5000-3000 B.P.) and one site, the Juniper Cove Site (19-ES-406) contains a possible Middle Archaic Period ((8000-5000 B.P.) occupation. Woodland Period (3000-450 B.P.) sites have also been identified at the Kernwood Site (19-ES-408) near the confluence of the Danvers and North Rivers and at Legg's Hill (19-ES-415) (MHC site files). There are 12 recorded pre-contact sites within a one-mile radius of the project area in the South River drainage, including the Castle Hill Site (19-ES-360), which is located on a small hill near the intersection of Jefferson Avenue and the Boston and Maine Railroad tracks(MHC site files).The site is described as a shell midden at the northeast slope of Castle Hill that reportedly contained Late Archaic and Early Woodland period projectile point types currently housed at the Peabody Museum of Salem (Grimes 1982 in MHC site files). Other sites in the project vicinity include the Mill Pond Site(19-ES-644) identified about one-half mile to the north and reported to consist of a shell midden found in the nineteenth century on the shores of Mill Pond (Shaw 1989 in MHC site files); the Shaugnessy Site (19-ES-520), a lithic workshop just to the west of the South River and Jefferson Avenue between Dove Avenue and Laurent Road; and the Broadway Site (19-ES-538), a Late Archaic find spot about 500 feet to the northwest of Rosies Pond. In the post-contact period, the project vicinity in South Salem included the Castle Hill area that acquired its name by 1636 after a Native American fortification of Nanepashement, chief of the Masschusetts Tribe, which allegedly existed at the peak of the Hill and may have later been used by Technical Proposal Rosies Pond&Jefferson Avenue Flood Mitigation Project A Archaeological Reconnaissance Survey rv g y blic acnSWNY Lemrnwr page 4 of 7 . English settlers as an outlook(Perley 1924). South Salem was sparsely settled in the seventeenth and eighteenth centuries as the South River formed the southern extent of the original "Old Planters" settlement on the peninsula of land formed by the North River, Beverly Harbor, Collins Cove, and the South River. The township was laid out between the North River and the South River with two- acre houselots mostly along the North River,and then reduced to one-acre and spread along the South River, easterly off Central Street. Larger lots of 50 acres or more developed as aggregates of the smaller ones through inheritance and sale resulting in large landholdings throughout the town. The area between the South River and the Forest River was set aside as one of 10 common fields established in the mid-1600s. The South Field, as it was known, encompassed 600 acres and was fenced as a whole and then later divided into fenced 10-acre sections. The fields were used for agricultural crops including corn,oats, rye, barley, and wheat, and as fruit and animal pasture(MHC 1985). In 1659 William Browne, George Corwin, and Walter Price were granted permission to build a gristmill and dam on the South River. The mill was completed in 1665 and was used as a single mill for grinding corn with William Stacey as the miller until his death in 1723.Another set of mill stones and machinery was added in 1720 and a third set in 1727, and all three sets of stones operated as late as 1840 under the name South Mills. A scythe mill was added to the complex in 1769 and a granary in 1804, but the scythe mill was gone before 1811, at which time a chocolate mill was established and run by James Brown until 1825 when it was turned into a snuff mill.In 1854 the mills,associated outbuildings, and land at the downstream end of the Mill Pond were sold to the Eastern Railroad Company who allowed the mills to run for a few more years before they tore them down for the railroad line. The construction of the mill dam allowed for a new highway to be laid out over it and extended into the South Fields by way of Lafayette Street and Loring Avenue south across the Forest River and then onto Marblehead(Perley 1926). In the eighteenth century the South Field including the project area and environs continued to be reserved as common agricultural and pasture lands along with several other large tracts of common lands elsewhere in the town. The eastern side of the South River, opposite Castle Hill, had been set aside in the mid-1600s as a long and narrow strip of salt marsh called "the deacon's marsh"; the marsh remained open for use by town residents into the mid-1800s(Perley 1926).The 1795 and 1832 town maps depict very little development in South Salem in the area south of Mill Pond apart from the north-south highway that led from the town center at Salem Harbor south across the Forest River and east to Marblehead (Anon. 1795; Saunders 1832). By 1851 the Eastern Railroad Line had been constructed through Mill Pond south towards Marblehead on the west side of Lafayette Street,but no other developments were present west and south of the intersection with Lauren Street, one of the few east-west streets that had been laid out off Lafayette Street south of Cedar Street and the Mill Pond dam at South Street(McIntyre 1851). Beginning in the third quarter of the nineteenth-century the common fields and marsh lands in the Castle Hill area and surrounding sections of South Salem between the South River and Forest River were subdivided for residential neighborhoods and the construction of the Marblehead Branch Railroad line, which extended in a southeasterly direction off the Eastern Railroad main line just below Castle Hill (Beers 1872). Castle Hill had been the summer home of the affluent Derby family of Salem in the early nineteenth century, behind the Derby farm on Lafayette Street. In 1876 the development group of James F.Almy,Nathaniel Wiggin,and Charles S. Clark purchased Castle Hill as part of the Derby Estate and platted out the area into subdivided lots by 1878 and additional streets laid out including Jefferson Avenue. By 1890 18 families (over 35 residents) lived in Castle Hill, which was being taken down by the Massachusetts Broken Stone Company. The majority of the residential growth and street grid layouts in the Jefferson Avenue and Castle Hill neighborhoods took place from 1890-1900 and 1910-1915, Mill Pond was mostly filled in, and a total of over 210 residents had settled there by 1915. The residential character of this neighborhood remains largely intact to present-day(Salem Planning Department 1990). Expected Archaeological Resources The archaeological reconnaissance survey will be designed to determine the potential for significant archaeological resources within the project area along the channelized portion of the South River in the Jefferson Avenue Neighborhood of South Salem. A preliminary review of MHC site files indicates the presence of one pre-contact Native American site (Castle Hill Site, 19-ES-360) in the vicinity of Rosies Pond near the south end of the project area between Lawrence Street and the railroad ROW. Undisturbed portions of the project area may include intact natural soils adjacent to the South River shoreline that could contain evidence of pre-contact and contact period Native American occupations including shell middens, which have been identified at 19-ES-360 and other recorded sites in the vicinity.Archaeological evidence of seventeenth and eighteenth century English use of the area related to the documented fortifications at Castle Hill and agricultural activities in the common South Field and salt marshes could also be present in undisturbed, albeit deeply buried soil horizons underneath late nineteenth and twentieth century fill deposits in road beds,utility easements, and private yards. Methodology PAL's reconnaissance survey methodology has been formulated according to the standards and guidelines set forth in Public Planning and Environmental Review: Archaeology and Historic Preservation, Massachusetts Historical Commission (MHC 1979). Research PAL will use the online Massachusetts Cultural Resource Information System(MACRIS)to collect and review information on known historic and archaeological resources compiled from records and files maintained by the MHC that include, but are not limited to the Inventory of Historic Assets of the Commonwealth, National Register of Historic Places nominations, State Register of Historic Places listings, and local historic district study reports. PAL will also review cultural resource management (CRM) reports for surveys conducted in the Project vicinity and general Salem area. The MACRIS database and existing CRM reports will provide the basic research framework and cultural context/cultural chronology to determine the potential for and type of expected archaeological resources. PAL will also review town histories, photographs, historic atlas and town maps,USGS topographic maps,and historical aerial imagery to review changes in land use and filling in the project belowground work areas. The reconnaissance survey will also include review of current information on existing utilities and geotechnical work including soil borings for project work areas where belowground disturbances are proposed in the September 2015 design plan set.The project proponent will provide all such available data for review and synthesis as part of the reconnaissance survey. The walkover will be designed to familiarize the PAL technical staff with the existing conditions of the project belowground work areas, and assess the character and extent of any previous disturbances to the landscape,including topography and surface features including building foundations and existing flood control features.Notes and digital photographs will be taken of the physical appearance of the South River/channel improvement work areas including new flood control sheet pile walls, minor grading areas, and collection and conveyance systems consisting of catch basins and underground pipes. Work Product Upon completion of the research and fieldwork,PAL will prepare a technical report that presents the results of the reconnaissance survey, including the following information: survey methodology and background resources consulted; environmental and cultural contexts including a discussion of previous belowground disturbances including grading and filling episodes in the former Mill Pond banks including Rosies Pond/South River; and recommendations for further archaeological investigations including subsurface testing if needed. The report will follow the guidelines established by the National Park Service in the Recovery of Scientific, Prehistoric, Historic, and Archeological Data(36 CFR Part 66 Appendix A) and the MHC. A draft copy of the report will be submitted to the project proponent for review and comment prior to submission to the MHC and other potential interested parties. The final report version will incorporate internal and agency review comments. Personnel The key PAL staff assigned to the project will be Suzanne Cherau, PM/Principal Investigator and Jennifer Banister, Project Archaeologist. The assigned PAL staff has over 30 years of combined experience in the field of New England cultural resources management, with an emphasis on cultural resources investigations in Salem. All assigned PAL staff meet the Secretary of the Interior's Standards and Guidelines for Archeology and Historic Preservation. Schedule The research and fieldwork tasks will take approximately two weeks to complete,and will begin once the MHC State Archaeologist's permit is received.The technical report will be submitted for internal project team review within 45 days of the completion of the research and field tasks. The Salem Jail Complex is listed on the National Register of Historic Places.The Massachusetts Historical Commission holds an active preservation restriction on the entire Salem Jail Complex including the Jail Keeper's House,Old Jail and the adjacent bam as the result of grant funding previously awarded. MHC staff has reviewed the submitted construction plans for the proposed new thirteen unit residential building prepared by LABhaus and dated February 6,2013. It is understood that the plans were previously submitted as part of a 2013 amendment to the National Park Service and MHC completed rehabilitation project for state and federal historic tax credits. The completed project was originally certified in September 2010. The plans call for a four story residential unit to be located south and parallel with the Salem Jail forming one side of a three-sided courtyard along with the Jail and the Jail Keeper's House. The new 13 unit residential unit is proposed to be clad with fiber cement lap siding(with an eight inch reveal),textured concrete masonry units to simulate both the color and texture of the granite blocks on the historic jail building(with an eight by sixteen inch module),painted metal and fiber cement board paneling,aluminum windows and doors,and a recycled rubber shake roof. The overall height of the . roof ridge will be 45 ft.4 1/4 inches in comparison with the 45 ft.6 inch roof ridge height of the jail building. After review of the submitted project information,the MHC is agreeable to the scope of the anticipated project as it has been presented conditional on the following: MHC staff will be provided with material specifications for the proposed concrete block material for color and texture(as compared to the existing granite blocks on the Salem Jail)for review and approval. MHC staff will be provided with an on-site mock-up of the selected concrete block for color and texture(as compared to the existing granite blocks on the Salem Jail)for review and approval. The staff of the MHC have reviewed the information submitted and have the following comments. The proposed project consists of the expansion of the Peabody Essex Museum, located at 161 Essex Street in Salem. The project includes the restoration of the western exterior facade of East hrdia Marine Hall; the demolition of the Loring Building, the Boiler Plant, the rear additions of 173 and 179 Essex Street,and the one-story west addition of the East India Marine Hall; and construction of a new addition. The information provided indicates that the project will be using ftmding from the Massachusetts Development Finance Authority(MDFA). Review of the MHC's Inventory of Historic and Archaeological Assets of the Commonwealth indicates that East India Marine Hall(SAL.2473) is listed in the State and National Registers of Historic Places and is a National Historic Landmark. The properties at 173 Essex Street (SAL.2475) and 179 Essex Street (SAL.2476) are also listed in the State and National Registers of Historic Places as contributing properties in the Downtown Salem Historic District(SALHP). The MHC has been in contact with the staff of the Salem Historical Commission and understands that they have concerns about the proposed new doors of the East India Marine Hall and the infill of the eastern fagade windows of 173 Essex Street. The MHC is also in receipt of comments from Historic Salem, Inc., dated December 28, 2015, and understands that they have concerns about the demolition of the Loring Building, and the treatment of the west fagade of the East India Marine Hall and the facade pf the new construction. After review of the information submitted, the MHC has determined that the work as proposed will have an "adverse effect"(950 CMR 71.05(a)) on the East India Marine Hall and the Downtown Salem Historic District through the destruction of all or part of a State Register-listed property. The MHC hereby initiates the MHC's consultation process pursuant to 950 CMR 71.07(3). In accordance with the Section 106 permitting process,the Commission has reviewed the submitted drawings, photographs and project information to determine whether the proposed project will have an adverse effect on the surrounding historic properties. It is our understanding that the new antenna will be placed behind an existing enclosure. As part of the installation,the Commission requests that the enclosure be repainted where paint is chipping. We acknowledge that the building is not an historic building, is not located in a designated historic district, and the Commission has previously found that a couple of telecommunications installations did not have an adverse effect on historic resources. However,the Commission is concerned with the installation of additional antennae on this building,which already has a proliferation of equipment on the roof. This building is surrounded by well-preserved houses dating from the late 19`s and early 20'h century and the increased number of objects on the roof is creating a negative visual effect. The Commission may find that any additional facilities that are visible when added to the roof may constitute an adverse effect. In this regard,we strongly urge the building's owner to complete an inventory of existing telecommunication equipment on this building to determine whether any antenna is obsolete and can be removed.
