Present were Jessica Herbert (Chair), Kathy Harper (Vice Chair), Laurie Bellin, David Hart, Susan Keenan, and Joanne McCrea. �S 2 Botts Court Mary and Stan Usovicz submitted an application for a Certificate of Appropriateness to construct a bike shed. The shed would mimic the design of the existing shed with the exception of the wood storage section. It would be painted to match the existing shed. Documents & Exhibits ' • Application: • Photographs: Ms. Herbert stated that the applicant was unable to attend tonight's meeting and has requested a continuance. VOTE: Ms. Bellin made a motion to approve the application, as submitted. Ms. McCrea seconded the motion. All were in favor, and the motion so carried. 115 Derby Street (Retire Becket House) The House of the Seven Gables Settlement Association submitted an application for a Certificate of Appropriateness to replace the roof rake boards, gutters and downspouts. The intent of the owner is to interpret the exterior of the house to its appearance in the second quarter of the 20a' century following its renovation to function as a tea house when it had a wood shingle roof. The work includes the following: - The existing deteriorated cement-asbestos roof shingles, will be replaced with wood shingles. - The deteriorated rake boards will be replaced with new single rake boards 5 ''/2" wide with square edges (i.e. not beaded) set on the existing blocking that keeps them slightly proud of the clapboards. - New copper base flashings interwoven with the singles will be installed. Any deteriorated clapboards that die into the gable rakes will be replaced, as necessary. A wood gutter and downspouts will be installed on the rear fagade to match the ones on the front of the ell. Kevin White was present. Documents & Exhibits • Application: 10/7/14 • Photographs: 10/7/14 • Historical photographs Mr. White stated that Spanish cedar Perfection 18" shingles will be utilized. ! Ms. Herbert asked if the Fire Marshall has any additional requirements besides the treated shingles. Mr. White responded that the ICC and MA building code only call for treated shingles. There was no public comment. Mr. Hart asked for clarification that the shingles will be wood,the flashings will be copper LCC, and the gutters will be copper lined wood. Mr. White responded in the affirmative. The downspouts will be wood surrounding copper downspouts. VOTE: Mr. Hart made a motion to approve the application, as submitted Ms. Bellin seconded the motion. All were in favor, and the motion so carried. 115 Derby Street (Hawthorne Birthplace) The House of the Seven Gables Settlement Association submitted an application for a Certificate of Appropriateness to replace the roof singles, rake boards, gutters and downspouts with a wood shingle roof and related details that are similar to the shingles on the hosue in late l91h century photogrpahs. The upper roof pitches have a 1:3 slope, which is marginal for wood shingles unless special provisions are taken. The minimize the risk of leaks, an ice and water shield membrane will be installed over the entire upper pitch sheathing surface, and the shignles will be installed at 4"to the weather rather than 5". The underlayment for the shingles will be 301b felts on the roof sheathing on the lower pictures and Ice and Water Shield over the entire surface of the uppoer pitches, then "Cedar Breather"mesh to ventilate the underside of the shignles, followed by fire retardance treated "Perfection Blue Label" West Red Cedar shigneles.A band of Ice and Water Shield will be installed along the eaves of the lower pitches. The cornice returns at the side gable facades are finished with flat boards rather than the crown moldings visible in the historic photographs. The proposed work will restore the returns with crown moldings matching the front cornice as shown in the historic photographs. The gable rake boards currently have moldings ont hem with modern profiles that are in poor condition. New r moldings of period-typical 180' century ogee profile will be installed on new base rake boards. Copper base flashings and 41b lead counter flashings will be installed around the central chimney. A roof hatch will be installed to access the roof. The hatch will have limited visibility from the ground. Kevin White was present. There was no public comment. Mr. Hart asked for clarification that the roof with be red cedar with copper Ice or lead flashings, the gutters with be wood with copper lining and the downspouts will be copper surrounded by wood. Mr. White responded in the affirmative. VOTE: Mr. Hart made a motion to accept the application as submitted Ms. McCrea seconded the motion. All were in favor, and the motion so carried. 18 Washington Square West The Hawthorne Hotel submitted an application for a Certificate of Appropriateness to modify the hotel's main entrance for universal accessibility. The changes include the installation of a new ramped entrance to replace the existing temporary ramp, a lowered sidewalk, curb cut, and new handrails and planters along the ramp. John Goff and Juli Lederhaus were present. Documents & Exhibits • Application: 10/20/14 • Photographs: 10/20/14 • Drawings ■ Rendering Mr. Goff stated that they are proposing to make the main entrance accessible. The hotel was built in the 1920s. The issue is that there is currently a makeshift ramp that conceals a step, plus there is no hand rail along the sides of the ramp. This proposal mitigates this issue by making one continuous ramp from the current doorway to the street. The planters would be constructed out of stone. Ms. Herbert asked if there will be any signage. Rob Park, Salem resident and disability advocate, stated that he is a frequent visitor of the Hawthorne Hotel. The project was initiated by Juli and he has personally almost tipped his wheel chair coming out of the hotel in the winter. He is an enthusiastic supporter. He will look into whether signage is required for the entrance. Ms. Bellin asked if the other entrances will also be made accessible. Ms. Lederhaus responded that they would like to make the other entrances accessible at some point. However, at this time they are implementing just the main entrance. She added that the front entrance is the main point of arrival for visitors. Typically,the people who need the easier access are coming from the front. Mr. Hart asked about the Commission's jurisdiction, given that some of this work is at grade level. Ms. Herbert responded that any work that is at grade is outside the jurisdiction of the Commission. The Commission has jurisdiction to review the planters and railing. Ms. Harper added that the removal of the step would also be within the Commission's purview. Mr. Hart stated that he is concerned that the ramp extends,into crosswalk. Ms. Lederhaus stated that on the Essex Street side they currently have a curb dip and they know that it works. ?r Ms. Bellin asked if the design would remain the same if the curb cut is not allowed. Mr. Goff responded that he does not think it would. Mr. Goff stated that the railing will be black wrought iron. The spacing of the balusters is based off of the second story balustrade. The planters will be stepped up granite planters. Ms. Herbert suggested that fewer balusters would make it look less busy and allow the planters to be more visible. Rob Park spoke in support of the application. He would like to see the project approved so that the work can be completed. VOTE: Ms. Bellin made a motion to approve the removal of the ramp and underlying stair and the planter design and curbing. Ms. McCrea seconded the motion. All were in favor, and the motion so carried. VOTE: Ms. Bellin made a motion to continue discussion of the railing design. Ms. McCrea seconded the motion. All were in favor, and the motion so carried. 29 Washington Square North The John Bertram House Trustees submitted an application for a Certificate of Appropriateness to replace the existing 5' high board fence with a 7' 6"high flat board and lattice fence to screen the new HVAC units from view. Richard Griffin was present. Documents & Exhibits ■ Application: 10/16/14 • Photographs: 10/16/14 Mr. Griffin stated that the surrounding fences and the trim are white which is why the proposed fence is white. He has considered a stain for the fence. The height of the fence will be as high as necessary to hide the equipment. Ms. Harper asked if the fence will continue for the entire length of the fence. Mr. Griffin stated that the higher height will be for just 30' and then it will drop down to the existing lower fence. VOTE: Ms. Bellin made a motion to approve the 7'6" fence with lattice top,painted white. Mr. Hart seconded the motion. All were in favor, and the motion so carried 125 Derby Street As a continuation of the previous meeting, the Derby Street Condo Association submitted an application for a Certificate of Appropriateness to replace a rear wood gutter with an aluminum gutter. The gutter is 1'. limitedly visible from Derby Street. It is located on the back of the home and wraps around the right corner. Documents & Exhibits • Application: 9/18/14 • Photographs: 9/16/14 The applicants were not present. VOTE: Ms. Bellin made a motion to continue the application. Ms. McCrea seconded the motion. Community Preservation Plan As a continuation of a previous meeting, the Historical Commission was asked to review the existing t Community Preservation Plan and to submit any comments for the annual plan update. The deadline for comments is November 20. Ms. Herbert stated that Ms. Lovett drafted a letter to the Community Preservation Committee, to which the Commission can add comments. Ms. Bellin recommended edits to the second paragraph. Ms. Herbert asked Ms. McCrea if there were any comments that she had regarding the plan. Ms. McCrea stated that she didn't know of any additional buildings to be funded. Ms. Herbert suggest that a worthy project for CPA may be to match the historic plaque cost, if it is an eligible cost. Ms. McCrea stated that the Commission could submit that application for the next round of funding. VOTE: Ms. Bellin made a motion to approve the letter, as edited Ms. McCrea seconded the motion. All were in favor, and the motion so carried Other Business Correspondence Ms. Herbert reminded the Commission members of the training for Open Meeting Law being held on Saturday from 10-12pm. Mr. Hart stated that he had a conversation with a resident with who has a wooden shingle roof. The resident was told by a City employee that they needed an estimate from a contractor for the cost why they can't replace the wooden roof. Ms. Herbert stated that the Commission is not supposed to consider costs. Ms. Lovett stated that she spoke with that applicant and recommended that they bring to the meeting a contractor evaluation of the condition of the roof, not an estimate. Mr. Hart gave a summary of his trop to Quebec City where the Rice Building's double wooden windows a; were removed, full rehabbed, and then replaced. The building has more than 100 windows. He stated that it is a great example of preserving original windows. Ms. Lovett gave updates on the Common Fence and Preservation Plan project. A contractor has been hired to complete Phase II of the Common Fence restoration. This work will begin in the next month or so. The Preservation Plan project is also underway. The consultant, Community Opportunities Group, will be giving a presentation to the Commission at a future meeting. VOTE: There being no further business. Ms. McCrea made a motion to adjourn. Present were Kathy Harper(Vice Chair), Laurie Bellin, David Hart, Larry Spang, and Jane Turiel. 125 Derby Street As a continuation of the previous meeting,the Derby Street Condo Association submitted an application for a Certificate of Appropriateness to replace a rear wood gutter with an aluminum gutter. The gutter is limitedly visible from Derby Street. It is located on the back of the home and wraps around the right corner. Documents & Exhibits • Application: 9/18/14 • Photographs: 9/16/14 Ms. Lovett stated that the applicant would like to continue their application to the next meeting. They have waived their right to a decision within 60 days. VOTE: Ms. Bellin made a motion to continue the application to the 1213114 meeting. Mr. Hart seconded the motion. All were in favor, and the motion so carried. 2 Botts Court Mary and Stan Usovicz submitted an application for a Certificate of Appropriateness to construct a bike shed. Ms. Usovicz stated that the shed will be on the back left side of the house. It will block the view of the neighbor's fence. The shed will fit two bikes. Mr. Spang asked for clarification on the paint color. Ms. Usovicz responded that the shed will be painted forest green to match the house trim. Ms. Harper opened the discussion to public comment. Ms. Harper read into the record a letter from Winifred Wilkins, 5 Botts Court, in support of the application. Ms. Harper read into the record a letter of support from Jackeline Frederickson, 18 Federal Street,in support of the application. All were in favor, and the motion so carried. 5 Monroe Street John Hermanski and Barbara Taylor submitted an application for a Certificate of Appropriateness to reconstruct a 2"d floor bay window balustrade. A balustrade previously existed over the second floor bay window, as evident in a photograph from 1890's. The new balustrade will be reconstructed using the photographs and pieces of the old balustrade that are in storage. John Hermanski and Barbara Taylor were present. Documents & Exhibits • Application: 10/22/14 • Photographs: 10/22/14 • Historic photographs from 1890s Mr. Hermanski showed a sample of a balustrade post he reproduced. He stated that the bay window was installed in 1890s and the balustrade was installed as a decorative piece. The balustrade will be painted to match the trim color, creamy white. There was no public comment. l VOTE: Mr. Hart made a motion to accept the application with the clarification that the balustrade will be painted to match the existing trim of the house. Ms. Turiel seconded the motion. All were in favor, and the motion so carried 396 Essex Street 93 Sue Benedict submitted an application for a Certificate of Appropriateness to install vents for a new high efficiency combination heat and hot water system. The intake and exhaust pipes penetrate the skirt board of the house. The pipes are 3" PVC, one pipe has an elbow facing down and the other pipe has a T. The terminating pipes will be painted to match the color of the house. A small sign will also be installed, as required by MA building code. Ms. Bellin abstained from the vote as an abutter. 33 Chestnut Street Thomas J. Vander Salm submitted an application for a Certificate of Appropriateness to install two new roof vents. The attic was recently insulated and the building code requires that vents be installed. There will be two (2) black, mushroom-shaped vents. The diameter will be 18" and the height 6". The vents will be on the back of the house facing Warren Street as indicated in the picture submitted with the application. John Seger, a neighbor of the applicant, was present on behalf of the applicants. Documents &Exhibits ■ Application: 10/28/14 : • Photographs: 10/28/14 Mr. Seger stated that the owner's attic was recently insulated through Mass Save. The top gable needs to be vented. The Mass Save contractor recommended an 18" diameter roof vent. The owners are the middle unit of 33 Chestnut Street. The vents will only be visible from Warren Street, and a garage limits the majority of the visibility. Mr. Spang asked if the roof was asphalt or slate. Mr. Seger responded that it is asphalt. They also need to install a vent for the bathroom, but he is unsure whether that was included on this application. Ms. Bellin noted that the application only states that it is for two vents. Mr. Spang asked if they knew the width of the pipe coming out of the roof. Mr. Seger responded that he is unsure. There was no public comment. Mr. Spang stated that he feels that an 18" vent feel large. He wonders if a different vent would be more appropriate. Mr. Hart stated that the applicant should submit a catalog cut for the vent. Mr. Spang added that the size of the vent pipe should be dictated by the building code. Mr. Seger responded that he believes the contractor recommended this vent size. VOTE: Mr. Hart made a motion to continue the application with the following information to be brought forward explore the code requirements for the pipe size and submit a catalok cut of the vent. Ms. Bellin seconded the motion. All were in favor, and the motion so carried. Mr. Seger asked if the Commission would want to see the Mass Save contractor calculations for the size of the vent. He showed the Commission a picture of the proposed vent. Mr. Hart responded in the affirmative. They want to know that the 18" is what is required by the code. F 7 River Street John and Carol Carr submitted an application for a Certificate of Appropriateness to replace their wooden roof with asphalt. The current wooden roof is over 25 years old. The proposed roofing is a GAF, 3-tab black asphalt roof. John and Carol Carr were present. Documents & Exhibits • Application: 10/30/14 • Photographs: 10/30/14 • Contractor proposal Mr. Can stated that he is proposing a 3-tab shingle. They were told that to replace the wood roof, it would cost approximately $60,000 versus $3,000-8,000 for the 3-tab. They worked with a contractor to try to find the leaks, but they were told that once you start removing damaged shingles other shingles will be damaged and need to be replaced. Mr. Carr stated that they used to have an asphalt roof and they installed a wood roof. The roof will be stripped down to the sheathing. Mr. Spang asked if the copper drip edge will be visible. Mr. Carr responded that he does not believe so. Public comment. Ms. Harper read into the record a letter of support form Ann Knight, I 1 River Street, in support of the application. VOTE: Mr. Hart made a motion to approve the application with the pro visa that the exposed aluminum flashing be no more than 3/e" Ms Turiel seconded the motion All were in favor, and the motion so carried. 5&7 Flint Street Ilse J. Peirce submitted an application for a Certificate of Appropriateness to install snow guard brackets along the roofline. The contractor, JB Kidney& Co., found that there are marked positions showing that there were previously snow guards and brackets on the roof. The new snow guard brackets will be custom fabricated to match the slate tile that it will replace. The snow fence will be custom fabricated from galvanized piping. The brackets and piping will be painted with an epoxy based paint prior to assembly. Only copper fastener nails and screws will be utilized. Ilse Pierce and Bruce McDonald were present. Documents & Exhibits ■ Application: 11/3/14 ■ Photographs: 11/3/14 Ms. Harper asked if entire house has a hip roof. Mr. McDonald responded in the affirmative. Ms. Harper asked for the height of the brackets off the roof. Mr. McDonald responded that the bracket would be approximately 6" high. He stated that the reason for the snow guards is that Ms. Pierce has been hit by snow and ice falling off of the roof. The color of the snow guards will be painted to match the color of the slate. There was no public comment. VOTE: Mr. Spang made a motion to approve the application, as submitted Ms. Turiel seconded the motion. All were in favor, and the motion so carried. Other Business John Carr, Carol Carr and Jane Arlander asked to speak with the Commission about a concern they have with - a sidewalk repair in the McIntire District. The new owner of the 94 Federal Street requested that the City repair a section of sidewalk. The existing sidewalk was concrete, even though the rest of the neighborhood has brick sidwalks. The City Engineer told the owner that the sidewalk would be repaved in-kind, with concrete. The owner offered to pay to upgrade to brick however the City stated that it would only repair with concrete. The Federal Street Neighborhood Association will be proposing a change to the Ordinance and calling the Engineer to the City Licensing Board. They will be coming back before the Commission to request a letter of support. Councilor Sargeant is also aware of the issue. Mr. Spang noted that in Boston there is a process for making changes to sidewalks. Something similar may ; be appropriate for Salem. Ms. Bellin noted that under Chapter 40C, the Commission has no jurisdiction over sidewalks. Mr. Hart asked Ms. Lovett to research 6 Federal Court, and their history of applications. The property has multiple code violations and is suffering from demolition by neglect. Ms. Arlander stated that Tom St. Pierre, the City Building Inspector, has visited the property and the owners have hired Essex Restoration to bring the property just up to code. Approval of Minutes VOTE: Ms. Bellin made a motion to approve the minutes of 10/15/14 with comments. Mr. Hart seconded the motion. All were in favor, and the motion so carried Correspondence Ms. Bellin requested that Ms. Lovett send the Commission members the language from the ordinance that states that the visibility is limited from the public ways mentioned within the district. Mr. Hart agreed and added that if that is the case, the Commission should petition to change the ordinance to include visibility from all public way. Present were Jessica Herbert (Chair), Kathy Harper, David Hart, Larry Spang, Joanne McCrea and Susan Keenan. Arriving later in the meeting was Laurie Bellin. 122 Federal Street Meg Twohey and Darrow Lebovici submitted an application for a Certificate of Appropriateness to reconstruct existing fence and posts with the same materials and paint color, located between the Lynn Street corner and the entryway to the walkway on Federal Street. The only design change proposed is to add a cap to the reconstructed portion of fence and on the small section of fence to the right of the entry(which does not need to be replaced). The proposed cap will be identical to the cap added to other sections previously approved. Darrow Lebovici was present. Documents & Exhibits • Application submitted 4/1/15 • Photographs Mr. Lebovici stated that, in March,Northside Carting backed into the fence and crushed it. He wants to replace the fence and add the cap that is on the rest of the fencing that was approved several years ago in the back along Lynn Street. He also wants to add the cap on the little section to the right of the gate. Mr. Spang asked if it is a different fence type. Mr. Lebovici stated that they are all picket fences; the difference is that the tops of the pickets were lopped and the cap was added. Mr. Spang asked if they will replace the little piece of fence to match or just add a cap. Mr. Lebovici stated that they are proposing to put the cap on without replacing the fence; if the contractor can't, they will replace that section. Mr. Spang asked if the post will stay the same. Mr. Lebovici replied in the affirmative. Ms. McCrea stated that she wanted to alert the Commission that there was a meeting of the Essex Street Neighborhood Association regarding lighting in the city attended by Jeff Elie. She stated that the City is looking to replace lighting and that the Commission may want to think about appropriate lighting for area. Ms. Guy stated that she would talk with Mr. Elie and send the Commission information. Ms. Herbert stated that HSI's annual preservation awards are coming up. She stated that she got an email to serve on the committee to review projects. She asked if anyone want to serve, noting that the meetings are usually during day. Ms. Harbor stated, while it is not exactly the Commission's purview, that she would like to know if the wind turbines on the South Harbor Garage are in use any longer and, if not, can they be taken down or moved to the back.
