Demolition ofall areas designated as non-shaded on the building plan, entitled "Scheme 2 (08104104), " with
the exception of the non-shaded area at the easterly end of the 4-story block nearest the North River Canal.
Extent of demolition on the Goodhue Street facade will start at a column bay near the center of the Goodhue
street fagade and run northward to the end of the 4-story block. As a revision to the waiver application, the
owner has withdrawn application to demolish the shaded area indicated on Scheme 2.
In consideration of this waiver, the owner has agreed to the following, which is to be documented in a written
agreement with Historic Salem, Inc., as generally indicated below:
■ The majority of the structure shaded on said plan shall remain visible in any new redevelopment;
• Historic Salem, Inc. shall have further design review input;
• The Owner shall hold Structures North harmless for pro bono consulting services;
• Owner shall provide the Salem Historical Commission with a copy of the written instrument between the
Owner and Historic Salem Inc. which documents the agreement;
• The Owner shall provide the Salem Historical Commission and Historic Salem, Inc. with a copy of the
demolition plan as submitted to the Building Inspector; and
Further review of the non-shaded area of the 4-story block nearest the North River Canal is continued to the
meeting of Sept. 15, 2004. Owner hereby agrees to waive the requirement of a 30-day preliminary report.

PROCEDURES FOR FILING APPLICATIONS
A. Be prepared to apply for approvals well in advance of commencing any exterior work Before making any changes to the exterior of a property
in an historic district,the owner should call or visit the Commission representative at the Salem Planning Department to discuss proposed
alterations and to determine the category of the application(Appropriateness,Non-Applicability or Hardship). „

B. The Commission normally meets on the fust and third Wednesdays of each month and notices are posted at City Hall. The meetings are held
at 120 Washington Street,3rd floor,and begin at 7:30 p.m. All meetings are open to the public and any person is entitled to appear and be
heard on any matter before the Commission before it reaches a decision.
C. An application for a Certificate of Appropriateness or Hardship must be received by 3:00 p.m.on the Monday 16 days before the meeting in
order to make the agenda. An application for a Certificate of Non-Applicability may normally be added to the agenda up to the day of the
meeting. In some cases,a Certificate of Non-Applicability may be issued by the Clerk,without review by the full Commission,after receiving
signatures of approval from an officer and a member of the Commission. There is no fee for any applications.
D. All applications for Certificates of Appropriateness or Hardship require a public hearing. Notice of the hearing must be posted with the City
Clerk 14 days before the hearing and abutters must be notified in writing. Commission staff will handle these procedures. A public hearing
is not required for a Certificate of Non-Applicability.
E. Applications must be submitted by the owner of the properly. In case of a tenant,a waiver of the ownePs appearance may be granted at the
discretion of the Commission if it is requested by the owner.
F. All applications must include three to four 35mm photographs of existing conditions. No certificates can be issued prior to receipt of
photographs.
G. An application will not be considered complete unless glLwork items are thoroughly described on scaled drawings and include specifications
regarding dimensions, materials, and any other information needed for the Commission to visualize the changes in order to make a
determination. Applications for paint colors should include a paint chip or chart. The following items should be included in your drawings
as applicable:
1. Site plan showing location of improvements;
2. Elevation drawings of the specific improvements:
3. Details/profiles(i.e.moldings,fence caps,cornices,vents,etc.); -
4. Materials(i.e.wood,brick,etc.);
5. Dimensions(i.e.size of trim);and
6. Transformers,heat pump.and condenser locations,electrical entries and meters,lamp posts,stove pipes.
H. At the hearing,the Commission will discuss the application with the applicant or his representative,hear the abutters and take a vote. Owners
having professional consultants suchasarchitects or contractors are urged to have then be present at the hearing. If the application is approved,
a Certificate will be issued,mailed to the applicant and copies will be sent to the City Clerk and Building Inspector. Please note that the
application can be continued until the next meeting if the Commission deems necessary(i.e.for reasons of incomplete drawings,to perform
a site visit,etc.). In any case,the Commission must make a determination within 60 days from the date the application is received,unless the
applicant waives that requirement in writing.
1. A property owner or a contractor cannot receive a building permit unless a Certificate has been issued or the applicant has a letter from the
Commission stating that the change involved is not subject to the Commission's jurisdiction. Please be sure to obtain appropriate permits from
the Inspector of Buildings prior to commencing work.
I. The City of Salem reserves the right to inspect the project to determine compliance with the conditions set forth in the Certificate issued.
Violations
A person commencing or completing work to the exterior of a building in an historic district without the necessary approval of the Commission is subject
to fines of up to$500 per day from the date of violation. The Commission is not responsible for an owners neglect to inquire about necessary City
permits and approvals. All records are public and we will confidentially assist you if you are concerned that someone in your neighborhood is in
violation.
Assistance
The Commission's guidelines are available for viewing at the Salem Planning Department and the Salem Public Library. The guidelines provide examples
of what is historically appropriate(or inappropriate)for Salem's neighborhoods including trim,siding,doors,fences,gutters,masonry,paint colors,
parking solutions,porches,roofing,satellite dishes,secondary egress,skylights,utilities,windows,etc. These guidelines help you understand what
changes are likely or unlikely to be approved. The Commission supports your efforts to improve your property and can guide you on historical
appropriateness. Further information,in the form of books,articles and pamphlets,City-wide architectural inventories,and photographs,are available

AGREEMENT
The parties to this Agreement are NORTH RIVER CANAL LLC
(hereinafter the "Owner") , having a usual place of business
at
owner of the property located at 28 Goodhue Street, Salem,
Essex Country, Massachusetts (hereinafter the "Property") ,
and HISTORIC SALEM, INC. (hereinafter "HSI") , having' a
usual place of business at 9 North Street, Salem, Essex
Country, Massachusetts .
WHEREAS, the Owner purchased the Property in December of
2003 with the intent of redeveloping the vacant buildings
into a mixed-use project, consisting primarily of
residential units; and
WHEREAS, UPON FURTHER INSPECTION OF THE Property, the
Owner' s structural engineer and architect determined that
portions of the existing structures could be unsound and
unfit for rehabilitation; and
WHEREAS, even partial demolition of the existing
structures potentially could present many unknown and .
unforeseen circumstances and costs once portions of the
structures are removed; and
WHEREAS, the Owner has filed a petition with the Salem
Historical Commission requesting a Waiver to the Demolition
Delay Ordinance for the demolition of the structures on the
Property; and
WHEREAS, in the course of several meetings of the Salem
Historical Commission, the Owner and HSI have discussed the
merits of total versus partial demolition of the
structures; and
WHEREAS, HSI has expressed strong interest in the
preservation of portions of the structures on the Property;
and
WHEREAS, HSI has provided information to the Owner
demonstrating potential financial and other incentives
available to the Owner should the portions of the
structures be preserved; and
WHEREAS the Owner has asked its engineers to review the
feasibility of partial demolition of the structures, taking
into account further information provided by HSI and its
consultant, Structures North, Inc. ; and
WHEREAS, The Salem Historical Commission waived the
Demolition Delay Ordinance for the demolition of portions
of the Property by decision dated August 13, 2004; and
WHEREAS, in consideration of the waiver granted by the
Salem Historical Commission regarding the Owner' s property
at 28 Goodhue Street,
NOW, therefore the parties agree as follows :
1. The majority of the structure shaded on the plan
provided to the Salem Historical Commission and entitled
"Scheme 2 (08/04/04) " shall remain visible in any new
redevelopment;
2 . The Owner agrees that it will meet with
representatives of Historic Salem to solicit input into the
design of the proposed structure and project;
3 . The Owner accepts the offer of HSI to have Structures
North, Inc. informally consult on the project on behalf of
HSI on a pro bono basis and, further, the Owner agrees to
hold Structures North, Inc. and Historic Salem, Inc.
harmless for such consultation; and
4 . The Owner agrees to provide HSI with a copy of the
demolition plans, as submitted to the City of Salem
Building Inspector; and .
5 . HSI agrees to work with the Owner in its
redevelopment proposal for reuse of the building, as
described in the Salem Historical Commission decision dated
August 13, 2004, before any city boards and/or permitting
agencies, providing that the redevelopment plan is
consistent with the North River Canal Corridor Master Plan
and Salem zoning ordinances; and
6. HSI agrees to provide information on the building to
help to identify historic tax credits and/or other
financial incentives that may be available to the Owner at
the city, state and federal levels .
It is agreed between the parties that a copy of this
written Agreement shall be provided to the Salem Historic
Commission for its records.
The parties hereto agree that .this document shall not be
recorded at the Registry of Deeds and that such recording
shall render this Agreement and all of the terms and
conditions herein null and void.

Thank you both - and entire Committee - for your significant help and
guidance with 28 Goodhue Street.
Lance, you had requested additional information on the historical
significance of the property and the area. Several people invested
effort pulling that information together - Bob Booth, Tim Jenkins and
Joan Sweeney. Since you had requested it, Lance, we wanted to forward
Bob Booth's quick research. Joan and Tim did additional work, including
maps, which they brought to the meeting but which aren't easy to attach
to an e-mail at this point. We are all most grateful for their effort.
I hope we will be able to compile all the"-information they gathered, and
make available to Jane and to the North River Canal Corridor working
group. We'll also be providing the information to the owners of the
property as we continue to work with them in the future.

28 GOODHUE STREET Research by Bob Booth 8/3/04
1. Available evidence indicates it was built as a shoe factory, in 1907, 1908, 1909, or
1910--Salem, at that time was a major shoe-manufacturing center(and leather-producer,
a related industry) and this may be the only surviving shoe factory from before 1914
(Great Fire)
2. Before 1907, owner was George F. Putnam, who had a tannery there (footprint in 1897
atlas shows GFP's was a different building)
3. G.F. Putnam in April, 1907, sold site to North Shore Shoe Company(deed record)
4.North Shore Shoe Co. sold site in 1909 to Cass &Daley Shoe Co. (deed record)
5. Either North Shore Shoe Co. (1907-9) or Cass & Daley Shoe Co. (1909 or 19 10) built
the shoe factory, much as it is today
6. 1911 Salem atlas shows foot print of building much as it is today, minus the one-story
section on the south side and minus the rear extension running to the canal
7. In 1916 Cass & Daley Shoe Co. contracted with Pitman &Brown, construction firm,
to build additions and complete the work before the end of the year(one surmises that the
new additions were the one-story portion and the rear extension, as mentioned in#6)
(deed record)
8. Cass &Daley Shoe Co., owned by Wm F. Cass (31 Broad St., Salem) &
Joseph E. Daley(of Salem, later of Beverly, d. 1932 evidently) operated here and on
Saunders Street for 18 years
9. Cass &Daley Shoe Co. went bankrupt in 1927, and sold out to Ryan-Rogers Shoe Co.
10. Still a shoe factory in 1930s (per Naumkeag Directory)
11. Owned by Pioneer plastics Corp. by L950s (per.1957 atlas).

FOR A WAIVER OF DEMOLITION DELAY ORDINANCE
RE: 2 Water Street
On Wednesday, May 19, 2004, the Salem Historical Commission voted unanimously to deny an application to
Waive the Demolition Delay Ordinance submitted by North River Redevelopment Trust,Charles Blaisdell and Steve
DeFronzo, Trustees, for demolition of main tannery building and unattached utility building at 2 Water Street.
Denial was based on a determination to defer action until completion of the ongoing North River Corridor Study and
zoning amendment process,which was initiated by the City Planning Department and neighborhood. This study and
amendment process is expected to be completed within the next six months. The North River Corridor Study has
recommended preservation and adaptive re-use of buildings of this type and will directly impact the re-use potential
of this property. Denial also reflected a recognition of this property's significance as an example of Salem's historic
leather industry and the need to further document and preserve this aspect of local history.

The owners have an alternative approved plan for redevelopment of the site.
Financing has been obtained for the redevelopment.
We also note that a primary goal of the North River Canal Corridor Neighborhood Master
Plan is the reuse of the former industrial buildings in this area(hopefully for artist live-
work space) and that a major zoning initiative is currently in process that will impact this
property. This process should be completed within two to three months, and it is
advisable that anything that would be contrary to the intent of the Plan and the proposed
new zoning (and demolition of older industrial buildings is contrary to both) should be
deferred until completion of the process.

A. Be prepared to apply for approvals well in advance of commencing any exterior work. Before making any changes to the exterior of a property
in an historic district,the owner should call or visit the Commission representative at the Salem Planning Department to discuss proposed
alterations and to determine the category of the application(Appropriateness,Non-Applicability or Hardship).
B. The Commission normally meets on the first and third Wednesdays of each month and notices are posted at City Hall. The meetings are held
at 120 Washington Street,3rd floor,and begin at 7:30 p.m. All meetings are open to the public and any person is entitled to appear and be
heard on any matter before the Commission before it reaches a decision. -
C. An application for a Certificate of Appropriateness or Hardship must be received by 3:00 p.m.on the Monday 16 days before the meeting in
order to make the agenda. An application for a Certificate of Non-Applicability may normally be added to the agenda up to the day of the
meeting. In some cases,a Certificate of Non-Applicability may be issued by the Clerk,without review by the full Commission,after receiving
signatures of approval from an officer and a member of the Commission. There is no fee for any applications.
D. All applications for Certificates of Appropriateness or Hardship require a public hearing. Notice of the hearing must be posted with the City
Clerk 14 days before the hearing and abutters must be notified in writing. Commission staff will handle these procedures. A public hearing
is not required for a Certificate of Non-Applicability.
E. Applications must be submitted by the owner of the property. In case of a tenant,a waiver of the owner's appearance may be granted at the

a Certificate will be issued,mailed to the applicant and copies will be sent to the City Clerk and Building Inspector. Please note that the
application can be continued until the next meeting if the Commission deems necessary(i.e.for reasons of incomplete drawings,to perform
a site visit,etc.). In any case,the Commission must make a determination within 60 days from the date the application is received,unless the
applicant waives that requirement in writing.
I. A property owner or a contractor cannot receive a building permit unless a Certificate has been issued or the applicant has a letter from the
Commission stating that the change involved is not subject to the Commission's jurisdiction. Please be sure to obtain appropriate permits from
the Inspector of Buildings prior to commencing work.
J. The City of Salem reserves the right to inspect the project to determine compliance with the conditions set forth in the Certificate issued.
Violations
A person commencing or completing work to the exterior of a building in an historic district without the necessary approval of the Commission is subject
to fines of up to$500 per day from the date of violation. The Commission is not responsible for an owner's neglect to inquire about necessary City
permits and approvals. All records are public and we will confidentially assist you if you are concerned that someone in your neighborhood is in
violation.

The Commission's guidelines are available for viewing at the Salem Planning Department and the Salem Public Library. The guidelines provide examples
of what is historically appropriate(or inappropriate)for Salem's neighborhoods including trim,siding,doors,fences,gutters,masonry,paint colors,
parking solutions,porches,roofing, satellite dishes, secondary egress,skylights,utilities,windows,etc. These guidelines help you understand what

Dear Mr. Correnti:
I have conducted baseline historical research on the above referenced
buildings. The details of my findings are presented in the attached historic
resources inventory form. It is my understanding that the Salvation Army
wishes to demolish the two buildings in order to construct a neve community
center.
The central two-story, gable-front portion of the building at 95-97 North Street
may incorporate a pre-1850 building, but its present appearance dates to the
late 19th century. In the early 20th century both side elevations of the first
story were altered by commercial additions and a new storefront facade was
created.
The alterations to the building have resulted in the loss of its architectural
integrity. It has also lost its historic context because the block on which it
stands changed completely in the 20th century. Gable-front buildings were
common in the mid-to late 19th century, so it is not a rare example of a
particular building type.
1 have not seen the plans for the proposed new Salvation Army community
center, but new construction on the block offers a fine opportunity to
improve the streetscape along this important gateway to downtown Salem.

Enclosed please find the inventory form along with current black and white photographs,
copies of two historic photographs, copies of two Sanborn Insurance maps showing the
block in 1890 and in 1925 with updates to 1950, and a current assessors map of the
property.
I have also included the negatives for the current photos and written the negative number
on the back of each photo in case you need to make more prints. Black and white prints
are a required for MHC inventory forms because they do not fade over time like color
prints do. MHC also requires that the photos be stapled rather than glued to the
inventory form because the glue diies out and the photos can be lost.
The historic photographs are from the Peabody Essex Phillips Library., and are located in
a file on North Street, should you need prints of them.
I have enclosed my invoice and faxed a copy to Captain DeGeorge He recommended that
I send everything to your office rather than to the Salvation Army.

The two modest, vernacular buildings at 93 and 95-97 North Street, originally on separate lots, were
combined into one parcel in 1993. They are one-story commercial/institutional buildings except for the
central portion of 95-97, which rises two stories and has an apartment above the central storefront. There
is a narrow and inaccessible strip of space between the two buildings. The buildings face east along the
sidewalk in a commercial area with heavy vehicular traffic on one of the major arteries leading into
downtown Salem (route 114). The block in which the buildings stand is bound by North Street on the east,
Mason Street on the north (mostly late-19th century residential) and Water Street on the west (primarily
industrial). While there is no intersecting street on the south, the block is visually terminated by a parking
area surrounding a small former gas station (now Valvoline). Just to the south, North Street widens to
become a bridge over the North River. The immediate streetscape along North Street is defined by a
tripple-decker with a storefront restaurant and shop on the comer of Mason (99 North Street). On the
opposite side of the street are three 2-1/2 story, front-gabled, wood-frame buildings with commercial space
on the first floor. Two gas stations and a fast-food establishment also stand in the vicinity. A parking lot at
the rear of the subject buildings is accessed from Water Street.
95-97 North Street
Having undergone numerous alterations, the building reflects a mixture of stylistic features. It may
originally have been designed in the Classical Revival or the Italianate style. It is composed of a two-story,
front gabled, rectangular frame structure with one story, flat roofed brick additions on each side. A mid-
20th century faux mansard roof spanning the facade unifies the first story into a fifty-foot wide
commercial row with four doorways. One door leads to the second floor apartment and the other three to
storefronts. Plate glass display windows rest on brick bases except for the north corner of the building,
which has a wood base and an Italianate-style cornice decorated with paired brackets, an architectural detail
that may once have spanned the facade. The three storefronts have recessed entries, each with a slightly
different door and doorway, but they all generally reflect the Classical Revival style and contain wood doors
with multilight glazing in the upper half. Storefront doors are at grade, while the apartment door is two
steps up.
The central and oldest portion of the building, rises above the storefronts to a front-gable roof covered
with asphalt shingles. There is no visible chimney. As viewed at the second story, the residential apartment
is three bays wide by three deep with a square bay window in the second bay on the south elevation. A small
partially enclosed second story porch addition is visible to the rear of the bay window. At the second story
facade (east), a central window with 2/2 sash and pedimented crown is flanked by narrower windows with 1/1
sash and flat molded lintels. The main entrance is flush with the facade at the first story, second door from
the north, generally following the side hall plan. Clad with clapboards, the second story is trimmed with
corner boards that rise to a deep molded cornice with bold returns at the gable end. The trim continues
along the flanks of the building, and the gable detail is repeated on the rear (west) elevation, which features
two windows at the second story and a central door that is almost at grade on the first floor. The
foundation of the building is not visible. A one-story brick addition to the southernmost storefront wing
(adjacent to 93 North Street) extends well beyond the plane of the two-story section and wraps almost half
way across its rear elevation. Nearly square in plan, the addition has brick side elevations with no windows
and a shingled rear elevation fitted with a deteriorated overhead garage door and one window. One chimney

rises up the north side of the rear addition near its junction with the back door to the apartment section.
One other small one story, bump out appears to be the rear exit from the northernmost storefront.
Interior: A brief inspection of the vacant building with flashlight revealed the following: The first floor,
which has been vacant for some time, is in deteriorated condition and has numerous-.interconnecting
partitions that once divided the stores. Embossed metal ceilings are visible where portions of a dropped
ceiling have fallen or been removed. The second floor apartment, which is also vacant, is accessed by a
door along north street. It opens into an enclosed stairway with modern handrail fixed to the wall. At the
second floor landing there is a simple newel post and short run of balusters backed by a wall. The second
floor contains three rooms plus a kitchen and bath, both of which appear to have been updated in the mid-
20th century. Interior architectural finishes, which are modest and characteristic of the late-19th century,
consist of molded casings and corner blocks framing door and window openings. Interior doors are wood and
contain 5-horizontal panels. There are no fireplaces.
93 North Street
The one story, flat-roofed brick (running bond) building has an L-shaped plan and a mid-20th century
Classical Revival design. The section along North Street is approximately 50 feet wide and 43 feet deep and
the rear section is 45 feet wide by 58 feet deep. One tall chimney rises through the roof on the north
elevation at the junction of the two sections of the building. The facade, which was once three storefronts,
features a central brick-faced section containing the main entrance, which is defined by a mid-20th century
door surround with broken pediment. The entry, fitted with an iron grate, leads into a vestibule, where a
six-panel door on the north wall opens to the,interior of the building. On either side of the entry bay, banks
of three plate glass windows divided by fluted pilasters rest on wood paneled bases. A wide band of trim
spans the facade forming a cornice beneath a plain brick parapet. A central sign band set into the trim reads
"The Salvation Armv." There is no fenestration on the south elevation of the front section
The rear section has six windows and two doors along its south elevation. There is evidence of infill along
the wall, which has changed the fenestration pattern somewhat. Typical windows have 6/6 sash, soldier
course lintels, and concrete sills. One window is fitted with a metal grate. Doors have no detailing. The west
(rear) elevation has an industrial door in the center and a pair of windows to the right (south). Infill
brickwork indicates that there were once larger openings, one of which was probably a loading dock. There
is no fenestration on the north elevation, most of which is obscured by the building at 95-97 North Street.

Interior: Once three stores, the interior has been reconfigured to serve as a meeting hall and chapel across
the front of the building and office space to the rear. Walls are finished with knotty pine recessed paneling
that runs floor to ceiling or as a dado in the meeting hall and in the hallway serving the office corridor.
According to the assessors records, the first floor contains 4760 square feet and there is full basement.

Historic maps and the physical characteristics of the building at 95-97 North Street suggest that the two-
story section. which is the oldest portion; was built between 1874 and 1890. It is possible, however, that
the current building is a pre-1850s structure that was substantially remodeled in the late-19th century and
then wrapped with a storefront in the early 20th century. Because of all its alterations it does not retain
architectural integrity from the earlier period. The one-story building at 93 North Street probably dates to
1921, based on a building permit on file in Salem City Hall. Originally a three-store commercial building, it
too has been significantly altered, so that it reflects a mid-20th century aesthetic. The block on which the
buildings stand was also greatly altered in the 20th century. Between 1911 and 1925, the block changed
from primarily residential to commercial use. None of the buildings on the 19th century maps stand today
with the exception of 97 North Street, which appears as an isolated remnant atop a row of storefronts.
Background
Map research indicates that the two subject parcels were historically three lots with intertwined ownership.
The block on which the thvo buildings nose stand was densely developed by 1851. It appears that much of
the block including the subject parcels with buildings on them were owned by the Symonds family. The
family descended from John Symonds, a 17th-century resident of North Salem, who once owned a good deal
of the land on the west side of North Street between School Street and the North River.
95-97 North Street
The 1874 map shows building footprints similar to but more detailed than those on the 1851 map. One of
the buildings was the Benjamin Symonds house which stood at about a 45 degree angle to the street on a lot
that later became 95 North Street and may have extended onto present day 93 North Street. Next door at
97 North Street was a small building with a square footprint. Two historic photographs dating roughly to
the late-19th century show both buildings. revealing that the Benjamin Symonds house was a large 2-1/2
story gambrel-roofed structure. The building at 97 North Street was similar to the present building in that it
was about the same height and had a storefront in its gable end facing North Street. Many of its details
were, however, quite different: There were two rather than three windows at the second story above the
storefront, there was a widow in the attic, a chimney rose through the roof, and sash were 6/6. The latter is
characteristic of pre-1850s buildings. While photographs can be deceptive, the eaves appear to have been
more shallow and the building less deep -- more square in plan like the footprint on the 1874 map. It also
had an entry in the center of its south elevation facing the Benjamin Symonds House. The present building
at 97 North Street may be a remodeling of the building in the photograph or it may be a replacement. The
city directory indicates that Samuel Symonds operated a grocery store in the present or previous building in
1860. The 1882 directory indicates that Mrs. Abbic. G. Cousins (widow of Joseph H.) was operating a dry
and fancy goods shop on the first floor and living on the premises. The 1886 directory does not list the
building, which could be an oversight, but it also raises the possibility that the current building replaced an
older building that year or was being remodeled. In 1887, Horace W. Snow, a hairdresser, was operating out
of the storefront. William E. Jones appears to have been the residential tenant.
The present rectangular-plan, two-story building was clearly standing by 1890 (Sanborn). It was the only
store on the block of dwellings, and it had a long 1-1/2 story ell extending to the rear. The lot was long and

narrow like the building. In 1897, Christopher McGrane owned both 97 and 95 North Street (the Benjamin
Symonds House still stood on the latter). McGrane was listed in the directory as being in the real estate
business with a residence at 14 Dearborn Street. Tenants of the building were hairdresser Snow, whose
residence was at 34 Balcomb, and William J. Lee, a gate tender at the North Street Crossing who lived at 97
North Street,
By 1911, McGrane still owned 97 North Street, and the block was little changed from its 1890
configuration. Snow was still operating his hair salon, but the upstairs residential tenant had changed to
James A. Richie. In 1913, McGrane received a building permit for $3000 of work, which was most likely
the additions of the two storefront wings. Sandborn maps after 1925 show the building with four addresses:
95, 95a, 95b (probably the apartment) and 97. In 1935, # 95 was vacant, John F. Shea was at #95a, and
Macauley and McNamee, dry goods was at # 97. No residence was listed, but it is likely that the McNamees
owned the property and lived upstairs. Katharine 1. and Sarah A. McNamee were definitely living in the
building in 1960, when it was sold by a conservator for Katherine L McNamee to Eleanor W. Clarke with
what appears to be a life tenancy for Katherine and Sarah McNamee. They were to be allowed to continue
living in the apartment indefinitely for $15 a week including heat. During most of the 1960s, Gerald
McCarthy had an insurance agency at 495 and Rodman Nichols operated a liquor store at 497.
93 North Street
The building may have been built in two stages. Albert Pierce received a building permit in 1921 for a one-
story brick building on the site. It is not clear if the permit, which was for a 50 by 60 foot building, is the
front or the rear section, because the measurements don't precisely match either section. Pierce was a
baker, who had been operating from the previous building at 93 North Street as well as at 125 North Street
as early as 1911, when he lived at 143-1/2 North Street. By 1922, he had bakeries at 93 and 125 North
Street as well as at 3 Pleasant Street. Prior to the present brick building, there were two small buildings on
the site. These were owned by the Bennett Brothers in 1897 with S.W. Thomas running a grocery store on
the premises. By 1911, the Bennetts had also acquired 95 North Street, the Benjamin Symonds House. The
Bennett Brothers (Charles H. and Frederick A.) were grocers specializing in fruit and produce with a store at
282 Essex Street. It is likely that the Bennetts sold the North Street property to Albert Pierce.
During the period of 1925 to 1957 (Sanborns), the building had three storefronts plus a wholesale fruit
business in the back half of the rear section. In 1935, the three storefronts were occupied by Ropes Drug
Company, Great A&P Tea Company, and First National Stores, Inc., a grocer. During most of the 1960s,
the storefronts were occupied by The Old Book Shop, Hi Tone Cleansers, and Hamlin Wallpaper and Paint.
By 1969, J. C. Oil Company had taken the space of the bookstore and probably the paint store, which had
moved into 97 North Street. J. C. Oil Company (fuel oil) was owned by Eleanor W. Clarke, who was also in
the real estate business. Clarke may be responsible for the current facade, which was present in a photo on
file with the Salem Planning Department that was taken during the Clarke ownership. The photograph
shows a facade similar to the present, but with multilight sash rather than plate glass and a paneled door
with sidelights in place of the current iron grate.
Recent History
It appears that the Clarkes assembled the subject parcels, owning both 93 and 95-97 North Street as three
separate parcels, which were conveyed in a single decd to Cynthia Cashman from the estate of Eleanor W.
Clarke. Cashman conveyed same to the present owner, The Salvation Army, in 1973. An international
Christian charitable organization, the Salvation Army -ses the building at 93 North Street as its community

center and headquarters for the North Shore corps, technically known as The North Shore Salvation Anne
Open soven days a week, the community center offers such programs as a drop-in center, food pantry, a
meting place for Alcoholics Anonymous, worship services, and Sunday school. The organization also
conducts many outreach activities including distributing clothes to the needy and sending children to
summer camp. _

On Wednesday,July 7,2004,the Salem Historical Commission,voted unanimously to deny an application to waive
the Demolition Delay Ordinance from Donald and Elizabeth Nash for the demolition a two-family home at 8 Rear
Essex Street. The denial was due to the house being historically significant,the building appearing to be structurally
sound and rehabilitation not being cost prohibitive. The owners are encouraged to look into the adaptive reuse and
preservation of this building, which may, in turn, increase the value of the property.

at 120 Washington Street,3rd floor,and begin at 7:30 p.m. All meetings are open to the public and any person is entitled to appear and be
heard on any matter before the Commission before it reaches a decision.
C. An application for a Certificate of Appropriateness or Hardship must be received by 3:00 p.m.on the Monday 16 days before the meeting in
order to make the agenda. An application for a Certificate of Non-Applicability may normally be added to the agenda up to the day of the
meeting. In some cases,a Certificate of Non-Applicability may be issued by the Clerk,without review by the full Commission,after receiving
signatures of approval from an officer and a member of the Commission. There is no fee for any applications.
D. All applications for Certificates of Appropriateness or Hardship require a public hearing. Notice of the hearing must be posted with the City
Clerk 14 days before the hearing and abutters must be notified in writing. Commission staff will handle these procedures. A public hearing

Violations
A person commencing or completing work to the exterior of a building in an historic district without the necessary approval of the Commission is subject
to fines of up to$500 per day from the date of violation. The Commission is not responsible for an,owner's neglect to inquire about necessary City
permits and approvals. All records we public and we will confidentially assist you if you are concerned that someone in your neighborhood is in
violation.

The Commission's guidelines are available for viewing at the Salem Planning Department and the Salem Public Library. The guidelines provide examples
of what is historically appropriate(or inappropriate)for Salem's neighborhoods including trim,siding,doors,fences, gutters,masonry,paint colors,

Dear Mr. McArdle:
Per your request, McBrie, LLC performed a visual inspection of the above reference on May 11, 2004.
The inspection was performed to evaluate the structural integrity of the structure and to provide
recommendations for repairs. Directions indicated throughout this report assume the building is
viewed from Boston Street.
EXISTING CONDITIONS
The main portion of the structure consists of a timber framed post and beam structure with a stone
foundation, basement area and 2 % stories of living area. There is a small two story area at the right
rear portion of the structure. The structure is constructed primarily of 7"wide x 8"deep beam lines (3
interior lines)which span left to right with 2 %x 3 %- deep joists (7'+/- span) front to back. The wall
construction is typically 2 % x 3 `/- (flat). The main structure has a basement for most of the structure
with an at grade floor(no concrete slab) for the rear portion. The third floor beams cantilever over the
2""floor walls and are heavily deteriorated. We observed two of the beams with approximately 80%
section loss due to rotlinsect damage. The main floor beams either rest on top of or frame into rim
beams which are supported by timber posts. in some areas,the timber posts have been removed for
installation of windows/doors.
During our inspection, we observed the following:
Roof framing:
The roof framing consists of a girder-rafter system with intermediate purlins between the girders.
There is considerable sag of the purlins as well as heavy deterioration to the lower third of the roof

sheathing. This implies that there is probably deterioration to the girder ends which is hidden by
the sheathing and fascia board.
Third Floor framing(viewed from I"floor):
As previously noted, the thud floor beams cantilever over the 2nd floor walls and are heavily
deteriorated with approximately 80%section loss due to rot/insect damage. These beams also-
have sign of powder post beetle/carpenter ant damage. Also,the left lines ol'beams have a
severe slope from the center of the structure to the left exterior we.
Second Floor Framing (itemized list-viewed from 1"floor):
1. Lett rear column has 100% section loss;
2. There is no support at the left-3`d interior begat with no sill (deteriorated) along the left wall
in this area;
3. Half of the support post for the left-2"d interior beam has been cut away/removed;
4. The left-I"interior beam bears on a 4x8 with only studs below;
5. fhe center rear beam at the old exterior wall of the 2% story space has rotted over a steel
column has failed/cracked and has dropped 3"adjacent to the column support;
6. The right-1`` interior beam has cracked and is considered to have 100% section loss. This
beam spans 16 feet over the main area of the l" floor;
7. The right-2"d beam (in front of fireplace)has no bearing on right wall (100% section loss)
and the post at this location is in three pieces (indicates numerous repair dates);
8. The right exterior wall had no sill for approximately the middle third.
Rear Addition:
The entire rear wall from sill to top plate of rear addition is rolled/eatenby insects. Also, as
previously noted, the floor framing appears to be untreated wood on soil.
We did not view the first floor framing during our inspection.
CONCLUSION
In conclusion it is our opinion that the structure has exceeded its useful life and is beyond reasonable
repair due to the severe rot/insect damage, deflection and condition of the load bearing beams and
columns. Due to the deterioration at every level, the entire structure would need temporary support to
the floor framing to allow removal and installation of the timber beams and columns. We believe that
the siding(wall arching) is effectively supporting a majority of the structure at this time.

This is one of the oldest structures on Boston Street - the
"main road" out to what is now Peabody. Pope' s blacksmith shop was
built a little farther southeast along Boston St. at the point where
Pope St. intersects with Boston St. The Quakers , never very, popular, .
settled in this area well out of the center of Salem. The Pope family
was Quaker. A popular Boston St. legend is that on the property of #69
. was a tree whose trunk split and then grew back together again, ..leaving
a hole. Babies were handed through this, hole to protect them from "witch-
craft".
In 1844 Charles Warren Turner bought this house from Joshua Safford
Goodale for $1500 (345: 183) . Joshua S. Goodale was .the great grandson of
Joshua Goodale who bought the house from Samuel Pope` in 1742 (82:250) .
The Turner family .owned this house for many years. In 1897
James H. Turner, Mayor of Salem from 1894-1897 and 1899, owned it.

Re: Request for Waiver of Demolition Delay Ordinance, 69 Boston Street
Dear Mr. Kasparian:
Historic Salem opposes the granting of the above referenced request which we learned
about today.
This building was placed on Historic Salem's Most Endangered List in 2003 after the
previous owner failed to receive variances in support of a development plan which would
result in the demolition of this historic building. Both Historic Salem and neighborhood
residents spoke in opposition to the variances at the Zoning Board of Appeals.
According to the Survey Form B filed with the Massachusetts Historical Commission,
"This is one of the oldest structures on Boston Street," and was built c. 1740 for Samuel
Pope, a blacksmith whose shop was nearby at the intersection of Boston and Pope Street.
The mix of buildings on Boston Street represents 300 years of architectural history and is
an authentic historic assemblage which cannot be replaced once removed. This building
is a particularly important piece of that streetscape as one of the few pre-Revolutionary
buildings on Boston Street. For your information, we also attach a photograph showing
the condition of the building approximately one year ago before its sale to the current
owners. Historic Salem believes that restoration and appreciation of these historic
buildings will be the key to the revitalization of this important gateway to the City.
We request that the waiver be denied and that the owner consider a reuse and

Salem Harbor Station—Chimney 42 Demolition—Project Description
This Project will be performed at Salem Harbor Station. Salem Harbor Station is a power
generating facility located in Salem,Massachusetts,on the eastern shore of Salem Neck at the
terminus of Salem channel approximately 15 miles northeast of Boston, on a 63-acre site adjacent
to Salem Harbor. The existing four generating units of the Station have a combined nominal
capacity of 745 Mw and are located on the northern portion of the site.
Unit#2 Chimney was built in 1951 and has an overall height of 250'. The chimney is built of
brick construction and was encased in concrete in 1963. The chimney has been inactive for
several years and there are no intentions for the facility to re-use this structure for future power
generation. Based on the inactivity,the age of the structure, and the expected increase in
maintenance resources required to maintain this structure, Salem Harbor Station has planned to
demolish and remove the entire structure.
Salem Harbor Station has contracted International Chimney to complete the demolition work. It is
expected that the demolition of the structure will commence in early spring and be completed by
early summer 2004. Demolition will be a controlled process with removal of chimney section
brick by brick using hand-held vibratory hammers. Based on the strict environmental and safety
requirements set forth by Salem Harbor Station, no impacts to the surrounding area, the power
plant, or neighborhood is expected nor will be allowed.
Salem Harbor Station will continue to inspect and monitor the remaining two inactive chimneys
and it's the Station's intent to schedule the demolition of these structures over the next few years.

Dear Mr. Kasparian:
I am writing to express the support of the Department of Planning and Community Development
(DPCD) and Planning Board for the request for a waiver from the City's Demolition Delay
Ordinance made by US Gen New England to remove an unused stack located on their property.
During the Planning Board's site plan review process for the project at US Gen New England's site
on Fort Avenue,the Board asked the applicant to consider removing the stacks and the applicant
agreed to prepare a report that described the feasibility of removing the three non-functional
"capped" stacks. In that review process,the Board stated its support of the removal of the stacks.
The Board further stated that the removal of the stacks would enhance the aesthetics of the facility
and its visual impact on the city
The applicant completed the study as required and determined that it is feasible to remove all three
of the non-functional "capped" stacks.

PROCEDURES FOR FILING APPLICATIONS
A. Be prepared to apply for approvals well in advance of commencing any exterior work. Before making any changes to the exterior of a property
in an historic district,the owner should call or visit the Commission representative at the Salem Planning Department to discuss proposed
alterations and to determine the category of the application(Appropriateness,Non-Applicability or Hardship). _
B. The Commission normally meets on the first and third Wednesdays of each month and notices are posted at City Hall. The meetings are held
at 120 Washington Street,3rd floor,and begin at 7:30 p.m. All meetings are open to the public and any person is entitled to appear and be
heard on any matter before the Commission before it reaches a decision.
C. An application for a Certificate of Appropriateness or Hardship must be received by 3:00 p.m.on the Monday 16 days before the meeting in
order to make the agenda. An application for a Certificate of Non-Applicability may normally be added to the agenda up to the day of the
meeting. In some cases,a Certificate of Non-Applicability may be issued by the Clerk,without review by the full Commission,after receiving
signatures of approval from an officer and a member of the Commission. There is no fee for any applications.
D. All applications for Certificates of Appropriateness or Hardship require a public hearing. Notice of the hearing must be posted with the City
Clerk 14 days before the hearing and abutters must be notified in writing. Commission staff will handle these procedures. A public hearing
is not required for a Certificate of Non-Applicability.
E. Applications must be submitted by the owner of the property. In case of a tenant,a waiver of the owner's appearance may be granted at the
discretion of the Commission if it is requested by the owner.
F. All applications must include three to four 35mm photographs of existing conditions. No certificates can be issued prior to receipt of
photographs.
G. _ An application will not be considered complete unless all work items are thoroughly described on scaled drawings and include specifications
regarding dimensions, materials, and any other information needed for the Commission to visualize the changes in order to make a
determination. Applications for paint colors should include a paint chip or chart. The following items should be included in your drawings
as applicable:
1. Site plan showing location of improvements;
2. Elevation drawings of the specific improvements: ,
3. Details/profiles(i.e.moldings,fence caps,cornices,vents,etc.);
4. Materials(i.e.wood,brick,etc.); -
S. Dimensions(i.e.size of trim);and-
6. Transformers,heat pump and condenser locations,electrical entries and meters,lamp posts,stove pipes.
H. At the hearing,the Commission will discuss the application with the applicant or his representative,bear the abutters and take a vote. Owners
having professional consultants such as architects or contractors are urged to have them be present at the hearing. If the application is approved,
a Certificate will be issued,mailed to the applicant and copies will be sent to the City Clerk and Building Inspector. Please note that the
application can be continued until the next meeting if the Commission deems necessary(i.e.for reasons of incomplete drawings,to perform
a site visit,etc.). In any case,the Commission must make a determination within 60 days from the date the application is received,unless the
applicant waives that requirement in writing.
I. A property owner or a contractor cannot receive a building permit unless a Certificate has been issued or the applicant has a letter from the
Commission stating that the change involved is not subject to the Commission's jurisdiction. Please be sure to obtain appropriate permits from
the Inspector of Buildings prior to commencing work.
J. The City of Salem reserves the right to inspect the project to determine compliance with the conditions set forth in the Certificate issued.
Violations
A person commencing or completing work to the exterior of a building in an historic district without the necessary approval of the Commission is subject
to fines of up to$500 per day from the date of violation. The Commission is not responsible for an owner's neglect to inquire about necessary City
permits and approvals. All records are public and we will confidentially assist you if you are concerned that someone in your neighborhood is in
violation.
Assistance
The Commission's guidelines are available for viewing at the Salem Planning Department and the Salem Public Library. The guidelines provide examples
of what is historically appropriate(or inappropriate)for Salem's neighborhoods including trim, siding,doors,fences,gutters,masonry,paint colors,
parking solutions, porches,roofing, satellite dishes, secondary egress,skylights,utilities,windows,etc. These guidelines help you understand what
changes are likely or unlikely to be approved. The Commission supports your efforts to improve your property and can guide you on historical
appropriateness. Further information,in the form of books,articles and pamphlets,City-wide architectural inventories,and photographs,are available

Enclosed please find an application for Waiver of the Demolition Delay Ordinance for
the demolition for the second of two wings at the old Police Station- the single story rear
addition (along Charter Street).
As you may recall, the Request for Proposal (RFP) for redevelopment allowed for the
demolition of both wings. The SRA's Designated Developer proposed demolishing one wing
and incorporating the second wing(along Charter Street) into the new"Carriage House"
addition. The Historical Commission has previously approved the Waiver of Demolition Delay
for the first rear wing; however, in order to remediate the recently discovered sub-surface oil, the
Designated Developer informed us today that they find it necessary to demolish this second wing
as well.
Because the original RFP allowed for the demolition of this second wing, we are
respectfully requesting that the Salem Historical Commission waive the Demolition Delay
Ordinance in order to permit this redevelopment project to go forward in a timely manner.

My client is prepared to modify his requout to the Historical
Commission so that the Waiver to Demolition Delay includes only
those portions of the building not shaded in this drawing. While
our structural engineers g Ys still have serious questions concerning
this structure
the owners agree ee to make Ovary reasonable attempt
to save the
portion of the building ohaded on the plan. We will
then work with our architect to Huila an addition off of the
salvaged portions of the building, so as to be able to create a
viable �
ro ect.
