The difficulty with repairs to this structure is that one Beach Ave started out as a Summer cottage (a hundred years ago) which was typical of most of the homes in the area.They were all built of very light construction even for the period. Attempting to repair one of these structures,to bring them up to today's Building,seismic, and energy requirements is at best very difficult if not impossible. Additionally,these cottages did not have very good foundations and over the years ,owners have attempted to add pieces of foundations where problems developed.This building also needs other repairs to the exterior including the porch and both entry steps. It is my opinion that this home is beyond a reasonable repair and it would be better to look at replacing the structure. That said Historic Salem would like to see a commemoration of the significant industrial history of the site that will be erased with demolition. Documentation that the Section 106 process was followed The project required two Federal permits, an EPA NPDES Construction General Permit(CGP) and an FAA Notification,as described below,the EPA CGP requires a screening process to address historic properties as, it relates to Section 106 for federal undertakings. For FAA permits, Section 106 does not apply. In the case of NPDES, Appendix E of the EPA CGP deals with the Historic Property Screening Process.To address any issues relating to historic properties in connection with the issuance of this (CGP) permit, EPA has developed a screening process that enables construction operators to appropriately consider the potential impacts, if any, of their installation of storm water controls on historic properties.The screening ' process allows for an appropriate site-specific means of addressing historic property issues in connection with EPA's issuance of the permit. Section 106 of the National Historic Preservation Act (NHPA) requires Federal agencies to take into account the effects of Federal "undertakings", such as the issuance of the CGP,on historic properties that are either" listed on, or eligible for listing on,the National Register of Historic Places.To address any issues relating-to, historic properties in connection with the issuance of the CGP, EPA has developed the screening process that enables construction operators to appropriately consider the potential impacts, if any,of their installation of storm water controls on historic properties and to determine whether actions can be taken, if applicable,to mitigate any such impacts. Although the coverages of individual construction sites under the CGP do not constitute separate Federal undertakings,the screening process provides an appropriate site- specific means of addressing historic property issues in connection with EPA's issuance of the CGP. In addition,Tetra Tech (Footprint's permitting consultant) discussed this issue with EPA Region 1 staff who indicated that applying for coverage under the CGP is not a federal action or undertaking and that Section 106 does not apply as long as the screening process is followed. As required by the CGP,the screening process included contact with the Massachusetts Historical Commission (MHC) and for this project the contact was made through the Massachusetts Environmental Policy Act process, whereby Footprint filed an Environmental Notification Form (ENF)'. As required under ,the MEPA Regulations, a copy of the ENF was filed with MHC for review and comment..MHC did not provide comments on the ENF. By following the screening process,the Footprint project is eligible for coverage under the CGP,thus meeting the criteria. For the FAA Notification,Tetra Tech corresponded with the FAA through its Air Traffic, Obstruction Evaluation Group,which determined that the filing of FAA Form 7460-1 (Notice of Proposed Construction and Alteration) did not trigger a Section 106 Review under the National Historic Preservation Act. In the matters of this case our opinion,as general contractors and home inspectors,was sought on whether it would be more economical to try to renovate/restructure 129 Columbus Ave. or to tear the building down and build a new house. There is no question that it would be more economical to tearthe house down and rebuild.There are many reasons why this is the case including,but not limited to,the following: • Extensive repairs needed to the existing foundation for not only structural capacity, but frost protection as well • The frame of the house, which is undersized, would comply to current codes/building, practices with a tear down/rebuild • The new house would be subject to complying with the new energy code • There was visible insect damage to multiple structural components. Because of the house's age and potential for concealed defects from water damage and insect damage, it would be hard to estimate the total damage to the structure.This could add a significant cost to the renovation. Upon walk through the remainder of the house,the second floor bounced considerably and there was visible deflection in the beams and framing that supports the second floor.The roof framing appeared to be undersized.The main ridge was deflecting and bowing in,which was pushing the right side soffit overhang outward as a result of the deflection.There were multiple roof rafters that were bowing and in need of additional strengthening.
