The Commission offers the following comments. It is the opinion of the Salem Historical Commission that the proposed collocation is an adverse effect that visually degrades the historic, architectural elements of the area. We also believe that the City of Salem has been making efforts to reduce the number of poles on its streets for visual, aesthetic and handicapped accessibility reasons. The Commission strongly recommends that the proponent investigate alternatives that will avoid, minimize or mitigate adverse effects to nearby historic resources, such as: • Determining whether existing nearby lampposts are owned by the city or National Grid and pursuing approval for installation on an existing lamppost or an alternative, non- lamppost pole. While there may be an understanding that National Grid may no longer allow antenna attachments to certain types of poles, the process to request authorization should still be undertaken. • Exploring the possibility of an installation on the existing building at 76-80 Lafayette/23 New Derby Street or at the City's fire station at 10 New Derby Street(which already has several antennae). The Commission is very concerned that this installation will set an irreversible precedent. If permitted, this will open the doors to other companies (i.e. Comcast, Verizon,. etc.) to apply for installation of similar collocations, resulting in a proliferation of new poles throughout the city. 4 Page 2 September 12, 2012 Please be,reminded that this installation will require review and approval by the Salem Planning Board and the Salem Redevelopment Authority. BL Companies has reviewed your expressed concerns and requests for additional information. Please find relevant responses below, as well as references to any attached, pertinent information. Regarding the location and status of the three other antennas, as previously stated, these three projects are considered conditionally exempt from Section 106 review per Stipulation V of the Nationwide Programmatic Agreement for the Collocation of Wireless Antennas (NCPA), executed by the Federal Communications Commission (FCC), National Conference of State Historic Preservation Officers (NCSHPO), and the Advisory Council on Historic Preservation (ACNP) on March 16, 2001. Stipulation V outlines four situations for which the collocation of antennas on buildings or non-tower structures (e.g., utility poles), must be subjected to Section 106 review. These situations are: • The building or structure is over 45 years old; • The building or structure is inside the boundary of a historic district, or outside (but within 250 feet of) the boundary of a historic district and the antenna is visible from ground level anywhere within the historic district; • The building or structure is either a designated National Historic Landmark or listed in or eligible for listing in the National Register of Historic Places; • The collocation licensee or the owner of the building or structure has received written or electronic notification that the FCC is in receipt of a complaint from a member of the public, a SHPO, or the ACHP, supported by substantial evidence that the collocation has an adverse effect on one or more historic properties. All four antennas were evaluated with respect to these guidelines. Only one node (Derby and Lafayette) was determined to require Section 106 review. This decision was made because the node would potentially introduce a new visual element to the Downtown Salem Historic District. The three other nodes are on poles aged less than 45 years, more than 250 feet from the boundary of a historic district and that have not been the subject of any complaints regarding effects to historic properties. Since you have stated that the locations of these three exempt nodes would be helpful to your review, please find attached to this letter node profile packets for all four node locations. The Derby Street and Lafayette Street location cannot be covered by any existing macro locations (traditional cell sites) and so it was considered a good candidate for the placement of a DAS antenna. • Presently there are no existing wooden utility poles near the intersection of Derby and Lafayette like at the other three locations. There are a few cobra head-style grey steel lampposts, but National Grid is no longer allowing antenna attachments to these types of poles. What ExteNet has proposed is installing a grey, steel stand-alone pole in the same utility right-of-way and of a similar style to the existing steel lampposts. A streetlight attachment would be optional and per the city's request. Types of color and style for the pole will also be up for discussion to make sure that the pole is a good fit. • The antennas and equipment deployed by ExteNet are all FCC and FAA approved antennas for commercial and residential use. ExteNet took great care when selecting these locations to meet and exceed the safe minimum distance as outlined by the FCC and the antenna manufacturer. These antennas are meant to be deployed in high- density areas with close proximity to residential and commercial dwellings. Specification sheets have been provided to the city for reference as well.
