MHC#RC.56183. - Dear Ms.Winn: Thank you for submitting the updated Project Notification Form(PNF)and additional information,received October 21,2015, submitted for the project referenced above.The proposed project consists of the construction of a multi-use trail, including vegetation management activities,slope stabilization,benches,rain garden and interpretive signage using state funding from the Department of Conservation Services PARC program. The project impact area is within the Winter Island Historic and Archaeological District(MHC#SAL. IH), listed in the State and National Registers of Historic Places.Although the trail as currently proposed minimizes grading,project aspects,including vegetation clearing and grubbing, and installation of trail base materials,rain garden and associated interpretive foundation elements require ground impacts.Undisturbed portions of the project impact area are highly archaeologically sensitive, likely to contain ancient and historical archaeological resources that may contribute to the historical significance of the District. The MHC requests that an intensive(locational)archaeological survey(950 CMR 70)be conducted for the project.The purpose of the survey is to locate and identify any significant archaeological resources that may be affected by the project.The goal of the survey is to provide sufficient information so that project planners, in consultation with the MHC, can consult to consider prudent and feasible alternatives for trail construction that avoid,minimize or mitigate adverse effects to the significant archaeological resources of the Winter Island Historic and Archaeological District. A State Archaeologist's permit(950 CMR 70)is required for subsurface archaeological investigations conducted on the property (950 CMR 70.03).A State Archaeologist's permit application(950 CMR 70)should be submitted to the MHC by a qualified, professional archaeological consultant,to ensure that the investigation meets professional standards. The Public Archaeology Laboratory, Inc. (PAL) has been in contact with the Massachusetts Historical Commission, the office of the State Historic Preservation Officer(SHPO), regarding various aspects of the Salem Lateral Project since December 2013, pursuant to Section 106 of the National Historic Preservation Act of 1966, as amended(36 CFR 800).This correspondence specifically addresses PAL's review of newly proposed workspace to support the following construction activities(see attached USGS quadrangle map and alignment sheets): • Additional workspace on property owned by National Grid to accommodate the site security fencing layout;and • Additional workspace in Waite and Derby Streets to connect the dewatering system to the Salem sewer district,if necessary,to discharge treated groundwater during construction activities. The proposed workspace areas referenced above are assessed as having no archaeological sensitivity and are immediately adjacent to areas previously evaluated in the report entitled,Addendum to Technical Report,Archaeological Overview Survey, Salem Lateral Project, Salem, Massachusetts—July 2014. No further archaeological survey is recommended. Therefore, PAL's professional recommendation to Algonquin and the FERC is that the use of additional workspace referenced above to support construction activities associated with the Salem Lateral will have not affect any historic properties (36 CFR 800.4[d][1]).With this letter,we are requesting the Massachusetts SHPO's concurrence with this recommendation. The proposed workspace referenced above is assessed as having no archaeological sensitivity and is within an area previously evaluated by PAL's marine archaeological sub-contractor,HRA Gray&Pape,Inc.,in the report entitled, Technical Report, Marine Archaeological Overview and Identification Survey, Salem Lateral Project, Salem, Massachusetts—July 2014.The marine archaeological survey area was larger than the proposed area of potential effect(APE)and encompasses the newly- proposed workspace(see attached Figures 13 and 15 from the above-referenced report with the proposed workspace overlaid on top).No further marine archaeological survey is recommended. Therefore,PAL and HRA.Gray&Pape's professional recommendation to Algonquin and the FERC is that the use of additional workspace referenced above to support construction activities associated with the Salem Lateral will have not affect any historic properties(36 CFR 800.4[d][1]).With this letter, we are requesting the Massachusetts SHPO's concurrence with this recommendation.
